Masks, businesses are becoming frustrating with some customers refusing to wear them, and some customers say they have a valid reason not to. Marianne favro has this story of where some people are resorting to fake exemption cards. Reporter the owner says on friday a customer walked into her store without a mask, so she was asked to put one on. She refused to put a mask on. Reporter the woman later left the store, only to return moments later, screaming and showing this card. She came back twice and started screaming at her that she has im exceempt. Reporter the card was a fake. The department of justice recently posted a photo of this fate card from the freedom to 3wr50e9 agency, and issued a warning this week that people are now selling these cards falsely claiming they are backed by the department of justice. We also reached out the California Department of Public Health, which says it does not issue mask exemption cards either. But the state has a list of exemptions to the mandatory mask order. Some include if youre aged 2 or younger, have a medical or Mental Health condition that makes wearing a mask a hazard, or if it would inhibit communication with a person hearing impaired. But theres one more thing you should know. The state says there is no document to verify those who qualify, telling us in a statement the current guidance does not mention the requirement of showing evidence of a medical condition when in public. Business owners say now theyre tasked with trying to keep their doors open during a pandemic, while being their own mask police. You love your customers, you want to be supportive, you want to help them. And to be yelled at by people, its shocking. Its unnerving. The chp says a shooting took place on 580 around 3 00 this afternoon at the 106th avenue exit in oakland. Oakland pd says four people were wounded. All east bound lanes of the freeway shut down for roughly three hours now. West bound lanes there as people check out the scene. Well continue to follow this story and update it on air and online. As we mentioned, the governor issued a series of rollbacks meant to stem the surge of covid cases over the weekend. Among them, in order to reclose parking lots at state beaches. However, the mayor of pacifica says her city is going to close not only the parking lots but closing the beaches, too. Fourth of july is saturday. They say they want to make sure they dont see a repeat of crowds they saw memorial day weekend. We are not allowing fireworks on our beaches and parking lots. The governor has closed our parking lots and the city has decided to close the beaches this year from sun rise friday morning to sun rise monday morning. The mayor says roadside parking at those beach also be banned, as well. However, they will keep open the walking paths. Take that meal to go. That is the message from the governor after shutting down all Indoor Dining in 19 counties on the watch list. Solano county is the only local county on the list where Indoor Dining is happening already. Now Restaurant Owners who were one step closer to normalcy are dealt a huge blow. Melissa colorado spoke to a Restaurant Owner in vallejo. Reporter the doors to this restaurant in vallejo are closed shut. Customers are being turned away. We watched as the owner of this restaurant had to dial up all of her customers and cancel dozens of Indoor Dining reservations. Its not just the freshness of the crab that makes mouths water, its a sign of joseph enjoying a taste of what our lives used to be like before covid19. I would prefer it to be an Indoor Dining experience. Reporter at noon today, the governor threw Business Owners another coronavirus curveball, bit shutting down all Indoor Dining for three weeks. I have to obey the law. I cannot afford to get fined, not us. Cannot do it. Reporter while her patrons dined six feet apart, the opener of this restaurant dialed more than 20 customers to tell them she had to cancel their dinein reservations. I had to tell them im sorry from the bottom of my heart, but my hands are tied. Reporter she says shes lost 500,000 in the last three months. Takeout isnt covering all the costs. She says shes pulled money out of her Retirement Savings to keep her employees working. What can you do . These people work 30, 40 years. Reporter she said shes going to reach out to the city of vallejo to pull out some tables and use this public space as an area to serve her customers outdoors. Me melissa colorado, nbc bay area news. Lets give you a breakdown of the cases. Santa clara has more than 4500 cases. Contra costa county has more than 3200 cases. And in solano county, close to 1300 cases. Lets take a look at the reason they ended up on the watch list. Were tey here, theyre surging. Solano county, in april, which you can see right here, the number of hospitalizations each day was 16. Then in may, it went up to 21. But by june, the average number of people in the hospital doubled to 39. Thats a lot. Lets look at Santa Clara County. You can see the number started high at about 60 hospitalizations a day. If you look at it now, its all the way up to almost 100 hospitalizations a day. Then look at contra costa county. The numbers are similar, trending upward in the month of june. They are now hovering just under 50 patients in the hospital every single day. Jessica, one of the governors new orders could put gilroy at odds with the state and the county. The governor is advising Santa Clara County to cancel its fourth of July Fireworks shows. But despite that request, gilroy says the show will go on. Robert handa has more. Reporter gilroy is one place in Santa Clara County where residents with buy legal fireworks. But many people here say they thought the public Fireworks Show was going to be canceled after hearing what the governor said. But the mayor says its on. As you know, this has been a very difficult year for gilroy, with the garlic festival shooting and now covid. I dont think its possible to keep people from gathering, especially where they go the show in gilroy, right behind the high school. Its hard to say. I think people definitely need something right now. So i can see, you know, them wanting to have celebration. I think if people can watch it from their cars. Okay, back in action, the stanford Football Team officially allowed to start getting ready for the season which begins in two months. Players were invited back to campus today to work out for the upcoming season. There is a detailed protocol in place for the players. They all get tested for covid19. Players will be broken into groups of ten to work out together. After two weeks, theyll be tested again. If theyre negative, the Workout Group will expand to 20 players. The surge in covid19 cases is prompting apple to shut down 30 more stores by tomorrow. 16 of those stores are in california, but none in the bay area. Apple is now reclosing 77 of its u. S. Stores because of the surge in covid cases. It just reopened many of them last month. Apples shares dropped today on the news. Tonight, more than 40 School Principals in the south bay have been told they have to quarantine because they were exposed to covid19. Turns out they were exposed during an inperson meeting called by the unified School District. One person didnt have any symptoms when the meeting took place, but tested positive for the virus days later. Many are asking why the district would even hold such a large inperson meeting. Reporter the district says inperson meetings about reopening are necessary because theyre so complex. But parents doubt that and question whether the district can keep their kids safe when schools reopen. Im mad, im disappointed, im concerned. Reporter bonnie leverman has mixed emotions after dozens of School Principals were exposed to covid19 at a facetoface School District leadership. There were over 40 people in the room. When news hit that someone tested positive, parents were rightfully concerned that we had unnecessarily put principals and staff at week. Reporter last week, the exposure was confirmed during an Online Meeting with the school board but says the district didnt do anything wrong. Given the complexity required in the development of our reopening plan, some of our Staff Meetings are taking place in person. Of course, those meetings are being conducted by the guidelines provided to us by the Public Health department. Reporter and every School District is facing the same dilemma. I know there may be some there that question every decision we make, but the reality is, there is no road map for this pandemic. Reporter but some on the board seem unconvinced, and say the district did not follow county guidelines. I got several calls from educators who were a little panicked about the covid exposure, and i personally was surprised because of what i heard other School Districts say that we had a meeting of around 45 people. When i think indoor meetings are recommended to be about ten. The superintendent says everyone at that meeting was tested and quarantined. Now i have to get the energy back up again. Do you see light at the end of the tunnel . I know you did a while ago, but with this happening, how do you power through . I think were not even at the peak yet. So that uncertainty is really making me feel very nervous. So Governor Newsom came out and started clamping down, new restrictions back in place. Is it enough, and if not, what else would you like to see happen or close back down . Its really tough, janelle. In the beginning, california was unified, it was easy for everyone to understand what was going on. People got tired, i got tired, too. Its understandable. Now we have some counties with more extreme restrictions. Other counties are not. I think it will be easy, and we have po cases are doubles, hospitalizations are up. We hear like 47 , 48 . But the death rate remains low. Why is that . I think several reasons have been proposed by people. There are three things that might be going on. First of all, younger people are getting covid right now, compared to epidemiology early on. We know that younger people are less likely to be hospitalized and less likely to die, luckily. But we still dont know who will be hospitalized or do badly. The second reason is, it may be not enough time to see the people get sick and fill up the hospital beds and they do poorly and die. Again, its been enough time since memorial day, so i feel like weve seen that already. And the third reason is weve become better at treating covid. We have remdesivir, steroids, plasma. We can take better care of patients in the hospital. That makes sense. We know youre treating inmates from san quinten. Weve heard 1,100 people tested positive, the most critical have been transferred to hospitals across the bay area, including yours at ucsf. Yeah, definitely. Marin doesnt have the capacity, and were not even there yet. Not all the prisoners have been tested, they ran ut of tests there. 50 of the nurses have called in sick. People are scared there, anxious. San quentin was built in 1850s. Its really unsafe to go in there right now. That sent chills down my arms. Its very frightening. We should take your warning. County Health Officials have been using a parking lot on the campus off and on since mid april. One of the most fiercely debated issues during the pandemic is wearing a mask. Those who refuse to wear one question the effectiveness. A hospital in spokane, washington tried illustrating how a mask helps. They placed a petry dish in front of a persons dish, and the reporter talked, sang, coughed and sneezed and then put in an incubator for 24 hours. This was just two coughs. Really . Thats crazy. You do simple things that everyone can go. Its not 100 effective. But if we all do it, it will make a difference in preventing things from spreading. As you might expect, many more droplets appeared when the reporter wore no mask, especially while coughing and sneezing. That is gross. As dr. Inmates there are on a Hunger Strike as a response to the outbreak going throughout the prison. Until late last month, the white house these tents were not even needed. When the state began moving inmates to different prisons, it only spread the illness. Today more than 1100 inmates have tested positive. Nearly a third of the population there at san quinten. Answers fm the prison department. They reduced the incarcerated population by more than 8,000 since mid march. We intended to further reduce the population by implementing rolling early releases start thing week and next week. This is a statewide effort. When three inmates were bussed up to the state prison, it launched a big outbreak there. That angered officials, since the prison a key employer.
