Lets take a live look outside, shall we, on this monday morning in San Francisco. Bay area covid cases start to climb the city is suddenly putting the brakes on the next phase of reopening. We want to go live to Cierra Johnson with a closer look how this is impacting some Business Plans as soon as tomorrow, cierra. Reporter yes, good morning. Tomorrow was the day that we were supposed to enter that next phase of reopening. It would have brought some businesses like churches and some movie theaters from 25 capacity to 50 capacity and this morning mayor london breed putting a pause on that transition as cases both here and across the state continue to rise. We do have a breakdown of just how much those cases are running the city citing new cases per 100,000 increasing over the last two weeks is the main reason for halting that reopening. The number has gone from 3. 14 cases to 4. 17 cases, per 100,000. The number of hospitalizations has begun to climb. Statewide a lot of the same, more than 3,100 new cases and five more deaths added to the states overall total. California, more than 935,000 confirmed infections and more than 17,000 confirmed deaths since the start of the pandemic. These numbers locally and nationally as many states hit numbers they have not hit since august. Take a listen to what one Infectious Disease expert had to say about the upcoming months. I think people who look solely at the mortality rate really dont have a good understanding about this disease. First of all, its not just you live or die when you have the virus. Many thousands of people who have survived the virus are having longterm consequences. A couple storm systems to the north but were watching one by the end of the week that will be dropping in bringing in a big cooldown. It may also bring in spotty showers especially for northern california. Ill have to wait and see if this pans out for some at least light rain for the bay area because we do so desperately need rain at this point. We are in an extreme drought and we are going to see this may be bringing in some showers for sunday so keep checking in for updates on that. You add to that that voters are constantly reminded of this election 24 7 via cable news and social media. People should begin setting boundaries about the flood of information theyre getting over the next few days. Joe biden sticking almost exclusively to pennsylvania. First, lets take a look at the last polls youre going to see for the presidency for four years. The latest nbc wall street journal poll shows Vice President biden comfortably ahead in passinational numbers. This is not how we elect a president. It doesnt matter if more americans today favor one candidate over another. What matters is the individual states. But in this case biden is ahead there as well. These are battleground states, wisconsin, which trump won in 2016, well in the biden camp. According to the latest New York Times Sienna College poll. C florida pretty close to the margin of error. Over the weekend the texas Supreme Court said driveup voting and balloting could continue. That was challenged by the local Republican Party there, though that same party had agreed to the concept of driveup balloting earlier and had, in fact, contributed some ideas to make it happen. And, of course, the u. S. Supreme court has given states extra time to count ballots. These are legitimate ballots submitted on or before election day. You know what would have been really nice, though, if our Supreme Court could have ruled that everything has to be counted by the evening of our election, our great election day. Wouldnt that be nice . Instead of waiting around six days, eight days, nine days, giving more time. It would be nice but its not uncommon for a race to last quite some time. Youve seen projected winners declared by the media when 30 of the votes arent in. That is unlikely to happen this time. The ballots sent in or on election day, before or on election day, are legitimate ballots. Theyve been checked out. Lets go back out on the campaign trail. Folks, in two days we can put an end to a president that has failed to protect this nation. In two days we can put an end to a presidency thats fanned the flames of hate, poured gasoline on every opportunity he had all across this nation. That was joe biden at a rally in pennsylvania and at a Church Parking lot. Biden will stick to pennsylvania and ohio today in this, the last full day. President trump will hold five rallies in four states michigan, north carolina, pennsylvania, and wisconsin. Im running as a proud democrat but im going to govern as an american president. In fact, election workers have been taking in those ballots, opening them up, flattening them out, running them through the counting machine. Any ballot that needs a second set of eyes, human eyes, theyre going over that way and those are being verified as well. The state allows for Election Offices to even start counting the votes up to 29 days before the election. The only thing is they cant release any of those results until election night. In San Mateo County dont expect any results until 8 05 tomorrow night. Now this is how many ballots have been coming through here. So far in San Mateo County, as of sunday, San Mateo Countys Election Office got 286,000 ballots back both by mail and vote center, twice as many as in the 2016 election. Nearly 618,000 were returned to Santa Clara County. 55 of all of those ballots issued to all eligible voters in that county. Area there were steady streams showing up to drop off their ballots. Halloween was the biggest the second biggest day so far. Friday was the biggest day here in San Mateo County. We did talk with bay area voters who have some dueling positions not only on state propositions but whats happening in the white house. Only going to vote yes on prop 22. Everything else is a no. Prop 22 was big for me. I dont know if uber and lyft are paying their fair share. The past hasnt been too good. Theres a lot of things i believe in that he does. I tend to be very conservative financially and i think the last four years has made me think about how do we take care of the average person, how do we make sure we come together as americans. Now in california, you can still register to vote even if you missed the deadline all the way up until tomorrow, election day. You just have to ask for a conditional ballot. There arent a lot of those in normal years. This year is unusual so its hard to say how many may wait until election day to register. Kris sanchez, today in the bay. Kris, before you go, this year is a little unusual, and were hearing a lot of people are having anxiety about whats to come tomorrow. Youve been talking to a lot of voters. What do they have to say . Reporter yeah, with help from bob and cierra, you heard at the top of the newscast say they fear there could be rioting happening. Other folks say they hope whatever the result is, it is accepted and we can start to move forward, whatever happens with the white house. A lot of our local issues happen here at home. You did hear bob redell talking about those business that is are starting to board up shops. Hopefully that is an unnecessary precaution. And, scott, the same question to you, though, but more on the national level, the swing states. A lot of people there on edge over whats to come from the election. Sure, and i think democrats in particular when you look back at 2016 the polls showed Hillary Clinton was going to win, but, remember, those polls were very close. A lot of numbers in, say, michigan show President Trump behind by about ten points. He barely won michigan in 2016. It was 47. 5 of the vote for trump. 47. 2 for clinton. In this case we are seeing much wider gaps. Obviously the American Public has not yet spoken completely. But the polling is showing advantage to the democrats, and interestingly enough, marcus, i think that makes them nervous. Yeah. I can imagine so. We wont know until we know. Yeah, a lot of people will be heading to city hall dropping off those ballots boxes or those official drop box locations around the north bay. Starting out with temperatures feeling a little bit cool this morning. You may need a jacket if youre walking to the drop box. And then as we go into 11 00 it will warm up pretty fast here. Were looking at temperatures that will reach into the low 80s for today and then by this evening dropping back into the low 70s. We have to keep in mind the sun sets today a little after 5 00. So were going to reach these high temperatures pretty early reaching 85 in concord. 83 in martinez. San francisco will be in the upper 70s today, upper 60s for Half Moon Bay and in the santa rosa a high of 85 degrees. High pressure has been in control. Make way for a couple of storm systems to move closer. This is what were watching for friday. There will be the possibility that a storm system will bring in some significant cooling and spotty showers. Were watching for this to bring in rain by sunday. Very spotty at this point. At this point we really need some rain. Were hoping that it does pan out. For spots like concord were starting out the week with temperatures in the 80s as well as a lot of our inland valleys. But then notice how much we cool by friday and this weekend were only reaching highs in the low to mid60s, so big cooling ahead. Were going from summer to winter all within the next few days. Mike, how is it looking right now heading to work . It looks like we went from slow to not so bad. Lets look at the map, that crash and just found out chp says the activity on the shoulder so you should be okay as you travel west on 237. Northbound 101 still a little bit slow as you come through the area past san jose. We showed you that live camera and theres no reason for the slowing other than a number of cars tapping their brakes. The rest of the bay shows a pretty standard flow. Reporter i havent seen businesses here in livermore boarding up their windows or their doors. I know a viewer told me its happening in hayward and its taking place in San Francisco. You can take a look at your tv screen there, laura and marcus. Weve seen a number of businesses that have started boarding up in San Francisco in case that city turns violent after the election tomorrow night. We estimate threequarters of businesses are taking precautions. Sfpd says there are no known threats to cities or polling places but they will have additional officers working tomorrow just in case. The city of vallejo issued a statement indicating it will be opening up its Emergency Operations Center Starting today, as a precaution, to prepare for possible civil unrest surrounding this election.
