New concerns, new testing, but the same problem . Our Investigative Unit has exposed apparent fraud in the clean up of decades old radiation at the navys Hunters Point. The navy did investigation. Critics say the navys new effort may be just fraud. Reporter here across from what was once Dry Dock Number 3 of the old Hunters Point shipyard, the navy recently took soil samples. This is one of four sites at Hunters Point being tested for whats called background radiation. After allegations of fraud dogged the earlier why cleanup effort, the goal is to gauge how much radiation would be here naturally had the shipyard not existed. Ships returning from atomic testing burned half a million gallons of radioactive fuel oil. But they did do that here. A whistleblower told us he found soil high in radioactive cesium. There it is right there. Reporter why is the navy using the very site cleaned up to determine what a natural radiation level is in that area . I would never look onsite for a background, never. Reporter peter straus is an epa certified technical consultant who has reviewed cleanup plans for contaminated sites across the bay area. He says what the navy did is not allowed under the governments own cleanup manual which specified background test locations cannot be potentially contaminated by site activities. From my perspective, those would be canceled out. They are potentially impacted by site activities. Reporter the epa agreed. Warning that using soil samples from the shipyard would be likely to over estimate acceptable background levels in an unknown but potentially significant way. Meaning, less clean up. The navy insists the site it picked was never contaminated. Even a key scientist that supported the navys cleanup efforts to this point is skeptical of this move. The background issue i agree is one thats of concern, and that can, in quotes, rig the process. Reporter john is a u. C. San francisco Public Health professor. He fears this testing will greatly inflate the radiation levels considered safe for Hunters Point and allow the navy to leave too much radiation behind after clean up. That could give a false sense of assurance to people who want to develop that area. Reporter the navy would not talk on camera, but told us in a statement its plan is designed to ensure the appropriate cleanup of an area and was concurred upon by the regulatory agencies prior to conducting the work. The navy says the final report on its background testing will be done soon. Jaxon vanderbeken, nbc bay area news. If you have a story for our Investigative Unit, give us a call at 888996tips.
