A lot of experts believe the city may permanently lose out on millions of dollars every year. Yes, for months weve been telling that you many folks have decided to leave the city not only because of the high cost of living but because they have the option to work from home and can do so in other states. But today were getting a look at what that exodus looks like in pure dollar and cents. Now according to the chronicle the citys sales tax revenue is down by 43 from the prior year. That means the city lost 30. 8 million from just april to june. Another strong indicator people have left those falling rent prices. Supply and demand is the name of the game. Rent has fallen in around 10 . San francisco leads the nation in the cost of living in four of the most populated cities are also on that top 15 list for the most expensive rent prices in the nation and to add insult to injury it isnt just the exodus that occurred. An increase in crime has taken place. Homicides and burglaries are both up in the city from year to year with homicides up 41 and those burglaries up 43 from last year. So all of these factors will go into effect when folks are able to move back into their offices and have to make that tough decision on whether or not they want to come back to the city. How it affects in the city, live, Cierra Johnson for today in the bay. San francisco is launching a new recovery effort in response to that report on the pandemics Economic Impact. The report was submitted and includes dozens of recommendations including extending the citys shared Spaces Program for at least three years. The Mayors Office agreed to back that idea along with a Pilot Program providing 1,000 each month for six months to 130 local artists. That program should begin next year. Happening today members of the santa rosa fire honor guard will ring a bell for the lives lost in the deadly 2017 firestorm. The devastating tubbs fire tore through parts of napa, sonoma and lake counties. At the time it was the most destructive wildfire in state history. Flames destroyed more than 5,600 homes and buildings. Many of them in santa rosa. Sadly, 22 people died. One south bay theater is getting very creative after being shut down for more than six months. Yeah, its going to feel like fall but one thing weve been watching is now hurricane delta that continues to move to the louisiana coast. Its a category 3 hurricane and taking that same path as hurricane laura did just a few weeks ago so we are expecting this to make landfall later today. Were going to have a live report coming up from lafayette, louisiana, where i used to work. Well have an update on that in just a few minutes. Lets get back here at home because weve been tracking a couple weather systems here we were hoping to help us out with very dry conditions. This first one moving in just sliding down the coast and weakening but it has brought us a few more clouds and then the next one right behind that looks like it will stay to the north of us so were not expecting a lot of rain out of that as well. They are providing higher humidity so i think well welcome that and then as we go into next week we will still see the return of some hot weather as High Pressure builds once again. Well have Something Else to watch there further down the line. We are in a severe to extreme drought for much of the bay area. And we are hoping that well get some rain at least farther down the line if not this weekend. There may be a few spotty showers. As we watch la nina, which is cooler than normal water temperatures in the pacific leading into winter. It usually drives the upper level storm track farther to the north. It could be over parts of the bay area which would enhance our chance of getting a wet winter. But as weve seen in the past with the moderate phase of la nina, we have an 85 of la nina continuing into winter so it does look likely we will have a la nina winter but they dont always bring heavy amounts of rain. About a 50 chance well get average or above average rainfall and the last moderate event was in 2012 so well see how this winter pans out. As of right now this first weather system coming in looks like a doozy. We may still see some spotty showers for tomorrow especially in the north bay. But then next week well heat up again and were back in the upper 80s for the inland valleys. Mike, youve been tracking the morning commute. Whats going on right now . Kari, were looking at friday which is typically good news. The metering lights are off but theres an issue. Getting to the bay bridge is just fine. Look at our maps. No disturbance through Contra Costa County to the bay bridge toll plaza away from the bay bridge is the big jam. Not that big but for a friday in this direction we are tied up south 880 approaching mandela parkway and that curve around the area, still one lane blocked. Heading down near the maze, no major injuries though. Light traffic flows so 84 through pleasanton and livermore is at speed once again. Only some slowing out of the altamont. Well see the driving rain, wind gusts over 100 miles an hour and, again, this is affecting the same region that got hit just six weeks ago by a major category 4 that has the attention of everyone right now. Alex padilla says he expects the states elections but is reminding county election officers to be prepared for potential disruptions or voter intimidation adding its a felony to possess a firearm or to threaten someone to keep them from voting. And new this morning southern californias metro line has a new offer to get people out to vote on election day. Free rides will be provided to people heading to polling locations. The ride will be free for those dropping off ballots in a drop box. Eight metro rail and bus stations will have drop box locations as well. At this point we have not heard from any bay area transit agencies offering free rides on election day. 6 42. The speaker of the house says she will speak about the 25th amendment today. Scott mcgrew, that is to remove a president because of illness or incapacity. Thats right. The amendment. And a lot of people dont like talking about it. It makes people uncomfortable and thats understandable. Certainly nancy pelosi knows this. Shes not calling for the immediate removal of the president. Remember, she doesnt have that power anyway. What she does have the power to do is propose a commission made up of members of congress who would consider the president s ability and capacity to lead. This would be a permanent body so presumably would keep an eye on future president s as well. Now as you might imagine the current president was having none of it tweeting crazy nancy is the one who should be under observation. They dont call her crazy for nothing. Now to understand the nuance of what theyre really trying to accomplish here lets look at the amendment itself. It allows the president s cabinet in agreement with the Vice President to temporarily remove a president from power simply by writing a letter to congress. It also Gave Congress that power if Congress First makes up a committee, a body, the constitution says, to consider the president s capacity to lead. Congress has never created that body though the constitution allows for it. Now that would have to be created by law, as you just read. Theres no chance the senate would agree to that being a law and the senate is not meeting anyway. This whole idea is really rather moot and nancy pelosi knows that. Bottom line, the constitution Gave Congress an equal branch of government the power that its not even set up to consider. It will be interesting to hear what nancy pelosi might give as evidence that the president is acting in a way that hes acted differently before, anything unusual. Shes mentioned him constantly reversing his position on the stimulus, and he really has, but he often reverses course. Other news the president s doctors have moved up the target date when he would be able to appear in public to saturday. It had been monday. The president says hed like to hold a rally. They still wont say when the president last tested negative before announcing he was positive. Some low 70s for the east bay. Now at the same time we want to open up the windows and let in some of the cool air but were still dealing with the smoke from the glass fire. And then i was hoping that these two weather systems will bring us some rain but right now this first one is sliding down the coast and the bulk of the showers are off the coast and then the next one moving in tomorrow looks to keep that rain to the north and it has been weakening as it approaches. We have two storm systems weve been watching all weeklong and theyre turning out to be a big disappointment. There may be spotty, light showers for parts of the north bay but not getting the soaking rain that we node eed to put an to the fire season. High pressure moves in again and thats going to cause those temperatures to heat up once again and bring back the kind of weather we do not want to see with those offshore winds. Now we have such dry vegetation. Right now we know that were in a severe to extreme drought for the bay area especially in our areas prone to those fires in parts of the north bay and so as we go deeper into much of the winter were looking ahead to see whats happening in our weather patterns. We are seeing a la nina developing with the cooler than normal sea surface temperatures in the equatorial pacific. That brings in a storm track that can enhance our rainfall but it depends on where that jet stream sets up. So as we go into the next several months well be watching la nina as well as some other patterns in the atmosphere that could enhance our rainfall. We do have an 85 chance which can bring average or above average rainfalls. The last one was in 2012. Just something to look forward to possibly as we are going to see also some nice cool weather for the weekend with highs inland reaching into the upper 70s. The south bay, the peninsula, the trivalley looks great, mild slowing for 84 and 580. Here more than mild, we have it in flux. Things were improving for a couple of minutes. Now slow once again as you head south from the bay bridge and the maze down to mandela parkway. We were waiting for a tow truck to arrive and the Speed Sensors. For months weve been telling you folks have been leaving the bay area because of not only the high price of rent but they have the option to work from home and today we have an idea of what that exodus looks like in dollars and cents. So the chronicle is reporting the citys sales tax revenue is down 43 from the prior year. That means the city has lost a total of 30. 8 million from just april to june. Another strong indicator are the rent prices. Supply and demand is the name of the game. Rent has gone down by 20 since the beginning of the pandemic and about 10 from oakland and san jose so just a real strong incentive for folks to move back if they want to and for those offices to reopen. But another issue that were seeing is crime is going up. Both homicides and burglaries have gone up. Theres a lot of things in play for when folks are able to return back to the city. Covid and pandemic has affected so many things including people able to work out but Alameda County is actually loosening some restrictions today. Bob redell is live with the reopening. Gyms, fitness centers, Dance Studios at limited capacity, 10 capacity. Take a look at your tv screen at other businesses opening indoors. Museums, zoos, galleries, libraries, 25 Capacity Starting today. More personal Care Services can operate indoors with modifications. Those Services Include nonmedical massages. Skin care, waxing services, tattoos, piercings. Starting tuesday Elementary Schools can reopen with restrictions. Middle and high schools possibly within 4 to 12 weeks depending on the rate of infection. Keep in mine Alameda County is now in the red tier status which means theres still a substantial risk of infection. If the infection rates do decrease over the next few weeks, couple of months, we see more businesses allowed to open with more capacity, a lot more people inside. Happening today members of the santa rosa fire honor guard will ring a bell for the lives lost in the deadly 2017 firestorm. The devastating tubbs fire tore through napa, sonoma and lake counties. At that time it was the most destructive wildfire in state history. The flames destroyed more than 5,600 homes and buildings, many of them in santa rosa, and killed 22 people.
