In a state theyre averaging close to 150 new covid diagnoses every hour, some are now questioning what is taking local governments so long to establish rules . It has been nearly two months since several states started reopening. Now there are growing concerns that some may have moved too fast too soon. With summer in full swing, coronavirus hot spots have migrated to states across the south and west including florida where theres also been a major shift in whos contracting covid19. Half of these positive tests are in that 34 and under age group and the bulk of the tests were seeing are really the 25 to 34yearolds. Reporter texas just reported its highest daily increase. Nearly 5,500 new cases. Governor abbott saying the spread is so rampant the safest can be taxes. These hospitalizations last longer on average like a week at least, two weeks. Maybe more. And thats a really long time for a patient to be isolated. Reporter the recent spikes also raising concerns about hospital capacity. Arizona says 84 of its icu beds are currently occupied. Part of the problem, a false sense among some young people that the virus wont seriously affect them. In some cases it can be deadly. Recently claiming the life of a 17yearold High School Student in the ft. Myers area. And the other cases, the dreaded delayed diagnosis. After a rite of passage trip for graduating seniors to myrtle beach, 19 people from the Small Community of bel air tested positive for coronavirus. The group returned home about ten days ago. And by tuesday, the number of covid positive cases going up to 19 including two more people who came into contact with the beachgoers after they got back home. But the idea of wearing a mask im very comfortable to not wear a mask in public in certain situations. Im not wearing a mask unless it is mandatory. Soon after that service ended, officials in kentucky announced new developments in the case of Breonna Taylor who was shot to death by police in her own home. This morning one of the three Louisville Police officers involved in the death of Breonna Taylor is now officially off the force. In a termination letter to Brett Hankison, he writes, i find your conduct a shock to the conscience. I am alarmed and stunned you used deadly force in this fashion. You have never been trained to use deadly force in this way. Your actions have brought discredit upon yourself and the department. Taylor a 26yearold emt was shot to death in her home when three officers used a noknock warrant to enter her apartment. The march shooting is still under investigation as calls grow for all three to face charges. That it took the Police Department over three months to come to that same conclusion that we were able to come to quickly is beyond disturbing. There are growing concerns this morning that some states may have reopened too soon. Texas one of the first states to reopen just reported its highest daily increase. Nearly 5,500 new cases. The governor telling folks there to stay home. Arizona and california also marked record singleday increases. In minnesota, state Health Officials reveal 88 workers tested positive at an Amazon Warehouse between april and midjune. Thats about 1 in 12 employees at that warehouse. Now to some dramatic video that shows an suv escaping in the nick of time after a huge water pipe burst. It happened in turkey. Take a look. Just as the vehicle approaches a section of dirt road, the street begins to break up. The water starts rushing out. The driver reverses and moments later the geyser shoots more than 20 feet in the air. The road turns into a river in seconds. Thankfully nobody hurt in that. Now to the latest on a story weve been following all week on today. Everyone was so touched by that scene at a nascar race monday. Fellow drivers and crew rallying around Bubba Wallace after a noose was found in his garage at talladega. The fbi quickly investigated and now says he was not the target of a hate crime. Were going to talk to bubba live in just a moment, but first nbcs sam brock gets us up to speed. Sam, good morning to you. Reporter craig, good morning. The fbi says 15 special agents were conducting interviews around Talladega Superspeedway and found Video Evidence that the noose was in the garage stall back as early as october of 2019. It is important to note Bubba Wallace didnt find or report the noose, but now hes swept up in a charged national reaction. For a moment a stunning display of solidarity on the racetrack helped soothe the nation reeling from racial tension. But now confusion after a noose found in the stall of Bubba Wallace may not have been the fbi saying after a thorough review of the facts and evidence surrounding this event, we have concluded that no federal crime was committed. New Video Evidence showing the noose found in wallaces garage number 4 was in that garage as early as october 2019 before it was his and months before wallace demanded nascar ban Confederate Flags. This Youtube Video posted in december appears to show that same garage stall with a pull rope hanging from it in the shape of a noose its not known if this is the same video seen by the fbi wallace speaking overnight on cnn after the fbis finding. It was a noose whether it was tied in 2019 or whatever it was a noose reporter he also responded to criticism on social media and the trending twitter hashtag fake noose im pissed. Im mad because people are trying to test my character and the person that i am and my integrity. Reporter his racing team later responding as well no member of Richard Petty motor sports nor wallace had any involvement with the presence of the ropes. It steve phelps announcing relief it is fantastic to hear from the fbi definitively that there was not a hate Crime Reporter despite the last several days catapulting a sport dogged by concerns of historical prejudice into a show of unity nascars only black majority owner john cohen says the stand for social justice has likely transformed the sport. Im well nascar describing it as a garage door pull that was fashioned like a noose the fbi saying you were not the target of a hate crime and that it had been there at least since last october when you found that out on tuesday, bubba, what was your initial reaction yeah, i was relieved just like many others to know it wasnt targeted towards me but its still frustrating to know that, you know, people are always going to test you and always just going to try to debunk you and thats what im trying to wrap my head around now from saying im a fake and all this stuff. And that i reported it when it was news that was brought to me. It was information that was brought to me that was already reported and so i was just kind of following suit but all in all, its another day. You never saw the rope for yourself no. As sam pointed out, you didnt report it yourself either is there anything that you would have done different . No. Because when i did find out, i was very adamant on searching all the garages and making sure that this wasnt a garage pull and it ended up being one. But the photo evidence i have seen and in my possession of what was in our garage is exactly a garage pull. It is. That is a noose. So its i dont know when we get to the point to release that image, but its anybody sees it, then its alerting and makes you makes the hair on the back of your head stand up for sure but all in all, like nascar says, you know, its a thing that i wouldnt change a thing i would alert the nascar officials and let them kind of take care of it. If i had seen it in person, i would have let them know about it, take care of it. Bubba, to be clear here, it sounds like you dont think this passes the smell test. It sounds like youre still fairly convinced that what was in that garage stall wasnt a rope pull but it was a noose and pull for the garage door it was attached. It was designed to intimidate or make a statement is that what you still believe it was a it was a rope pull for the garage door it was attached. The image where it was cut, thats what it was but it was definitely in the shape of a noose it wasnt a functioning noose. I talked to the fbi. Two conversations i had with the fbi which i never thought id talk to fbi in my lifetime so hey, theres always something new. They said the first one was right after the race and said theyre going to do everything in their power to figure out and theyll be in contact. Then the second conversation was the final one where they gave me the lowdown of all the Investigation Research they had completed and found out that it was a garage pull. But it, in fact, was a noose it was not a functioning noose, but it was a noose and whoever had the time to create that and tie it up like that just they were skeptical about it and the fbi says those types of things i asked my team members, are we sure this isnt something that were kind of taking out of context. And they backed my team up and reiterated that if you were to see this at this time, you would stand with your team right now why they were so alerted so its it is what it is. So i know theres i know how the information was brought to me and how it was prosecuted and how i was just kind of on the sidelines, but yeah. Lets go back to talladega for a moment your best finish at talladega ever. Despite the ban on Confederate Flags, Confederate Flags outside the raceway. There was that plane that was carrying a Confederate Flag during the race as well. Have you had conversations with nascar about precisely how they are going to enforce this ban on Confederate Flags . Are you just hoping people will stop out of the kindness of their hearts i havent had much time to think about anything else, my friend let alone have those conversations. But, you know, they have the right to peaceful protest. Thats what they were doing. But let it be about Something Else and theyre up in arms. So its just a crazy world we live in. You know, maybe one day well all get to a place in this world where we can all treat each other with kindness and stand up for what they believe in, whats right and which is what im doing. Well have those conversations later on down the road here soon but lets get through all this first. Drownings are the leading cause of unintentional death for children ages 1 to 4 and experts worry that with parents working from home and stretched thin, we could see those numbers go up even more. Now through their own grief, the millers are on a mission to spare others the pain of losing a child to drowning. They believe it is 100 preventable using isr. Obviously for us it is very emotional because at times it can be very triggering it makes you think about emmy. And what her experience was like but to see him overcome that is so cool. Then you start to understand the cries at the beginning are just, im uncomfortable. Easton is 20 months old now and is swimming across the pool and hes laughing and playing and and it helps develop those skills at the same time its a little bit of a gut punch because hes the exact same age emmy is or was. And to us, theres no reason why she should not have had these skills and i am not willing to make that same mistake moving forward. Reporter the resemblance between easton and his sister emmy is undeniable we do have that one make and model. Its good and bad. You know we see her in all of our kids reporter seeing easton now and just knowing that her outcome could have been so different. Completely. Its our job my job to keep them safe. And this is something that every child should know how to do. Its the number one thing that could kill your child if theyre under the age of 5 no one is exempt reporter morgan and bode believe kids should learn survival swim skills as early as 6 months. If your child is crawling, they should be floating. If your child is walking, they should be swimming reporter while the american. Pediatrics recommend swim lessons at the age of 1, at the time of emmys death, it was to start lessons at age 4 a month before we lost emmy, we had nash in swimming lessons and he was 18 months old we said please teach her he said we cant shes 18 months old. She cant learn anything now and a month later, she drowned the skills you learn are the most important things you can teach your child reporter before they learned about isr, the millers say they thought they had put all the proper safety water precautions in place but they believe the flotation device the little girl wore gave her a false sense of security that cost her her life she always wore a little puddle jumper. She had a pink one she had it on earlier that morning, was jumped off the wall in the water and would pop back to the surface loved it. We just didnt know we thought we were being good parents. We thought we were being responsible. And in the end that was ultimately the cause of what led her to think she could just go right in the pool and float. Are you swimming . Take your child in the water without one and show them what happens when they dont have anything on. Show them they sink and dont float easily then immediately call isr and start your lessons we should never be bringing our child into the water and expecting them to just have fun without teaching them the necessary skills to survive in that situation its irresponsible and i think we need to change our approach to water. And thats the first step. Reporter and bode and morgan say they will never stop fighting to protect other children from the dangers of drowning theyre even looking at trying to create legislation that would require survival swim lessons for children the same way that car seats are required for them. And within their own community here in Southern California, the millers have actually made it possible for 87 kids to take these isr lessons allowing dozens of other families to have a peace of mind this summer. Every time they speak, i learn something and i also just take it to heart so much i think a lot of people do theyre doing great work at great cost to themselves to have to remember such hard things reporter they sure are natalie, thank you.
