Please do not come into San Francisco and destroy our city. Again, its effective immediately, lasts until 5 00 tomorrow morning. It starts up again 8 00 tomorrow night. Mayor breed says the National Guard is also standing by to help if needed. Other scenes playing across the bay area tonight. Our sky ranger was in emeryville where protesters torched vehicles at a best buy. A live look now for you of that very same best buy. Now officers have arrived too late to protect the cars, but theyre protecting the store as best they can right now. Speaking of emeryville, thats where nbc bay areas Sergio Quintana is live right now. Sergio . Reporter what were seeing is groups of people are going from one Shopping Center to the other. We are at the powell street shopping plaza. I want to show you just in the last few minutes, you can see the window over there of that statutory that is a sprint store. There is some smoke inside of there. We actually saw what seemed like a fire being started by some looters who were here just within the last five minutes or so. I also want to show you the line of other stores along the way here. Each one has been broken into. You can see just a line of broken glass, broken windows. Theres a starbucks store there. You can see it has been looted. That metro pcs store has been looted. Lets show you some video. You saw this a little bit earlier from our sky ranger helicopter of some of that looting in action. What weve been told from some witnesses is that there are dozens of vehicles that show up, and then they basically just break into each store and start taking merchandise by the armful. Police arrive at that Shopping Center, and they all leave en masse and then go to another Shopping Center. Coming back live here to where we are, you can see the lights just turned on in this Shopping Center. Thats likely an effort by authorities to try to see exactly whats going on. There is one Police Vehicle that is currently in this Shopping Center right now, trying to keep an eye on the entire complex. As people drive through, he will drive by and turn on his siren in an effort to scare them off. But that Police Officer really only arrived here in the last minute or so, basically just before we were going to go on the air. Reporting live in emeryville, Sergio Quintana. Nbc bay area news. New at 11 00, target is closing several stores until further notice because of the looting. The oakland target is one of those stores closed, and this is why. Video of some of the damage. Shattered windows, glass all over the place. Shelves and racks empty. Nbc bay areas melissa colorado tweeted this video out this morning. She says the vandals also started a fire inside that store. That set off the sprinklers and that drenched everything inside. Tonight Business Owners in oakland are taking a look at whats left after protesters left a trail of damage there. Storefronts busted, windows broken. This is video from last night. Some Business Owners telling us today they will not stop providing for the community and spreading positivity in this dark time. Oakland mayor libby schaaf condemned the destruction. That rage crossed an unacceptable line. We are sickened to wake up this morning to the destruction and the violence of our beloved oakland. On the other side of this coin, youre looking at strangers today just helping Business Owners clean up after the destruction from last night. Were learning more tonight about the aftermath from the protests that unfolded last night in oakland. Protesters clashed with police, cars set on fire, windows broken. We are told about 8,000 protesters took to the streets last night. 17 people arrested, 40 detained. 17 oakland Police Officers among other First Responders from other first agencies were hurt. Were told officials are trying to identify 40 to 60 looters. New information tonight on the killing of a federal Security Officer in oakland. Family and friends have identified him as an east bay man beloved by many. Now weve learned of new clues that could help catch the shooter. Nbc bay areas roz plater has the very latest. Reporter nbc bay area has obtained these photos from a Law Enforcement source showing a white van that investigators believe may be the subject vehicle in the murder of a contract federal protective service officer. Friends and family have identified that officer as 53yearold patrick underwood. Complete strangers are leaving tributes to honor him and coworkers are mourning. A woman who works at the Federal Building came out to the site in tears. Im just angry. Reporter Homeland SecurityOfficials Say just before 10 00 friday night, a vehicle pulled up to oaklands Federal Building and opened fire, killing underwood and critically injuring another officer. An assassin cowardly shot two federal protective Service Contractors as they stood watch over a protest. Reporter the shooting happened as thousands of protesters were spread out across oakland friday night. Its unclear if the shooting is linked to the protest, but the feds say there have been threats leveled against Law Enforcement officers around the country. Workers spent the afternoon boarding up part of oaklands Federal Building. The feds say theyll beef up security here and around the country. Let me be clear. When someone targets a Police Officer or a Police Station with an intention to do harm and intimidate, that is an act of domestic terrorism. Reporter Oakland Police are investigating the shooting along with the fbi and Homeland Security. Part of what theyre looking at is if other bad actors may be using the cover of the protest to attack Law Enforcement. Its likely that there was a targeting of uniformed officers. To the extent with which they are involved with our demonstration, were really not sure. In oakland, roz plater, nbc bay area news. A followup now to a terrifying situation during last nights protest in san jose where a driver intentionally drove into people. Police arrested Bianca Orozco at a san jose home today. Shes believed to have been behind the wheel of the gray Dodge Durango that ran over two men and then started heading for more protesters and police. This is cell phone video of the incident as it unfolded. Look at this. A deputy fired one shot at the suv. Then it takes off. Another deputy at the scene was able to get the license plate of that car. Wow. Orozco is charged with attempted murder. She wasnt injured. The two men hit by the car were treated and released from the hospital. The situation remains fluid in san jose tonight. Dozens of protesters returned to city hall, but waiting for them, larger teams of officers patrolling downtown, which sustained so much damage already. Nbc bay areas Marianne Favro reports. Reporter this target store at taylor and coldman closed early tonight and customers were asked to leave abruptly. Then as you can see here, the store was boarded up to prevent vandalism. They gathered in front of the mart Martin Luther king jr. Library in san jose. More than 100 people protesting the death of george floyd in minneapolis at the hands of police. Just a few blocks away, police in riot gear rolled down the street, part of a beefed up response after last nights protest turned vienolent, leadi to nearly 40 arrests. Were frustrated as well after the events that occurred in minneapolis, but what started out as peaceful protests evolved into chaos. Reporter today Business Owners returned to find broken windows and other signs of vandalism. The owner of this Food Service Business downtown says people smashed her window and stole food and drinks. Fearing retaliation, she did not want to reveal her name. The pandemic has put us at the brink of closing because our revenues are basically so this feels, if we could describe it, as a final blow. Sauf officers used more aggressive tactics this time around in an effort to enforce curfew. A lot of tear gas deployed. A lot of protesters remained defiant and simply ran to other areas. Earlier tonight an msnbc anchor and his crew got caught up in a clash trbetween protesters and police. Anchor ali velshi says protests had been peaceful when police advance on them. He said he was hit by something only his ankle but said its just bruises. Curfews have been put in place across cities nationwide. This you see some of these cities with curfews on this map. San francisco. Youve got portland, seattle, Salt Lake City and others. The l. A. Curfew went into effect about three hours ago. Portland also issuing a curfew. As i mentions, Salt Lake City. Weve got minneapolis. Other cities as well down to miami and up to philadelphia. They went into effect a few hours ago and will last until early tomorrow morning. Todays protests in los angeles were more calm but not without moments of violence and vandalism. The entire Police Department has been mobilized. That means twelvehour rotating shifts for all officers. Todays vandalism also included a fire at the grove mall in l. A. A police kiosk at the mall set on fire. Several stores were looted including a nordstrom. The president vowing that further violence over the death of george floyd will not be allowed. He called them terrific people, added the protests do not honor the memory of floyd. Yesterday i spoke to georges family and expressed the sorrow of our entire nation for their loss. San joses chief of police gave Police Recruits a very direct and very grave lesson this week. He gathered them together and played the video of George Floyds last moments. Then an impassioned speech to the cadets, who will very soon be on san joses police force. He promised what happened to floyd will not happen on his watch. If anyone in that room thought that anything on that video was okay, leave. Leave. Really. We dont want you here. Your community doesnt want you here. I certainly dont want you here. In the end, no cadet walked out the door, but they did respond with applause. The chief said it will take time to bring the shine back to the badge and more importantly rebuild community trust. He hopes that rebuilding started today. Nike taking a stance against racism in america in the aftermath of the killing of george floyd. The companys ad has a message that reads for once, dont do it. A very different version of its popular just do it slogan, the message goes on to say, quote, dont pretend theres not a problem in america. Dont turn your back on racism. Former 49ers quarterback colin kaepernick, a nike athlete, protested the unjust killing of black americans by taking a knee before the National Anthem before games. Some Bay Area Church leaders are grappling whether to reopen. Governor newsom says houses can reopen if they limit the number of people at services. Most bay area counties have yet to give that same green light. Several east bay churches plan to hold services regardless tomorrow. They say theyre going to practice proper social distancing. Solano county is allowing inperson worship to resume. San mateo county churches are allowed to reopen starting monday. Now to making it in the bay. The governor giving local governments the goahead to extent rent moratoriums. The executive order pushes the ban on evictions to the end of july now. Renters must be impacted by the covid19 pandemic obviously. Santa clara county immediately extended its moratorium. Supervisors say this is not by any means rent forgiveness. Theyre working on a year repayment plan in quarterly payments. Rob mayeda at home on a really crazy few days, a couple weeks really of weather, rob. Yeah. We had the heatwave earlier in the week and then this morning everyone in the north bay waking up to the sound of thunder. And then the thunder in the east bay hills. Now things have finally started to quiet down. Some low clouds and a pretty view around San Francisco as you sigh some of the low clouds and temperatures currently in the upp upper 50s. 71 degrees earlier in San Francisco. San jose, a high of 75. Still 60s out there. With the clouds coming in, probably not going to cool off a whole lot tonight. Mostly mid to upper 50s heading towards tomorrow morning. Heres some good news. The return to more active weather means good air quality and actually the latest numbers in the pollen count have come down just a bit. Its still pine and olive in the moderate range. So breathing a bit easier. No spare the air days on the horizon. Radar view is pretty quiet. Take a look at the system. Its almost like we took the bay area of Northern California and dropped it right in the great plains. We had this upper level low, strong dynamics driving those overnight thunderstorms, frequent lightning. At the heating of the day and a lot of moisture available, you can see the storms up along the diablo range. That storm exits quickly off to the east. A lot of remnant moisture and cloud cover to start the day and notice hour by hour even through the afternoon, still looking at some cloudy skies. So an overcast day tomorrow, not big on sunshine. But the sevenday forecast ahead will certainly make up for it as temperatures climb heading towards tuesday and wednesday. For the morning, mostly cloudy skies. I think well hit an overcast to mostly cloudy finish. Low to mid70s around san jose. Bayside temperatures for now in the 60s, probably for another day into monday. Then tuesday and wednesday were going to begin to see changes that honestly look a lot like last week. Another ridge of High Pressure builds strongly across california. So theres a chance by wednesday we could see another run of maybe mid and even upper 90s inland. Well have to watch that. The good news, though, its not going to last as long as this last week. Just two days of those temperatures. End of the week looks interesting. Well have to see how the long range models handle this because were talking about june and look at that. So the weather is not boring. It just soars up there with the temperatures midweek and then possibly a chance of seeing some rain again for next weekend. So there you go.
