Upper 70s by 1 00 today as you enjoy more time outdoors. A look ahead to the forecast for a hotter weekend coming up. Mik . The bay bridge is looking like its backed up. Metering lights are indeed on. That backup has been forming for just over ten minutes now as we look at the lanes over to the westbound direction. Meanwhile the map shows you slowing as you would expect out of the main area and approaching the toll plaza. A smooth drive is clearing up. North 101 through san jose at the bottom of the screen, that slowing a little extra there but it looks like things are starting to get back up to the speed limit. Back to you. Thanks, mike. We begin in washington this morning and the race to fill Justice Ginsburgs seat on the Supreme Court. Today in the bays tracie potts, the senate has the vote they need to move forward but Speaker Nancy Pelosi has her own ideas on how to stop them. Reporter right. While shes talking impeachment, she has made it clear that its not off the table. President trump responding at a rally in ohio last night told his supporters bring it on President Trump says hell nominate someone to replace Supreme CourtJustice Ruth Bader ginsburg this week. If joe biden and the democrats take power they will pack the Supreme Court will far left radicals. Reporter the president said hes spoken to all five women on his short list and questions whether ginsburg urged lawmakers to wait until after the election. That was Justice Ginsburgs dying wish, and it may be the senates only last hope. Reporter with only two republicans opposing quick confirmation, its full steam ahead. They want to get it done so they can overturn the Affordable Care act. Reporter if joe biden wins he says hell appoint an africanamerican woman but isnt naming anyone. Biden urged lawmakers to consider president obamas nominee months before the election. It was an Election Year not in the midst of an election. Theres a big difference. Reporter demonstrators are urging Lindsey Graham in charge of confirmation hearings to stick to his promise. If an opening comes in the last year of President Trumps term and the primary process has started well wait until the next election. Reporter now the court is preparing for a public goodbye tomorrow and a political battle over ginsburgs seat in the next few weeks. So we now know a little bit more about what that public goodbye to Justice Ginsburg will look like starting with a private ceremony tomorrow and then theyre bringing the casket outside the next two days so re. She will on friday become the first woman ever to lie in state just across the street. You will remember rosa parks, a civilian, lied in state but its reserved for government and military officials. A lot happening to get folks registered. Cierra johnson is live in San Francisco. How can people get involved . Reporter it wont just be a basketball venue, it will be a ballot dropoff location. This for the 2020 election and your price of admission to get inside this building is being a registered voter, so in honor of nation registration day there are several locations where you can learn how to get registered. This day started in 2012 to get unregistered, undecided and new voters registered regardless of their political affiliation. Today one of the places, it starts at noon, richmond Public Library, will hold through a drivethrough event. If youre in contra costa this morning the board of supervisors is giving a presentation about voting by mail and in person. That presentation can be found on the county website and in the midst of a pandemic some may not feel comfortable voting in person so voting by mail could be an option. The date you want to remember is october 5th. This is the day the first day mailin voting and the day that the ballots will be mailed to those in the bay area. So if you have any questions and cant make it to one of those events being held today you can. Partnering with the Hispanic Federation and holding a help line thats going on now until 6 30 this evening. The phone number to call is on your screen. If you have any questions regarding residency or registration you can give that number a call and the folks there can help you out. You know what, more streets are closing in oakland to allow businesses to expand and people to eat and drink outside. The new streets closing are in and around the downtown area. They are 13th, washington, telegraph, and webster. All social distancing rules still apply if youre heading out there. Well, making the move from purple to red. Solano county says it is getting ready for its covid status change. The county expects to move into the red tier today. So right now only napa, marin, San Francisco and santa clara counties are in that less restricted tier. Alameda county is also making the move. The things you see on your screen can open once they get in the red tier. They all can reopen but with reduced capacity. Happening today in San Francisco some struggling north beach restaurants and cafes could get a major life line with the ability to serve alcohol. The board of supervisors expected to vote on that plan giving it final approval later today. It will allow ten establishments to be considered limited restaurants giving them the opportunity to apply for liquor licenses which would be good for six months. Also happening today leaders in san jose plan to vote on millions of dollars of aid to help people during the pandemic. If approved it would extend an emergency proclamation put into place in march. The proposal includes 7 million in covid19 relief. Nearly 3 million in Housing Assistance and at least 2. 5 million in child care help. Similar relief measures are also included in that plan. And this is fun. Happening today one of San Franciscos finest cultural landmarks is set to reopen to its members. Just 25 capacity will be allowed at the Deyoung Museum and on members only day all those slots are already booked up. The current exhibit has been ready since the pandemic started but they just didnt have the chance to open it until now and a full reopening to the public is set for friday. I, for one, would love to see that show. Got to plan, though. 25 capacity. In the meantime, our days outdoors have been fantastic lately, the smoke clearing, leading to a little Better Weather conditions out there, kari. We are seeing improved air quality thanks to a couple weather systems that have been passing by. You can see the clouds as the storm systems pass to the east as the first one moves through yesterday evening. Theres another one right behind that thats giving us a strong westerly wind and helping to improve our air quality but also giving us a nice little cooldown for many of our microclimates as were looking at highs along the peninsula in the upper 70s, low 80s for the south bay. Inland valleys will reach into the mid to upper 80s with concord reaching 86 and 83 today in santa rosa. San francisco will see highs there in the upper 60s. A few more days of weather like this but then some changes for the weekend. Ill talk about that in a few minutes. Mike gets us out the door with an update on the morning commute. We certainly saw this monday the dow closed more than 500 points lower. The closing numbers dont tell the whole story. Take a look at some of the tape we have in the middle of the trading day, the dow down 800 points plus at one point. Apple stock now in bear territory off 20 from its highs. Not everyone will see that as bad. Apple stock is on sale, after all. Investors have all kinds of things to worry about, coronavirus, for instance, is that getting any better . No, it is not. It would appear congress is not getting its act together as far as passing another stimulus. The senate now very busy with the Supreme Court fight. And in the middle of all of this dont forget were only eight days away from running out of mon money. Democrats and republicans have to come up with a fiscal deal, so thats a lot. Other news, though, we do expect the doj will announce some kind of accusation against google as far as antitrust goes. That could come this week. Now whether that would be on top of or alongside the antitrust investigation launched by a cadre of states this is unclear. It did not include the California Attorney general xavier becerra, noticeably be a seven. While his office has been tightlipped we do think he has his own investigation under way, so well be watching all of those. Elon musk will host what he calls a battery day today announcing several things from the palo alto offices including, we think, tesla perhaps manufacturing its own batteries and the socalled million mile battery. Now this is an idea that is more of an idea, laura and marcus, than it will be a reality. Its probably aspirational. A million miles, if you tried to drive a million miles using the average amount of mile aage eve american drives, youd have the car for 66 years. Its a new survey from the marketing platform called simple texing, asking over 1,000 people across 50 states the question. The answer may surprise you. 40 say they would be separated from their dog, just to not be separated from their cell phone. 44 say they would give up seeing their significant other for a month and 72 say they would give up alcohol for a month. It shows how dependent people have become on cell phones. Its your connection to everything. I didnt hear, did they say they did the story before or after did they say before or after we were quarantined together with our close, loving family members . For the second one with the spouse, that may be a good question, mike. Love my family. We all do. Lets get a look at the forecast for you this morning. Meteorologist kari hall has a look at the summer ending and the fall approaching. Yeah. Were now just a few minutes away from the last day of summer and now fall begins this rises. And so fall beginning, equal nights where we have the 12 hours from daylight from the morning to the afternoon and we are going to see this beginning, of course, our wildfire season. So lets talk about how many acres have already burned now that were officially starting our wildfire season. We know its been a record year. Weve had 7,900 fires already burning. 3. 6 million acres. I mean, its just beeu compare miles. Thats larger than the state of connecticut that has burned in the state of california. And so with climate change, just an increase in temperatures of almost two degrees on average, weve seen more acreage burned over the past several years. You can see the trend here as we go back from 1980 to last year and then, of course, if you were to add this year it would be spiking above all of those others because weve had so many acres burn. Now we are looking ahead to our fire season to see what were expecting here and theyre saying that this could still be an above average season as we start to get our diablo winds. Those are the strong offshore winds that create the warming and drying. We could still see a high amount of more acres burned across Northern California but outside of those diablo winds we should see our risk decreasing as we are going to have more of an onshore wind in between those events, so thats something were watching as we head into this weekend as we are going to have an offshore wind event and a very hot temperatures. It starts on saturday, continues on sunday and well be watching out for that fire outlook and the potential of new fires into monday of next week as well. Lets head over to you, mike. No incidents reported here but it looks like there may be some slowing as you get to the high rise. And we knew about the backup at the bay bridge. First the covid restriction of Outdoor Dining and then the recent bad air quality from the wildfires which has kept people inside and away from restaurants. Were trying our best. A fastmoving brush fire in belmont is under investigation. Firefighters had to get on rooftops pouring fire on flames as they approached homes. They called in outside help in an effort to save those homes. Police officers knocked on 40 doors telling people to evacuate. You have to evacuate. We saw the flames and the helicopters start coming. Fire trucks and it was hectic. As word of the fire spread people who live along the narrow winding streets nearby packed up their cars and evacuated causing traffic jams. The California AirNational Guard is now working alongside firefighters to try to help control the north complex fire. Soldiers arrived in butte county over the weekend. Theyre mopping up areas hoping to prevent further spreading of this fire. So far it has scorched nearly 300,000 acres. A local rescue team is now helping with the wildfire fight. Theyre going to burned out homes trying to find anyone reported missing. Sadly 15 people lost their lives in this fire. Developing now new evacuations in southern california. Today marks the 17th day since the start of the bobcat fire burning in the Angeles National forest. One of the largest in l. A. County history burning up to 106,000 acres. 1,500 firefighters are working to try to still get this under control including some from bay area fire departments. Second d attack in l. A. Is out of the hospital, now home and resting. She was shot along with a 24yearold deputy recovering from home as well. Search for anyone connected in the shooting is still on the loose. Well find out today in the covid outbreak at San Diego State how is it going to impact reopenings in the county. The university has reported more than 800 cases since school began four weeks ago and now all students living on campus are required to test regularly. The county could slide down the four tiered plan. San diego county is the second most populated county in california behind l. A. With more than 3 million people. Some park areas will open up next friday for day use. Six months ago park areas and facilities closed to avoid overcrowding. Right now you are allowed at some parks, beaches and trails only if social distancing is follow followed. All picnic and barbecue areas still closed. Some people may be in their own neighborhoods and yards may want to barbecue this weekend even though fall is upon us. It might be a good time. I think its going to be too warm to even grill outside. As for Lindsey Graham, he is the chair of the Judiciary Committee in the senate. Youve likely heard this sound bite before, but youre going to hear it again. Well play it a lot because, in a way, Lindsey Graham asked us to. Other than president bush saying read my lips, no new taxes, and raising taxes, never before has there been such a flipflop caught on video of a u. S. Politician. Of course Lindsey Graham says trump should get to nominate a judge in the last few days before the election. Here he is in 2016 saying that would never happen on his watch. I want to you use my words against me, if theres a republican president in 2016 and a vacancy occurs in the last year of the first term you can say, Lindsey Graham said lets let the next president , whoever it might be, make that nomination, and you could use my words against me and you would be absolutely right. That was back when the democratic president , barack obama, wanted to nominate a judge in the last year before the election. Democrats insisted that was legitimate. Now, of course, there are democrats saying, hold on, wait until after the election. One of the arguments theyre making is were not just weeks away from the election, were in the middle of it. Several states have already started voting. This is video from virginia where people were so eager to vote, they stood in line the very first day. It was an Election Year not in the midst of an election. Theres a big difference. Its never happened before, in the midst of an election going on right now. He was spotted riding that horse down the highway during rush hour in chicago. City living for you. He was on Facebook Live at the time advocating for poeople to fill out the census. Traffic delays occurred. The rider eventually exited the highway and was taken into custody by Illinois State police. But usually for fall were starting our wildfire season and we know weve already had a record amount of acreage burned across california. Weve had 7,900 fires already. And we are seeing the totals of 3. 6 million acres. Its just unbelievable. The equivalent to 5,625 miles, larger than the state of connecticut has burned in california this season. With climate change, warming of only two degrees, weve seen acreage, even 40 years locking back since 1980 and so this is not even showing 2020 where we would most likely see this bar off the charts because weve had so much acreage burned. Those diablo winds that blow offshore and heat up the temperatures will be possible this weekend but we are saying with that we may have mor in between that we are going to see an onshore wind flow and our outlook does decrease outside of those diablo wind events. As we go into our forecast well be watching out for the potential of new fires starting on saturday especially on sunday with some high winds and also a high fire danger going into monday as well.
