When it comes to the bay areas road to recovery, some people wondering if its actually headed in reverse. There are seven bay area counties on the watch list prompting a in you series of closures. Its really easy to become confused about what is and is not open. Jackie ward is here this morning. So what does this mean for the struggling businesses . Just struggling to try to keep afloat . It depends where you are and whats allowed. People feel like theyre being yanked around really, not knowing what is okay for them to do. 31 counties across california are now on Governor Newsoms watch list. Seven bay area counties as marcus said earlier. That means in that county, Restaurant Owners found out late friday that Outdoor Dining was no longer allowed. People continue to plan. One livermore said they couldnt throw away what they spent good money on for the weekend. If that gets pulled away, there might be a lot more restaurants that will be closing. It was a similar situation in hayward over the weekend. The city planned to shut down streets and allow for more more dining. Eight b street was set down to restaurants could set up tables in the street. Restaurants in alamita county dont face enforcement from local authorities, they could be cited by state agents. Next week they plan to file a paper to see if they can get the Outdoor Dining back. All right. The reason were here is because of the coronavirus. Here is a look at the new bay area cases. Santa clara county reported the most with 315, more than half the bay area total. The counties with no numbers, as can you see right here, they did not provide that new update. California has more than 7,000 deaths with 320,000 cases. The Trump Administration is trying to reopen schools faster than School Districts would, not to mention some teachers, would like it to all happen. Now Health Expert dr. Last week Governor Newsom anountsing release of thousands of inmates from prisons statewide. Relatives a man shot and killed by chp officers demanding more transparency in this case. On june 6th, c had hp officers killed this man in oakland. Investigators say he tried to ram officers with a car stolen during a chaotic looting that all happened at an oakland dealership. His girlfriend in the car was injured. Today he would have turned 24. Family members are calling for the names of the officers involved to be released which the chp is not required to do. Oakland Police Handling that investigation. A powerful and peaceful demonstration against hate in the east bay. This is video from nbc bay area sky ranger. Showing about 1,000 black lives matter supporters marching yesterday in martinez yesterd. Yesterdays march was sparked by flyers found in the downtown area. This is along with the defaced black lives matter street mural. People across the bay area, they came to that march to show unity. It was pretty pathetic and bad taste. And i want to show support for where im from. There were concerns about the potential violent confrontations with counter protesters but that never happened. Happening today, a camp outprotest outside of Berkeley Police department. Activist group called youth protest the bay plans to hold a march and camp out calling for defunding. That march starts at 1 00 p. M. Atalks on changing the role of the police in the city. Santa clara Unified School District is actually holding a town hall meeting tomorrow to go over the decision to continue Distance Learning. When classes actually resume for students next month. District leaders announce that decision last week. The recent surge in coronavirus cases cited in the announcement and found after other possible hybrid scenarios were tabled. The school year actually begins for that district august 17th. Similar story though. Were talking about for San Franciscos schools. The district reportedly looking to start the school year off with Distance Learning as well. But as covid19 cases start to subside, its possible they may move into a hybrid model with in person online learning. The school board will make a final decision on the fall semester by the end of the month. Happening today, a small but maybe scary step towards the to. San joses things will be diffe. Tours will now be self guided. Each group must consist only of the people that live in the same household. And, of course, those masks are mandatory. Data from apple maps shows that a new decline in requests for driving directions. After sharp decline in march, requests for driving, walking and transit directions are steadily on the increase. But after reaching a peak in early july, driving direction requests dropped by 6 last week based on changes in the seven day moving average. I suppose we either arent going anywhere or we know where were going. This is true. A lot of people may want to go here. And some upper 80s for the spots like livermore and concord. We briefly reach into the low 90s there. Then that fog returns this evening. Much helps to cool us off. This is potentially a class action case. The we first told you about digit Alameda Academy a few weeks ago. The website says they host camps around the country and in canada. Parents told us the academy canceled the kids camps then kept their money. The academy said it is contracting including an exception of acts of god such as flu pandemic and offering credits for future camps. But a new federal lawsuit filed in court in san jose claims that act of god section wasnt in the contract when the parents paid. Attorneys say digit Alameda Academy changed the terms on june 15th after the pandemic started and removed language offering refunds for canceled camps. The suit claims that they continued offering refunds in canada. Just not in the u. S. The suit asks that all parents be refunded in full. At nint, i will have already applied for college and decided where im going. So it would be irrelevant for me to use the program then. Digital Media Academy said its no the yet received a copy of the lawsuit so they cant specifically comment on it. Jackie, really break it down for us. Its tough for people to really follow all of the changes. But its important to know. Yeah. Absolutely. You know, its tricky for us to kind of manage all of this, too, and keep everything on track. Were starting with alamita county. That is the new addition to this governors watch list that no one wants to be a part of. The Public Health department attributes a surge in cases in part to more people interacting with each other without face coverings or social distancing. They join marin, santa clara and sonoma county. Sonoma as of midnight, reopening rollbacks for business thats have to shut down at least through august 2nd. Indoor restaurants have to move service outside. Bars that dont serve food have to close altogether. There is a rise in hospitalizations in santa clara county. Statewide, 31 counties on the governors watch list. Heres what Infectious Disease specialist had to say. I think that being on the watch list is not a good thing. It just means that its a huge wakeup call for the community to wear your masks, particularly outdoors. Even indoors when you meet people outside of your bubble. Were not over yet. There is a lot of virus. Despite the new restriction thats came down from Governor Newsom on friday, we saw a handful of cities not abiding by the rules. This is downtownliver downtown livermore saturday night. Restaurants and Alameda County dont listen to local authorities this they could be cited by state agents. Most of the bay area counties that ended up on that watch list are citing elevated disease transmission. As long as that rate is still high, it wont stay under Governor Newsoms radar. New polls are painting a tough road ahead for president trump. He fights to remain in the white house. A poll finds trump in trouble in arizona, florida, and this was surprising to msh surprising to many, texas. Both are tied in arizona. But the president is down six points in florida. Surveyors say more and more voters worried about coronavirus are turning to joe biden. As the nation prepares for the election, more states are actually trying to make sure that voting remains safe during the pandemic. But it will also come with a big pricetag. Many states including california are requesting more mail in ballots. Training for election workers and ppe for polling booths. Election Officials Say states dont have appropriate funding for the election because of the pandemic. Theyre looking for federal funding. Back in may, the house passed a covid19 response bill giving states nearly 4 billion to help with elections. The senate wont touch the bill until the end of the month. New details on the progress of californias high speed rail project. The goal is still to link San Francisco to los angeles. And according to palo alto online, whenever that happens, Emergency Responders on the peninsula may face delays crossing the tracks. Now thats one of the findings issued in the Environmental Impact report released last week. So far there is no timetable on building high speed rail anywhere past the Central Valley and some fear that whole project is now on life support. Now for many bay area nursing homes, family visits remain on hold due to the coronavirus. Its really too many of those cases involving elderly patients. Theyre the hardest hit in this pandemic. Now it includes a facility in paradise hills. Leaders there confirming to our sister station 112 residents and 40 Staff Members are infected with the coronavirus. Sadly, 11 patients have died. At least eight more are in the hospital. State Infection Prevention specialists are now being employed to really help slow the spread. Universities are finding new immigration policies on International Students. Most colleges in the state are Holding Classes online for the fall. Under the new policy taking a full course load on online is not allowed forcing International Students to leave the country.
