Melissa colorado joins us live from oakland with more on what the district superintendent is saying about the start of the new school year. Melissa, parents cant be happy with this. Reporter you know, the superintendent called it unprecedented and weird. She used that term to describe the first day of school or the first day of zoom here at ousd. Right in front of the Oakland Tech High School which is obviously closed. But earlier today we saw a line of students and parents coming here to receive textbooks as well as chromebooks. Now, we got some new attendance numbers. The district says attendance numbers are still coming in but so far more than 21,000 students showed up or, i should say, logged on to their first day of school. The district anticipates that number to grow as more students receive chromebooks and hot spots that they need to log on. Come on in, guys. Reporter its not the way he had ever envisioned his first day of high school. Its a little weird not getting to go to school and really experience the first day of high school. Reporter the closest he physically got to Oakland Tech High School was the principals parking lot. Staff handed out textbooks and chromebooks to students and parents as they sat waiting in their cars. He says his only online class today lasted for about an hour, where he got to meet his teacher for the first time. He says a bulk of that class time was spent on working through tech issues and making sure that all of his classmates were on the same page. Its kind of complicated because we have zoom calls and we have to work out getting all the kids in and everything. Its just a lot of little moving parts. Reporter he senses that teachers are getting more comfortable with Distance Learning this time around. They would assign work. It was all kind of just random. But now it feels like they have a strategy for it. Reporter speaking of a strategy for Online Learning, thats exactly what the Teachers Union and the oakland you know nied School District are currently hammering out. The union is pushing for a plan that calls for less live instruction time and more time for teachers to check in with students, sort out tech issues and establish lines of communication with parents. This is a week focused on improving Distance Learning for students and families. Reporter the oakland superintendent said everyone is ajusti adjusting to the new way of learning. Were doing our wednesday because of these tense circumstances to still bring normalcy for our students and our families. Reporter and still, no agreement reached between the Teachers Union and the district over the exact scheduling, how exactly Online Learning is going to work for both students and teachers. In oakland, ill melissa colorado, nbc bay area news. Classes in South San Francisco are scheduled to begin on wednesday, but the superintendent is hoping to push back the start date. A recommendation has been made to the school board to delay the start until next monday. The belief is that the extra days will allow families to better understand the plans for a phased reopening, while allowing teachers and staff simply just more time to prepare. The Teachers Union still has to vote on delaying the start. Classes will start on wednesday for some students in the south bay. Today teachers with san jose unified School District handed out ipads, chromebooks and internet hot spots to families. Students will learn from home for at least the first few months of the school year. Teachers will give their lessons from inside the classroom, unless they have gotten a waiver to not be there. A tumultuous 24 hours for governor newsoms leadership team. The states top Health Officer abruptly resigned. Today the governor announced a bay area doctor will replace her. This all comes after that data glitch led to an underreporting of nearly 300,000 coronavirus cases. Marianne favro has the details. Reporter this is a covid19 testing site in san jose. Now that the state says it fixed the glitch and caught up on the backlog of more than 250,000 covid19 tests, Santa Clara County can now findi out how may new cases it actually has. The states data disaster that caused a backlog of 300,000 covid19 and other test results is parentally over and state Public Health leaders say theyre taking steps to make sure it doesnt happen again. We were able to process all of these cases over the weekend as well as do all of the normal weekend work to ensure that we ended the weekend with really very few records in our cal ready system so we have eliminated the backlog. Reporter while hundreds of thousands of results were delayed, governor gavin newsom today says they didnt affect the overall trend that shows californias numbers are improving. We referenced about 6,300 individuals that were hospitalized, now below 6,000 represents a 19 decrease over a 14day period. Reporter despite the good news, there are still grim realities. The coronavirus has killed more than 10,000, and now the state is dealing with a Public Health shakeup after state Health Officer dr. Sonia angel abruptly resigned without explanation last night. The governor was repeatedly asked if the resignation was tied to the data glitch but refused to answer. She resigned. She wrote a resignation letter. I accepted her resignation. Reporter what he did say was former alameda contunty Health Officer will be the new state officer. Marianne favro, nbc bay area news. So what does the backlog mean for bay area counties . Santa clara county reported 751 new days. The county says that that includes those stuck in the backlog. That number is significantly higher than what Santa Clara County has been averaging over the past week, which is 196 cases. This is just one example of what bay area Health Leaders across the state still have to short out as they clear that backlog. Governor newsome also responded to President Trumps executive order saying the state cant afford the unemployment plan. The president signed it on friday. The states would have to contributing 100. The extra cash would be a huge benefit for californians who have lost their jobs during the pandemic, but newsom says the plan is too much of a burden and would cost the state 700 million a week. There is no money sitting in the piggy bank of the previous c. A. R. E. S. Act to be reprioritized or reconstituted for this purpose. Newsom says 75 of the c. A. R. E. S. Act funding was allocated to various programs. Many businesses continue to get hammered. All nine bay area counties remain on the governors watch list. That means no gyms, no Indoor Dining and places of worship are closed. But are counties getting close to getting off the watch list . Lets take a look at how two local counties are performing in some key areas. First San Mateo County. The red is not good, the green is good. State leaders wanting to conduct 1. 5 tests per 100,000 people. Right now san mateo is doing 1. 09 tests per 100,000 cases. Counties should have less than 10 cases per 10,000 people. Right now San Mateo County has almost 14 cases per 10,000 people. Hospitalizations, counties needs to see less than a 10 increase on their threeday average. Good news for the county, it has an 18 decrease, so two out of the three or one out of the three they are passing. Santa clara is meeting its testing goal. Its conducting about three tests per 100,000 people, but cases, the case numbers are still too high. 14 cases per 100,000 people excuse me, per 10,000 people. Again, the goal is less than 10. Hospitalizations, a 2 increase in patients and that is less than the 10 threshold. Both counties need to see a drop in their case numbers to get off that watch list. Well, b. A. R. T. Says it is working on a plan to restructure its Public Safety model. The board of directors and the Police Citizen review board are meeting right now. Among the things theyre discussing, deemphasizing Police Enforcement for homelessness, Behavior Health issues and substance abuse. San francisco streets got a new mural today with a very overdue message it says. The mural reads housing black painted on concrete with the hopes that it could spur some concrete solutions in a city thats long been accused of pushing out black residents. Sharon katsuda has more. Reporter they got on their hands and knees to point the words in the tenderloin. The artist hopes it will bring attention to the longrunning challenges of black people looking for housing in the city. Organizers say black faces make up about 5 of the population in San Francisco, but 40 of its homeless population. For the artist, this was personal. I was born and raised in San Francisco. I was born in hunters point, lived all over the city. One of the places was the tenderloin. My mom and myself and my sister, you know, we lived here with a friend because we were technically homeless. The scientists had someone say the phrase stay Healthy People over and over, first without a mask and then again with 14 different types of masks. A computer counted the number of particles inside each mask. They founding the most effective mask was the fitted n95. Thats not surprising. Thats what the doctors use, the medical workers. That was followed by surgical masks and cotton masks. Least effective were neck fleeces, man danas and knitted masks. Most importantly the experts did find that any mask is better than no mask at all. An important groundbreaking in san jose today. City leaders gathered at the future housing site just east of willow glen. Modular units will provide more than 100 beds for homeless families. Once we hit 11 00 in the morning, all of that fog and low cloud cover clears away except for the immediate coastline. So i think overall tomorrow were doing pretty good for august. Well start with some cool 50s for the south bay, peninsula and the trivalley. Right over here towards the east bay, 57. San francisco 54. That fog and spotty drizzle. For the north bay, 55 degrees. With the foggy breeze at the immediate coastline it will keep us from getting too hot in the south bay. 84 in san jose. For the east bay we should be out of the 90s, but youll be close with livermore at 87. Closer to the bay, 71 in oakland. The peninsula also plenty of 70s here from san mateo to redwood city. San francisco, no chance of 70s tomorrow. Were keeping a lot of those cool 50s and also 60s. Right now i have the marina at 59. If youre headed near the north bay, just know the farther north you go, the hotter its going to get away from that bay breeze. Right near the bay 76 in mill valley. Tomorrow looks all good but i want to let you know about some changes later on this week so lets get a big fix on that right now. What we have is hurricane aleta off to the south. The hurricane will stay to the south and weaken but some of that humidity could build to the north close to us along with an area of high pressure. So in San Francisco it does mean a little warmup, some upper 60s and low 70s friday, saturday and sunday. For the inland valleys, a much more larger difference here from that average of 88 tomorrow to 95 on thursday, 99 on friday with the chance here of some of that humid air. Well stay with upper 90s through the weekend and gradually see things taper off. So it could be feeling a little bit tropical, a little bit like florida out here once we hit friday. A weekend hike turned into a Helicopter Rescue for an elderly couple. You can see the couple there to the left. This was after a confrontation with a protective cow. This happened at the lynch canyon park in fairfield. Crews say the cow you see there with her calf chased the couple. During the chase, that couple fell and got hurt. The chp used the sirens on its helicopter to scare the cow away and was eventually able to fly the couple to safety. A barn owl is recovering tonight after a dangerous encounter with some kite string. An alarmed homeowner tweeted out this video of the owl. You see it there . Caught and suspended from that light pole. Pleasanton police teamed up with firefighters to free the bird and bring it to the lindsay wildlife experience in walnut creek. The owl has the equivalent of a broken shoulder, but is expected to recover.
