The blue thin line is we support one another as Police Officers. It means we mourn other dead Police Officers and their families. That was my acceptance letter. You cant tell a Police Officer that blue thin line is offensive, aggressive, and threatening. Thats not fair. Reporter this is the car parkhurst wants to put the license plate on. He applied for it back in march right before the civil unrest surrounding george floyd. I understand that the public is feeling at odds with police right now. I get that. I so get that. Reporter what he doesnt get is that the dmv approved two other policerelated plates he applied for in the past. Thats 10codes. This is a police code which the dmv reporter and then theres the plate that says officer on his motorcycle. Parkhurst says he fought for his country. Theres a significant new problem when it comes to our covid cases. The state says a glitch in the tracking system means california is underreporting new cases. Today the state added 4,500 new cases, much lower than weve seen. But the actual number of new cases is expected to be much higher. So what does this mean for you and your test . Heres nbc bay areas ian cull. Reporter in the pandemic, weve all been watching the trends for key indicators like overall case numbers and what percentage of tests are positive to know if covid is spreading locally. But today the state says those numbers have been incomplete recently due to a Technology Issue its trying to resolve. The counties have a right to be upset. We dont know where we have hot spots within the state if we dont know where we have clusters of cases, then we cant adequately deploy resources to try and address those issues. Reporter she hopes someone in Silicon Valley can fix it. Really we dont know what to do with any of the numbers that are being reported out from the state and the county level if theyre being underreported. Reporter it comes one day after governor gavin newsom that shows test positivity are going down, but the data is now in question. Here is extending on the narrative of some early good signs. Reporter this issue doesnt affect the local hospital numbers in your county. Rather its the lab results. Every lab has to go onto the state reporting system called cal ready and upload that data to the state. That is where the technical issue or glitch happened causing this problem. Santa clara county says its case data may be incomplete since midjuly, adding on its website, without timely reports of all new lab results, it is impossible for state and local Health Officials to identify the extent to which covid19 is circulating in the community. The state says the actual test results are not affected. It wants labs to manually report to the counties until the problem is fixed. The trends could go up or down, and until then we wont know. This comes after the airline told a london court it was set to run out of cash next month. The bankruptcy filing protects virgin from claims while it restructures. The airline will continue to operate during that process. Precovid, Virgin Atlantic offered two daily nonstops between sfo and london. Not surprising but certainly disheartening nonetheless. For the first time in its 44year history, Great America will be closed for the entire summer and the rest of the year. Park officials making that announcement today. This means no halloween haunt, Great Pumpkin fest, or winterfest at the iconic santa clara theme park. This is quickly becoming the norm in many counties. If you dont wear a mask, you get a fine. Today San Mateo County finalized its plans. Heres the deal. Fines start at 100 for the first offense and can get as high as 500 for your third offense. The new ordinance goes into effect immediately. Environmental health staff and rangers will enforce the new rule, and initially give offenders a warning before handing out those fines. Its a clear statement on the countys values in terms of us making sure that we save lives and then at the same time hopefully getting us off the watch list. Along the coast, Santa Cruz County approved a similar move. Like the peninsula, a first offense for not wearing a mask will cost you 100. Contra costa, marin, and napa counties have similar ordinances. Well, the school year is about to start, and theres a lot of anxiety for students, parents, and teachers. Tonight were getting more details about how schools can get a waiver if they want to have inperson classes. All bay area schools must start the year with Distance Learning because all nine of our counties are on the governors watch list. But once the counties are off that watch list, schools can apply for a waiver. Only k through 6 schools can apply because Health Officials say those students, that age group are less likely than older children to become infected. Schools that want a waiver must publicly outline a specific plan to keep students and staff safe and then submit that waiver to their local health officer. Authorities say at a warehouse storing very dangerous, very explosive chemicals. All this turned out to be just a precursor of this. A far, far more massive explosion. A Mushroom Cloud of debris and seawater blasting into the air. The detonation heard 200 miles away in at least two other countries. Im like mind blown. I cant believe this is happening. Reporter this woman of san jose was raised in and around beirut. Her husband and her husbands family live in a suburb still. She immediately called her mother who lives eight miles from the blast. She hears and feels the entire place shake in a way but a really loud bang. Reporter she has friends who live farther away from the blast but they were not spared. His windows and everything shattered from his building, from his apartment that he just finished remodeling. Reporter she says her beloved lebanon cannot catch a break. That couple in the east bay charged with painting over this black lives matter mural. Today they pleaded not guilty in a martinez courtroom. It all stems from this video on fourth of july that appears to show Nicole Anderson vandalizing the street mural while david nelson verbally engaging with onlookers. The mural was approved by the city of martinez and organized by a Group Supporting black lives. A different story in piedmont. That small city in the east bay is taking several unprecedented steps in the name of racial awareness. Tomorrow morning it will fly the black lives matter flag over cig is part of a larger resolution there in piedmont, rejecting racism and promoting inclusion and equity. Piedmont, which is mostly white, also apologized for any discriminatory or exclusionary aspects of its history and pledged to stand up to bigotry and intolerance. A ucsf Infectious Disease doctor says this past weekend looked risky. Normally theyre in a precovid time, which is sharing company with friends, having a picnic. People were, you know, reaching out for food that was arranged in a very common area. Reporter dr. Peter chinhong says people were in the social distancing circles, but they werent wearing masks. And while being outside is considered a lowrisk activity, hanging out around a lot of people with no mask for a long period of time increases the risk. What happens in the park is that youre there for a while, you know. Youre having a good time. So what is a low probability event, when multiplied by the effect of time, becomes higher than it usually would be. Reporter some park regulars say they avoid peak time because of crowds and little mask use. I cant even throw the ball because its just so jampacked full of people. None of them have their masks on. Reporter rec and park tweeted a reminder saying parks are too important to close. To keep them, we need all park goers to keep their masks on. Those supplies that can be used in multiple products may be being allocated based on need as opposed to demand. Clorox says it cannot keep up with the demand. Well, new at 11 00, the federal government is starting a pair of new trials testing an experimental covid antibody drug. This is from eli lilly. One trial involves patients who are hospitalized. The other, those who are sick at home. Some patients will be given antibodies from a covid survivor. The goal is for those antibodies to target and lock onto the virus, preventing it from spreading. Others will receive a placebo saline injection. We believe a treatment like this has the potential to stop that progression in terms of symptoms and to keep people at home and out of the hospital.
