While Retail Stores may be selling fewer back to School Clothes. Coronavirus will push back to School Spending to a record level with families splurging on laptops and computer accessori s accessories. Parents of elementary through High School Age students indicate they plan to spend about 789 per family this year. However, the pandemic has also created a lot of job uncertainty, which may cause some parents to rethink spending. Still, there are some things even a pandemic cant change. Students in the oakland unified districtarng. The district and teachers continue negotiations. Talks broke off yesterday. Nothing changed today. The Teachers Union want it is district to provide small group Distance Learning in addition to daily instruction because they think the small groups are so effective. The Union Representative says the district wont budge. There has been some money provided by the state that would enable the districts to do this. We have been very creative as a team of 21 educators on our Bargaining Team of coming up with various ways to provide small group instruction. For now the teachers plan to hold full class instruction for a single hour each day online and in person wellness checks on at risk students. The district said friday it cannot release any details about reopening plans until it reaches an agreement with the union. The two sides have been negotiating for a month ago. San jose unified also returns to school this week with teachers being required to be in thetudents required to be at home. California is reporting some of that backlog that came from that computer glitch. There are more than 60,000 case in the bay area tonight. As for california, in the last 24 hours, the state reported 8,300 new cases. About 1,000 more than the day before. The backlog of cases is the reason for the big spike. The number of californiana dying from the virus appears to be falling. Yesterday 104 people died. People in one east bay neighborhood say theyre extremely concerned about what happened early this morning. There was already worry about potential for coronavirus exposure as a house party but then things turned violent as the party ended in gunfire. It happened on the 2700 block. Tom jensen tells us neighbors are now fighting back. Reporter he says hes never been so close to a shooting in his life, not in his 20 years in america and not in the decade hes lived at his current home. I first thought they were fireworks. Reporter but it wasnt fireworks, something they say they have heard consistently coming from the rental home july. Gunfire erupted and people were hurt. It happened just after midnight sunday morning and this time against his better judgment, he says he went outside to take a look. The longtime prison guard is tonight being mourned. He passed away this mourning at the age of 55. Late night we learned another prisoner died because of complications because of covid19. Approximately 2,000 prisoners have tested positive and 24 have died. Yeah. In just about a half hour to an hour drive you could have gone 50s through 100 degree temperatures right now. Right now, some low clouds around San Francisco. Temperatures in the 50s outside, 58 degrees. Highs earlier today in the mid60s. Walnut creek and concord, chances are your ac that high of 98 degrees. If that is too warm or too hot, san jose right in the middle. Numbers in the mid60s. Were in the upper 80s. And through tomorrow we will see temperatures very similar, maybe not quite as hot inland. The good news here is the stronger sea breeze will be better air quality tomorrow. Right now the moderate areas will be around the central area. Not spare the air levels whatsoever. Just a few areas of spoke in the upper levels of the atmosphere. Ground looking pretty good. For the morning you may have some drizzle for the morning around the coast, including San Francisco. Temperatures in the 50s to low 60s. Tomorrow upper 80s around san jose today. I do think we will get more low 90s. Tri valley where 95 degree temperatures tomorrow. Bay side pretty comfortable. Similar from wed road city. Colder though out towards the coast. Highs in the low 60s, mid60s for San Francisco and north bay temperatures in the 80s again for santa rosa, napa and sonoma. There is some fog. But whats interesting are these clouds right here coming up thursday into friday. The Tropical Storm we think will eventually become briefly a hurricane is expected to weaken as it moves off to the west coast of baja. But notice where some of that cloud cover is likely to end up. We will switch over to the moisture view here. You can see how some of that is heading towards california. Right now high level clouds. Reporter fair to say that as long as we have been keeping statistics about things, it has been clear that native americans fair less well when it comes to infectious disease. Thats fair to say. Keeping children outdoors will not always be an option. Researchers say with covid19, this invisible problem can no longer remain unseen. Eric clark says he started caring about the air inside his sons classroom before the pandemic. In 2018, he said, the campfire filled schools with smoke and debris. Kids were complaining about nausea and vomiting. I went in with an air pollution meter and checked the numbers at the schools and saw it was really bad. Reporter how bad . He worked at a robotics engineer for nasa and said the air pollution was 5 to 10 times higher than at his home. I sent a letter the superintendent and they said, yeah, its a known issue. Reporter uc berkeley scientists have documented underventilation for years. Schools have kept the issue on the back burner. Because it is somewhat of an invisible issue. Reporter ventilation is now at the forefront. The virus can spread through respiratory droplets and teresar with Uc Davis Energy and efficiency institute. Before the pandemic, she worked with scientists and visited 104 classrooms across california, including the bay area. They found 85 of classrooms with hvacs were still underventilated, meaning not enough outside air was coming in. Most of the system, she says, werent maintained or set up properly. We wouldnt say it was accessible for kids so why would we think it is acceptable to send kids back to classrooms on a daily basis . Reporter many were funded by prop 39, approved in 2012 that allocated nearly 2 billion to cases for schools called Energy Efficiency projects. Nbc bay area requested an interview with the commission numerous times, but they declined saying in a statement good Indoor Air Quality should be a given for every student. The California Energy commission collaborates to provide the necessary training and tools to the division of the state architect to their inspector can see Energy Compliance with bay code. There is no california statute that focuses on classroom ventilation safety. The state fires them to submit ventilation tests but schools arent part of that requirement. Californias division of state architect, which provides construction oversight for schools also declined our multiple request for an interview but said in an email Facility Maintenance is up to the school districts. Districts have different capacities, so some districts who are underfunded have limited staff. Nancy is a superintendent of the office of education which will receive the school her son goes to. She dez moving forward, it may become a priority. A question parents may have now is why isnt schools addressed this more effectively earlier . We did address a creative really extensive pandemic plan about ten years ago. Without having that direct understanding of all the complex impact of the kind of pandemic were experiencing right now, i think you dont even know in advance what to prepare for. Reporter but park says school and state leaders shouldnt have waited for this pandemic to think about making air quality a priority. It is not issue. It is an every day issue. Reporter this is one of the countrys busiest hospitals, l. A. County usc medical center. We are running at full speed here. Now treating the poorest and sickest patients in all of los and deaths skyrocketed in july. That is a huge toll to take every day, knowing that you are the only person, maybe the last person who speaks to them. Reporter and it is a toll that pushed the hospital and its workers to the brink. Tell the human story. Tell the story of our patients. Tell the story of the exhausted staff. Dr. Brad is a chief medical officer here. On the front lines every day with his army of dedicated physicians and nurses. Trying to help the sickest patients survive and risking their own lives to do it. It is super stressful to have to put on the layers of protection and walk into the danger zone day after day after day. Its not a marathon. Its not a sprint. Its both. Reporter their emergency room nearly reaching capacity a few weeks ago after california began to reopen. Their icu overwhelmed with critical patients. They cannot oxygenate, no matter what they do, how they breathe or what position you get them in. So you are basically watching someone suffocate. Reporter now the numbers are stabilizing, but the emotion drain is still high. I have kids at home and i have an elderly mother taking care of my kids. So taking care of my patients and worrying about spreading the virus home to parents. Reporter with this virus being unpredictable and flu season fast approaching, doctors fear another crisis is coming. How quickly can things go back to the worst Case Scenario . How quickly can that pendulum swing . Well, at peak we were getting 25 new positive patients per day. 25 to 30 new positive patients a day and half of them end up in the icu, within a week were in serious trouble. Reporter still, there are many people that doubt the severity of the pandemic, something these doctors find it hard to understand. You have seen criticism about what some people call the plandemic or that it is being blown out of proportion by the media or health officials. What is your response to that . Come in to my icu. Come watch. Patients and families are being crushed. What were seeing is the working poor getting flights out. Were really asking for the publics help to get this situation under control so we dont run out of hospital beds so our staff dont all get sick. Thank you, guys. Keep it up. You dont often see that around the bay area. Mid60s closer to san jose. If you look closely, we do have the low clouds, which has settled in to San Francisco. 58 degrees. We will be waking up to similar temperatures there. The low clouds around the inner bay, approaching watsonville and gill roy for the morning. For the afternoon, a similar spread of temperatures, which means 60s on the coast. Were not thinking close to the upper 90s. Low 90s for the afternoon. Mid to upper 80s for the afternoon. Another day in the 90s. 70s from oakland into hayward. You will notice from the coast, a cool 63 in halfmoon bay. 80s on the other side of the coastal rains. San francisco, you still got that sea breeze going with misty skies. More 60s for you and north bay temperatures tomorrow mostly in the low to mid80s. Want to show you the changes though tuesday and wednesday. The east bay inland tri valley down towards morganville tuesday and wednesday do look cooler. But thats about it. We will see temperatures rising as we go through the week. And also the added bonus maybe of seeing these tropical clouds from a weakening Tropical Storm. Notice here the green here on this map. Some of this is drifting towards california. Right now it just looks like high clouds. But if for any reason, we get mid level moisture, on occasion this can be a source for dry lightening. Something we have to watch closely the way fire season has been shaping up right now. Not in the forecast, but we will be watching that closely. Another thing you will notice is the temperatures on the rise. San francisco we should see 70s. A warming trend as we head towards next weekend. And originally we thought more cooling next week, dropping into the upper 80s. Once behead towards thursday and even into next weekend, looks like the 90s will be here today. More upper 90s in the forecast. Right now, unlike last week, well call for a chance of tropical clouds maybe towards thursday and friday as the temperatures rise heading towards next weekend. The pandemic has been a very lonely time for residents at Senior Centers and their loved ones. One center in corpus christi, texas has found a way for families to come together. It is called a hugging booth. It is a sheet of plastic with holes and gloves. But it allows families to hug each other for the first time in some cases in five months. It felt amazing. It is something you dont want to let go. You want to keep holding her. I havent been able to physically touch her since february. It has been a long time coming. My gosh that feels so good. The Senior Living Center Director says everything at the hugging booth is cdc friendly. Meaning, they wipe down everything with two kinds of cleaners between each use. Theyre taking care of people. They dont want to spread it but they want that feeling you can only get from touching another human being. Five months, thats a long time to not see a loved one or give them a hug. Yeah.
