Now temperatures spread out from the low 60s near to the coast to the inland east bay and up 90s farther to the north and were going to see a spread like this as we go into the workweek. So i guess it is just the issue with the car. Back to you. Mike, thank you. We want to start with breaking news. Downtown chicago left a mess. After looting and violence overnight. Much in the chicagos famed Michigan Avenue which is home to a lot of the highend stores. This is not a highend stores but where the looting happened. It is called city sports and there you see Police Officers manning that area after a busy night there for Police Officers. Now this is some where you could see in the parking lot there, there is debris after people rushed into the stores looting items and then running. Now our sister station in chicago were flying over the businesses for us there in the helicopter showing us what is left after the busy night for Police Officers. And a busy flight for the city altogether. Officials say hundreds of people rushed into the area to break into the highend stores taking everything they could. Police officers exchanged gunfire at one point. Chicago Police Tweeted that the shots were fired at officers who returned fire. No officers were hurt and it is unknown if anyone else was hit. The bridges over chicago river, they were lifted at about 4 30 this morning preventing team perfect entering or leaving the downtown area. We want to keep monitoring this and bring you more from chicago this morning. Just look at that mess left after last night. Meantime, in portland, oregon, for you, more clashes between police and protesters. Three officers were hurt when bottles at them. On saturday people broke into Portland PoliceAssociation Building and lit it on fire. Last night the citys 74th night of protest calling the police calling for Police Reform there in the city. Well the u. S. Is reaching a very grim milestone in the coronavirus pandemic. There are now more than 5 million confirmed infections of covid19. The pandemic has killed nearly 163,000 people. Meanwhile, in washington, the week begins and new battles over a series of executive orders from the president. New york times on one of the many outlets reporting on the confusion and uncertainty they are creating in joins us from washington. A question about whether or not that order is going to help or fail or spark a new rescue plan discussion . Yeah, kris, good morning. The Senate Democratic leader said the executive orders from the president are like swiss cheese. They have big huge holes in them. There are questions about the constitutionality of the orders and whether theyll do anything to get anything in the money of any pockets of anyone any time soon. Lets begin with the order on the unemployment benefits. President called for 400 a week in unemployment benefits. That is less than the democrats were hoping for but as youll see, it is also triggering questions about constitutionality. As he made his way back to washington from a weekend at his resort in new jersey, President Trump made the for his newly signed economic relief. You may say youve heard negatives but ive heard mostly positives. We have to get money out to the people. 400 a week in unemployment benefits, less money than democrats were seeking and partly paid for and distributed by each state. It is unclear which states could afford it and how fast the money could be sent out and whether it is constitutional. Whether theyre legal or not takes time to figure out. My constitutional advisers tell me theyre absurdly unconstitutional. Reporter the president postponed the due date of payroll taxes for some workers. Democrats say it could starve money from Social Security and medicare and oversteps the president s authority. Our Councils Office the Treasury Department believes it has the authority to temporarily suspend tax collections. So were banking on that. Reporter democrats have not said if theyll file a legal challenge. The executive orders are all too narrow, unworkable and weak. Reporter but the president told reporters over the weekend that if the lawsuit happened he expects courts to hear the case quickly. Scott mcfarland, nbc news. As students in oakland return to school this morning in a virtual setting there is uncertainty about what the day will look joining us live. And i know the district and the teachers are still negotiating over the Distance Learning model. Reporter correct. Theyve been negotiating to try to figure out what the Distance Learning model will look like. The issues center on things such as how much live instruction and the length of the teachers work days. Talks broke off this past saturday. Nothing changed yesterday on sunday. The Teachers Union wants the district to provide small group Distance Learning in addition to daily instruction but a Union Representative said the district just wont budge. That is something that especially in the Virtual World that we know is critical to provide students with what they need akacademically and help ke their growth going. Reporter in her backtoschool message, the superintendent for oakland unified wrote, and im quoting, although were not able to see each other in person, were excited to connect virtually. We continue to work hard with our labor partners to reach an agreement about exactly what Distance Learning will look like and we look forward to reaching a deal. Teachers will also be doing inperson wellness checks on atrisk students. The district said that they could not release any details until they reach an agreement with the union. As students return to the virtual classroom, the National Retail federation predicts that nationwide parents plan to spend a record amount of money. 789, that is almost 100 higher than the previous record because parents are spending much more on computer and chargers and less on lunge boxes and clothes in the age of Distance Learning. Last week a report out by the Law Foundation of Silicon Valley shows more than 40,000 south bay families and Small Business owners are on the brink of losing their homes and businesses. Right now tenants have six months to pay that back rent. After the moratorium lifts. But count supervisors will talk about whether that should change as well. As that will help cool down our temperatures as we get more fog the next couple of days near the coastline and some upper 80s for the inland areas. But then once that starts to roll back and some Desert Southwest heat moves into the bay area, were going to see temperatures inland reaching into the low to mid90s and that will continue through the weekend while San Francisco remains steady here. Were going to see our temperatures in the upper 60s, all through yow the next several days. So it is only going to reach into the 60s throughout the rest of the week. This comes after Health Leaders say that Nursing Homes are showing signs of slowing the spread of the virus. Since the pandemic started, 47 people died from covid19 in Sonoma County alone and 38 of the people were living in senior care homes. The press democrat reports that nursing home administrators say seniors make up more than 80 of all covid related deaths in the county. Some good news in the fight against covid19. Fewer than five San Francisco city firefighters have coronavirus antibodies despite the fact that they were First Responders and exposed to covid19 on a daily basis. A new ucsf study testedut twothirds of the departments employees. It found three firefighters had coronavirus antibodies, despite nearly half of those surveys they they probably or defendant had been around people infected by the virus. Researchers say the low infection rate is because of the Public Health action the bay area took during the shutdown and the use of n95 masks. Students in oakland unified begin Distance Learning today but there is uncertainty about what that will look like as the district and teachers continue to negotiate. Talks broke off on saturday. We know there that has been learning loss money provided from the state that would enable the district to do this and we have been very creative as a team of 21 educators on our Bargaining Team of coming up with various ways to provide small group instruction. For now teachers plan to hold full class instruction for a single hour each day online. Teachers will also be doing inperson wellness checks on atrisk students. Now the district said on friday they could not release any details about reopening plans until they reach an agreement with the union. The two sides have been foegting for a month now. As oakland students prepare to start school this year, well san jose unified are getting ready as well. At Home Learning begins on wednesday but teachers are required to physically report to classrooms. Some say this is unnecessary risk as well as a huge inconvenience for those who have children themselves. The district said that it is working on accommodations for teachers with children and as well as childcare and medical needs. Well all this week nbc news is launching a series called coronavirus and the classroom. You could hear from a team of experts searching nationwide for the best answers to all of the questions from teachers to parents to students. Coronavirus in the classroom kicks off on the today show after today in the bay. And parents seem to be reluctant to take her kids to the happiest place on earth because of the pandemic. A Ventura County judge issued a temporary restraining order last week against the god speak Calvary Church from Holding Indoor worship services. The services yesterday, they happened and a fight broke out between the protesters and Church Supporters who said the church is doing nothing wrong. The pastor rob mccoy said services will continue indoors with no mask and no social distancing for his 200 parishioners despite what the judge said. He also adds that the risk of covid19 at his church is minimal. Tell must one victim, that has come from our church or anybody that has contracted covid19 as a congregant that has spoken to us. We dont have any. Where is the emergency. Now mccoy said hes willing to go to jail instead of complying with the Health Orders. This week is shaping out to be a critical week for joe biden as he makes his Vice President ial pick. We know that at the top of that list, which is all women, are california senator Kamala Harris and Southern California congresswoman karen bass. Sources tell nbc thanews that harris and susan rice are in the final round for consideration. Meantime former San Francisco mayor and a friend of sown Harris Willie Brown said she should not take that the vp offer but go for the attorney general position. Willie brown said traditionally vice presidency is a dead end job. Meantime the Trump Campaign is getting ready to go headtohead with joe biden on the debate stage. Former new Jersey Governor Chris Christie is reportedly going to play biden in those mock debates. There are three debates scheduled, one is september 29th in cleveland, the other is october 15th in miami and october 22nd in nashville. And over the weekend, President Trump signed a number of executive orders taking action, he said, where congress did not. And scott mcgrew, it is not clear if the orders could actually accomplish what the president wants. Yeah, there are a number of hurdles. Good morning to both of you. Increasing the amount of unemployment checks that go out, President Trump wants to do that but it depends on money that he does not have. Congress is the organization that distributes money and it depends on states participating and they may not have the money as well. Now some of the executive orders probably will work. It appears he has the Legal Authority to delay payroll taxes. Well talk about what that will do to your paycheck when we talk business in about 30 minutes. And the president said hes extending the ban on evictions. Extend the eviction moratorium. Wee will be extending that so people arent evicted. Not their fault. Now that is not at all what his own executive order said. The order just asks various Administration Officials to look into the problem and then, quote, take action as appropriate and consistent with applicable law to promote the ability of renters and homeowners to avoid eviction. So within the current parameters there is no new action. Now one of the more peculiar aspects came out of white house, the president denying his staff was looking to adding his face to mt. Rushmore. The New York Times reported white house staff talked to the governor of south dakota about adding trump to the mom. Actually the media part of the article has to do with kristi noem who pulled out all of the stops for the fourth of july visit to mt. Rushmore. The New York Times said she made a special trip to washington to meet with Vice President pence to assure him she wasnt looking to replace him on the november ticket. The tahoe daily tribute said 10yearold mason howards health started to rapidly decrease. Now after suffering from a collapsed lung, doctors think that he may have multiple symptom inflammation syndrome. It is a condition associated with covid19 affecting children. His father said that he is now urging El Dorado County lawmakers to take action to ban tourists from South Lake Tahoe to slow the spread of the virus and keep people safe. Howard said after ten days in the hospital mason is showing signs of improvement. Now to something good out of Southern California. One man is being called a he ru fire to save his neighbor. That fire sparked last night in the townhome garage near san diego. The flames spread quickly throughout the garage. One neighbor alerting people of the fire burst into one of the homes where he actually found a 93yearold woman and her grandson who had no idea that that fire was right outside. Kind of said go, go and kept they willing them to go and the grandson was in front of as she walked down the stairs and i was behind her to make sure they didnt fall. The good news here firefighters say no one was hurt ause of the fire is still it is a lucky thing that he acted fast, right. Those flames were something. Yeah. Good samaritan out there. All right. Hot weather for the inland areas but along the coast is nice and cool. It will warm up in palo alto as we reach into the 80s there and San Francisco mostly in the 60s this afternoon. For the north bay, highs reaching as hot as the upper 90s but santa rosa were seeing comfortable mid80s today. As we go through the forecast, some breezy winds and a slight cooldown on tap for the middle of the week. But then the weekend, some heat from the Desert Southwest starts to kind of back into california and so that is going to make it feel hotter by the end of the week. So as we look at our sevenday forecast, we only have a couple of days with temperatures mainly in the 80s in the inland valley and then well see our hottest temperatures in the 90 the by the end of the week. As folks get ready to head out of the door, what is happening out there, mike . I got a first look at a caveat before i show the map, i did a little mistake there. So lets first look at the live camera, heading over to san rafael, that is west 580 and picking up the volume over the last ten minutes. That shooting happens early in union city. Neighbors say they were woke ebb by the gunfire. They started yelling calling for police. The suspect shot two people after an altercation at a home and was arrested. Just hours after that shooting, neighbors began circulating a petition to try to get the tenants evicted. Also another night of violence. Demonstrations in beirut, lebanon. Hundreds of protesters trying to breach the heavily guard the parliament. Security responded to teargas to disperse the crowd. Protesters there are there in response to last weeks deadly and devastating explosion that killed more than a hundred people. A new video of ash billowing in the sky after an active volcano erupted in indonesia. This is mt. Sinna ma which is covering several villages in ash. So far no injuries are being reported. Volcano was dormant for four centuries before exploding in 2010. Two people were killed in that eruption. And happening now, thousands of motorcycles riding through south dakota as we speak.
