Tens of thousands of people raising their voices demanding justice for george floyd and an end to racism. Nbc bay areas jean elle is live in San Francisco where its past curfew right now. Jean, are protesters still out and about . Reporter they are, janelle. This protest started around 4 00 this afternoon. Police say there is still a small group of about 200 protesters roaming the city. Were here at mission station. You can see police are still stationed here outside in riot gear just in case. This has been a popular stopping point for protesters. Officers say they have had bottles thrown at them but officers are okay after being hit filip have been flareups here, but thousands of people took part in a very large peaceful protest. George floyd reporter not letting up. A crowd of hundreds demands justice for george floyd and other victims of Police Violence at the hall of justice in San Francisco. This group is a small part of a massive protest that started at Mission High School. Thousands of people standing together to say black lives matter. Its crazy were getting love, support like craze gary everybody. Im really happy to see how many people are here. Its been very emotional since the moment i got here. This is my first protest. Reporter cirenna trout says she came out because its past time for police reforms. Since oscar grant its been something on, you know, a lot of black peoples minds, the Police Brutality thats happening. Human rights are being ignored. I think thats why were all here. Reporter at its peak the protest spilled into the mission and into the castro, expanding for blocks. Thousands peacefully demanding a change with police and society. Its going into your job and saying hey, i want to see a black person here. I want to see more black people working with me. You know, it doesnt matter your profession. In every profession. Black people dont deserve to be treated the way theyre being treated by not only police but our neighbors. Reporter trout hopes that love and support she felt tonight continues. Watching thousands raise their voices for black lives, chico wells says it has to. This should change everybody. I mean, were forget this. Reporter a very uplifting event for so many people today in San Francisco. Sfpd will continue to monitor the small group that is still active. The chp helicopter is still flying over San Francisco, giving them some help from above. Were going to go to the east bay now, where some demonstrators are still out in downtown oakland well past the citys 8 00 p. M. Curfew. These are pictures from broadway in oakland. This is near frank ogawa plaza. Tonights protest actually started after curfew intentionally at 8 05 p. M. To protest the curfew and the death of george floyd. Police did not intervene. The loud crowd remained peaceful. Nbc bay areas Sergio Quintana is live near Oakland City Hall tonight. And sergio, it appears people are still out in oakland. Reporter yeah. You can see them. Were probably about a block away. You can see how big that crowd is still. It has thinned out quite a bit. I can tell you that at the height of this this was one of the largest crowds at night that i have seen since these demonstrations started in the bay area this weekend. Some people here say they plan on being here until the police clear them out. The police say they can stay here for as long as they want so long as theyre peaceful. The fact im here and still breathing for Breonna Taylor or george floyd, still using my body to be part of this movement is extremely important regardless of the consequences. We all need to stand up for each other. We cant be silent. This is our right to be here to speak. So we have to do that. We have to be here. Reporter this rally is in direct defiance against a curfew imposed monday night after violence, vandalism and looting erupted this weekend. Int im police chief Susan Mannheimer says her officers have no plan on enforcing the curfew if they dont need to. This curfew is a tool to use on violent disruptors. And that is what were going to do if needed. Reporter several concerns are being raised about the tactics used by police to disperse crowds, including tear gas. City Council Member nicki fort gnatto bass says some of her constituents downtown say they felt the effects of the gas in their own homes. I heard from a resident a block from Police Headquarters who on the 14th floor was getting tear gas coming into their apartment. Reporter shes asking the police to stop using tear gas, especially as coronavirus concerns continue. Interim chief manheimer says officers use smoke canisters only in certain situations and under strict guidelines. Now, some of the protesters here tonight say that they are not happy theres been so much focus on the vandalism and looting. They say that it is pulling away from so much energy from these large groups of people coming together to protest Police Brutality and the tragic death of george floyd. Look, someone pointed a laser at our helicopter sky ranger. This was just before 9 00. And then just about 15 minutes ago it happened again as the protest is winding down. Three separate lasers pointed at our sky ranger. You may know pointing a laser into a cockpit is a federal offense. It can temporarily blind a pilot and lead to a chopper crash. New video tonight of the National Guard in the bay area. These troops in vallejo tonight guarding the Vallejo Police department from any potential vandalism or violence. 50 members of the guard arrived in the city last night after they were requested to secure locations considered high risk. Vallejo has had several nights of violent unrest including lootings, carjackings, an attempt to set city hall on fire, and an officerinvolved shooting. We have more details released from George Floyds autopsy report. It reveals he tested positive for covid19 weeks before his death. The county medical examiner in minneapolis says that floyd initially tested positive for the virus back on april 3rd and because the genetic code for covid19 can remain in the system for weeks after the disease is gone the autopsy says a second positive test after his death likely meant floyd was asymptomatic from an earlier infection. Meantime, charges now filed against all four officers there at the time of floyds death. Thiay charged today with aiding and abetting murder and manslaughter. And charges against derek chauvin, the officer seen with his knee on floyds neck for more than eight minutes, were upgraded today from third degree to Second Degree murder. Today at the spot where floyd was killed protesters cheered when they learned about the new charges against the officers. If convicted each face a maximum of 40 years in prison. In the north bay we continue to follow breaking news on a brushfire that erupted in 100 degree heat this afternoon near suisun city. Flames have burned more than 300 acres and several homes. The fire broke out near a neighborhood off core diehlia street near the susan slew. Four homes have been destroyed, several others damaged. We talked to one man who had to grab his kids and flee with the flames just 20 feet from his home. Yeah, they asked me to leave and i told them i was trying to save the house and put water on the back of it. And wet the back of it down. And they said, well, its time to evacuate, you need to leave. Also in the line of fire the suisun wildlife center, which rehabs wild animals. Volunteers were able to save or free many animals, but some owls and squirrels did die in that fire. Dangerous heat across the bay area did not help firefighters today. Lets bring in chief meteorologist jeff ranieri. And jeff, some relief on the way soon. Thats exactly rate. Muchneeded relief coming as we head through the next three days. I did want to start off with a look at suisun city and the conditions firefighters will be dealing with overnight with any kind of hot spots. 72 degrees. Temperatures have dropped. But thats a very warm night for us. Humidity at 52 . We have seen humidity increase. Good news there. Winds at 14 Miles Per Hour. But tomorrow another hot day where wind gusts could be up to about 20 Miles Per Hour and more low humidity. Of course we will continue to track that into tomorrow. Lets get you the wider picture here. We had those low 100s inland. 100 to 103 degree in concord. That was some of our warmest weather, but notice it is small but albeit a change. 5 degrees cooler in santa rosa. Down five in oakland. Down eight in San Francisco. And three degrees cooler in san jose. Thats a sign of that cooler air on the way. So this means as we roll through tomorrow morning not quite as warm to start. Much more 60s than 70s as we head through 8 30 in the morning and once we hit about 1 00 in the afternoon, not the hottest part of the day but youll see, we wont have any 100s. Were generally more in that 80 to 90 degree range. Coming up in about 15 minutes ill take a look at not one but two different systems that will help to drop our temperatures, even bring some rain to nor cal. Outdoor dining and in store retail can open friday in Santa Clara County but most businesses in downtown san jose are staying closed because of fears of violence and looting starting up again. Health Officials SayOutdoor Dining can reopen friday in the south bay. Im pretty much happy about that. Not having to sit around at home all day. Yeah, like everybody else. Reporter but places like san pedro Square Market wont put out chairs quite yet as marchers and demonstrations have been blocks away. Still, some will try. The plan is to allow open patio starting this friday with sort of limited menu, limited offerings. Reporter district is one of a handful of spots planning to open patio seating for the First Time Since the pandemic began. But until downtown is more predictable theyll close before dark. So were just trying to be safe and make the proper accommodations closing at 8 00 versus 1y99 00, for instance, b were hoping theres enough people that are ready to be out and ready to come back. Reporter the Downtown Association executive director saws most will stay boarded up after looting led to hundreds of thousands of dollars in damage friday and over the weekend. It also has delayed the socalled san jose al fresco rollout, allowing businesses to expand seating in private parking lots and some streets to help make up for lost sales. This would have been a perfect weekend to try it out, and i think were going to just slow down a little bit and have most of this come out next week. Reporter protests and pandemic permitting. That is the message from thousands of people across the bay area as they hit the streets, not only calling for justice for george floyd but demanding significant change to end racial injustice. In san mateo hundreds showed up at city hall today. Lets go over to hayward where dozens of people also showed up at that city hall. In East Palo Alto hundreds of protesters gathered at jack farrel park before marching around several blocks calling for justice. These protests are personal for so many. In los gatos one mother said what happened to george floyd is what every black mother fears. Anna jones says her son took his own life in 2018 and she feels strongly that racism played a role. He knew that life would not be the same as his white counterparts. Jones says she hopes sharing her story will motivate others to create the change she and so many others are demanding. Well, days of protests are already prompting change at one east bay police department. Today haywards police chief announced the department will make video from bodyworn cameras public more quickly. The chief said when officers fire their guns video of those Critical Incidents will be released as soon as possible. And its worth noting a recent state law requires Police Departments in most cases to release body cam footage within 45 days whenever one of their officers shoots someone. According to the u. S. Justice department, almost 54 Million People every year have some interaction with police officers, from traffic stops to shootings. And a small percentage of those police use physical force. But unless a suspect is killed theres no central clearinghouse to keep up with all other use of force incidents. Experts tell senior investigator Stephen Stock thats a big problem and can lead to instances like the one in minneapolis. Reporter this video shows officers using force to control a person deemed a threat to those around him. Both Police Officials and an independent expert all agreed this was appropriate given the situation. Experts also say police can learn from these incidents by precisely tracking them. Its one of the most critical pieces of information we can collect about the Police Reporter dr. Matthew hickman chairs the department of criminal justice at seattle university. We really do need systematic Data Collection to help establish the reality of police use of force. Reporter five years ago dr. Hickman teamed with a private Company Called police strategies, also based in seattle, to begin tracking data showing how, when, and where police use force. With these data we can start to understand how use of force incidents evolve and hopefully lead to better policies and training. So that we can try to minimize injury. Reporter so you cant have an evidencebased policy or evidencebased training if you have no data to back it up. Reporter bob scales is a former prosecutor and assistant director for seattles Public Safety department. He helped found police strategies. Without the data to back it up and see a before and after of the training we dont know if the training had any impact on how officers behave and how they use force. Reporter for example, separate Research Conducted by the use of force project shows that Police Departments that ban choke holds can significantly reduce the number of incidents that end in death. We banned the choke hold. Reporter San Jose Police chief eddie garcia says his erty and police strategiesattle their use of force data five years ago. San jose is one of only 88 agencies nationwide participating. Along with daly city, capitola, and just recently vallejo pd. A transparent view of this is what your officers are doing. This is when they had to use force, why they had to use force, and who theyre using force on. Reporter by using this data and analysis, chief garcia has actually changed policy. He now asked his officers to use tasers more frequently to subdue unruly subjects than batons or night sticks. Tasers remain controversial. Critics say officers tend to deploy them too quickly, sometimes with deadly results. But the data in san jose shows actual injuries are down. So we were seeing fewer fractures and serious bodily injuries because they were using the taser rather than the baton. Reporter the data also shows san jose pd saw use of force incidents drop 13. 4 from 2015 to 2019, the time that tracking has been taking place. And some Racial Disparities are disappearing. Five years ago when San Jose Police arrested a hispanic man there was an 11 greater chance they would use force on him than when they arrest aid white man. Today that hispanic person has a 2 lower chance than a white person of seeing force used against him. We have a lot more work to do. But i think the expectation is that we are moving that needle in that, you know, this tool absolutely helps us do that. The use of force project agrees with those numbers but still gives san jose an f grade for its deadly use of force data. Noting that in 2018 hispanics were 3. 4 times more likely to have deadly force used against them than white people. Is that the biggest problem right now, is police just dont know when theres not enough Data Analytics to say what works, whats effective . You shouldnt implement any reforms if youre unable to measure the impacts. It may be good training. It may be bad training. Or it may be a waste of money. We dont know without the data. Reporter there are about 18,000 different Law Enforcement departments across the u. S. Bob scales, chief garcia and others say only if all of them are required to turn over data showing how their officers use force will real reform and change take place. The earthquake tonight was actually an aftershock from that 7. 1 earthquake in 2019 as it happened on the southern aftershock zone. Wanted to hit on that to start off. And also a good reminder for us if we get a big earthquake, or when we get that big earthquake, dont run out of the building. Falling debris is a top hazard. Interior of the building is always best. Hallway not the safest. You want to get under a desk or table as aftershocks will continue drop, cover and also hold. Good reminders for us also to get those go bags ready as well. Two systems lightning up across the west. These will help to drop temperatures and also bring some rain back to northern california. Theyre going to really start to get going as we head through the next three days. This will begin the temperature drop tomorrow as we have 60s to start. A mott more comfortable. Mostly sunny skies. 65 in the peninsula. San francisco one of our coolest at 63 and also sunny skies. So as we move through tomorrow with both of those storm systems beginning to develop in the pacific, our numbers will be out of the 100s in the south bay. But look. Its still a warm day. So youve got to watch out. 96 in morgyn hill. 92 in san jose. Instead of 102 and 103 for inland contra costa alameda counties got you down to 98. Its a hlt better in concord, 0 in oakland. The peninsula some larger differences with palo alto at 8ll a88 and daly city 68. 63 in the marina. And right through the north bay 95 in napa. 97 clearlake 1k38 7 in mill valley. My extended forecast has the wind picking up as both of those systems start to move into the west friday, 10 to 20 Miles Per Hour. A little gustier on and off winds, 15 to 35 on saturday and then a 40 chance of some showers on sunday. Temperatures in the 60s there for San Francisco. And right here for the inland valleys well go from 96 tomorrow, theres your big changes, to 70s friday, saturday, and also on sunday. Now, that rain on sunday, let me give you an expanded view of this, and youll see as i advance this zoomedout look here, the bulk of its going to stay to the north and east of us but notice some of those white areas over the sierra that is some snowfall that we do expect a few snow showers this weekend, and again, just a slight spotty chance for us. The mans wife escaped, but he held his two children, ages 6 and 8, hostage all day while talking with police negotiators. No word on why he was distraught and what charges he may now face.
