The answer for hundreds of bay area businesses today was to improvise and grin and bear it. Reporter good evening. You have to give morgan hill credit, they know how to handle the high heat. Nail salons, and restaurants, and they all have had to adjust outside and today adjusting more. Temperatures topping 100 degrees could not stop fitness buffs at this recreational center, they had a cool backup plan. I will be here lifting weights under the solar panel shade, and then i will go and swim the next hour. Shade, water and smaller crowds than usual with safety as a priority. Were doing lots of breaks for our teammates and making sure they get an opportunity to cool off inside of the building. We have misters and lots of water and making sure we are taking care of everybody at our facility. Up the road a bit, a fan and a slice of shade kept angelic nails in business but with only onethird of their usual number of seats. From 9 00 to 5 00 were open. The reason is because once the sun starts setting and its over on the side so it shines on us. And while outdoor crowds may be an bay area thing with temperatures soaring in concord, some customers decided to skip the eltralfresco lunch. I would say about 70 drop in sales. Its tough, yes. Reporter one more final note here at the recreational center, because of the high heat they Just Launched a cooling center that will be open seven days a week. Election day is 81 days away and there are growing concerns tonight about whether the post office will be able to handle all the mailin ballots. This comes after the post office sent out a warning letter to california and the other states, and a postal executive executive says on the record everything will be fine. Reporter the post office has been under attack over the last few months, and today a spokesperson told us voters have nothing to worry about. The post office processes 2500 million pieces of mail every day and election and political mail represents less than 2 of that, and they have the process, people and machines needed to handle that. So he feels confident that everything is under control. No, i would like to end this cause for alarm, right . We are here to stay. The comments come as post Office Policy becomes a matter of political debate nationwide, with california secretary of state and others questioning if this is an attempt to tip the scales ahead of a majority by mail election. A spokesperson just received this letter as did at least 45 other states, and our letter says the vast majority of california voters should have enough time to mail in their ballots but warns that new registers to vote before the election run a significant risk of their votes not being counted. Am i concerned . Yes. Panicking . No. The secretary of state here in california says ballots can arrive 17 days after the election and still be counted, as long as they are postmarked on or before election day. We have implemented a lot of safeguards to protect against our voting infrastructure and Voter Registration data bases. He says those concerned can deliver the polling ballot at the post office by hand. With fewer and fewer pieces, we had equipment setting idle. We will be very fine, absolutely. We have been around for 245 years. We will continue to provide that service. Damian trujillo, nbc bay area news. And earlier there was concern the blue mail boxes would be removed. Meanwhile, today, Governor Newsom responded to the funding problems of the Postal Service. What i would describe almost as vandalism of our of our postal system. I Hope Congress will work with the president to address his concerns and Work Together to build this into the next stimulus package and put aside our differences. The governor also reminded californians they have the option to drop their ballots off themselves to make sure its counted at time. The map shows the vote by mail method that states are using this november. States in blue are mailing everybody a ballot regardless if they request one or not. The states in the light blue allow absentee ballots, and those states in yellow require an excuse for a absentee ballot, and most people in those states will have to vote in person. Not wearing a mask can now get you fined in six bay area counties, but is anybody actually enforcing those new mask rules. We checked in with every bay area county that has a mask fine to see if the rules have any teeth. We have the evolving answer. We would all beware the same mask if it matters. Put me on facebook, i dont care. Figures like this one, a woman after a heated debate are why many say its time to start cracking down. People all know the law. When people speed, enforcement has to give them tickets. Its the same thing. Some say they are fed up with not taking the mask mandate seriously. They are glad Contra Costa County passed an ordinance two weeks ago, authorizing the county to issue fines to people and businesses not complying. We are getting calls every day from Dance Studios to restaurants. While Contra Costa County are still getting complaints, they have not started issuing tickets quite yet. They plan to issue warnings first, and then saving the fines for repeat offenders. If they refuse to do that we can now fine them and we will if absolutely necessary. We checked in with all six counties who have approved issuing fines to folks failing to follow the health order, but not a single county has written a ticket yet. Santa clara county just passed their measure this week and napa county has issued 50 warnings and Sonoma County is waiting on ticket books to be printed. Its really for the egregious people who are just refusing to wear a mask and put others in danger. She and her family here are doing all they can to stay safe, and they take their masks wherever they go, and people that dont she says need to face consequences. We are trying to keep mom and dad safe from the virus. Contra contra county will actively begin the enforcing the new ordinance and writing tickets by the end of the month. Some say police are banning vendors from selling in a few key areas because it will be too crowded and not enough distance to sale safely. They will be banned along the beach and wharf. Anybody that visits the beach can walk, run, swim or surf. Visitors will not be allowed to bring food, coolers or hangout in large groups and there will be strict fines , violators coud be fined up to 500. The state is reporting the backlog in cases, and thats the word from Governor Newsom today. The daily number of cases in california, the state reported over 7,900 new cases. 4,400 of those, half of them were from the data glitch in july. The covid tests were done last month, and the glitch caused them to be unreported until today. Even with so many results officially reported today, you can see we are still way down from the peak earlier this week of 12,500 cases. Now, lets take a look at the total number of cases in the bay area. Santa clara confirmed 523 new cases to bring their total to over 13,000. Contra costa county confirmed 3,400 new cases, and San Francisco added over 100 new cases today pushing it over the 8,000 mark. Up next, how much progress has been made since the spring . Governor newsom tells us how much support the state is giving to School Districts with distant learning beginning. Thousands are packing the beaches but not all coastal communities want you there. Reporter there are already hundre dozens of families down on the beach, skpr people from all corners of the bay area will flock to the beaches and contract covid and take it back to their cities. Half moon bays mayor admits it will be hard to enforce the rules to wear a mask and social distance on the beaches here this weekend, because the town has a small police force, so hes hoping visitors will do the right thing on their own, like this family from sunnyvale. Were Wearing Masks all the time, we try at least, and my daughter, shes 4yearold, and shes trying to wear her mask all the time, too. We try to practice social distancing. When i come here i do see other parents as well and they are also concerned about social distancing as well, and i think its a group effort where everybody is practicing social distancing. Reporter more than 66,000 people in the bay area have pan. 944 have died on that on the beach in half moon bay, visitors are not too worried about the virus here. Because its outdoors and i am on a bike and because i am not getting within six feet of anybody, frankly riding a bike with the mask on is dangerous, and generally i am not wearing one for this kind of activity. Half moon bay welcomes the tourism because the town needs it to survive but hopes beachgoers will follow the rules. The city council is deciding whether or not to close the beaches for labor day weekend. Dont worry about politics at all, wear a mask, period. In half moon bay, nbc bay area news. People definitely looking for relief this weekend. We are in the middle of a heat wave, and it seems to be going on for a really long time, jeff. I know. I wish i had better news for us but at least until wednesday of next week we are going to be under our heat warning with temperatures right around 100 degrees. Now, weumbers as hot as 107 this afternoon, and what i wanted to do is go ahead and show you how that compares to averages and where we are at right now. This first graphic you can see a split screen here, San Francisco on the left. We are fog free, up to 88 degrees. In san jose, dropping down from our high in the 100s to 95 degrees, and plenty of blue skies out there. How did we do compared to our averages . We catapulted way above them. The average is 83. Concord, 106. Average is 87. San jose hit a high of 103 with the average of 82. San Francisco Airport got up to 99 degrees. At the airport close to 100, and well above that 68 degrees average. Where do we go from here . As we move through tomorrow i am still finding warm weather. Only down a degree or two so nonetheless it remains dangerously hot here, and all of my inland valley forecasts will be in the low 100s, from santa rosa, livermore, morgan hill. Was get closer to the bay it goes down but we are at 97 in san jose. Oakland, 89. Downtown San Francisco averaging 86. At half moon bay, 76 degrees. Lets bring you to a closer look at how things will pan out in livermore. One of the hottest in the next few days and theres hope in the forecast but we have to wait for it by next thursday and friday, were down to the low 90s which we will feel cool. Its all relative. For the beaches, half moon bay, and we know people are trying to head to the beaches. 70s this weekend and then the cooler and foggy breeze back by next thursday and friday and we will be down into the 60s. While it remains hot immediately, one last thing i wanted to show you right now is our fire danger, it remains high. We have a fire danger rating of 100 degrees as we head into tomorrow. The reason why its not higher than that is because we dont have any big wind in the forecast and that is at least a little bit of good news with the heat that we are dealing with. It looked more ominous than it was, the flareup in richmond at the refinery sent black smoke, and it was caused by an issue with the processing unit. This is the view from sky ranger. Richmond fire issued a level one warning to the community, which is the lowest level. No shelterinplace was required and there was no threat to the air quality. Police in concord are searching for the person responsible for an assault that left a person badly hurt. The whole thing happened on camera. It happened on colfax street. A man walked up to the man in shorts and just pushed him, and its not clear what led up to the exchange. And then a restaurant is hoping to find a little success in china town. Hes trying to open his second restaurant. His first restaurant Near Union Square is seeing a dip in business, and he thinks he has a model that will work, good food and a shop where you order and go and no dinein. Why not now, huh . The newly appointed post master general, a Top Republican donor has been making cuts that could prove disastrous when hit with an onslaught of ballots this fall. Several states are vowing they can meet the demand. They will not slow down democracy, period. In a rare display of bipartisanship, lawmakers in both parties promising to support the Postal Service. In washington, alice barr, nbc news. In spite of all the challenges south bay leaders are encouraging everybody to cast their ballot. Santa clara county is mailing out ballots 56 days from today. The registrar of voters says ballots postmarked byelection day will be counted up to 17 days later. Another option to avoid potential delays, drop off ballots at drop boxes at voting centers. Voting by mail is the safest thing to do during the pandemic but is taking precautions to keep all voters safe. We are asking all voters that do want to come for inperson voting to please work with us and to please help prevent any spreading of the disease and wear your mask when you come into vote. October 19th is the last day to register to vote but even if you miss that deadline, you will have to go to a polling place and vote conditionally. The race is on to develop a covid vaccine, but poll suggests some may not be willing to get the vaccine once there is one. Americans also feeling uneasy about a potential vaccine. Just over half said no or they are unsure if they would get it. I would say the most anxiety around speed, warp speed, fast, get their quickly. The first sentiment is and we have seen it a lot, too fast cant be safe. Dr. Anthony fauci says to do it in the u. S. , at least 75 of the u. S. Will need to be vaccinated. How does it work . Does half get the vaccine and half get the phrau selacebo . Yeah, there has to be a large number of people so can you see a difference between the vaccine and the placebo. Then some people will get covid and some people wont, and have will get the vaccine and have wont. We are hoping the people that got the vaccine, they will be expos exposed possibly as they do their normal routine and they wont get covid19, and then it would work, right . Yeah, it will be a highrisk volunteers, so Like Health Care workers, and people that live in longterm Health Care Facilities and people like that, and they will be followed. More than 100 companies around the world are working on vaccines right now and this is going into phase three and we heard of a couple others going, and where does this rank for you . What are the top five you are keeping an eye on . The Oxford Astrazeneca is one of my favorites, because they have maybe been around for the longest. And then we looked at the phase 2 data and it looked promising. Moderna, the company in boston is number two, and it gets points for being homegrown in the u. S. , and number three, pfizer, and then j j, and they are not as far as long as the first two but they have good data, and merck is not far behind. What makes a good vaccine . So when we talk about vaccines, i think about the three ts. So testing. Have they logically gone from phase one to phase two and phase three . Just means how many people they have looked at intensively, particularly around safety and efficacy. The second t is transparency. Of course you want the data to be visible to all. So its like what many of the companies have done, and not the russians. Then that leads to trust, particularly around safety, data, and the American People are most concerned about safety and looking at efficacy, of course, and safety is of paramount importance to people. Yeah, as a doctor what can you say to them when this vaccine is produced and distributed . Should they get it . Yay, definitely. I mean, i would probably be one of the first people in line because i think so many of us are looking forward to the vaccine so we will have reassurance, almost like a force field. In terms of the safety issues, remember there will thousands if not hundreds of thousands of people in the trials who had gotten the vaccine first, so they will be followed and ahead of the general population. Like many vaccine rollouts, you will be looking at that group and that will give you a indication if anything were to go awry. It sounds like this is basically what we need to do to get rid of the virus or basically get the upper hand and win this battle against covid19 . Definitely. And we want to have at least 70 of people vaccinated so that we have herd immunity, and even if some dont get the vaccine, we will protect those individuals. San francisco, we know really nobody has airconditioning here. 90 degrees right now. We will eventually see a drop to 69 and 67 by 10 00 and 11 00. Thats a little optimistic here, but the trend will go down with a slight ocean breeze. Where do we go from here. The High Pressure brought in the dangerous heat and stays with us this weekend. In contra costa counties, 102 to 105 category, closer to the water, and 89 in oakland. 95 in redwood city. San francisco, i kept us in the 80s for downtown and the mission. Marina also up to 79 degrees. Right here in the north bay plenty of low 100s from novato off to the north. And then focus in on next friday. 69 degrees there in San Francisco. That will be some relief for us. Got to wait for it but its on the way. For the inland valleys by next thursday and friday, low 90s and look to extend into the following weekend.
