Many people seem to want beaches, parking lots and restaurants to stay closed to slow the spread of coronavirus. While others say that only leads to more chaos in other parts of their counties. But a new Public Health order may provide some middle ground. The gates are about to open today at halfmoon bay. Reporter well, the city of halfmoon bay was already going to ease some restrictions, but now there is going to be even more access. Yes, im going to come out more often. Reporter there was still crowds small and large showing up. Even with parking lots and restaurants closed and some restricted beach hours. We have been cooped up. Were both working from home. Its just nice to get out and get some fresh air. Reporter visitors are parking in neighborhoods and the memorial day weekend was a disaster. Reporter many people we talked to say they look forward to easier beach access but also say they wont be coming here if there are large crowds. Nbc bay area news. Perfect. Time to check in with vianey arana with a look at our microclimate forecast as we bid farewell to the month of may. But you wouldnt know it looking out there. You are absolutely right. Definitely not going to be a beach day today. I was listening in on the previous package because we are seeing a lot of lightening and thunderstorm activity, especially overnight. This is sort of an unusual storm especially for this time of year. Our current temperature is 62 degrees in San Francisco. If you look at the live cam, shower activities as well and in through san jose 64 degrees. It is not necessarily a cold morning to start, which is why you might get a little of that muggy feeling. As this system continues to make its way through, we will see several changes. All those lightening strikes, im showing this to you because this is in the last three hours. We have several reports of lightening activity off the coast and up to the north bay as well. We have also seen reports considered dry lightening. So whats going to happen within the next couple of hours . Well, we have a lot of instability in our atmosphere and this storm has whats considered a cold core, which means we could still see the threat of possibly some more lightening maybe even hail. I zoomed up the radar a little more for you so you can see where the current lightening strikes are. Sacramento has already seen i saw some reports of some hail in the sacramento area. The storm is centered over the north portion. I would say oregon washington. But were not going to rule out the threat because were still seeing some of that, as i mentioned, instability out there. Inland areas might get a chance of showers or lightening as well. We will be monitoring this very closely. One thing you will notice, it is going to be the cooler temperatures. 74 in san jose. 72 in oakland. 74 in livermore, a nice relief compared to the stretch of extremely hot weather, record breaking weather that we had in the bay area in the 90s and triple digits. We will continue to see the cooler weather. Chance of showers for the bay and inland areas as we will be monitoring that. It will remain fairly claudeoud. So far right now just advancing it towards the 2 00, 2 30 hour, so right around midafternoon, notice the activity as showers start to pop up through livermore, gill roy, activity over monterrey as well. I will push this time line further. 4 00, you can see pop up showers here and there. We will continue to see as this system continues to move, it is going to make its way north. By tomorrow, we will get a much quieter weather pattern. It will still be cloudy, but calmer in terms of chance of thunderstorms. 75 degrees. Then upper 70s for tomorrow. As we head towards tuesday and wednesday, we get High Pressure once again dominating our forecast, and that High Pressure will warm us right back up into the upper 80s as well and through some of the interior valleys. We will be keeping a very close eye on this storm. But if you are going to be out on for an essential reason, definitely be careful and pack an umbrella. Thanks so much. It is 7 19. Still ahead on today in the bay, some summer camps are being canceled, but camerfamilies are getting their money back. Chris will respond to these unhappy campers next. For many families summer means sending the kids off to camp, but obviously a majority of camps have been canceled this year with lots of parents fighting for refunds. They decided to turn to chris and his team for help. Something that was a deciding factor to my future. Reporter ruth had high hopes for her summer camp at stanford, designed specifically for future film makers. I was expecting to learn basic skills about not only how to use film equipment but also how to work with a team of people to create something. However, the organizer Digital Media academy canceled its summer session. Her mom margaret asked for their money back. The camp said no. Over 3,000. Reporter we reviewed the contract. It does not refund students for canceled classes due to acts of god and specifically lists pandemic as an act of god. It offered a credit. But it is only good toward a camp session next year, which doesnt help ruth. At that point, i will have already applied for college and decided where im going. So it would be it would be irrelevant for me to use the program then. Reporter ruths family wants to know what dma did with the money they collected from them and many others. Stanford told us it released dma from its financial obligations and urged the company to give families refunds, but thats not happening so we contacted dma. It did not respond. Other camps are doing the same, canceling, refeudsi irefusing r not responding. So we turned to the American Camp association which has 12,000 members nationwide. We wanted to know one thing. If camps arent operating, what are the operators doing with all those deposits. The association responded to us but didnt address our question. This is just disgusting behavior. Reporter james is a longtime san jose lawyer. He says families might need to band together and sue to get their money back. I think this is very powerful situation here where these people paid all this money for something very important to them. Theyre not getting it and theyre not getting the money back. They lost a lot more than that. Reporter the operator filed for bankruptcy protection. If your kids camp is canceled, Kimberly Campbell at nerd wallet recommends you make contact fast. Call and negotiate with the camp because even if the camp isnt offering blanket refunds, if you have a particular situation, maybe you have lost your job and you really need the money back, then the camp might be able to work with you. The killing of george floyd in the hands of a Minneapolis Policeman is the spark, but not the only reason to turn out in the streets of san jose. I believe its the people coming from poverty. Were mad there is no hope. We want hope. Reporter sergio contana. A viewer sent us this video of a ups truck being looted during the protest. You can see people taking packages and running away. I want to take you through some of that satellite radar imagery. 62 degrees. A live look so you can get an idea. Here it is. This is satellite radar from about three hours ago. You can see several lightening strikes passing through. And there is a lot of instability still left in this system. Currently right now still seeing some lightening over the redding area, sacramento. Sacramento also seeing reports of hail in the area. Because the storm does have whats considered a cold core, there is a chance that that instability could spark more isolated thunderstorms inland here in the bay area and also maybe even potentially hail in a chance of showers as we head in towards the afternoon. I will break down the timing of that and what were expecting in 15 minutes. I want to tell you about new restrictions going into effect in San Francisco starting today. The new rule requires a mask whenever you are within 30 feet of another person indoors or outdoors, were told. Masks or face coverings were already required at new businesses but the new rules are raising some specific questions, especially about rules for people exercising. When you are running, you are running by a family, lets say, go ahead and put it on. When you pass them and there is no one else around, go ahead and pull it down. The doctor went on to say that mathematical models estimate if 80 of people wore masks consistently, it could prevent nearly all new outbreaks of coronavirus. It is cloudy now. I amtraking it all and i have binks dog walking forecast coming up. Good sunday morning. Plenty to talk about here today when it comes to the weather. Depending on where you live, overnight you might have seen some thunderstorm activity. If you live around the coastline or near the monterrey area. But if you live up towards the northern portions, you might have even seen some lightening strikes as well. Lets talk about this system and what were expecting for today. It is unusual, especially considering were nearing the end of march. Right now its very cloudy, about 52 degrees. We got a little bit of radar activity through San Francisco. Meanwhile, in downtown san jose, about 64 degrees. We will keep a lot of that cloud cover. Were tracking a chance of seeing some shower activity as well. Lets get right to satellite radar so i can show you the developments we saw overnight from this system. This is from about three hours ago. The reason im showing you a satellite from three hours ago is because i want you to notice all of the lightening strikes that we got overnight in through portions of the north bay, also along the coast. Some dry lightening through parts of San Francisco. Thats why depending on where you live, you might have maybe even been woken up by some of these thunderstorms. This is a current view of satellite radar. This is very the storm is currently sitting. Notice large portions still seeing a lot of lightening strikes and activity as well through sacramento. Now weve got so much instability and this system is considered a cold core system. It is cold at its core. Sacramento has seen only reports of hail as well. Were not going to rule out the chance of possibly even seeing some of that here inland in the bay area as well. As we continue through the afternoon, were going to see where the system makes its trek, and thats going to bring a chance of isolated thunderstorms here locally and potentially hail. Lets look at the hour by hour outlook as the system pushes through. You can see by about 10 30, still looking pretty dry. Then we start to see activity pop up between 2 00 and 3 00. So it will depend on where you live and how this system moves. So were going to be looking out for that. By tomorrow, that system will move north and continuing to trek into the oregon and washington area. Temperatures will remain cooler today this afternoon as well. In the 60s and 70s. Then we warm up again into tuesday and wednesday of High Pressure that rolls back around into the 80s and 90s. A special shoutout for National Foster care month. With countries around the world trying to get their hands on covid testing kits there are new concerns about whether there are enough supplies to meet the unprecedented demand. Senior Investigative Reporter shows us how one local Bay Area Company is hoping to solve this massive dilemma with their tiny innovations. The test tube has been in laboratories for about 200 years, but a silicone valley start up as reinvented it. We can do better. Good job, guys. He is a micro biologist. From inside this small office. I love this idea, guys. He and a 20 person team are working to revolutionize how the world tests for the coronavirus. You have to innovate because everybody is doing testing at the same time. There is so much threat on the supply chain. It is not just coming from here. Its coming from everywhere at the same time. To get tested for covid19, samples are usually taken from the nose and mouth. And typically those swabs are placed in separate viles for testing. But this new type of test tube is lined with tiny teeth that scrapes a sample off the swab, so you dont leave the swab in a vile which allows room to allow a second swab into that same room. You can detect more of the virus. Businesses and Government Agencies in nine states have fda approval to use the new test tubes. Half a million have sold in the last two months. With his device, coronavirus tests can be processed faster with fewer materials, unlike his new vile when traditional test tubes are sent to the lab, special chemicals called reagents are required to isolate the molecules of the virus. They have become hot commodities on the world market. What happens if we can no longer get a hold of these materials . You cant do the test. You cannot. It is like basically have a car without gas. Useless. You cant go anywhere. But now we use dna swab free test tubes and the special solution is designed to better stabilize the sample. Think of it as a snapshot that captures a single moment. It doesnt change. With other solutions the sample can fade over time, which is why these extra chemicals are needed to isolate whats next of the virus. That is not required with these new test tubes. So you are not adding more stress on already stressed logistics. Right now countries across the globe are vying for the same supplies. This is unprecedented. A bio medical engineer and senior managing director. For 30 years hes been helping medical companies solve their supply chain problems. He said they havent run low yet, but that could change in the coming months as communities loosen their stay at home orders. Just doing temperature screening certainly isnt going to be sufficient. And so the ability to do a test is going to be important. So the reality is the way we have been testing could change dramatically in terms of the frequentsy. Very much. Very much so. That will put tremendous pressure on the volumes needed to satisfy that demand. At least 1. 5 million coronavirus tests have been done in california. More than 13 million across the u. S. But millions more tests will be needed if employers, day cares and even schools make testing and retesting mandatory in order to reopen. We need more testing for sure. Absolutely. To contain this virus, you need to know who has it, who doesnt. The doctor invited us to this plant where 50,000 of his new test tubes are created daily. By the first week of july, we are actually getting up to 100,000 devices a day. 100,000 . Yes. Thats three million test tubes a month by this summer. He hopes this bay area startup can help meet the Global Demand for more testing, even if certain chemicals become scarce during the pandemic. When it came to looking at all these strains on supply chains, you have to start thinking outside of the box. More and more testing sites like these are beginning to open. But most samples become less reliable unless theyre put on ice and processed within three days. The new test tubes are good for up to 21 days, even at room temperature. And that could prove especially useful during a Testing Backlog or when samples need to be transported out of more remote capabilities. Fascinating. 7 53. Still to come on today in the bay, a reversal by one bay area sheriff. The reason hes now backing down and will enforce his countys health orders. Energy bills.
