This is a view from the cupertino hills. Most of our temperatures are in the mid50s but we go from there to the low 80s today. I think pretty much throughout the whole afternoon you can enjoy some time outside with a good amount of comfort as we look at our temperatures with livermore reaching 86 and some mid60s in San Francisco. Well talk about those hotter weekend temperatures. Mike, whats happening out there for the commute . Kari, we have a little build and a little lightening. I told you about brake tapping and now folks are stopping just shy of the toll plaza in your middle lanes. It was a little worse just three minutes ago. Easier now. The map will show you no problems and no metering lights just yet but in san jose we already have traffic lightening up. Laura, back to you. 6 02 right now. Saved overnight, the Senate Extends the Paycheck Protection Program just hours before it was set to expire. Today in the bays alice barr is live in washington this morning. Theres still a lot of money up for grabs out there in these extended loans. Reporter thats right, laura. And lets be clear were talking about extending the deadline to aemploy for this money for Small Businesses that have fewer than 500 employees and have been just ravaged by the economic downturn from the coronavirus crisis. So there is still 130 billion left in the pot to be claimed by these Small Businesses. Thats a little bit surprising because we know there are so many businesses that are struggling out there. And earlier on congress had to scramble to pass a second round of this money because it was so in demand. The fact that theres still 130 billion left now is raising questions about whether this is exactly the right kind of assistance businesses need now. Many lawmakers saying that extending the deadline is great but that the businesses that needed this money have probably already applied. So it may be that this is more of a stopgap measure to make sure theres no interruption in this program while lawmakers in both parties get together and try to figure out what they could pass in yet another round of coronavirus stimulus aid thats expected to be passed next month. For now this program being extended means any companies that are out there that have not yet applied can until august 8th. Thats when the deadline now will last. And this does, we should note, still have to be passed by the house that is a democratic controlled body. This is an initiative brought forward by democrats so it seems likely it will be passed and that the president will sign it into law allowing this breathing period for any companies that still need the help to apply. Happening today people across the state are wondering what kind of new shelter at home restrictions Governor Newsom may announce ahead of the fourth of july weekend. Newsom announcing new restrictions at noon today in the wake of sobering new numbers. New cases are shooting higher and hospitalizations are up statewide, talking about more than 40 . He believes social distancing can beat the virus. We bent the turf in the state of california once. We will bend the curve again. Mark my words. We will crush this pandemic. We will annihilate it. Well get past it. Some bay area counties have already scaled back the new reopenings including San Francisco, contra costa, alameda and marin counties. Another big concern this weekend, those fireworks. Bob redell will have that full report at the bottom of the hour. Well, this is concerning in a different way. Infections are rising once again in Nursing Homes statewide. Our Investigative Unit has learned theres a south bay care center dealing with a serious outbreak of covid19. Pacific gardens has all but shut down its memory care wing after 13 residents and 15 Staff Members tested positive. The latest county Health Data Shows the 100 resident facility is the hardest hit. The management did not respond to our requests for comment. In the meaimenthe bay area has added more than 800 new cases. You can see Alameda County reporting more than 200 new infections with contra costa and santa clara counties close behind. San Francisco May soon be going green when it comes to construction. Supervisors have introduced a new proposal to ban the use of natural gas in newly constructeded buildings. New buildings would need to be all electric. Existing buildings would be exempt and restaurants would get an extra year to comply. You know some drivers may have actually seen it before it was coming. Were talking about this iconic landmark here for those who drive across it. It is going to cost you a little more each time you drive into San Francisco. With the start of the new month comes two pretty significant changes here in the bay area and the first one starts with what youre going to have to pay once you cross that iconic bridge into San Francisco. Now take a look at this chart. Weve made a nice graphic for you. For those using fastrak the toll would increase from 7. 35 to 7. 70 and onetime tolls from 8. 20 to 8. 40. Carpool will increase to 5. 70. Now todays price hike is part of a multiyear increase program that was approved last spring with bridge traffic down as much as 40 during this pandemic, this increase will also help close a multimillion dollar revenue gap that was created by so many folks working from home. Will release charts on social media showing how many people are on specific cars on specific trains. July 1st also brings us new enforcement of the California Consumer privacy act, a law that was already in place. State attorney general becerra gave companies the first half of the year to figure out how to adhere to it. It requires websites and other Online Services to delete information they collect about you if they ask. The service doesnt have to be based in california, only the user has to be in california. Google has removed ads that tell people they have to pay to register to vote. To be clear, you do not need to pay to register to vote. Google alerted to the fake ads by a group called the tech transparency project. And i assume by now you have heard of the boogaloos, a loose group of people sometimes who appear at protests carrying guns sometimes, often wearing hawaiian shirts. They push for a second civil war here in america. They are advocating for that. Facebook has said it has had enough of that, that is the Violent Group according to facebook, so marcus and laura, facebook removed 220 accounts, 95 instagram accounts, 28 pages, and 106 boogaloo groups from facebook. Supervisor matt haney posted about the recent controversy at facebook surrounding hate speech moderation and companies leaving the platform. In 2015 zuckerberg and his wife donated 75 million to the hospital which led to the name change. Since then the Cambridge Analytica scandal had some critics demanding that the name be dropped. This is after the citys mayor issued an executive order to clear protesters from a community. You can see a few of those protesters there as well as Police Officers going tent to tent. That neighborhood is known as the capitol hill organized protest or c. H. O. P. Zone and is a selfdescribed autonomous or free of state authority. This all comes after two teenagers were killed and three others injured. Well keep an eye on that on today in the bay as well as on nbcbayarea. Com. Here in the bay area and around the country, san jose a very heated debate over how much power the mayor should have. It went late into the night without any resolution. Today in the bays kris sanchez is live at city hall. And, kris, what will happen next . I know theyre not done with this discussion yet. Reporter no, this isnt done. You were talking about the story out of seattle where the mayor was able to sign an executive order to force really quick action. And thats the sort of quick action and response mayor sam liccardo says is behind trying to shift some of the powers from the city manager, who is not elected, to the Mayors Office, an office that is elected to serve the people. In case you havent been following this, the council is considering shifting those powers to direct Department Heads like the police chief or to close and reopen Public Resources without going through weeks and weeks of proposals and memos. We saw this with Alum Rock Park at the start of the pandemic. You see it in works in San Francisco and oakland. Thats their structure. There was a lot of Public Comment on both sides of the issue. Trying to change the city charter now seems like a power grab by the mayor. Mayor liccardo says the shift in power is really, again, about being able to respond more quickly and to be more accountable to voters. At the end of the day when people expect someone to respond, they expect that its the person that theyre actually able to get access to, that is the person who is elected and who is engaged with the community and with what the community is saying. And accountability is part of the democratic process. Reporter so this is the Charter Amendment that would shift the Mayoral Election to president ial election year, something that would increase voter turnout, but which also for the cycle would give city mayor sam liccardo two more years in office. Now if the Council Moves forward this morning, voters will see it on the november ballot. The meeting is scheduled to restart at 9 00 this morning. Hospitalizations are up statewide, more than 40 . Governor newsom will be announcing new restrictions later today. He believes people in many places are just becoming too complacent. Reporter while most cities have canceled their fourth of July Fireworks because of covid19, the city of gilroy is still planning on a small show at gilroy high this weekend. Also today the sales of legal safe and sane fireworks will begin in the city. The mayor says he didnt want to choke off a valuable source of fundraising for Community Organizations who have been through so much over the last year from the pandemic and the gilroy garlic festival shooting last year. Safe and sane fireworks will only be allowed in neighborhoods with Single Family homes. This is new. That means people will not be allowed to send off those safe and sane in apartment complexes, parks, or schools. Again, this is for safe and sane fireworks. Drug Company Pfizer and a biotech firm announced progress in finding a vaccine. It says the drug combo it is testing was successful in generating antibodies to fight sars which Scientists Say closely resembles the coronavirus. Pfizer not certain that higher antibody levels will lead to immunity to the virus. So far the test has only been done on 45 people. Of course more studies are needed. And it should be noted that the vaccine did cause fever and other side effects especially in higher doses, but well continue to monitor that. Well, it is the 1st of july.
