Nbc bay areas ian cull has the late details. Reporter tonight an intense 36hour manhunt with several shootouts between Law Enforcement and a heavily armed suspect ends in paso robles. This was not a win. This was an end to something that we wished never happened. Reporter multiple agencies including the fbi had been searching for this man, 26yearold mason james lira, a transient who recently spent time in santa cruz. Hes accused of shooting up the Paso Robles Police Department Early wednesday morning, then ambushing a responding deputy, shooting him in the head. He remains in serious condition. Investigators say lira then killed a homeless man near an amtrak station. He was spotted on Surveillance Video overnight at a convenience store, and this afternoon while searching a riverbed where he was spotted, the sheriff says a second officer was shot. And later as they moved in, a third and fourth were wounded. Officers fired back and mason lira was killed. We were hoping nothing more than for him to finally give up, come out of the bushes, come out of hiding and say, i give up. And that didnt happen. Reporter the three officers injured today are expected to recover. The sheriff says lira was arrested in Monterey County weeks ago for threats and resisting arrest but appears to have served his time in jail. They do not believe it was connected to the ambush on Law Enforcement in santa cruz or oakland. They dont have a motive but believe it was planned. Planned ambush on the police department, and it was a plan that the officers would come out and that the suspect would engage them. Reporter ian cull, nbc bay area news. We also have more information about that deadly shooting in Santa Cruz County last weekend where deputies were ambushed. Ian just mentioned that in his story. The suspect there, steven carrillo, will be in court tomorrow. Tonight nbc news is reporting that carrillo had written phrases on the hood of a car thats tied to an online farright antigovernment group. Hes facing 19 charges including murder. Sergeant Damon Gutzwiller was killed and two other deputies hurt. Multiple sources tell us the fbi has connected carrillo to the shooting death of federal officer Patrick Underwood in oakland two weeks ago. Today underwoods sister said shes very troubled that carrillo could be behind both killings. Im also bothered by the fact that if that were the case, then was he just looking for someone that had on a uniform . Prosecutors in Santa Cruz County believe carrillo was lying in wait in ben lomond and the shooting was premeditated. The restaurant scene in San Francisco takes a big step forward tomorrow with outside dining. But as diners head out and more restrictions are lifted, Health Officials are concerned covid19 cases will continue to see an uptick. Alameda county reporting 86 new cases today, twice as many as yesterday. Santa clara, contra costa, and San Francisco counties each reporting 31 new cases today. There are nearly 17,000 cases in the bay area. Alameda county remains the hot spot with more than 4,000 reported cases. Santa clara county with more than 3,000. Palo alto is heading outside as well. Busy california avenue is now shut down for traffic for Outdoor Dining. The city closing the main street to cars so restaurants can add and expand outdoor seating areas while maintaining social distancing. The stretch of california avenue will stay closed until at least july 5 account. The city is also considering closing part of University Avenue in the near future as well. Napa city leaders say they will defer Outdoor Dining permits for Business Owners. This comes after criticism from Restaurant Owners who were allowed to reopen their doors but had to get additional permits for seating outside. The city says its now accepting applications with a threemonth fee deferral. Napa city leaders say theyll consider waiving the fees altogether at next weeks city council meeting. Investigators say it happened on southbound 101 at University Avenue in palo alto after a handful of protesters got on the freeway. Last night we told you oakland unified is pushing to eliminate the department on all campuses. Tonight west contra costa unified says it has its own blan. Oakland unify san diego preparing to remove police from its schools. That means abolishing its internal police force and redirecting 2. 5 million spent on sworn officers and security staff. We talked to one former student tonight, who says getting rid of cops on campus is complicated. Some of my friends have had a negative experience at a certain school. At another school it might be a positive experience because we have better rapport. I think it comes down to what school and i guess what cops are. The use of school Police Officers was the focus of an nbc bay area investigation which covered disturbing trend within the education system. Schools across the country call police on black students and children with disabilities at disproportionately higher rates than their peers. Mayor sam liccardo unveiling his new budget today and it reflects the times were in, addressing medical, racial and political upheaval. The mayor plans to close the digital divide. The budget includes providing wifi hot spots for students doing distance learning. The mayor also wants to create an office of racial equity. The budget also calls for reviewing police use of force tactics. The mayor says despite the worst recession in nearly a century, the proposed budget calls for no layoffs or severe cutbacks. The council will debate that budget next week. A lot of people will soon start migrating south for a quick getaway. Santa cruz county is relaxing more restrictions. Businesses like bars and hotels will soon reopen. But even though Business Owners have the green light, many are still cautious. Heres nbc bay areas sergio quintana. Reporter several bars and restaurants have already been offering limited service in patios or other outdoor venues. But as of tomorrow, stage three means theyre going to be able to expand those operations. But every business ive talked with says they dont plan on rushing into it. In capitola, restaurants are already advertising Dinein Service and customers are lining up. As of tomorrow, Santa Cruz County will be among a handful in the state to officially reopen to tourists. But every business operator i talked with doesnt expect a rush. We want to open slowly and keep our customers safe, our employees safe. Theyre still rehiring people, and theyre still reminding customers that wearing a mask is required to come into their business. A lot of people come, and they dont wear them as they come in, and they come halfway in the restaurant. And youre like, no. For residents of this small seaside town, entering stage three is a little nerve racking. It does concern me there are a lot of people coming from out of town.
