County Health Leaders put in that request with the state thursday. Denied tonight. It would have allowed businesses like hair and nail salons and gyms to reopen. It would have allowed large social gatherings to resume. The new order was set to take effect july 13th. That plan now on hold. The county says its still talking to the state about the application. Santa clara county one of the 19 counties on the governors watch list. These counties are considered high risk, in need of closer monitoring. Today the state removed marin county from that list after adding it just last night. Also new at 11 00, a tense confrontation in martinez. This morning activists painted a large black lives matter mural in front of the county courthouse. The city gave permission for the message to be painted there. A matter of hours later, a man and a woman show up and started painting over the letters with black paint as you can see. The pair started arguing with activists, shouting that all lives matter, and Police Killings are the result of suspects resisting arrest. Witnesses say they were incensed.
