Reporter it is a big day. Poll workers getting briefed on what they need to know in order to have this day move smoothly. The polls opening in just a matter of hours. And there are several issues on the ballot that involve your family, your health and your finances. Well start by breaking them all down. First, proposition 16, a hot state, you and requires a majority of votes to pass. Now prop 16, if passed, public universities and state and local governments would be allowed to consider race and admission in governments, government agents with businesses owned by women and people of color when awarding contracts. This proposition would repeal prop 209 and banned affirmative action. They say it would punish excellent students because of their race. The next issue prop 21, this proposition also requires the majority vote and focuses on rent control throughout the state. If passed this initiative would allow local governments to establish rent control on Residential Properties that are more than 15 years old. Statewide 45 of the population are actually renters, and that percentage is even larger here in the bay area, San Francisco and oakland at 62 and 60 respectively. Opponents say it could discourage new construction from the private sector and moving to contra costa, their voters are voting on measure x which deals with the general sales tax. If passed the sales tax would increase from 8. 25 to 8. 75 . The increase in sales tax would generate an additional 81 million in funds. The additional revenue would help support the regional hospital, Emergency Services and Early Childhood services. So there is a lot to remember. We have resources on our website. It will bring in some cooler temperatures, but then as it moves on, it may also bring in some very light, spotty rain for the week. This is what one of the computer models is showing, not a whole lot of as we go into the weekend. A few hundredths of an inch of rain. We are going to possibly see some spotty, light sprinkles, but a much bigger storm for the sierra as we see the possibility of up to a foot of snow in some spots, even some of the Higher Elevations like when bridges could get up to 16 inches of snow. If it doesnt deliver us some rain it will be nice if it can deliver snow to the sierra. Well be watching that go into the week and a headsup if you do have sierra week plans. Here in the bay area in san jose were going to see a big cooldown in san jose over the next few days. Going from the mid70s through at least thursday but then a big drop once that storm system moves in and highs will only reach into the 50s this weekend. I want to start by just setting the scene here at the civic center voting location. Things are lit up, getting ready to go. They were briefing some of the poll workers on just what to do and how to make sure everything goes smoothly. Only an hour and a half here until the action gets started. Were going to delve into some of the issues you may have already voted on or will be voting on today. First, prop 22. This issue focuses on the appbased driver. Not only is this one of the most expensive ballot fights in the States History with nearly 185 million spent, the state issue has gained National Attention because of the precedent it could set. Now if prop 22 passes appbased drivers, food and ride share, would be defined as independent contractors. Drivers could destcide when and how often they work, appbased drivers have benefits like minimum compensation, Health Care Subsidies and training. This is a sidestepping a law last year that made independent contractors employees. Opponents say the ballot issue creates a special exemption that eliminates basic work place benefits and replaces them with new lower earning guarantees. Next up this ballot issue proposes a sales tax increase of 1 8 of a cent like San Francisco, san mateo and santa clara. If passed the measure would provide an additional 100 million for cal train services. It would also expand services from 60,000 to 100,000 passengers a day. If they will be 18 by the day of november 3rd, the general election, if this ballot issue sounds familiar, its been proposed and has been rejected by the state legislature five times. Santa clara county where i am this morning is at 59 returning. Six of the bay areas counties are at more than 60 . Contra costa countys return rate is the lowest which is still higher than the state average. Now several counties expect to break record turnout records this election including San Francisco and Sonoma County and that could be because of the governors order to send a vote by mail ballot because of the pandemic. Voters are also telling us they are motivated by climate and issues that will affect their communities. It seems like theres a lot at stake, you know, with the coronavirus, just so important. Theres a lot of things on there besides president that we just want to make sure we get our voice in. Reporter if you are planning to vote in person or drop off in person today, election day. A lot of businesses dont want to see this again if there are people unhappy with the results of the election tonight and decide to protest in the streets. Walnut creek police indicate they will have additional officers out to protect people and property and the rights of those to exercise their First Amendment rights. Not clear if thats part of the normal patrol or anticipation of possible civil unrest. Chase bank installed plywood over its windows. Those targeted boarded up their windows again. And it wasnt just Big Box Stores like marshalls and ross but daughters diner in oakland, the owner says he would rather spend 1,000 on plywood than replace shattered windows. He is very worried about the Supreme Courts decision upholding pennsylvanias right to take the time it needs to count legal and legitimate ballots sent in on or before election day. What a ruling. Number one, cheating can happen like youve never seen. This is their dream. And they are known for it. There is no evidence of cheating. As far as danger, americans need to realize we may not know who won for several days. And, more importantly, it may be that the person who appears to be winning a state at the beginning of the count may not win until the end. We have talked about this before. Democrats are generally more likely to vote by mail. Republicans more like ly to wal in and vote by person. Pennsylvania, where mailin ballots are sitting waiting to be counted, that takes time. So the walkin vote is electronic in most counties. Counting is very easy. So republicans may look like theyre winning pennsylvania only to have the mailin ballots finally counted and its possible that would be enough to swing the state back to democrats and arizona is the opposite. Its allowed to count mailin ballots early. It could start blue and swing to red as the walkin count starts. Trust the process and be patient. Joe biden stuck to pennsylvania on election eve with a quick detour in ohio. Hes campaigned in pennsylvania more than any other state. Southern california Law Enforcement agencies putting more officers on the street this week just like here in the bay area. In anticipation of possible protests following the election. Police agencies have extended shifts, canceled vacations and rearranged schedules. The lapd has purchased 1,000 additional shields to protect officers from rocks, bottles and other projectiles. To our pandemic coverage and covid cases in one Southern CaliforniaSchool District are spiking. Vista unified in san diego had six confirmed cases at five different schools. You can see the wind circulating around that area of low pressure counterclockwise that will bring us an ocean breeze and then also as we head to the end of the weekend as that moves down further to the south and east, we are going to see it possibly bring in some very light, spotty rain for the bay area. But most definitely some sierra snow. It looks like a lot of our computer models are putting down pretty good amounts, maybe even up to 16 inches of snow for some of our upper elevations. Were hoping that pans out because we are definitely in a very dry situation with an extreme drought across northern california. As we go through the forecast, look at how our temperatures change, were going from the upper 70s for the next few days to the upper 50s for the weekend. Developing this morning, police in San Francisco trying to get to the bottom of a freak accident that left a firefighter critically injured. It happened yesterday afternoon in the financial district when a crew was wrapping up a call to a highrise fire. Firefighters say a hose was suddenly pulled upwards sending a firefighter, matthew vann, airborne. It happened as a muni bus was traveling through the fire zone. Video from the scene shows what looks like a hose wrapped around the rear wheel of that muni bus. Vann suffered a serious head injury. He was knocked unconscious and was not breathing. Muni says there were no passengers on the bus and the operator has been driving nearly six years. Vann is a six year veteran of the fire department. Some startling new numbers when it comes to kids and the coronavirus. First, the u. S. Now has more than 6 million confirmed cases across the board. More than 60,000 were diagnosed last week, more than any week during the pandemic. Nearly 850,000 have been infected since the start of the crisis.
