He left behind a wife and child and another one on the way. This resident lives on the same block as the suspect, a 32yearold enlisted member of the u. S. Air force. Today she put out signs in the neighborhood that read, blue lives matter. It is devastating. Its scarey. So i felt like i needed to go out the next day and do something to let them know i support the guy because its just tragic. After ambushing officers with gunfire and explosionexplosives attempted to flee. Civilians from the neighborhood helped in holding him down during his arrest, becoming local heroes of sorts. A witness shares with nbc bay area two men secure the suspect and even one mans dog helped in the take down. One of the civilian heroes returned home to the scene today still in disbelief over what happened. Two other officers were injured, a chp officer and a deputy now in stable condition. The fbi is working with the Sheriffs Office to see if there is a possible connection between yesterdays shooting and another shooting in oakland last month that killed a federal officer, 53yearold David Patrick underwood. Last week the mayor called for a ban on the use of rubber bullets in crowds, as far as a full review of the use of force policies. San franciscos mayor announced a plan to defund the Police Department in that community. On the other end of the spectrum, Minneapolis City Council is making a major move. It is planning to disband the citys Police Department on the wake of the death of george floyd. City Council Members made the announcement today. They plan to invest in Community LedSafety Initiatives instead of the Police Department. Our commitment is to end our toxic relationship with the minneapolis Police Department, to end policing as we know it and to recreate systems of Public Safety that actually keep us safe. Todays announcement comes after several minneapolis Public Schools and the university of minnesota decided to end their relationship with that citys Police Department. Disbanding, defunding. This video shows officers using force to control a person deemed a threat to those around him. Both Police Officials and an independent expert all agree this was appropriate given the situation. Experts also say police can learn from these incidents by precisely tracking them. It is one of the most critical pieces of information we can collect about the police. We really do need systemic Data Collection to help establish the reality of police use of force. We can start to understand how use of force incidents evolve and hopefully lead to better policies and training so that we can try to minimize injury. He now asks his officers to use tasers more frequently to subdue unruly subjects. Tasers remain controversial. Critics say officers tend to deploy them too quickly, sometimes with deadly results. But the data in san jose shows actual injuries are down. We were seeing fewer fractures and serious body injuries because they were using the taser rather than the baton. Use of force incidents dropped 13. 4 from 2015 to 2019, the time the tracking has been taking place. And some Racial Disparities are disappe disappearing. Five years ago, there was an 11 greater chance they would use force on him than when they arrested a white man. Today that hispanic person has a 2 lower chance of seeing force used against him. We have a lot more work to do, but the expectation is we are moving that needling in that this tool absolutely helps us do that. Is that the biggest problem right now, is police just dont know and there is not enough Data Analytics to say what works . You shouldnt implement any reforms if you are unable to measure the impacts. By tuesday, lake tahoe temperatures climbing back up into the 70s. Tonight not snow or 30s, but 40s to low 50s to start the day. As you see, the wind here is out of the north. Thats going to really start to dry things out. It is a transition from a more marine style air mass to one that will be quite dry.
