Fines start at 100 burcks for te first offense and can get as hig high as 500. Maryanne . Reporter well, the county supervisors just voted on this and the decision was unanimous. Now, this new ordnance goes into effect immediately. This barber shop in downtown san mateo is now offering haircuts outside. Its the only way they can operate now that San Mateo County has landed on the states covid19 watch list because of a spike in cases and hospitalizations. To curb that trend and get more people to wear masks, today supervisor david canepa proposed an emergency ordnance to fine people who dont. People need to wear their damn mask. They need to take it serious. People are dying because of a virus and theres a lot of a lot at stake economically. Because of whats happening around closures. Reporter if approved, the new ordnance would go into effect immediately. Law enforcement staff and rangers would enforce the law and initially give offenders a warning. After that, people could be fined 100 to 500. Nearly every we talked with today supports the proposed law. It will force people to actually put on a mask for everyone elses safety, and a lot of people tend to disregard that. Its okay because if you dont get a fine, they just arent going to wear it, you know . Everyone has to wear a mask. Reporter critics of the ordnance say its unnecessary because state fines already exist. The proposed law would apply to parks, other public spaces and businesses. Unanimously approved the move today. The first offense is 100. The second is 200 and a third one in the same calender year will cost you 500. San mateo and santa cruz counties join contracass to and marin. A glitch in the states tracking system could mean california is actually underreporting new cases of covid19. Today the state added 4,500 new cases. Much lower than weve seen. But the true number could actually be higher because it appears not all cases are being reported on time. Dr. Mark daley says the glitch impacts the sevenday average and Positivity Rate. The state has not said how long its impacted the Positivity Rate but did say hospitalizations and death rates are not impacted. Health leaders say they are working around the clock to fix this glitch. In the meantime, labs are being told to manually report positive cases to health departments. A dubious milestone today. California is now the nations single largest outbreak. At san quintin. The marin county prison now has more than 2,200 inmates testing positive along with more than 200 staffers. Along with them, a staffer who is hospitalized on a ventilator. The New York Times reports california prisons are on the top ten list of virus hot spots. School districts in those areas must start off the year with distanced learning unless they get a waiver. All schools in the bay area counties are on the governors watch list, but today the state released more details of its waiver process for schools that want to hold classes inperson. Only ksixth schools can apply because Health Officials say those children are less likely than others to become infected. They must outline a specific plan to keep students and staff safe and submit it to their local health officer. The applications will then be reviewed by the state department of public health. As for school sports, you can practice for the games, but you cant play the games, at least not yet. Today new state rules for anyone participating in clubs, youth leagues and school ports. Nbc bay areas scott budman found out what that means for athletes and their coaches. Reporter they can work out on the football feel, but according to the newest set of guidelines, tonights at the Kings Academy high school along with all club sports cannot share equipment and have to remain socially distanced. We dont want to get sick. We dont want the kids to get sick. You know, they wear their masks. They, you know, keep space. We take their temperature. You know, before we start anything. Reporter so for now theyre conditioning outside. The departments youth sports guidelines say they must stay in small groups, stay outside, stay six feet apart and no blocking or tackling. Adds the world waits for a vaccine to be developed, doctors are focussing on finding better ways to treat covid19 patients. Lets bring in Jessica Aguirre who joins us now with some new information. We continue to get the surge in cases, jessica. I know, raj, and, you know, we really cant a lot of us are just waiting for the vaccine, but so many people cant wait for the vaccine. They actually need their treatment now because they are sick. Now, i spoke to nbc chief medical correspondent, dr. John torres, today and he says right now there are three categories of treatment. One with medicines like remdesivir, which weve heard so much about. Another is with antibody treatments. The third, obviously, is a vaccine which is still in development. Dr. Torres said lets go back to that antibody treatment and how those are being used to help people stay safe. We have two different ways of using those antibodies, one, the convalescent plasma, taking plasma from donors who survived coronavirus and have antibodies and giving that plasma to somebody suffering from coronavirus. Now, thats difficult to do because there arent as many donors as there are people suffering from coronavirus, so what theyre doing also is whats called mono clonal antibodies and then synthesizing more in the lab and giving those to patients as well. A lot of other conditions that people may have are not being treated because there is maybe not enough manpower, but a lot, i think, is hesitancy from the public to even want to go see a doctor for fear. And that is a big concern. Theres a lot of information being put out right now saying, hey, definitely make sure you get to the doctor. Some groups all along weve been looking at, particularly small children, specially children under the age of 5 to make sure they get their vaccinations, but for a lot of adults theyve been neglecting those health and dental needs for too long. Its time to go back to your doctor. Its time to go back to your dentist. Now, thats if you have a doctor or dent it. Dr. Torres says this pandemic is also really shining a light on the income disparate and the Health Care Disparity that were seeing across the country between the haves and the ha havenotes. Its currently being tested. He said that would be a huge, huge boom to communities like Nursing Homes where people are in such close contact where you can give that antibody drug and try to quell the rising cases of corona cases across the country, and especially in those hardhit communities. Reporter she is a member a religion whose practitioners in her home country of iran are denied many civil rights, including access to Higher Education. They get around that ban with an underground University Run on distance learning. And from her richmond home, that distance is more than 7,000 miles. This days architecture class for Higher Education runs smoothly in part because she has been teaching this way for a while. Now, for six years. Reporter she was first a student at bihe, learning remotely in iran before coming to the bay area, getting her degree at uc berkeley and signing on to teach at bihe. Giving back to the community that helped her. It is a dangerous endeavor. The teachers homes are often raided in iran with severe consequences. Professors have been in jail for, like, two years, four years, five years, so thats really putting your life on the line. Reporter so secret distanced learning is how they survive, and how she finds herself in a position to share her expertise with those of us dealing with remote instruction due to a much different crisis. We have all this experience. We have, you know, all these, like, tools and softwares and platforms. So i design my courses in a way that every, like, 10, 15 minutes, i ask a question and i start a conversation. I sometimes propose a scenario about the topic at hand, and then they have to consult about it. They have to discuss the topic, have a conversation back and forth, and i give them extra credit for active participation in the class. And will continue into tomorrow. A little taste of fall moving into the bay area. As you can see right now, those changes already occurring, anywhere from 5 to 11 degrees cooler across the bay area. Some of the more noticeable changes right back towards concord, around 11 degrees. Colder air moving in. As raj mentioned the pga golfers having to layer up with the fog and unusual breeze. Were seeing this unusual weather from the system moving in across northern california. Not only dropping temperatures, it will pick up the wind a little bit for tomorrow and bring back some more fog and drizzle and really keeping some of the hottest air we can usually see well away from us here. August can definitely, you know, bring us tripledigit temperatures, but its definitely not coming our way over the next couple of days. So here it is, 8 00 tomorrow morning. Notice this green. Thats all possible drizzle here for the peninsula, east bay and the south bay, and well start with those clouds. Then as we roll through the afternoon, well keep some chances of some spotty drizzle right near the bay and also for the peninsula. So you probably guessed it. This means we will start off on the chilly side tomorrow morning. Down to 56 in the trivalley. South bay at 59. Also dropping it down to 58 for the east bay. San francisco, 55. And the north bay at 56. I definitely think some of the more dramatic changes will also come for the afternoon. After mid90s this past weekend for some of you, were going down to 71 in san jose. So thats what i mean about that early taste of fall here. Right here for the east bay, some of the hottest weather can be out towards livermore and concord. Out to oakland, 66. And it will get even cooler for the peninsula. 68 in redwood city and hanging on to some of that cloud cover for the San Francisco. San francisco, 57 in the marina, 58 in the outer sunset. Lets bring to the north bay. Up to sonoma, 72 and santa rosa 74. My extended forecast here in San Francisco does eventually warm it up a little bit this week, and with upper 60s, well stay with that pattern of morning fog and then afternoon rays of support shine. For the inland valleys, it is a oneday event, all right . Tomorrow, mid70s, wind picks up. The chance of fog and drizzle. As we roll into saturday and sunday, well be in warmer to mid90s, and drop it back off as we hit monday and tuesday. Which is considered low. So when that fog moves in, it really helps to import some humidity and, of course, its keeping our temperatures cooler. So there is certainly that good news, too.
