In the first ten days of this month alone more than a Million People tested positive for covid19 in the united states. In california cases are also spiking here. Reporter statewide covid cases have jumped 30 in the past few weeks. The south bay becoming a hot spot again where the percentage of tests coming back positive is going up. Reporter ucsf Infectious Disease specialist says high case counts usually lead to more hospitalizations in the weeks that follow. Though its not happening yet if the Health Care System becomes overwhelmed we could face another lockdown. Crossing my fingers and toes i hope we dont get there. Even though theres people after cases start rising beyond a certain threshold thats the only emergency plug to pull. Some box stores around the country are beginning to limit the number of items you can buy to prevent hoarding like we saw in march. Today we saw some shelves of toilet paper nearly empty while others were stocked up. Yeah, im fine with that because the first time the whole pandemic hit everything was crazy and i couldnt find toilet paper. And authorities believe with all the protocols in place officials shouldnt have to take drastic measures. Hopefully we dont see another shutdown here in the next six months. In san jose, ian cull, nbc bay news. Lets go to San Francisco now. It did not change tiers. Its still in the least restrictive yellow tier. This is just the past two weeksmism you can see it climbing right here at a steeperry. And thats why the city fears the citys fall surge could be even greater than the summer surge. And this could be the final straw. Restaurant owners in San Francisco are not very happy tonight. Beginning friday San Francisco is closing down all indoor dining. Another frigid night. Its going to be. Currently we have some cloud cover overhead in the north bay so a lot of your temperatures remaining in the 50s, but we do think some of that cloud cover is going to give us a bit of window for these temperatures to drop. So not as cold as we have been used to lately but still dropping down there, so make sure to bring those pets inside, and very, very isolated chance of some patchy frost. The next big story for us is the chance of more rainfall. By 8 00 p. M. On thursday the storm is off to the north and then as we roll into friday we will start to see that chance rain moving close. Reporter for the first time president elect joe biden responding to President Trumps refusal to concede the election. I just think its an embarrassment quite frankly. Reporter biden is not yet receiving the resources including a daily intelligence briefing traditionally given to an incoming president. Were going to do exactly what wed be doing if he had conceded and said we won, which we have. Reporter President Trump again off camera but on twitter making baseless allegations of widespread fraud. Tonight the president elects lawyers calling the trump campaigns legal challenges, quote, noise not really law. Theterics, not really lawsuits. Biden suggesting republicans are, quote, mildly intimidated as they largely standby the president. Until the Electoral College vote anyone whos running for office can exhaust concerns. Reporter and as World Leaders congratulate president elect biden, the nations top diplomat making this surprising remark. There will be a smooth transition to a second trump administration. Reporter biden expressing confidence republicans will accept his win. They will. They will. Reporter and work with him once he takes office in january. In washington, nbc news. Key Supreme Court justices appear to signal theyll leave most of obamacare intact. The Affordable Care act is before the high court for the third time. At the center of todays argument was the individual mandate. It requires americans to either buy Health Insurance or pay a penalty. New at 11 00, its a two way street. The cdc has put its strongest guidance yet on mask wearing. This past spring you might recall the agency urged people to wear face coverings, we know that part saying itll help protect others. Reporter she has three children and she says shes frustrated the Livermore School district hadnt come up with a plan to put them back in the classroom yet. Theyre getting robbed right now, socially inept. Theyre educationally not getting what they need. They dont have enough instructional time. Theyre getting depressed. Reporter Board Members met tonight to listen to a report on the districts reopening plan. A plan that talks about letting Elementary School kids back into the classroom in some form, a plan that is not set in stone. Teachers want to come back, kids want to come back, parents want their kids to come back. We also are living in the middle of a pandemic and i think frankly were getting tired of it. So coming back to school would suggest things are back to normal, but theyre not. Reporter the district put together a task force to come up with a hybrid option. That allows Elementary School students to come back into school with social distancing and different time schedules. But it doesnt include middle or high School Students which is frustrating for many. So i thought, what about. 15 minutes. 15 percent. Serendipity. 15 minutes could save you 15 or more on car insurance. Across the country covid19 exploded once again. This map shows the rate of new cases over just this past week. Much of the midwest covered in red. That means a widespread number of new cases. Dark orange means a significant surge. Thats most of the east coast down into florida and parts of texas. California is in the lighter orange. But as weve been mentioning cases are on the rise here again. Well, Extracurricular Activities offcampus has one marin County School halting its on campus classes. Branson high is sending students back home for Distance Learning and a lot of students and parents are not happy about it. Nbc bay areas Terry Mcsweeney has more. It was just a bummer, i dont know. Reporter brought ppe and established protocols. Just a few weeks ago Marin Catholic high school temporarily closed its campus for the very same reason. All that work [learning online from home has spurred many of us to so many businesses to buy a Record Number of the desktops and laptops in this past quarter. Apple is updating the line and a mac mini desktop starting at about 700. Lets get a check of the forecast. Another chilly night, and is it a frost advisory going to affect the north bay, jeff . Thats exactly right. Just an isolated zone where well have some 30s and low 40s tomorrow morning not nearly as cold weve been used to in the past few mornings but be ready for that chill in marin, sonoma and napa counties. Our mobile Doppler Radar the only one in the bay area and just one of six in the country, its so great at what it does because its closer to the ground so we can get a more accurate read on whats happening down near the surface where all of us live. And you can see right now we are picking up a few spotty showers right now near the coastline, the northern coast. We havent seen anything move into the bay area just yet, but this is all part of a system thats very, very weak. And as that continues to move off towards the south tomorrow, the biggest thing for us i think at this point will be an increase in cloud cover. So not nearly as sunny as we have been used to lately. Temperatures with the cloud cover is going to act like a blanket so a lot of us wont be as cold as i mentioned. Yes your down to 38 in the trivalley but better than 32 degrees, and right here over the east bay, 38, San Francisco 35 and north bay 36 with that frost advisory. Temperatures will cool off a couple more degrees with those clouds in place. So this will put us at 60 in milpitas and 62 in morgan hill. Notice the winds will be relatively and we have 59 in vallejo and 60 in danville. Just as i said 59 in palo alto, super similar to the east bay. The same here for San Francisco. 68 in the mission and north bay, more of the 50s to low 60s with 59 in novato and 60 in napa. So overall tomorrow we do have that nice cool weather and some of those clouds but youre probably wondering about the rainfall. Weve been mentioning it but lets get to the time line. This again like last week is another system moving down to the north, so its not the best for getting big moisture. We really need to see these storms move in from the west, from the pacific to pick up that moisture. This one its not going to do that. With it dropping down from the north we will get the chance of rain but its not a super big storm like wed like to see. Nonetheless well get some rain and also get some snow there for the sierra. Look at these totals as we head through friday right up here across the summit. Kirkwood 9, South Lake Tahoe at 5. My extended forecast 50s and 60s and best bet of rainfall on friday. And even look into next tuesday well see another chance thereof some rain. Inland valley temperatures more 50s and 60s here as well. So this is just what we need to be seeing on that seven day forecast. You know, also something we need to be seeing well, i was very happy to see some Christmas Decorations in my neighborhood. I can officially report people are putting them up now. I think its a sign of the time, you guys. I still have pumpkins on my porch. Well get on the ball. Thank you, jeff. What youre made of, were made for. Usaa well, this is rarity. A baseball player is suing his former team, in this case the giants. Mack williamson. Not long ago he was a promising young player but now he says oracle park and the giants were negligent. Heres why. Take a look 2018 the former giants outfielder running to get this foul ball, he trips over the bull pen mound right there and goes head first into the wall. He claims that he still has symptoms from that concussion including blurred vision which ended his career. Williamson is suing the teams ownership for an unspecified amount. The lawsuit claims he could have earned tens of millions of dollars. Everybodys career ends at some point, but to have it taken from me because of the mounds, the bull pen mounds were unnecessarily placed on the field is its very hard to cope with. It does have someimat merit. A majority of stadiums dont have those bull pen mounds along the foul line there. It should be noted they were widely believed to be in a dangerous spot and the giants did move them earlier this year behind the center field wall. We finally have the good news for the 49ers. Richard sherman is back at practice and might play sunday against the saints. He hasnt played since injuring his calf in the first game of the season.
