Kari, how are we starting out . Beautiful sunrise as we take a look outside in san jose. It feels nice outside. Were in for a comfortable day. Mid to upper 50s and trending more into the low 80s by early in the afternoon. Were still going to be above where our normal High Temperature should be for the middle of july and some of our inland temperatures will reach into the upper 80s in the east bay and upper 90s in ukiah as well as clear lake. Now were going to talk about our range in temperatures and whats ahead for the rest of the week coming up. Mike, what are the issues drivers may have as they drive to work . Kari, i have great news. The good news is theres a recovery. The south bay traffic is lightening up and will get better here. This section of southbound 680 has reopened for all lanes as we discussed that would be happening as they closed for a couple minutes to clear the crash and debris. That will recover from now heading into the dublin interchange. There is a crash right there clearing as well from just about the san ramon exit. Back to you. We want to talk about a big bump this morning in the bay areas road to recovery. Governor newsom ordering businesses to shut down for the second time to stop the spread of the coronavirus. Today in the bays bob redell is live for us this morning. Hes back at the same gym we were reporting yesterday morning. Now im sure that excitement has turned to frustration with the latest news. We spoke to one customer about a half hour ago. In a nutshell he just thought the whole thing,his words, was dumb. Im quoting him for the fact the gym will have to shut down tomorrow here in downtown san jose. Its been whiplash. Put the time and money no making sure they are following the safety guidelines to reopen. Because of the rising cases of covid19, Governor Newsom announced all indoor operations and places like restaurants, wineries, movie theaters must close and counties like contra costa on the states watch list must close places like gyms and nail and hair salons. The owners of citrus in martinez cant believe this is happening. She tells us she spent 13 weeks during the initial shutdown making her salon covid safe, installing plexiglas dividers, even invested in a touchless checkout system before getting the green light to reopen three weeks ago. I have a hard time wrapping my mind around how covid could be spreading here when were taking all the precautions were taking. Its scary and sad for the business. Its nothing in comparison to human life. Reporter Alameda County put the kibosh on Outdoor Dining because of the increase. It couldnt have come at a worst time. The city just restriped park street to give pedestrians more space to windowshop and dine outdoors. They will ask for a variance, permission to allow the county Health Officer to hand pick which activities can safely continue. Reporting live in downtown san jose, bob redell, today in the bay. Its frustrating. I saw the coowner on social media mad yesterday, not at the governor, but the people not wearing the masks, not doing the social distancing to keep the virus down. Thank you, bob. We want to get right to those numbers. More than 1,100 new cases reported across the bay area and nine new deaths. That brings the total number to 646. The First Federal execution in 17 years has just been carried out in indiana. Convicted of killing a family of three in 1996. The Supreme Court late last night cleared the way for the execution by lethal injection. The court also cleared the way for the scheduled executions of three other federal inmates. Happening today for you an update on californias efforts to get testing resources to those most in need. A shortage of supplies led to limited testing with the state setting a modest goal of 8,000 tests by the end of march. Testing now surpasses 1,000 per day. They say it will give a status update later today. A lot of School Districts are trying to nail down what their plans will be for the fall with classes resuming about a month from now. They will discuss the recent recommendations to reopen with Distance Learning. Also Santa Clara Union schools will inform parents about their plans to also have Distance Learning in schools. In santa rosa schools in the north bays largest district are looking at three options including resuming with 100 Distance Learning. District leaders plan to make a final decision next week depending on infection rates. Berkeley School Superintendent will recommend beginning the school year with Distance Learning as well. The plan is to ramp up slowly with improved remote programs. Thats until a decrease in cases over a 14 day period happens. The first day of school is august 17th. Workers in San Francisco affected by the pandemic may get extra protections. An emergency ordinance would make it illegal for businesses to fire, threaten or punish a worker who requests time off for testing positive or quarantining after being exposed. It would ban employers for requiring testing even before extending a job offer. A quick followup for you in the south bay. The crews fire destroyed a building, burned 150 acres. It started about ten days ago. Dry conditions didnt help. A little cooling trend headed our way, right, kari . Right. We are also seeing some fog which is increasing the humidity. As we head over to foster city well check out our temperature trend for the morning. If youre going to be going out expect it to start out in the upper 50s here and a slow warmup as we keep our comfortable air today here along the peninsula as well as some of our inland areas. Looking at the pollen count looking good here as well. Low for tree, grass, mold pollen. Much better for us allergy sufferers. Well talk about whats ahead in the forecast coming up. Now it youre at home right now as youre probably watching us by the time you get to the dublin interchange things will be different. The crash south 680 cleared at sunol boulevard a short time ago. We have a quick recovery but still have the backup off stone ridge and that will continue to lessen. But also west 580 is jammed through the dublin interchange. The earlier crash i believe moving to the shoulder there is the reason why theres more slowing and more heading there. Everything else is clear including the bay bridge toll plaza right now. Am i right . You dont have to worry about that. We have some low humidity for the bay area once again. As we take a live look outside in the south bay, this shot from the san jose foothills. As we start out this morning we are going to have a mostly clear start to the day but some fog near the coast. The fog will keep it cooler with San Francisco reaching into the mid60s. I dont think it will clear from Half Moon Bay today so it stays in the 50s. You head over to palo alto and were warming up into the low 80s. 85 for san jose and some mid to upper 80s for the inland east bay. Check out how hot from the north with clear lake reaching 97 and in santa rosa much cooler, 82 degrees for a high. Lets talk about whats going on out there in the pacific because were still monitoring what we call the blob, some warm water out there thats been sitting in one area. That hasnt had too much of an effect on our weather but as we look at what else may be developing as you head further down closer to the pacific and the equator, we are seeing some cooling waters there for sea surface temperatures, some slight cooling which can drive the storm track further to the north. So what were monitoring here, the slight cooldown creating a weak la nina as we are going to see this developing possibly into a la nina over the next couple of months. What it relates to is the slightly above normal rainfall as we head into our water year. Southern california, so thats something well be monitoring the potential development of a la nina which means cool water and the pacific which could impact our rainfall. It has been hot. Were still above normal but enjoying a bit of a cooldown with upper 80s for our inland valleys. Restart to heat back up. San francisco no changes. Were looking at more 60s all throughout the forecast. Mike, have you seen any changes for that commute . Yes, we have good improvement for the trivalley. The problem was it started off pretty badly at 3 00 a. M. With a crash on 680. Looking at the map that crashed caused more of a backup. The Ripple Effect 84 westbound through livermore, more traffic. Highway 84 to get rid of the backup on 680 as well as the backup thats still there. I showed you that near the dublin interchange. There was another crash causing backup at san ramon road that has also cleared. The stretch that was slow very quick recovery there. More traffic now heading down 680 toward fremont without any problem. 580 recovering at the dublin interchange. The south bay shows a little build but not enough to move the sensors out and to the bay bridge, get through a little slowing in richmond. When youre at the toll plaza itself, the live look shows you there are no problems and no issues. Just folks tapping the brakes in the middle lanes right on schedule. Back to you. 6 21 right now. Well get to mike in just a moment. How are we looking, kari . Looks pretty nice for today. Here is that sun shining right into the camera in san jose. Were going to see the temperatures in the mid50s to start, and then warming up into the mid70s by early in the afternoon. Normally were up to 82 degrees. I think well get slightly above that in the afternoon. Our inland east bay will reach into the upper 80s. Oakland stays in the low 70s. Up to 81 for a High Temperature today in napa. Feeling nice now. Well talk about whats ahead. Any issues for drivers heading out the door right now . Yeah, kari, we have another issue. Its a tuesday traffic in the trivalley, south 680 on the map. Andrade the latest crash with the middle lane blocked, jamming up traffic still out of pleasanton into sunol out of livermore into sunol as well. 680 had not fully recovered from the earlier crash and we still have traffic at 580 and highway 84. This is another problem for folks heading through the trivalley down to sunol. You can use 880 as a good option. The nimitz is not a problem until you get to the bay bridge toll plaza where the metering lights just turned on. Marcus, back to you. Now we want to get an uptotheminute look at the bay area counties Governor Newsom has on the watch list. All except the two in yellow, San Francisco and san mateo, on that watch list. Well talk about Santa Clara County this morning because there is where a flood of confusion is. That is because Governor Newsoms Restrictions Mean businesses are shutting down for a second time, many of them reopening after months just yesterday. We want to go to today in the bays bob redell live for us outside of that san jose gym we were at yesterday morning. They were excited and now this news. Reporter the Late Afternoon announcement from the governor yesterday has caused a lot of disappointment and confusion among these Small Business owners, marcus, especially for the gym in downtown san jose which reopened yesterday. I mean, this whole thing is supposed to be based on science, but where is the science that a very clean and wellrun facility like this is spreading anything . Theyre taking away more safety precautions than any grocery store, essential business. Its stupid. To 6 00 today through friday and select hours on saturday. Happening today we could soon see some history made by an east bay police department. Berkeley possibly becoming the first city in the nation to stop its police force from enforcing traffic stops. Today in the bays Cierra Johnson is in berkeley this morning to break down the proposal and what it could mean for drivers out there as well. Reporter yes, good morning. It would mean traffic stops here in berkeley would look a lot different if council accepted the proposal. I want to bring your attention to what is behind me. There is a ton of graffiti on the pd building that was not here yesterday. It must have happened in overnight hours. A lot of it too inappropriate for me to read, calling for defunding of police, abolishing i. C. E. , really aggressive message toward the police. This, of course, coming hours before the city council is slated to discuss shifting the responsibility of those traffic stops from berkeley pd to civil servants. Now the idea for the city is to create a department of transportation under the plan traffic and parking enforcement, crossing guards in response to collisions would shift away from Berkeley Police into a newly created department made up of civil servants. Writers of the proposal, councilmembers, explain the move would reduce the need of interaction and ensure a lens of social justice. Its fine to rethink and for everybody to talk about and be aware of whats going on. I think that can only be good for everybody. Including the police. Its a long process and everybody should be talking about it. Its fine with me to keep talking about it. Yes, lots of sunshine, comfortable temperatures, a chance to get outside and enjoy it for a little while this is a look at foster city and our temperature trend for the morning where were going to start out with some upper 50s and a few clouds but it will clear out quickly and then well see gradual warming into the afternoon. But some of us still looking at warm weather. We have to crank up that air conditioning once again as we reach into the upper 80s in antioch today. 85 in san jose. And then you head further to the north looking at upper 90s. Santa rosa will reach into the low 80s and San Francisco a high of 66 degrees. Not too bad. Well talk about the micro climates and whats ahead for the rest of the week coming up. How is it looking coming through the trivalley . Trivalley is a problem. The update for the bay bridge first because we have the build there and it does affect more commuters right now as they head to San Francisco. The only slowing on the big picture abnormally slow as kari was mentioning here. South 680 sees the crash again in andrade and off 84. The good news is i believe theyre clearing lanes. 6 39 and the dmv giving certain people a generous extension on renewing their drivers licenses who it applies toto and why itts being dodon nenext. We are going to start out with temperatures in the upper 50s at 11 00 were at 67 and 80 degrees going into early in the afternoon. Its still going to warm up, but it hasnt been too hot. Well talk more about this and la nina developing coming up in a few minutes. Not far from there south 680 has been jammed. It still is another crash in andrade in fremont jamming you up back into pleasanton once again. We have not quite cleared to the earlier crash at 680 farther north. Investigators say her son told them she had just enough energy to boost him back into their rented boat, and they say he turned back to see her disappear in the water. The idea of perhaps being the boat started drifting, it was unanchored, and she mustered enough energy to get her son back on the boat but not enough to save herself. So sad. On the west coast specifically some businesses got 24 hours notice or less after being closed for four months that the governor made that announcement they were going to have to close again. Right now california, lets take a look at the numbers, has 330,000 covid19 cases, more than 7,000 deaths. As youve been talking about bars, indoor dining, wineries, movie theaters, indoor museums, zoos, all of them being forced to close statewide. For counties on the states watch list there are more businesses being forced to shut down like gyms and hair salons in parts of the bay area. Meantime in washington President Trump is downplaying a rift with one of his top health advisers, dr. Anthony fauci. Dr. Fauci has sent out dire warnings saying the u. S. Hasnt really even begun to see the end of this pandemic. We havent even begun to see the end of it yet. This is clearly the most challenging. Its the most challenging because its so pervasive. Reporter now the white house has been quietly handing out this list of statements that they say fauci made that were inaccurate. Some of them were out of context. Some of them were a while back before the pandemic got worse and were true at the time. But fauci isnt commenting about that. Hes being discredited while President Trump continues to say that the situation is under control. Its hurting a lot of businesses. Yesterday i went to the barbershop. My appointment was set for thursday. Because of Governor Newsom shutting down my barber said you have to come tonight. And i did. He had everything laid out, different procedures to keep people safe and clean. The numbers keep going up. Thank, tracie. In Southern California the school board voted to open schools next month without masks or social distancing. It was made after the decision and discussion with a panel of medical experts. But it will be up to individual School Districts to make that ultimate decision. Meanwhile the states two largest districts, l. A. And san diego, well, they will not reopen for classes this fall opting for that Distance Learning. In the meantime universities are scrambling to try to meet the deadline to come up with a new plan for International Students in the country. I. C. E. Created a new policy this month saying International Students cannot stay in the country if their classes are online. The l. A. Times reports the universities have until august 4th to come up with a new hybrid model. More than 200 schools are backing a lawsuit against the policy. Several bay area Tech Companies like google and facebook are also supporting that lawsuit. New this morning older drivers can hold off going to the dmv for another year to renew their licenses. The dmv granted another extension to drivers 70 years and older from visiting a field office during the pandemic. People older than 65 are some of the most vulnerable to covid19. This is a video of recent lines at a dmv since it reopened. Older drivers whose licenses will expire between march and december will not have to visit a dmv until 2021. Were looking pretty good with our forecast. For today a lot of sunshine as we take a live look outside at the fog thats been in the distance over San Francisco but it is allowing for sunshine right now. As you wake up and get ready to head out the door were staying in the 60s here. I think the fog will linger today. Along the coastline, Half Moon Bay staying in the 50s. You head over to palo alto, were in the low 80s. And some upper 80s for the inland parts of Contra Costa County and Alameda County and then you head further north. Were in the upper 90s. So you can see the range in temperatures well have today. Lets talk about whats longer range out there in the forecast. We look in the pacific. Weve been monitoring that blob of warm water in the pacific. Thats what we are still seeing there parked over just the south of the gulf of alaska. Then we look further to the south around the pacific and were noticing a little bit of cooling here, and its been consistent the past three months. So what were seeing is a weak la nina developing where we could see the storm track going farther to the north with an el nino that means warmer Pacific Waters and you start to see a storm track more over the bay area. So looking at the cooling that were seeing now in this area, thats something that well be monitoring over the next couple of months because it could have an impact on how much rainfall weve seen for parts of the bay area over towards northern california. There may be near normal or slightly above normal rainfall going into our water year. Well see if a stronger la nina develops. As we look at whats happening out there right now, we have some upper 80s in the forecast, some low 90s for our interior valleys by the end of the week. Here were staying in the 60s over the next seven days. How is it looking for drivers about to head out . Much better at least as far as the results are of this crash.
