And developing right now another long and chaotic night outside the federal courthouse in portland as protesters clash with federal law officers. They used tear gas on activists. Even in the Early Morning hours small debris fires could be seen burning in the area. Protesters have been out every single night since the death of george floyd two months ago. Happening today oakland leaders taking some new steps to ensure they can avoid a similar scenario here. They will debate a resolution allowing the city to take any lawful steps to counter potential white house threats. The president last week hinted that he may quell violent protests. The most recent took place saturday night and actually started as a rally to support portland activists. Mayor libby schaaf says its costing the city some 200,000 to repair the oakland courthouse and police substation. Now to a live look at capitol hill, lawmakers race to fridays deadline to renew Unemployment Benefits. This comes as millions of americans really struggling without a job amidst the pandemic. I value sacrifice and struggle and i feel like he is someone that represents sacrifice and struggle to the greatest extent. Lewis will lie in state at georgias State Capitol tomorrow. He died july 17th at the age of 80. One year after the mass shooting left their city broken, the community of gilroy is coming together today to showcase why they say they are still gilroy strong. Three people died at Christmas Hill park during the citys annual garlic festival. Nearly 20 more were injured before the gupmnman was eventuay killed. City leaders will hold a small, private commemoration at the site. Tonight they will honor both the victims and survivors. New details this morning in the case of a visiting scientist accused of hiding out in the chinese consulate in San Francisco. Yesterday show made her first court appearance. The 37yearold is accused of concealing her military ties to china in order to work in the u. S. Authorities arrested her last friday and shes being held in sacramento. Prosecutors call her a flight risk. Her Attorney Says she is caught up in hostilities between the u. S. And china. Developing this morning Concord Police are investigating a deadly shooting. This one happened a little after noon on stanwell drive. Poe lows say someone shot a man in the parking lot. He died there at the scene. The victim has not been identified. And so far police have not released any suspect information. Continuing our pandemic coverage, over 49,000 cases and nearly 800 deaths. The bay area reported 876 new cases. We do have some encouraging news this morning on efforts to halt the latest outbreak at the santa rita jail. The alameda Sheriffs Office says the number of infected inmates dropped by more than half over the weekend, there were about 100 positive at the end of last week and now there are 37. Most of whom are asymptomatic. State School Superintendent thurmond continues his push to revise the States Program hoping to shift the way native american studies is taught. Meanwhile San Francisco School Leaders tonight will review the districts reopening process. As for now schools will start with Distance Learning. Classes begin on august 17th. Berkeley leaders make the call for new protections to help struggling students trying to make it in the bay. Theyre scheduled to debate a resolution asking uc berkeley leaders to comply with local measures restricting evictions and delaying rent payments. Councilmembers will ask them to terminate leases without penalty. In the midst of Distance Learning some students are still locked in to longterm leases even though theyre not attending classes on campus. I wanted to focus in on the unemployment part of it. This friday that extra unemployment, that 600 from the federal government, goes away. The new republican plan would replace that with a 200 a week check on top of what the states are paying. Rising to 70 of your previous wages once states can manage that data but never more than 500 a week. The democrats put together a competing plan, three times as expensive as what republicans have in mind. Neither plan includes the president s idea of a payroll tax cut. Now the argument over the extra 600 is fairly easy to understand. Republicans and others say it may discourage people from going back to work. After all, why would you take a job that pays less than unemployment . It wouldnt make economic sense. A brandnew study from yale shows, and they took a look at the data, most people actually would take the job figuring that a longterm yob is more steady income than unemployment which will run out eventually. Unfortunately, a man was just getting on a jet ski in a reservoir and was struck by lightning. Really be careful and if you hear thunder, they were saying quickly move indoors. Thats always the plan especially over the mountainous areas where the lightning can pop up very quickly. Here in the bay area its been quiet. Weve had these temperatures that have been wide ranging anywhere from the low 60s near the coast to some mid80s for napa. Oakland, 72 degrees for the high today and were up to 90 in livermore. Antioch will reach 94 degrees. As we go through the forecast were going to see our temperatures in the today. And it comes down a couple degrees by the end of the week. As we go into the weekend a slight warmup but no extreme heat here. Mostly low 90s in San Francisco. We continue on with some fog each and every morning and some sunshine. The category 1 hurricane slammed into south texas on saturday and in mexico a Daring Rescue during the tropical storm. You can see right there those responders helping a boy wade through the waters there. Wow. And he had been swept away by Rushing Water in the streets. Evacuees are back in their homes after a fastmoving brush fire in l. A. County. It actually started yesterday afternoon and closed highway 138. About 300 acres burned and briefly threatened homes in that area. As of last night it was 40 contained. Marine authorities in maine are investigating the death of a woman who witnesses say was killed by a shark of the she was out for a swim with her daughter and the witness says he saw one of them get tossed out of the water. Kayakers brought the pair to shore where the woman was later pronounced dead. If its confirmed as a shark attack, this would be the first of any kind in the state since 1837. A long time. Redwood estates, the exit there, you are forced to turn around and go back through the area. A Traffic Alert for southbound traffic in the area and summit road is not accessible. There is an option but only for locals. Its tough getting through the windy roadway. The rest of the bay is clear. The toll plaza we do have metering lights turned on so the backup is there as well. Today in the bays kris sanchez is joining us live now from menlo park with what this may mean for San Mateo County and, kris, is there a way to stay out of the list . Reporter well, it might be too late t is something that lags after the testing, so this is an infection rate so the folks who are infected are already infected. We just may not know theyre sick just yet. Take a look at this. On average 127 cases per 100,000 people in this county. To stay off the state watch list that has to be fewer than 100 cases per 100,000 people. Speaking with Governor Newsom in the Central Valley the state secretary of health and Human Services says californians there and here need to get even more serious about stopping the spread of covid19. Todays hospital numbers really came from infections weeks ago, so if we want the situation in the hospitals here in the Central Valley and throughout the state to improve, we need to do today, redouble down our efforts to improve our own behaviors. Reporter so for now San Mateo County is the only bay area county not on the state watch list which means the days could be limited for businesses offering Indoor Services like salons, gyms, and houses of worship. Statewide there are two bright spots. One is that the Positivity Rate is Holding Steady at 7. 5 . The other is that up there at a rate. Now today Contra Costa County joins the list for citations. Anyone not properly socially distancing could have to pay up to 100. This is for businesses. They could be up to 1,000. It would be up to city and county officials to enforce the rules. Similar orders are in place in marin and napa counties. Sonoma county will vote for those fines next week. Supervisors are expected to vote on a proposal later today. And things will look a little different in downtown campbell starting today to help the struggling restaurants stay in business. For the next two weeks traffic will be closed on East Campbell avenue to allow more Outdoor Dining and allow restaurants to set up tables on the street. Happening tonight the giants will play their home opener at oracle park but there are concerns whether the already shortened baseball season should even continue now that 11 marlins players have tested positive for covid19. In june only one developer received that green light to Start Construction on the first of six buildings to create more affordable housing. That would mean about 600 units on market and franklin streets. Most developers are saying due to covid19 and plummeting rent prices most housing projects wo wont start until 2021. Attorney general bill barr is supposed to be at the House Judiciary Committee meeting this morning where he will face some tough questions. Ill give you a preview. Everyone was running and screaming. A gunman at the gilroy garlic festival. Three young lives would be taken and a commune left in pieces. My son was only 6. We look back, the recovery, the future, and where things stand now. But i know that god needed you more well, the city of gilroy is certainly focusing now on resiliency. And here with us this morning i county Deputy District Attorney. Hes been helping the community down there certainly deal with this tragedy since it happened. Thanks so much for joining us this morning. Thank you, thank you for having me. Oh, of course. We all, unfortunately, remember that day. I remember just kind of the shock instilled in the community but you went down and you helped set up a Family Assistance Center in gilroy. What did you do there . Really, what have you continued to do throughout the year . Right. As a Deputy District Attorney with the Santa Clara County District Attorneys Office we focused on helping the community to respond because thats whats so strong about gilroy is that its ability to respond together. So in the immediate aftermath of the festival, the District Attorneys Office in collaboration with a host of other agencies, Santa Clara County behavioral health, the american red cross, the fbi Victims Services division along with the school district, the city of gilroy, we set up the Family Assistance Center, a center where victims of the garlic festival could come to receive essentially wraparound services. Everything from individual counseling, victim advocacy, compensation for those who were injured, who had vendors, for example, who had lost goods and werent able to be compensated. For two weeks we set up this center to help the victims heal. It didnt just end there. Although we had two weeks of that center being open, the Victims Services unit at the d. A. s office continued to be pr present for the victims of the garlic festfestival. We wanted to help end gun violence. What we did is the first gun buyback in 25 years. It was a collaborative effort with the Gilroy Police department, the city of gilroy, the Morgan Hill Police department and the city of morgan hill where in december we took in 493 unwanted firearms. Even after that just about a month later on a sixmonth anniversary of the garlic festival shooting we opened up the Gilroy Strong Resiliency Center in gilroy. That is so amazing to see. It was such a collaborative effort not only responding to the needs of the community at that time but the Resiliency Center continues or what are you doing now . The Resiliency Center opened up in january of this year. Unlike the Family Assistance Center, its more permanent. Its a place where we understand that individuals who were there, victims, the community in general, it takes a long time to heal. Its not a couple of weeks, a couple of months. It could be longer than a year or so. And we are here for the Gilroy Strong Resiliency Center to help that healing, that wellness. Thats why it was set up. Its a permanent place in downtown gilroy. It was purposely selected because of that Healing Nature when you walked into the building and received services, individual, group counseling, victim advocacy, compensation, access to that as well through the statefunded program. And, again, it is a collaborative effort because thats what it is about. Exactly. It really is reflective, theyve been saying gilroy strong, but even the word resiliency as well shows how strong they are in that community. You are helping to put on a virtual memorial going on tonight. Absolutely right. We want the community to watch the live stream memorial event which is this evening at 5 15. We will be honoring those who lost their lives, honoring the victims, honoring the heroes who helped keep our Community Safe and honoring the community itself. Getting through this tragedy but also looking to the future, to the rising together out of this tragedy. Very much so. Adam flores from the Santa Clara County District Attorneys Office. So lawmakers say the 100 billion stimulus plan will focus on future tax vouchers that would allow taxes to be prepaid at a slight discounst and help fund mass transit. They are considering adding on an extra 600 in benefits to help those who are unemployed. This is if another stimulus package is not approved by congress. 6 49 right now. A showdown in washington. Attorney general bill barr is supposed to face intense questioning this morning, squot. Supposed to. This would be an opportunity for the House Judiciary Committee to ask the attorney general what is going on. And theres such a long list. Everything from dismissing a u. S. Attorney who was investigating Rudy Giuliani to that bizarre situation where the Justice Department wants to drop the charges against Michael Flynn even though flynn admitted to it and then was convicted of a crime.
