Health leaders revealed why the state was reporting wrong numbers in covid19 cases and what it is doing to fix it. The glitch is holding up as many as 300,000 health records. Not all of those are necessarily covid related since all lab results in the state are processed through a system called cal ready. A doctor says the problems started on july 25th and a few days later one of the largest labs stopped reporting to the state for five days. As soon as Health Leaders fixed the problem, the state started getting results again. The doctor says bottom line the system failed californians. We apologize. You deserve better. The governor demands better of us and we are committed to doing better. The governor has directed a full investigation of what happened. We will hold people accountable. The doctor says it will take a few days to clear the backlog. Once that happens, Health Workers will unfreeze the watch list giving bay area counties hope of getting into compliance soon and reopening shutdown busine businesses. I sent an email to the superintendent and says the numbers are too high. They said its a known issue. Reporter scientists have documented underventilation in classrooms for years. They found 85 of clas heating d ac units known as hvacs were underventilated meaning not enough outside air was coming in. Most of the systems werent maintained or set up properly. We wouldnt say its acceptable to send kids back to classrooms that are not disinfected on a daily basis so why do we think its acceptable to send kids back to classrooms that are not ventilated. Reporter many hvac systems were funded by prop 39. A ballot measure approved by california voters in 2012 allocating nearly 2 billion to k through 12 schools for Energy Efficient projects. Nbc bay area requested an interview with the commission numerous times, but they declined saying good Indoor Air Quality should be a given for every student. The California Energy commission collaborate rates to provide the necessary training and tools to the division of the state architect so their inspectors can oversee schools compliance with energy code. Nbc bay area has learned there is no california statute that focuses on classroom ventilation safety. The state requires buildings to submit ventilation tests but schools arent part of that requirement. Californias division of state architect, which provides construction oversight for schools, also declined our multiple requests for an interview but said in an email, Facility Maintenance is up to the school districts. Districts have different capacities. Some districts underfunded have limited staff. Reporter nancy is the superintendent of the San Mateo County office of education which oversees the schools that parks son goes to. She says moving forward it may become a priority. A question parents may have now is why havent schools addressed this more effectively earlier . We did address create an extensive pandemic plan about ten years ago.
