Up against lots of flames. But many of the big redwoods are still standing. Containment now stands at 26 . In the last hour cal fire lifted more Evacuation Orders on the eastern edge of the fire. Were tracking two other massive fairs. The scu and it stands at 35 containment and the lnu complex in the north bay, containment stands at 35 as well. Well get back to our fire coverage in a moment. But we want to explain the new rules when it comes to the coronavirus. Today the governor introduced a new tier system when businesses can reopen. Here is how it works. It is a lot to digest. Each county is assigned to one of the four tiers. It is color coated. They are based on the rate of new cases and the Positivity Rate. You could see here the criteria each county needs to meet. They have to stay in the tier for three weeks before theyre aloved to move to the next tier. In order to move forward they have to meet the criteria for two weeks in a row. If the numbers got worse they are dropping down to a more restrictive tier. The dark purple is widespread. The yellow means minimal, that is the least restrictive. In the bay area, all but two counties, San Francisco and napa, are classified as widespread. It is going to take some time to get used to here, especially for the business owners. New rules came out just as Alameda County got the green light to reopen many businesses today. Do they still have that green light . Nbc bay areas Anoushah Rasta has answers for us in dublin. Reporter this barbershop in customers today after six months of being shut down by covid. Im so happy. Reporter pete heard the news about Alameda County personal Care Services being allowed to operate outdoors by watching the news and even though he didnt need a hair cut, he wanted to come by in case they are asked to shut down later. The last time i had to go to tracy to get a hair cut and that is a couple of months ago. The governor announced a new system for deciding who could reopen and when. All countys will be put into one of four colorrs and those determine what businesses could reopen and when they could do it. The new formula is simpler, lower cases, lower Positivity Rate and better tiers and more could reopen. All of us as individuals doing everything we can to lower the case rates, to lower the Positivity Rate. Reporter San Mateo County supervisor said in part, i appreciate the simple stringent approach but i do have concerns about how slow the approach should be. Considering the high numbers of businesses on the brink of closure and those who have already lost their jobs. The governor did note, however, that local Health Officials could always impose stricter rules if they choose. Meaning, each county still has the final say. But many worry that will mean even more confusion. Anoushah rasta, nbc bay area news. Lets take a closer look at where the counties stand in the new tier system. The bay area santa claras county is in the widespread tier. Here are the numbers. The Positivity Rate is 3. 5 but because of the high case rate it is in a more restrictive tier. Contra costa is also widespread. The big issue is the high case rate, 10. 6 new cases per 100,000 people. We mentioned San Francisco and napa are the only two not in the widespread tier and the governor has classified them at substantial. Here is the breakdown in San Francisco. You could see it is dogo kay if we only look at Positivity Rate but that high number of cases, 9. 8 per 100,000, puts the city in the second tier. Next week San Francisco will join the counties where hair cuts and manicures could be done outside. Today the mayor london breed made the announcement that starting tuesday those shops could offer most services as long as they could do them outdoors. That celebration tinged with some confusion as the city tries to figure out what the new tiered system will mean because it would appear that the new system would open more businesses than San Francisco is planning to, including some indoor dining. Once we know exactly what that entails, well come back to you next week with some additional announcements. But as of today, we are really excited to announce that we are finally able to allow some businesses to open to do outside services. Now the governor did say that counties will be allowed to retain stricter Opening Guidelines if they choose to do that. So what is open and closed . It is getting confusing with all of the changes. We were cooped up in a hotel, dogs and cat and my kids and my wife. Summer is happy to be outside. We cant go to the Discovery Museum and do fun things because of covid. So it made it and then the smoke was bad. So my kids, they cant go outside and so it is just tough. Reporter today cal fire released images of fire damage done at big basin state park where the main lodge and headquarters and the store and museum were all destroyed. Janet bloom an vaccy and staying at the harbor high shelter said that kind of devastation makes it tough to wait to return home. I am optimistic. But there are a lot of people who have lost everything and including their beloved animals, their farmha farm animals an it is heartwrenching. Reporter and people returning home is one of the few bright spots we could find. And with that were told the number of evacuees here has dropped to about 15. Live in santa cruz, robert handa, nbc bay area news. Thank you. Lets talk about the north bay and the lnu light complex fire. The fires have burned more than 370,000 acres containment at 35 . Some evacuation warnings were lifted this afternoon. Including areas along silverado trail, monticello road and theyre talking about letting more people back into the burn zone to see what is left of their homes. Specifically to the 83,000 people evacuated, were working together with Law Enforcement to work as quickly as we can to get you home and that is a priority. Authorities say safety is the First Priority even if the flames are out. Crews need to inspect roads and utility areas before areas could be repopulated. Five people have died in the nlu fires. Lets bring in chief meteorologist jeff ranieri. Considering what the air quality is like this weekend and what are we seeing in terms of temperature or wind for firefighters . Well the air quality, were going back and forth into this unhealthy range. Wind gusts into the to gusty but it will stay warm but we dont have a heat wave into the upcong right now on the live view from tiburon toward the south. There is the fog in San Francisco. You could see the real thin layer on the bottom of the screen and everything above this is all smoke. I want to give you a perspective of what were dealing with and it is these winds coming from the north to the south that is pushing smoke from the north bay fires down here through the east bay, the peninsula, and also for the south bay as well. So the current air quality situation not the best weve seen over the past two days. Everybody is pretty much in the moderate zone except for palo alto which is unhealthy. You have the fire off to the south and the smoke coming from the north so it is kind of sandwiching you in between. And then right up here toward mill valley, theyre good because theyre getting enough of the foggy breeze to keep that air quality clean. So i really want to keep that registrar of Voters Office safe and functioning because if there is one place that i know we can make change, that is at the ballot box this november. That is what it feels like. Yes. It is been so long for a lot of us. And were still having to contend with the smoke. I wanted to start off with a look at the fire forecast. And the weather will still be on the firefighters side in some parts here. No major gusty winds over the weekend. So that is the good thing in the forecast. Temperatures right about near average. Actually cooling off a couple of degrees tomorrow. And well still have some increased humidity from the fog at the coastline importing that moisture. So as we get a look at the weather dashboard, over to the Santa Cruz Mountains and our fire there, 78 degrees tomorrow. 46 humidity. Up to the north bay, 90 degrees, 30 humidity. And 88 and 31 humidity. So we have seen some increased containment numbers. Which again is good. But the bad with all of this is there is still so much burning. Over 747,000 acres that have burned and more continues to burn. So we have to deal with the smoke. So weve seen a change in the wind this afternoon. It is more out of the north off to the south. So it is taking the smoke from the fires in the north bay and it is pushing it over the east bay, the peninsula and also the south bay. Now it is not nearly as bad as it was earlier this week but were still dealing with unhealthy air quality and will stay in that range for tomorrow. So the worst air is over the bay and the east bay, south bay also unhealthy and north bay as well. Temperatures tomorrow drop off a couple of degrees. This will put us in the upper 80s to low 90s. 68 in palo alto and 60s at the coastline. Now were going warmer, about a five to seven degrees heatup into next week. So i wanted to give you a early look at the temperature trend. Once we hit monday, up to 96 degrees and close to 100 for a few other inland locations. By tuesday 94. We go back down and back up again. So overall a hot trend coming in at least for the early part of next week. Youre looking at video of a water drop from a cal fire helicopter. Flames have scorched about 82,000 acres, containment stands at 26 . Were also tracking the two other fires across the bay area. The lnu complex in the north bay is 35 contained, so is the scu complex fire burning in santa clara, alameda and contra costa counties. A lot of positive news from cal fire about the scu complex fire. Firefighters gave an update about 90 minutes ago saying conditions are working in their favor. Crews are making progress on the northern part of the fire and they have the western edge near Santa Clara County better in better shape. Theyre getting ready to lift more Evacuation Orders and crews are starting to focus on other parts of the fire. We contain the fire and now were going back to address the problems that were caused by the suppression and that may be drainage issues or some fences that were damaged in the course of putting our resources on the line. At nearly 373,000 acres, this is the biggest of the three fires burning in the bay area. But flames have only burned 48 structures. Well has the fire saved the future of reid hill view airport. They wanted the airport closed for decades. But because it is surrounded by homes. But the fires may have been a home saver during this fire season here. Damian trujillo joins us with the exclusive story. Reporter raj, it is loud here with all of the huge choppers flying over the red buckets on the other side of the tarmac. Those are filled with retardant and so that is where the choppers go to fill up as they fly back to keep fighting those fires. Two huge choppers made dozens of rounds in and out of Reed Hillview today. Where they are loading up on flame retardant to lightning 80 is based. We are currently flying a mission over the scu complex fire. Reporter squadron 80 shares pictured from yesterday. The mission is to take High Resolution pictures of the affected fire areas so fema could create a damage assessment. The Civil Air Patrol said the airport has been critical in the fire fight. The smaller airports really do play a Critical Role in disasters. And at times they could kind of turn into mini helicopter bases for fires. Reporter that was evident today. The use of the airport as an Emergency Service right now is obviously a big factor. Reporter the County Airport director was asked to look into the future use of reed hill view. Many said it should be closed and transformed into housing and rrtd. Now it seems the fires this month might play a role in making that assessment. The board of supervisors did ask the staff to evaluate that exact thing, the use of the airport as part of an emergency response. Reporter if reid hill view closes it wont be until after the year 2031 but these images prove the county cant afford to lose it. One thing that also happening is on the other side of the runway is o calla avenue and cars are parking there and watching this operation, it is really fascinating. Well not be silent in the face of racism and brutality and the black lives by police. That is the message from the California Federation of teachers, a union that represents 120,000 educators. Joining me now is jeff frietas. Thank you for being with us. Youre union has taken a position, could you tell us what that is . Yes. We are supporting black lives Matter Movement and supporting antiracist curriculum. Were supporting the change that our culture and our Society Needs to change so everybody is welcome, that there is equity and acceptance for everybody. Did you take a vote on this, all of the teachers or how did you come to this decision . The latest we take votes all of the time, we take resolutions, we have multiples. The latest one was in june. The exerd as if most of our locals and our members throughout the state and took a position on many different factors. Over the years weve taken multiple votes and resolutions, some at our convention where we have delegates representing all of our members and some are executives. So one of the big ideas in education is to revamp the curriculum. So that it could be more inclusion and have more representation of the things that black people have done for this country and be more historically accurate. So i know that you say that one of your teachers was a black history curriculum and antiracist curriculum and there was pushback toward that teacher . Well, i have not communicated with the teacher directly. They are a member of ucla local 1021 douj Southern California and they have communications but what i have there was professional development by the school down where the teacher works and that the type of antiracism discussion and questions about development was provided by the school and the teacher and with their own professionalism created some classes around antiracism in her english class, yes. And the teacher had some backlash, is that what is happening . Do you feel that teachers are being muzzled and not being allowed to have their own political outlook on things . Well, it is more than backlash. My understanding the father of the student took a picture, a screen shot which violates the school rules as well as we believe state law if not federal law and posted that on social media and then that got spread by other right wing hateful groups. And targeted this teacher. So there was a pushback, yes, to silence educators, both teachers and classified employees, that are trying to create an environment for their students to be able to safely learn, to be able to safely have these conversations and to be able to safely and correctly teach what is the history of this country. And to allow for open and accepting conversations for all of their students to have these conversations. And what are you saying to your teachers in terms of what they should be saying to parents, uncomfortable with teachers talking about race to their children . One thing is a curriculum, but how are you talking to your teachers about how they should deal with the parents that maybe are not comfortable with that . Well, first were demanding that administration be supporting these teachers. In this particular situation, the administration did not, even though the administration provided a development, from what we understand as of today, the administration has not been pushing back too harshly and have not protected the teacher and when i say protect, safety protected. This teacher had violence a threat of violence against themselves. And that is the first place, the Administration Needs to step up and do their job to protect the teachers to make sure there is Academic Freedom in the classroom to be able to have these discussions. In terms of communicating with the parents, they need to have a conversation that needs a discussion that we need to have with our students. And also to have these conversations with administration. I think there is a bigger level than just teachers taking on the responsibility to ensure a safe environment for this conversation, the Administration Needs to take it on as well. Farther inland, in arkansas, the storm tore through this subdivision, the side of a home was sheered off and a Baptist Church was destroyed. There is some good news, though. Louisiana was spared the catastrophic storm surge but locals say it was the wind that did them where the big wind spe think of 137 hours. And then you get the wind coming from the other direction. To the west in ports arthur, texas, Carbon Monoxide killed three people. Six others are struggling to survive. Laura has been downgraded to a tropical storm, National Guard troops are on the ground offering support and just a lot of help to all of the people in several states in that region. We do have some moderate air quality up towards the north bay, down to the east bay and the south bay. That is because were getting some smoke from the fires in the north bay. Pushing down here to the south bay, the way the wind is blowing, palo alto is getting socked because we get the smoke from the n mountains. So not the best air quality right now. Which is kind of tough to deal with after we did get a break most recently. Now the fire forecast as we move through tomorrow, my weather dashboard here, there is a lot happening. Look at the fire closest to you and you could see the Current Conditions and forecast for tomorrow. Temperatures dropping a couple of degrees in all fire zones tomorrow. Humidity is going to stay up at the coast line. 46 and that is from the fog and the low level moisture. And in the north bay, 30 humidity and 90 degrees. And down to the south bay, 88 and 31 humidity. No big wind gusts either. So this will continue to aid the firefighters, that are doing 99 of the hard effort. Down here into the air quality, unhealthy for everybody except for the coast and beaches. If we get higher containment we could see the numbers improve more. My forecast for tomorrow, if youre up early, watch out for the smoke and the haze. Temperatures will be cool. Upper 50s and low 60s. South bay at 60. Trivalley at 59. To the east bay, 59 degrees. San francisco a chilly 54 and for the north bay we will be at 57. Daytime highs tomorrow drop off a couple of degrees in the forecast. Youll see it is a classic temperature forecast for us at the coast. By the bay 70s and then head inland into napa, 84 degrees and warmer. Martinez 89. Concord 89. Down to the south bay, 84 in san jose. Morgan hill at 87 degrees. The big change moving in. It is all about some heat. Now it is a short lived event, the way things look right now. High pressure builds in across the pacific. And that is going to keep the storm track way, way up towards canada and then we have a surge of some heat moving in from the south.
