You know, preventing Outdoor Dining in morgan hill while youre allowing indoor signing in san mateo is sort of nonsense. If youre unsure whether a restaurant is offering Outdoor Dining, go ahead and call ahead. The San Mateo County board of supervisors is meeting at this hour on the agenda to get more people to wear a mask or face covering. But that measure stops short of setting up a series of fines for those who dont. Nbc bay areas roz plater is live for us in redwood. Roz, go ahead. Reporter chris, one supervisor here has hopes to nudge the governor into setting up a statewide series of fines for repeat offenders who just dont wear a mask. Now he is turning to his colleagues for help. The supervisor is presenting a resolution this morning before the San Mateo County board of supervisors at their virtual meeting. It urges county residents to wear a mask. It directs the county manager to launch an Education Program around mask compliance. And he says it will also remind residents that there is already a law on the books for violating a shelf order. Its a misdemeanor that can carry up to a 1,000 fine. Were focused on the education piece. But if there are people in clear violation, they will be cited. Reporter now, he says the timing is critical because San Mateo County is way out ahead of some other counties in the progress theyve made in reopening. And he says they simply dont want to turn back now. Now, there are two other cities in Southern California that have set up a series of fines in santa monica, it can cost you up to 500 if youre not wearing a mask. In west hollywood, it can cost you up to 300 for not wearing a mask. Those are new we get more information, well bring that to you. Im roz plater, nbc bay area news. Roz, thanks very much. A thousand dollars fine already on the books. Parents in the east bay are getting a better idea of what school will look like for their kids in the fall. Nbc bay areas bob redell joins us live from brentwood. Bob, will all students be allowed back on campus . Reporter no, not all students. Not the 9,500 students who attend one of the eight elementary or three middle schools here in the Brentwood UnionSchool District because they will be taught 100 online starting july 28th. This decision is coming down from the board last night. This is whats become known as Distance Learning. I just spoke to the district and they tell me that they are prepared to move a hybrid model if the number of covid cases decline. But right now the plan is 100 online starting july 28th. Again, this is starting for the Brentwood UnionSchool District. Weve also learned that the Liberty Union high School District will be on an everyotherday format with 100 Distance Learning as an option. They are delaying their opening of school by two weeks. The Oakley Union ElementarySchool District, just like brentwood, will be 100 Distance Learning with the option to move to a hybrid schedule when deemed, quote, safe. We spoke to two moms who have already decided to forego Distance Learning and instead homeschool their elementary schoolaged kids. I didnt want my child learning through a screen. So i decided that curriculum was going to be the best choice that i could choose and i could teach. And my child gets physical school from their mama. I have the luxury to stay home with my kids and teach them what i want. And i can build a connection with my kids, where through a screen its hard for kids. Reporter not everyone has that luxury. Heres a brentwood dad who posted on twitter wondering how his family will live on one paycheck. He wrote for my family either my wife or i will have to leave our career to teach our fifth grader. Another dad defended the School Districts decision writing on twitter, they did the best they could to take care of students and teachers. Dont forget that teachers are also parents. New federal immigration guidelines aimed at International Students, if their classes go online, the guidelines say those students need to leave the united states. Foreign students must take at least some of their classes in person to stay in the country. Also, new visas will not be issued to students at schools or programs that are entirely online. This will likely impact thousands of International Students as many universities and colleges have moved to online learning. In a matter of days, napa and sonoma counties might have to end indoor dining. Thats according to the press democrat. Following the governors most recent order, more restrictions can be triggered by rising coronavirus cases. And they are rising. Museums, card rooms and Family Entertainment centers are also in jeopardy of closing down again. Meanwhile, following a crackdown over the weekend by state agents, it turns out Santa Clara County never had an approved Outdoor Dining application from the state. The county is now getting a variance from the state so that Outdoor Dining can continue. California set a new oneday record for coronavirus cases. Sadly, counties reported more than 8,200 new positive tests yesterday. That follows the Holiday Weekend and breaks the previous record which was set just this past week. Windy weather today has fans concerned that the largest brush fires could flare up. The cruz fire has burned about 5,400 acres since starting sunday afternoon. Right now its only about 20 contained. Evacuations are still in place. Firefighters say the pandemic prep presents some unique Fire Fighting challenges. Im wearing a mask. Were maintaining social distancing. You are seeing sanitizing devices that are around all the base camps. So were taking this very seriously. We are following all the guidelines. At the same time were man containing a really aggressive fire fight on the ground and in the air. Firefighters say the cruz fire started as a structure fire that got out of control. Firefighters this morning are still at the scene of a grass fire that forced evacuations yesterday in fairfield. It road. The flames got dangerously close to about 30 homes and a church, making residents, understandably, nervous. The fire thankfully was going upward because the wind was going that way. All of a sudden it turned this way and went upward toward the hills there. So we were really, really fortunate. Firefighters also spent a long night knocking down a fire that burned more than 200 acres east of rodeo between interstate 80 and highway 4. As of compa7 00 last night, was contained. The weather is so important when it comes to fighting fires. Lets turn to your micro climate forecast. It is a little bit hazy in san jose. Is it positive for firefighters right now or do they have a tough battle with the weather as well as the flames . We had higher humidity and not much of a wind. We are seeing right now the temperature at 60 degrees. So its still cool and the humidity is moderate. And the wind hasnt yet picked up. But thats something well be watching today as well as the air quality at least in that shot of san jose, you can see the hills because the wind is coming in from the north and northwest which takes that smoke away from the bay area and moves it over towards the south and even towards the central valley. So thats something we will see as kind of variable as we go into the early afternoon hours before a stronger ocean breeze picks up. And we are looking at our wind speeds increasing to about 2025 miles per hour, which could cause that fire to spread a little bit more as we go into the rest of the afternoon and into the evening. As we look at our changing weather conditions, its also going to heat up. We are going to see our south county temperatures in the mid80s with some upper 80s. But along the coast line we still have some 60s for highs today. Well talk more about this and whats ahead in the forecast for the rest of the week. Thats coming up in a few minutes. Chris . Kari, thanks. Developing right now, were learning new details about a shooting that took the life of an east bay doctor. A family spokesperson says 46yearold ari gershman of danville was offroading last weekend with his son. The man on an allterrain vehicle and drove up behind them and opened fire. The doctor was shot in the chest. His son ran into the woods and hid until rescuers located him about 24 hours later. The suspect now in custody, that person also a suspect in at least one other shooting earlier that day. He leaves behind three children and a wife. And his wife is said to be battling cancer. Donations collected on a gofundme page so far have surpassed 100,000. The racecar driver Bubba Wallace has responded to president trumps accusation he was involved in some sort of hoax by saying love over hate every day. Lets turn to scott mc explaining the president s accusation here . Reporter well, one of the things theywn judgment if you have a computer or a phone. You can go online and see what the president said. White House Press Secretary also asked about the president defending the use of the confederate battle flag at nascar races to which he answered the president actually has no opinion on the confederate battle flag, even though he tweets about that too. Now, in a tweet the president had asked if Bubba Wallace had apologized to his fellow drivers for what the president says was a hoax over a noose. Now, the president is often factually wrong, but in this case very factually wrong. Setting the record straight, it wasnt Bubba Wallace who found that rope. It was not Bubba Wallace who reported it to nascar. In fact, bore wallace was assigned the garage at talladega. But it led to a heartwarming moment of unity among nascar drivers. The president tweeted a demand that wallace apologize. Heres the press secretary. Its important that we point out the fact that there was no hate crime, the fbi concluded that. President trump was nearly saying that mr. Wallace should agree with that consensus. Reporter mr. Wallace does agree with that consensus telling cnn if the noose was there before he was assigned the garage, it wasnt directed at him. But wallace says it was a noose, and nascar agrees. In fact, chris, were seeing a bit of a split between nascar and president trump. The head of petty racing says the president is misinformed and unfactual. So what about the health and safety aboard those flights that are flying . Nbc news correspondent blayne alexander has a look behind the scenes. Reporter air travel is once again starting to take off. How are you feeling today about getting on a plane . Pretty good. Reporter but in the age of covid19, fear of flying still lingers. Im nervous. Reporter why . Just being in an enclosed space with a lot of people with people coughing and sneezing. Reporter but just how does air quality work in flight . The air you breathe on board is a combination of fresh air brought in from outside and filtered air thats recirculated through the cabin. The air flows from top to bottom, not side to side between passengers, meaning it comes in from the vents above and is sucked out through the vents in the floor. Its run through these heavygrade helpa filters, similar to those used in hospital operating rooms. That is mixed with fresh air from outside. Now, Delta Airlines taking new steps to ensure that cabin air is as clean as possible. So theres a completely new batch of air that comes into the aircraft every two to four minutes. On every aircraft changing those filters twice as often as recommended. You may notice that its dirty on the top where the air has flown into the filter. But itll be clean on the bottom side. Reporter and what does that show us . That shows us that the filters working. Reporter experts say its not likely viruses will be spread in flight. Turns out the time on the airplane in the seat is actually lowest risk. Theyre saying the air on an airplane is actually cleaner than wed find in a than most p homes or in schools. Reporter but in close proximity, nothing is fullproof. Certainly we cant do all the physical distancing wed want to on an airplane. There is no such thing as zero risk. Reporter thats why airlines are requiring masks and upping their sanitation routines. Between every delta flight, the entire cabin sprayed with disinfectant and wiped from top to bottom. New boarding procedures loading from back to front and the requirement to block middle seats through september. There isnt one any action that we are taking that is the silver bullet. Look at the numbers on wall street right now. A mixed bag. We have the dow jones off about 200 points. The s p 500 index is down about 11. And the nasdaq is about flat today, down just about two points. Groups leading a Facebook Advertising boycott will meet face to face today with ceo mark zuckerberg. The organizers of the hashtag stophateforprofit are demanding facebook change how it handles hate speech. They have several demands including adding an executive position dedicated to civil rights, providing refunds to advertisers whose ads appeared alongside hateful content and allowing thirdparty audits of hate speech on facebook. In response, zuckerberg announced policy changes. To crack down on Voter Suppression and to fight hate speech. We need concrete measurable change and we need it now. Advertisers dont want hundreds of businesses have pulled their ads from facebook recently including walgreens, best buy, and adidas. Happening today, a call to action to help the black community. Today is blackout day. The goal is for black people in america to only spend money at blackowned businesses. The blackout is part of an effort to bring attention to the nations racial wealth gap. Organizers say the black community accounts for nearly 4 trillion in economic spending power. All right. It is nice outside. But i got to wonder whether theres danger, kari, with those high temperatures and that wind. Yeah. Were still looking at a high fire danger, not only today but throughout the rest of the season, mainly because the vegetation is so dry and we know were not going to get any rain any time soon. As we get a live look outside in San Francisco, at least we do still have this cool ocean breeze and this natural airconditioning right over the city where we havent seen any fog today, its nice and sunny. But still were looking at that ocean breeze coming in to keep those temperatures in the 60s. But we are not going to feel that as you head to the inland east bay. We are taking a live look outside in walnut creek. A look at our temperature trend for today if youre going to be heading out in the middle of the afternoon, expect it to reach into the low 80s here, which is about normal for this time of year as weve seen a lot of sunshine but also just a slight warmup. Lets go micro climate by micro climate as we look at our south bay. High temperatures today in spots like gilroy where well reach up to 85 degrees. We head up towards the east bay and we will see some mid80s, even up to 90 degrees in pittsburg but staying nice and cool in oakland. And only some mid60s along the coast line and for areas like palo alto will reach up to the upper 70s. For San Francisco were looking at mostly some mid60s here. And for the north bay, expect coastal temperatures to stay cool. But you head farther to the north in spots like ukiah, were heading into the upper 80s as well as some lower 90s. Ive been keeping an eye on our air quality and its starting to get worse especially as you head down toward morgan hill and gilroy. Weve also seen the smoke drifting into the trivalley as well as San Francisco. As weve seen a very weak ocean breeze and not much of an onshore wind flow to help us out here. As we go into the end of the week, that High Pressure moves in closer. And we are going to see less wind, but its also going to be getting a little bit hotter. So as we look at our sevenday forecast for the inland areas, we see those high temperatures reaching into the low 90s and then some mid90s by the end of the weekend. No major boost in temperatures here. But we are going to be a little bit above where we should be as we check out San Francisco. Were looking at mostly some 60s, not a lot of fog. But we are going to have a very weak ocean breeze picking up. And its going to keep it in the 60s here over the next few days. But you can tell most likely youre going to have major changes here, but s . ll have to watch out for free airconditioning in the cities. Coming up, getting ready to play ball.
