Not that gusty here. Winds of 12 Miles Per Hour st. Helena currently, and mt. Diablo at 10. The overall gustiest conditions i see coming our way this week would happen on thursday morning. That red to magenta color, those are those wind gusts around 40 Miles Per Hour that will begin to move into the north bay mountains and real close into the east bay. That high fire danger jeff was just referring to may force the utility to proactively cut power to about 50,000 customers across 19 states. The areas you see highlighted in yellow there is where it could happen. Those power shutoffs as soon as wednesday. This is difficult day in our history. The Oakland Hills fire broke out 29 years ago to this day. If you were here at that time youll never forget this. Still ahead we speak to people who survived that inferno and say theyre constantly reminded of it during this fire season. Well, new at 11 00 were learning more about that deadly shooting in San Francisco. Police have identified the victim as 21yearold Caesar Vargas and also released body cam video of what happened before sfpd officers opened fire. What do you got, man . Hey, drop it. Drop it. What do you have . Get down on the ground. Hey, put the knife down. Officers say shortly before the shooting on october 10th vargas car jacked a woman at knife point on market street. He let the car roll a bit before walking out and officers caught up with him and gave several commands, and during that time they say he charged at them with the knife. Reporter you know i spoke to an oakland firefighter and an oakland resident who provided different prerspectives when it comes to the 1991 fire. As nfl insider in the north bay keep a close eye on conditions under a red flag warning its a reminder that wildfire season is underway and to stay prepared. Oakland fire assistant chief has battled many wildfires in his career including the Oakland Hills fire back in 1991. He was only about a year in with the department, but he understood the magnitude of this event. I remember coming into work and that it just was its not that it was chaos, but it was very busy and it was very frantic. Reporter today marks the 29th an varso of the Oakland Hills fire, destroying thousands of homes and taking the lives of more than two dozen residents. We drove down to get out of the flames, and we were very lucky to leave, get out in time. But the people that stayed didnt make it and perished in the fire. And those thoughts are with me forever. Reporter dennis mack is one of the lucky ones who escaped the Oakland Hills on this night, nearly three decades ago. Hes standing on the lot where his house once stood. It took him three years to rebuild his home just across the street. He can empathize with residents across the bay area who feel helpless after wildfires ravaged their communities. It was an event that we we lived with since then and we hear about the fires in sonoma and around the west right now. It does bring back memories of what happened. Reporter in oakland pete soratos, nbc bay area news. I remember being in San Francisco that day looking across the bay and just seeing the sky lit up in orange. It was eerie and certainly hard to watch and live through that time. Those winds, that is that classic diablo wind that comes from the north and also the east. And when you get gusts of 40 to 50 Miles Per Hour its so hard to try to contain any kind of fire. And weve had our fair share, of course. Some fire weather the past several months. Its been so grueling for us. After a decent start this summer, we had some cooler weather and things got relentless for us. You can see mostly clear skies. Its relatively calm down here in the south bay, but once again we do have the isolated fire danger. Its going to be on and off this week. So mountain wind, 2,000 to 3,000 feet up. Youve got to go really high up to get some of those 40 plus mile per hour wind gusts. And i think its going to be an on and off situation. Lets get a larger look at the big problem, and it all has to do with la nina. La nina can be very good for us and very bad for us. Right now the way the pattern is setting up, we have High Pressure which la nina tends to enhance. And the way High Pressure is building in, its pushing the storm track off to the north keeping the best rain chance uzway from us. Way up towards portland and also seattle. The storm track we need to see this lower, move off towards the south to get some rainfall. Maybe by the second or third week of november we could start to see that pattern change to help to bring us some rain. But for right now it is bone dry for tomorrow morning. Starting off mostly clear and cool. 50s here for the south bay, peninsula and try valley. Right over the north bay, 55. San francisco, 54 and east bay 56. My forecast as we roll through tomorrow doesnt change a whole lot. Youll see in our microclimate down here in the south bay about 10 degrees below average here. Right through the east bay a couple of 90s over to antioch with 90 degrees. Head to martinez, 86, oakland, 79. San francisco we get 60s back with that wester lee wind at 13 Miles Per Hour, that cooler wind there and 66 in the hurena. 86 in sonoma, 85 in santa rosa. My extended forecast in San Francisco, cooler weather starts to move in. Once we hit saturday and sunday, down to the 60s. And well see a storm system to the north, one off to the south. By friday itll bring us down to 79 and keep some cool weather as we head into this weekend with some 70s returning as well. I know its so unsettling, raj, on and off with this fire danger.
