Now some are wondering how difficult its going to be to flatten that curve again. Nbc bay areas Terry Mcsweeney has more. Reporter Governor Newsom sounding the alarm today. In the past two weeks, covid19 hospitalizations are up 43 . Icu admissions up 37 . If that doesnt change soon, the governor is promising stricter actions statewide. Tomorrow well be making some additional announcements on efforts to use that dimmer switch that weve referred to and begin to toggle back on our stayathome order. Dr. George rutherford, professor of epidemiology at uc San Francisco says several factors are at play here in the bay area. The 1,000 infected prisoners at san quentin, an increase in infections at retirement homes, people letting down their guard during the recent reopenings, and theres this ongoing outbreak in the latinx communities. Reporter because of the increase in cases, San Francisco, marin, contra costa, and alameda counties have all paused their reopenings. And this message from dr. Anthony fauci today in washington for all americans. We are now having 40plusthousand new cases a day. I would not be surprised if we go up to 100,000 a day if this does not turn around. Reporter dr. Rutherford seeing a flattening curve in californias future. He points to contact tracing, which he calls a huge difference maker, and will soon be online in more bay area counties. In San Francisco, i can tell you that were interviewing Something Like 83 of the cases that are reported and interviewing 88 of their contacts. We bent the curve in the state of california once. As terry mentioned, infections are rising again in nursing homes. Our Investigative Unit has learned that a south bay center is dealing with a serious outbreak tonight. Pacific gardens in santa clara has all but shut down its memory care wing after 13 residents and 15 Staff Members tested positive for covid19. The latest county Health Data Shows 100 resident facility is now the hardest hit in the area. Pacific Gardens Management did not respond to requests for comment. In the past 24 hours, the bay area added more than 800 new cases. 116 of them are in Santa Clara County. Contra costa county added 161. The regions hot spot, though, Alameda County reported 202 new infections. Lets go outside. A live look at San Francisco where Health Leaders there are urging everyone to stay home this holiday weekend. They gave a virtual update on the pandemic today. The mayor says she wont consider reopening more businesses until sometime after the fourth of july. Thats because the city has added 300 new cases so far this week. This virus is relentless and its unforgiving, and it will lull us into a sense of confidence that everything is okay. Late this afternoon, San Francisco officially canceled its annual fourth of July Fireworks show to help discourage people from gathering in large groups. New at 11 00 tonight, as cases climb nationwide, the lines are getting longer at testing sooitds like this one in dallas. In hard hit texas, tens of thousands of people have been decembered in just the last few days, and the Positivity Rate is rapidly rising, currently at 14 . Thats more than double the rate in california. But we are starting to see lines here to get tested as the bay area continues to reopen. It was busy all day. Reporter hayward firefighter Don Nicholson said so many people showed up they had to close the driveup line at 12 30 today to complete testing by 4 00. He says demand has doubled since last week. People need notes to get back to work. Thats one reason. You know, with more people doing gatherings and things like that, that would, you know, make more people uneasy, maybe, you know, feeling like theyve been exposed to covid. Reporter in san jose, people stood in long lines at Silver Creek High School for a test. We need to know where it is, who has it. Reporter stanford Infectious Disease dr. Ann lu says knowledge is power for Public Health officers. The increase in testing of people with and without symptoms will help them make better decisions about reopening. If we know a lot of transmissions are linked to a specific activity, it gives us a reason to introduce ways to make that activity safer. Reporter dr. Liu says while experts get a better picture of where the coronavirus is and how people are getting it, keeping your distance, covering your face, and washing your hands are still the best ways to control the spread. Jean elle, nbc bay area news. As of tomorrow, europe will once again roll out the welcome mat for tourists, just not for americans. The eu is banning u. S. Travelers because of our spike in covid19 cases. The United Nations the eu is now welcoming travelers from more than a dozen countries but not the u. S. , brazil, or russia. The European Council says the countrys new covid19 cases must count, be stable or decreasing to get off that banned list. International flights at sfo are already down 85 but many travelers say this new move does make sense. To be fair to them, its really a reasonable decision because the u. S. Did the same. However, there are exceptions to the ban including for health care workers, students, and people traveling for urgent family reasons. In the u. S. , new york just added california to its quarantine list. That means if you fly to new york from california, youll have to selfisolate for 14 days after you land. Well, many unknowns. Tonight some answers for south bay parents wondering what school will look like after summer break, everything from who will have to wear a face mask to recess to school ports. Nbc bay areas ian cull has more. Reporter each School District will formulate its own plan. Santa clara county has laid out 23 pages of rules its schools will have to follow. Bottom line, they say its safe for kids to return with strict protocols. The dewong family will have a child in elementary, middle, and high school next year. Getting back in the classroom will look different for each of them. Excited and nervous. Whatever we need to do to keep the kids safe and get the kids back to school, i think they need to be back to school. Reporter and today a guide book to the new normal released from Santa Clara County on how inclass instruction can resume. Whether schools can move forward with reopening for inperson instruction will depend on the containment of covid19 in the weeks and months to come. Reporter when schools start on top of constant sanitation, Elementary School classes will have to Stay Together and probably eat lunch in the same room or outside. The kids will have to wear masks outside of the classroom and theyll be encouraged to wear them inside, but its not required. Recess may be separated or staggered throughout the day. And if one student or staff tests positive, the entire class will need to get tested and stay at home for two weeks. Middle and High Schoolers will have desks spaced out as far as possible. Masks will be required even while seated with few exceptions. And no inperson choir, band, or vocal cheerleading allowed. No guidance yet on sports. That will come later. Inperson instruction is essential to supporting the academic and social Development Milestones that are crucial. Reporter Health Officials noting covid19 transmission in schools is likely to be less widespread than the flu, but cases are much more serious. Many families and students are hesitant. New at 11 00 tonight, a wild ending to a carjacking spree which started in San Francisco. What you can see there, it ended in the pacific ocean. Police say this afternoon a man carjacked someone at gunpoint on vermont street in the city, drove down the peninsula, crashed near foothill expressway and san antonio in los altos. Then the man stole another car and led police on a highspeed chase to santa cruz. Thats when the car ended over a cliff in the water. The driver climbed out. Police arrested him. No word on if he was injured. A major decision going late into the night right now in the south bay. The San Jose City council is still discussing the socalled strong mayor proposal. Right now the city manager is responsible for hiring and firing city administrators and making many other key decisions. This proposal would give a lot more power directly to the mayor, similar to cities like San Francisco, oakland and los angeles. A yes vote tonight would put the proposal on the november ballot. The proposal also adds two years to the current mayors term, extending it to align the Mayoral Election with the president ial election. An africanamerican firefighter has filed a lawsuit against the department claiming hes been harassed, ostracized, and sent sexually explicit pictures, and he believes its because of his race. Nbc bay areas cheryl hurd says hes going public tonight because he wants justice. I was harassed continuously because of my ethnic background as an africanamerican immigrant. Reporter joseph echima says that shocked him because he joined the Department Ten years ago to serve and protect his community. His thanks, he says, has been harassment. I even had a supervisor ask if he can use the nword whereas he sees other black people using the nword. Reporter for the past several years, he claims hes been the recipient of vile racial jokes and offensive effigies and sent pictures we cant even show on tv. I had a captain, a supervisor tell me that the black lives matter protesters need to be shot. Reporter his lawyer filed a lawsuit against the Fire Department and two of echemas superiors, claiming racial discrimination. They can acknowledge that he received a text message that had a racial slur because they cant deny. Its undeniable. Heres the text message. But what they can deny and act as if it doesnt exist is the overall climate that hes dealing with. Reporter we reached out to a number of city officials and attorneys for the Fire Department and got this response from the city attorney. She says in part, we cannot comment on a case in litigation. We are also committed to learning from one another as we work to strengthen the citys commitment to diversity, equity, and inexclusiclusion within all departme departments. He says that hasnt been his experience, and thats why hes going to court. I know that the nation is captivated by everything that went on with george floyd and police brutality, but a lot of the same racial sentiments that are institutionalized in the Police Department are also embedded in the Fire Department. Today the archdiocese of San Francisco released video of an exorcism performed over the weekend before the statue used to stand. Activists pulled down the statue in Golden Gate Park of father junipero serra, whose legacy has been under scrutiny for his treatment of indigenous people. In the video, we see an archbishop conducting an exorcism saturday before the empty stone pedestal. Exorcisms are not common in the Catholic Church and theyre almost never public. The archbishop said he detected the presence of satan. Came together to pray the rosary and then to offer the prayer of exorcism, the Saint Michael prayer, because evil is present here. This is the activity of the evil one who wants to bring down the church. In the video, the archbishop calls father serra a great hero and a defender of indigenous people. New Research Shows lgbtq renters and prospective homeowners are at a disadvantage, especially if theyre also people of color. The town has largely managed to dodge the high numbers of covid cases that are bay area cities have seen, but set a new oneday record monday with 22 additional cases. The mayor says if you do decide to visit, follow the rules. At a minimum, were asking that if People Choose to come here, that they wear masks, that they social distance, that they, you know, use good hygiene practices because were really trying to keep our community safe. The city also wants to remind everyone that all fireworks are banned and fines will be tripled if youre caught with any kind of fireworks now through the fourth of july weekend. A new message tonight from the city of dublin about the fourth of July Fireworks. The city says safe and sane fireworks will only be allowed in neighborhoods with Single Family homes. That means people will not be allowed to shoot off fireworks at apartment complexes, parks or schools. Dublin is one of the few bay area cities that allows fireworks sales. A few hundred pounds of fireworks were seized by the Dublin Police today. Departments said there will be extra patrols out. Fireworks have already caused a lot of trouble in the past couple of weeks. So for the morning weve got 50s to start and then that stronger case of ocean airconditioning starting to show up in terms of our afternoon temperatures. No longer near 90 degrees but from 80 to about 85 degrees or so as you get into morgan hill. Trivalley up towards concord still a little bit on the warm side. Well see some mid to upper 80s inland up towards antioch, probably one of the warmer spots around the bay area. But oakland in hayward, numbers in the low 70s. Cool and blustery on the coast. Low 60s near Half Moon Bay. 70s for most of the peninsula. San francisco seeing highs dropping back into the 60s. Well likely stay there through about friday. North bay temperatures mostly in the 70s and 80s but farther to the north, ukiah and clearlake still near 90 degrees. So the cooling were seeing now, stronger sea breeze, trough of low pressure to our north will maintain breezy and mild conditions through friday. Then just in time for fourth of july, 90s making a comeback as High Pressure builds in. I think sunday looks to be the warmer of the two weekend days. Com the number of san quentin inmates testing positive for coronavirus continues to grow at an alarming rate. More than 1,100 inmates have now tested positive. Thats about 100 new confirmed cases since yesterday. Today the state announced plans to add more on site medical help at san quentin, including a command center to manage the outbreak at the prison. Scientists at uc berkeley have come up with a less invasive way to test for covid19. Instead of a nasal swab, it uses saliva. The sample kit holds a special solution that inactivates the virus. That means Trained Medical workers arent required to collect the samples. Less time, less money, less ppe. Were going to have students coming back in the fall, and right now were trying to give this extra tool to help people come back and come back safely. Now the saliva test is still in the experimental stages and not available to the public. Uc berkeley is only testing 1,000 people currently allowed on campus, which includes grad students, faculty, and staff. New Research Shows that most people with covid19 have no idea how or where they got it. Thats according to numbers released by the cdc today. Between april and may, researchers talked to 350 patients at medical centers around the country including at stanford. 54 of patients were unaware of recent close contact with a covid19 patient. But of the patients who knew the source of their illness, 45 said they were likely infected by close contact with a sick family member. 34 said by a work colleague. 10 by a friend.
