Movie theaters will have to close again. Covid19 cases are on the rise across california but are particularly surging in 11 counties including contra costa and santa cruz. Today the States Health and Human Services secretary said people need to think twice about the risk theyre taking. One thing we know that activities where its difficult to mask the whole time, so for example eating and drinking create the higher risk covid transmission. Similarly, activities where you see people who you havent seen recently, so people outside of your household, also create a higher risk situation. Some people in danville today took the roll back in stride. If thats what the numbers dictate and thats what we need to do, im happy to comply with whatevers necessary. Reporter Contra Costa County may be the first but much of california may soon be following their lead. We anticipate if things stay the way they are, that between this week and next week over half of california counties will have moved into a more restrictive tier. Reporter tonight the doctor is urging californians to remain vigilant. He says the virus is not over just because were tired of it. In danville, marianne favro, nbc bay area news. We mentioned santa cruz county. Parts of the famed boardwalk may be forced to shut down yet again. Amusement parks cannot be opened into the red tier. Very upsetting for the park officials as some rides just reopened last weekend. As we mentioned, the city of San Francisco is also trying to get ahead of the covid surge by rolling back reopening plans, even though its still in the least restrictive yellow tier. And those changes will begin in just a matter of days. They include halting all indoor dining, reducing the capacity of Fitness Centers and movie theaters to 25 or 50 people, whichever is less. And hopes to reopen high schools. Contra costa has jumped 250 since the beginning of october. Public Health Officials warn if we dont do something now we could face a surge that is even larger than we saw this summer. Were asking for a lot to sacrifice so that we can get back to life as we know it. This is hard, yes. But its necessary. And i want to thank you again for your cooperation and understanding. The changes will officially begin friday night. After that, the city will monitor data and determine what can reopen as the infection rate stabilizes. This new model shows how the citys fall surge could be greater than the summer surge. These lines track the rise and fall of covid cases. Weve laid fall over summer. This yellow line is summer. You can see the sharp increase here before peaking and slowly declining. Now take a look at the blue line. This represents the number of new cases just in the past two weeks. You can see that its climbing at an even steeper rate. Thats why public Health Officials think San Francisco could see a greater surge which could completely overwhelm the health care system. This is a question weve been asking for the past seven or eight months, are counties being overly reactive, how restrictive will the restrictions be, and is this the nail in the coffin for hundreds if not hows of small businesses. Thats a huge concern to medical professionals who are seeing this spike in covid cases, especially because theyve been asking for a National Plan, begging, they say, for a National Plan for months now. Today we saw the state make a move, 11 counties, including contra costa and santa cruz, are going to be moving into a more restrictive tier, a move that nbc medical contributor supports. Having 50 states with no National Plan isnt working and puts us in dangerous territory, she says. She wants to see governors taking decisive action. The decisions need to be based on data. The higher rising infection rate and hospitalizations, they need to act aggressively. If that means shutting down and putting in a lockdown order, then thats what needs to be done to keep people safe. You cant run an economy with dead people, right . So, you have to keep society safe. And remember this is a really contagious virus that spreads very easily. We have very limited measures, but what we do have works. If the president , like you said, said day one when hes inaugurated in january that hes going to move forward aggressively with his own Coronavirus Task force and was implemented safeguards for the American People. But that still, you know, a full two months away. Were anticipating up to over 400,000 deaths by january or february. But, you know, heres the good news, jessica, it can be prevented. But it goes back to what i said earlier. We have to rely on each governor and local authorities to really make decisions because theyre not getting any kind of guidance from the top. Now, one of those decisions that shed like governors to make in every single state is a mask mandate. Shes in favor of that. The other thing she says, we all have some personal responsibility here. She says we shouldnt wait for federal leaders or state leaders to tell us what to do. She says we know what to do. We should be wearing our masks. We should be doing social distancing. It blames crowded indoor places for eight in ten cases. The researchers used cell phone data to track people. They then compared that information to the outbreaks. Heres what they found. Indoor restaurants are the riskiest places to go, about four times riskier than going anywhere else. Gyms and coffee shops are second. Hotels there on the list came in third. The virus took a bigger hit on lower income communities, which have more essential workers within the population. People in affluent communities did a better job of social distancing. I think its hard for you to argue that congress intended the entire act to fall if the mandate were struck down when the same congress that lowered the penalty to zero did not even try to repeal the rest of the act. Justice kavanaugh also echoed a similar sentiment. Now, if the entire law though is overturned, more than 20 million americans could lose Health Insurance amid this pandemic. Weve got the dogs on a short leash in this hand and the bat in this hand and just hope for a good walk. Reporter residents say coyotes are taking over, and theyre preying on their neighborhood pets. I just came out to take my dog for a walk this morning. And, you know, i turned around and there were two coyotes coming out between a couple of the condos. I picked him up and went in the house. Reporter marley had a recent close encounter. Got him by the neck, and my wife charged the coyote and the coyote backed off, so our dog survived. Reporter the village tells me they monitor the incidents weekly, they survey perimeter fencing and seal access points. They say only the authority of fish and game has the ability to trap the coyotes. So, they warn the residents to be on guard and make sure theyre making a lot of noise to keep the coyotes away. Thats a loud one. We do everything that we can to scare off the coyotes. Theyre very aggressive. Theres no question in my mind that they would take a bite out of one of us if we got too close or intimidate them. Tomorrow we have the clouds hanging on. And then what about those chances of rain . Weve seen updated timing on this. Things really look to be condensing down for our best chance of rain. You can see by 5 00 in the morning on friday, we have rainfall off to the north and well likely see widespread rain as we move through fridays forecast. This will bring snow to the sierra. Looking at about a foot here as we head into friday with that storm at some of the highest levels. You can see kingville, 13 inches, kirkwood at 9. Weve kept a chance of a spotty shower thursday night, also into friday and saturday, even into tuesday.
