Nbc bay area bob redell is live in lafayette and meteorologist kari hall is tracking the dangerous conditions. In Oakland Hills the concern was the fire spreading to other homes. What about the wind conditions in that area a little bit earlier . We are still seeing winds gusting as we check out oakland and the weather conditions there. We head to the hills. Winds up to 30 to 32 Miles Per Hour. The temperature at 60 but the relative humidity is still critically low and dry vegetation it was good they were able to get a handle on that before it did continue to spread into more of the vegetation in that area. Overall we are seeing a lot of winds in the valleys calming down. Its gusty in hills and upper elevations. We were talking about mt. St. Helena winds gusting 80 Miles Per Hour overnight and now seeing wind gusts at 45 Miles Per Hour coming down from the wind gust we had earlier this morning that was at 76. Its still pretty gusty but not as high as as we have seen recently any fires that develop with the high winds and low humidity could spread very quickly. Mostly for our hills in the east bay and north bay and continue until 5 00 this evening. We are watching all that is going on very closely because we are still in this red flag warning. Marcus . Thousands of people in that area still anxiously awaiting for their power to be turned back on. Pg e there is doing the power shutoffs. Nbc bay area rob redell is live in lafayette. I know a lot of people concerned here. Do we know of a time line of when we are going to see some of that power restored . According to pg es website, it depends on where you live but it could start coming back on within the next couple of hours. You can see we are in lafayette. The city has a generator to power the Traffic Signals here at happy valley road and mt. Diablo boulevard. In front of a strip mall to the right, its a case of have and have nots. A Grocery Store down there at the end are open with a generator and cvs does not have power and they are shut down. People walking to the door expecting it to open and turn away in frustration. We have got a doughnut shop, they just had some people pull up with this pickup truck and this generator. I dont want to get too close so you can at least hear me to provide power for their shop. Interestingly, im not sure what maybe they are powering the refrigerator because the lights are still off. They have been open for business. Where did you get your doughnuts if your power is out . They made them at their other store. Where is the other store . Wow. So they made them in san jose and brought them here. You got barber shop. We had gone shopping yesterday because we thought it was on at 10 00 so it was pretty full. Do you understand why pg e is doing this . Statewide about 345,000 people lost power. Last report according to pg e this was last night less than half have been restored. Thousands still without power here in the bay area. During their inspections yesterday, the ones they were able to complete, pg e found at least 13 pieces of Electrical Equipment damaged by yesterdays wind storm. Pg e did these Public Safety power shutoffs sunday night in anticipation of those winds that we saw yesterday experienced with gusts in the high 60s to high 80 miles an hour depending on where youre at. The idea is within the next couple of hours you wont be hearing this sound behind me of generators when the power turns back on. Pg e, depending where you live, check the website, it could be 1 00 or 2 00 and at the latest, tonight. The Park District is extending its closure of 11 regional parks in the east bay hills throughout today and tomorrow morning. The parks arent considered safe with a wind gust up to 70 miles an hour along some of the ridge lines. Breaking news. This out of orange county. New brush fires burning out of control forcing thousands out of their homes. The blue ridge fire started yesterday near yor. Thousands evacuated. Silverado fire started yesterday as well and burning just north of mission viejo. About 100,000 people there are out of their homes. Two firefighters have been critically injured. So cal edison saying that fire may have been sparked by faulty power equipment. So far those have scorched more than 19,000 acres. A court ruled this morning Justice Department cannot defend President Trump in court. In a case involving a woman who has accused him of rape. Scott mcgrew is following this one. Scott, walk us through the accusations and why the Justice Department was even involved in the first place. Reporter good morning. The accusation, marcus, come from a noformer magazine columnt who said trump raped her in the 1990s and its the denial of a subject of the court case. Carroll sued trump for definite face. Trump says she is lying and she is suing him for calling her a liar so this is a civil suit but she is asking for a dna sample to help prove her claims are true. Trump for his part said he didnt do it. He told the hill newspaper, quote, number one, she is not my type. Number two, it never happened. Attorney general bill barr said that because President Trump made that denial and accused carroll of lying while he was president , that was official government business. He is protected from being sued. And the department of justice should be in charge of defending the president in court. This morning, though, a judge in the washington, d. C. Fatherinlaw Appeals Court rejected that argument so the case moves forward but President Trump will need to find his own attorney. During the 2016 campaign more than a dozen women accused trump of Sexual Misconduct in earlier years. Trump has denied those allegations as well saying those women are lying. Unrest in philadelphia. This is after viral video capturesing a chaotic scene on monday. A man who was armed with a knife shot by police, later died. Nbc ron allen has more. Reporter overnight, violent protests erupting in philadelphia hours after police shot and killed a black man. Authorities say they were called to a residential neighborhood in West Philadelphia shortly before 5 00 p. M. Monday for a report of a man with a weapon. When police arrived, they say they found a man later identified as 27yearold Walter Wallace who was holding a knife. He was brandishing it and waving it erratic. Reporter video capturing the chaotic scene. Nbc news cannot verify what occurred before or after the events shown in the video. Police say after telling wallace to drop the knife. [ screaming ] move move reporter they opened fire. Shooting wallace multiple times before taking him to the hospital where he was later pronounced dead. The threat because the officer was toward the officers. We are still early in the investigations. Reporter moments before police fired, eyewitnesses say they tried to get wallace to release the weapon. Im telling him and everybody else to put the knife down. Thats what matters. Hes in our community. We are not threatened by him because we know him. Reporter the video also appears to show wallaces mother trying to grab him. The incident sparking protests overnight in the same area police and protesters clashed earlier this summer in the wake of George Floyds death. Several officers sent to the hospital after being hit by bricks, one a 56yearold female officer was struck by a pickup truck. Residents now saying they are outraged and saddened that police did not teattempt to deescalate the situation in a different way. I believe they could have said the right actions and possibly should have in his way. Shoot him in his leg or not shoot him at all. Thats the best opportunity. Authorities say both officers involved in that shooting who have not been identified publicly will be on desk duty until that investigation is complete. It said that the officers did have body cameras on. Ten people were arrested overnight and possible charges rioting and assaulting police officers. San francisco is poised to make it a crime to make up a racially biased emergency. Socalled caution against racially and exploitive nonemergencies act. The name has also been connected to women linked to viral moments where police were called on black people surrounding minor or false complaints. Supervisors today are expected to pass the act. As we go into the rest of the afternoon you can see the trend of going into the upper 60s at lunch time, 73 degrees at 1 00. Reaching into the upper 70s. Seven day forecast is coming up. Still pretty gusty as you head up through the hills around the bay we are. The rest of today if youre planning to head out for a a walk later this evening, we are going into the afternoon and we are looking at temperatures in some spots reaching into the low 80s and then cooling down back into the 60s right around sunset as once again brisk winds pick up. You might need a jacket as you head out. Tonight lows dropping back into the mid40s for some spots but a lot of low 50s. I want to take you through the wind forecast. It is gusty out there as we were seeing the winds coming in from the north and northwest. Mostly 15 to 20 Miles Per Hour. We are at 2 00 in the afternoon here. As we go toward 5 00, 6 00, we are seeing mostly winds coming in at about 10 to 15 Miles Per Hour. But in some spots it will be a little bit more breezy and then a calm wind for tonight. That is when our fire danger will go down but we have had those gusty winds because of the change in the season. We are starting to see some cooler air shifting in and we are also getting those offshore winds as we start to see some of the stronger storm systems move towards our east. High pressure continues to fade, we are still into some mild weather for this time of year. A couple of active storm systems to our north staying away. Unfortunately, there is no chance of rain in the forecast through the end of the month and as we head into november. We are looking at concord.
