But this lack of data doesnt allow us to know where the epidemic is heading. The state department of Public Health has deployed a tech team to figure out what happened. Until it is fixed, labs are being told to manually report all positive cases to local health departments. Heres a new program, getting paid to stay at home. Alameda county will pay people who cant afford to selfisolate. The goal is to slow the spread of the virus. Melissa colorado is in oakland with the details. It was not like a cold. People go to work with a cold. This will affect the whole community. Reporter its the coronavirus conundrum impacting low income people who test positive for covid19. Go to work and expos others or stay at home and lose your paycheck and maybe even your job . These are individuals that work in construction, work in restaurants, work in grocery stores. Reporter ceo jane garcia treats uninsured and undocumented patients in oakland. Their employer is asking them to provide documentation that theyve tested negative or that theyre better. And they just really push back on us to give them that authorization to go back to work. Reporter this bar graph s w shows latinos represent over half of the countys covid19 cases. Garcia says many of them live in multigenerational homes, which quickly become coronavirus clusters. One of the reasons people cant isolate, even when theyre sick, is they dont have any money. Reporter Alameda County is now going to pay people regardless of their immigration status to quarantine 1,250 to be exact. Heres you the Stipend Program works. You have to prove you have been diagnosed with covid19 and not eligible for unemployment and paid sick leave. And you have to get a refrlt fr referral from several clinics. I think it helps us all, because it will allow those families to stay at home and quarantine and get better. And that helps, of course, all of us. Reporter the supervisor chan says the county has set aside 10 million for this program. Which is expected to help 7,500 people. In oakland, melissa colorado, nbc bay area news. As the virus continues to spread, you may be wondering what your chances are of coming into contact with someone who has the virus. Well, researchers from georgia tech broke it down for us. Take a look at this map. This shows the odds of someone having coronavirus at a gathering of 100 people. The dark red area here shows the chances, 99 , that someone at that party will have the virus. Now, most of the bay area is in orange. That represents a chance of 75 or higher. Contra costa county is the highest. 86 chance that if you are hanging out at a party with 100 people or more, someone there will have the virus. In San Francisco, its second with 81 . What if the gathering was smaller, say 25 people. You can see the bay area is in a much lighter shade of orange. The chances of coming into contact is now around 30 to 40 . Still, a little risky. Pretty risky i would say. Thats why experts are recommending that people avoid all large gatherings outside of their immediate household. We want to take a look at the latest numbers around the bay area. Santa clara county reporting 101 new cases today. They are now topping over 11,000 total cases. And 145 new cases today in Contra Costa County. Theyre now sitting around 8300. Alameda county remains the hot spot with over 12,000 cases. Two of the countrys most respected covid doctors are offering their answers to some of the most important questions about the virus and that possible vaccine. Reporter some call him the god father of contact tracing. And today, dr. George rutherford offered one bit of good news about covid19. Interestingly, cases appear to be plateauing, and its falling in a number of the incidents in a number of states. Reporter but the epidemiologist warns we have not out of the woods, especially because so many people continue to gather in large groups without masks. During a zoom conference today, dr. Rutherford noted cases are dropping in california overall, but Southern California and the Central Valley remain hot spots. He stressed that one group in particular is getting hit hardest. The epidemic is moving from urban latino populations to rural latino populations. Reporter both doctors say we wont really get control of the virus without a vaccine. I dont believe that this is a pathogen thats going to be difficult to make a vaccine against. Reporter how long will it take . Moderna estimates its vaccine could be ready by october 2022. And oxford predicts august 2021. Both are well behind the estimates from the nations leading Infectious Disease doctor, anthony fauci, who predicted a vaccine by the end of this year. Its easy to say split the difference between dr. Faucis optimism and the vaccine trials conservative estimate. Reporter both doctors say the cdc and a group of medical professional also have to decide who gets it first once a vaccine is ready. Another College Going virtual. This time its santa clara university. In may, santa clara announced campuses would be open, but now classes will be primarily online and oncampus house willing be shut down. That includes the dorms. The university will provide emergency housing for homeless students or those with unsafe living conditions. We talk a lot about the digital divide. How so many students dont have proper Internet Connection or access at home. Today, two Major Companies stepped up to help california students. The state superintendent announced that apple and tmobile are providing computers and Internet Service to up to a ipadsn students. Equipped with high speed internet. They will be paid for by more than 5 billion that the governor earmarked for schools. We know when a Million Students dont have access to a computer or connectivity, that is a huge disadvantage to their success. It doesnt mean they cant be successful, but it means there are many barriers in their way. So today represents an opportunity to remove some of those barriers. Opportunity is the key word here. The California Department of education will let School Districts know how to apply for the new technology. With the majority of bay area schools set to begin the new school year with Distance Learning, there is more focus on the kids and families who need help with that. Jessica aguirre joins us now. Jessica, one organization has an innovative plan to address this very issue. Yeah. It is about opportunity, as well here, janelle. As more families are turning to education pods, those are the families that can afford them, but theres an oakland nonprofit that is doing something different. Theyre doing family hubs. The oakland reach is the one behind this effort. Theyve raised a ton of money and theyre helping underserved families navigate through the era of Distance Learning. They raised more than 350,000 to spread among a thousand oakland families. Helping them do Something Like pay for the lights, pay for things they need. It also pays parents separately to separate in online teaching. 250 is given for each child in grades 3 to 8. 500 given to parts in kindergarten through second grade, because the parents are required to be online during the instruction. We really wanted to create a onestop shop where you were able to that kids were able to learn and that parents were able to give access to socioeconomic workshops. The hub is like at the center. Its at the center, its sort of the activity. But it combines the two. We didnt want our parents to be having to like choose between caring about their kids education and paying the light bill. Moving forward now for the fall, youremong forward . Our hope for the hub is that our families and our kids do not have to miss quality instruction, do not have to miss learning, right . So just like their pods being created to support families who have a little bit more privilege and do not want their children to miss instruction, thats the same way that the hub was designed. The hub is designed to make sure that families who are lower income are not negatively impacted. I mean, they pivoted so fast. They were always supporting families, but the day that schools shut down in march, they started form thing plan. They had phase one over the summer, so kids got instruction. Now theyre preparing for phase two, which kicks off in september. They say they plan to keep giving families the support that they need, so that they can level the playing field. Contra Costa Christian School is gearing up to reopen. Teachers were set up to 15 kids a class with ventilation systems in place. But the school is now adjusting because county leaders say having students in the classroom is too risky right now. We feel that were ready and were going to provide a safer environment than what our students are going to end up in. The county has said it will not begin considering those waivers until covid cases have stabilize or start dropping for two consecutive weeks. Faced with taking courses online, many College Students are opting to sit out the semester or the entire school year. Jodi hernandez reports the Contra Costa College district is hoping for a lastminute surge in enrollment. My ideal dream is to hopefully own my restaurant somewhere down the road. The decision to come to college right now is not something that theyre making months ahead, many of them are waiting to the last minute. The as claim a metal shredding company is polluting the ground near Howard Terminal where the as want to build. The team is suing Californias Department of toxic substances control, saying it has failed to regulate the pollution. The as say 200,000 tons of metal residue contaminates the soil, water and air each year. The company, as well as other shipping and trucking groups, oppose the as new ballpark plans. A lawyer for the shipping Merchant Association says the as lawsuit proves the team is trying to shut down current businesses that are along the water front. So tomorrow morning, the cloud cover holds on, widespread areas of fog and low clouds from the north bay to the south bay. Even a chance of spotty drizzle. But the key change tomorrow is once we hit about 1 00, we should see that clear back and sunshine here for the inland valleys. But at the coast, well still have some of that fog hanging on. Sources tell nbc news the two sides remain apart on education funding, but close to a compromise on extending benefi. Theyre now talking about that 400 extra money a week instead of 600. While americans are struggling, the Democratic Leaders have moved about one inch, one inch in eight days. The fundamental disagreement between our two parties is the scope and severity of the problem. As for the election, less than 100 days away, President Trump says hell probably accept the republican nomination virtually from the white house. Critics are slamming the idea of breaking long standing precedent by holding a Campaign Event at the white house. Same for the Democratic National party. Its making its convention basically entirely virtual because of virus concerns. President ial nominee joe biden will not travel to milwaukee to accept the nomination in two weeks. He will deliver his acceptance speech from his home state of delaware. Delegates had already been told to stay home. So many of us are taking precautions and changing the way we live, but not everyone. And a local er doctor is fed up. He has strong words for people who arent Wearing Masks and socially distancing. With us tonight is dr. Desmond carson, on the front lines at an you are vent care clinic in san pablo. Doctor, what are you seeing thats making you so frustrated . Well, its just the disrespect, in my opinion, for those that are on the front line by the people not caring and disrespecting this virus. Namely, people who are not Wearing Masks, not practicing social distancing not washing their hands on a regular basis. When you do that, it sort of says you dont care about the life thats been lost, nor about the people who are working day in and day out to try to protect and save human life. Doctor in the community, wherever you are in the community, if you see someone without a mask, do you just tell them or even in the clinic, and what do you say to them . In the clinic, it doesnt happen. Thats my dodomain, youre not going to walk through the front door without a mask. I have a screener at the front door, and if you dont have a mask on, youre not coming in, period. In oakland, san pablo area, richmond area, are blacks and hispanics getting the message here . Is there a concern for you . Its a concern for me, because people might be getting the message, but theyre not practicing. Its one thing to talk the talk, but youve got to walk the walk. You have to do it on a daily basis, regularly. Make sure that you practice these guidelines. These are guidelines from Public Health officials. These are individuals that were the best in biology in high school, college, medical school, residency and then they go another four more years to learn how to treat the community at large. So these people have read about 1918, they read about polio, et cetera. So theyre trying to give you the guidelines to make sure that the community is safe, clean, and healthy. But also for the individuals that they are protecting, as well. Into some cultural lines here, doctor, are you seeing mistrust from some members of the community about what Health Officials are telling us and doctors like yourself . Thats always possible. Many of these communities have been led astray because they got mistrust guidance from the Public Health community, ie, tuskegee experiment, et cetera. So that is an example. But at the same time, this new virus thats here is visible, we see it every day. Many of us who have love ones that have lost life and limb. So people need to adhere to the Public Officials health guidelines. Doctor, will we see more infections and perhaps another peak . Were already headed in that direction unfortunately. We have to identify those who have it, isolate those two have it. We need to practice this nwd, wear your mask, wash your hands, clean your hands. Were unfortunately headed in that direction, in particular because we dont have direction from our leadership. If our leadership would tell us and repeat it and continue to repeat it, you know, practice social distancing, wash your hands, et cetera, we would be headed in the other direction. Again, i remind people, korea had four cases. They shut the whole country down. They shut the whole country down after four cases. We are not headed in the right direction. The city of San Francisco says its now making changes to a Housing Program meant to help Homeless Individuals impacted by the virus. The changes come after police busted what may be a drug lab operating at one of the covid shelter sites. We explain why homeless advocates worry it could go to as far. Reporter this is meant to be a safe place for the homeless, housing those who have nowhere to go to avoid covid exposure. But over the weekend, it was the site of a drug bust, that included the discovery of what some claim was a meth lab. Some of the property we seized is suspected narcotics. Some people are using the term meth lab. We are still investigating as to what drugs or narcotics were being manufactured or being made. Reporter it started saturday, when sfpd responded to a call about a chemical odor coming from a guest room at the motel. Police linked the smell to a batch of chemicals used to make narcotics. Two people at the hotel were arrested on narcotics related charges. In the days since the arrest, the city says because of that incident, its decided to update the guidelines for covid shelter program, including revisedproce previous checks didnt prior guests to open the doors to their rooms. And also, immediately removing individuals from these sites if there is evidence theyre manufacturing or selling illegal drugs. Were talking about adults, mostly people of color. We dont need to treat them like infants or toddlers. Reporter jennifer believes this was an isolated incident, and just hopes these changes dont lead to overreach. Its great to make sure people are safe and we dont have any issue with that. But all of this needs to be done in collaboration with the communities themselves. Up next, he stole an officers gun and fired several rounds, and he did it all while handcuffs. Well tell you how a standoff at san joses main jail ended. A big scare at the jail in san jose after a handcuffed suspect got ahold of an officers gun. The officer had just drifen the inmate into the underground garage for booking. He was arrested for a probation violation and charges of mail theft. Police say castro broke into the rear cargo area, grab the officers gun, and started firing, all while handcuffed. The jail was on lockdown until he was back into custody. It is important to note that this officer did follow all the proper protocol and Safety Measures to secure his weapon, and this is just an example of a very determined suspect thats willing to do anything to get out of custody and escape. The situation turned into a fourhour standoff in the parking garage until castro gave up without any more shots fired. In San Francisco, a new black lives matter tribute stretches across a building. The Quaker Meeting House on 9th street in San Francisco spells out black lives matter. The building had a smaller blm sign but members wanted a more bold statement. Quakers have a long history of social and peace activism. Bay area nurses rallied outside their hospital today, part of a national day of action. Theyre calling for leaders at the local and National Levels to better protect workers on the organizers cite the shortage of ppe and inability to follow minimum safety standards. In my entire career, if i ever thought to reuse equipment, i would have been disciplined that. Is not standard of practice. But somehow with the epidemic, all the regulations from the pressure of many hospital corporations are getting watered down. She works at good sam hospital. A spokesperson for good sam says it does not have a shortage of protective materials and staffing is more than adequate. Health care workers are asking congress to extend federal unemployment benefits. Okay. Lets get a check of the forecast. What a cooldown midweek. Its nice and very refreshing. Reporter oh, yeah. Well check out the science, next. All this week, nbc bay area is helping families keep up in the classroom. When students do return to campus, parents might worry will the kids bring the virus home on their tablets, their books, pencils . Some companies claim they can kill viruss with ultraviolet light. So we asked our consumer investigator to shine a light on this topic. Reporter good evening. Lets be clear, we are talking about a specialized type of ultraviolet light, not the stuff that comes from the sun. Thats uva and uvb. Were talking about uvc, thats the stuff that can kill bacteria and viruses. So heres the sales pitch. You buy a box, bag, or want or Something Like that, that contains uvc. You put your keys into it or wave the want over it and it kills the bacteria and viruses that hitchhiked along. Youll see sanitizers in places like hospitals or airports. Sfo just recently installed uvc for its escalator hand rails. So what about the consumer grade products . Weve been taking a look at them. On one hand, a well established manufacturer told us its products can kill up to 99. 9 of bacteria and viruses. We checked with a uv professor who agrees that is scientifically possible. On the other hand, there are important caveats. That wellestablished manufacturer says it makes no claims about killing covid19, because it hasnt tested its products on covid19 yet. The scientists warned us there are currently no standards for home use, so he fears some uvc devices might not get the dose of uv light right to be fully fatal for viruses. And then there are the directions. Youve got to read them and follow them. The ads make the process look easy, and quick. Sanitizing an object inside of a minute. But weve looked at the directions and found a process thats not that simple. Case in point, one product where you have to run an item through three times to kill certain viruses. Its clear that putting an object in is a precise and exacting step. Youve got to get that right. If you buy one of these devices, youve got to read and follow all the direction. Now the Cruise Line Association is extending that ban until the end of october, halloween, october 31. Cruise lines, like carnival, are offering guests enhanced value packages on board credit, or a full refund. Carnival added if cases decrease and modified sailings are possible, they may consider an earlier restart date. How about jumping on a flight . Jetblue will continue to block off those middle seats until october 15th. This comes just days after the airline introduced uv light disinfecting systems. In addition to the cleaning and social distancing protocols, jet blue is updating its mask policy. The airline will no longer allow customers to claim exemptions from wearing a mask and will prohibit masks. A bill that would force employers to report workplace covid19 cases within 24 hours is moving through the state legislatu legislature. The bill requires employers who learned their employees may have been exposed to notify employees, cal osha and the state department of Public Health within a day. They must also report all positive cases. If they dont, the employer would face misdemeanor charges. Right now there is a gray area that many believe can lead to bigger workplace outbreaks. Workplaces are ground zero for covid19 outbreaks. Essential workers are risking their lives and the lives of their loved ones whenever they go to work. All of our workers deserve to be protected. Critics say the bill raises privacy issues and is unrealistic, and unenforceable. 21 weeks into all of this, and we have something we call lucy wednesday. And guess where we see lucy and jeff . That surprised me, caught me off guard. How is she doing . Shes good. Shes got her own seat now at the anchor desk here at the work from home station. Shes like, they need to see all of me. They need to see it all. And, you know, guys, i know a lot of those folks with dogs, any kind of animal, cat, dog, whatever, those animals are enjoy thing cooler weather today with that cloud cover. And the good news about that cooler weather today is that our fire danger most immediately really has been very comfortable. At least lower than it normally is this time of the year. Tomorrow, we start off with the cloud cover, and the big change in the forecast is we get sunshine for the afternoon by 1 30 away from the coast. And that will give us a nice mix here of that weather. Well start with some cool 50s. 58 here in the south bay. Peninsula, 59. Trivalley at 56. Down to 54 in San Francisco.
