It was nice not having to come up with a strategy as to what we were going to do for dinner. We were actually able to make a spontaneous stop, have a meal. It was really nice. Reporter napa is the first bay area county to move into the next phase reopening, largely because its only had one covid19 hospitalization in the past two weeks. We have space here. We have a whole patio over here. Reporter at angells restaurant like others we saw in downtown napa the goahead came suddenly. Theyre eyeing a saturday reopening with distancing, masks, et cetera that will please customers and the county. It is still a little vague. Everything is put out as guidances. Uc president Janet Napolitano says its not clear how much classroom will be in person and how much will be online. Its a big contrast to the csu system, which announced last week its fall classes will be conducted strictly online. Today the state superintendent said its up to each School District wthinclass learning or some combination of the two. And also bring your masks. Its widely believed that in order for us to reopen with schools in a social distancing kind of fashion that students and staff will have to wear masks. Tonight updated guidelines from the cdc on how this virus is actually spread. The Nations Health agency now says the virus does not spread easily by touching surfaces. Nbc bay areas cheryl hurd spoke with a uc berkeley professor about this new development. Reporter as were learning more about covid19 and how its spread, the cdc is updating its guidelines. It now says the virus does not spread easily by touching surfaces or objects. Its an important revision, and its an important reminder of how Health Officials say the virus is mainly spread. Person to person. The most important way this virus is spread is through droplets that come from an infected persons nose and mouth. Reporter uc berkeley clinical Professor John swartzberg says the center for Disease Control has always warned it may be possible to become infected with coronavirus by touching contaminated surfaces but the science to back that up is incomplete. What theyre saying is theres not a lot of evidence about hand transmission, that we just dont know enough at this point. Reporter to be careful some people have decided the best way to avoid catching the virus is by disinfecting everything, including boxes and groceries. Experts say theres nothing wrong with being careful and thats what some peoplee when i people. And stay my six feet distance. Reporter but according to professor swartzberg, now is not the time to let your guard down. Advice has always been since the very beginning keep your hands clean, to wash them with soap and water and if thats not available to use alcohol. Reporter cheryl hurd, nbc bay area news. Its the most ambitious attempt for testing here in the bay area. Santa clara county, a county with almost 2 million people, is making tests available to everyone. The county is stepping up its partnership with googles Sister Company verily. The tests are free and will be provided whether you have symptoms or not. County Health Officials stress how critical it is to test as many people as possible with so many local businesses reopening on friday. We know that more people will be out and about and their potential for increasing their risk for getting infected goes up. The immediate focus is on east san jose, which has the highest percentage of cases but one of the lowest percentage of testing. Well, not just santa clara county. A new testing site opened in San Mateo County today. This is at the old seremani High School Campus in daly city. Testing will be offered every wednesday and thursday from 9 a. M. To 4 00 p. M. Heres nbc bay areas ian cull. Reporter with the sun beaming down and millions of us sheltering at home, it almost feels like the coast is calling. We utilize the beach as our park, our recreation spot, everything. Reporter but in Santa Cruz County beaches are closed between 11 00 a. M. And 5 00 p. M. To prevent the virus spread. Unless youre going out to surf. Outside of those hours you can only walk or exercise. No sunbathing or hanging out. There are signs up and down capitola as reminders. Its been in place for three weeks. And many locals have had enough. Theres enough space to social distance on the beach. It would be nice to let them have that place to go play. That doesnt seem fair to a lot of people that maybe dont use the water, cant use the water. Reporter Chris Sampson started a Facebook Group and an online petition this morning to reopen the beaches since there are so few cases of covid19 in the area. Yeah, the petition basically akroes just from the voices of the community saying what is anybody going to do about this, what can we do . Reporter a county spokesman tells me there is no timeline for when beach access will go back to normal and theres no specific metric or indicator theyre waiting for but says the order has succeeded in deterring many tourists. To simply say the beaches are closed to us doesnt seem like a reasonable sustainable approach to the solution. Reporter locals argue reopening would boost physical and Mental Health and lead to a smoother ride through this pandemic. In capitola, ian cull, nbc bay area news. Say goodbye to a legendary bar. Ill have details on that in about eight minutes. A 25,000 reward to find this man. Devante morgan is from San Francisco. Hes 28 years old, 511 with a thin build. He was last seen on may 5th in mount shasta. He and his girlfriend were on a trip staying at the cold creek inn. Take a look at the surveillance video. This happened late this afternoon at kelly and wildwood streets. Thats right near vals burgers. Hayward pd say it started as a traffic stop. At some point during that stop officers shot a man. He died at the scene. In the south bay a fire at a vacant building in san jose. This is the former dicks center strip mall down the street from del mar high school. It started around 1 30 this afternoon and was put out a few hours later. The cause is still under investigation. So what happened to the little guy, the Small Businesses who got shut out of that federal money . More than 1. 5 million Business Loans were issued by the feds. But how much is going to the businesses that need it the most . Senior Investigative ReporterStephen Stock combed through hundreds of financial documents to get us some answers. Reporter for three years David Mullenberg worked to build his catering company, wow cater. A webbased Service Provider that has roughly doubled its revenue every year. Wow cater matches food kitchens with hightech corporate offices looking for a good meal. All from mullenbergs home office in alameda. But after local Health Officials shut down all nonessential Office Buildings mullenberg says his company is struggling to stay afloat. Overnight all our orders completely evaporated. Reporter so mullenberg applied for a loan back in march through the federal governments cares act. And the Small Business administrations paycheck protection program, or ppp. They automatically just said i wasnt eligible. Reporter last week mullenberg reapplied and was approved but only for 1200. He says thats still not enough to keep his workers employed. It feels like weve been kind of left in the dust. What do you need the emergency funds . Do you need them now . Reporter Real Estate Agent shali al kadari says his business was devastated by the crisis. We werent able to have any open houses werent able to show any houses. Reporter he applied for a 30,000 loan through the sba to cover his mortgage payments plus his business expenses. After two months his loan was finally approved, sort of. They were telling me that i was approved for 1,000. I thought it was a mistake. I thought the loan officer missed a zero or two or three. I feel its a broken system. Its not meant to be even though its called Small Business administration its not meant to be for Small Businesses. Reporter since march through four separate actions the u. S. Congress has approved 1. 8 trillion in funding to help businesses large and small survive the coronavirus pandemic. That includes 810 billion meant just for Small Businesses. We combed through s. E. C. Filings and found more than 50 small Business Loans worth more than 150 million which went to publicly traded companies in california. Recipients include software companies, chain seafood restaurants, an Investment Group that owns boutique wineries, and a Sports Memorabilia authenticator. The bigger fish you are the closer to the government you are. Reporter other sba loans include 2 million given to a hideshare rental company, 3 million to a Southern California real estate developer, 4 million to an Online Auto Parts dealer, and 10 million to a peer to peer lending application with more than 400 employees. Some companies decided to give the money back and explore other options when they realized they were competing with even smaller businesses for the money. The communities depend on the mom and pop shops. Reporter Marian Barajas is a spokeswoman with the Small Business administration. So at the beginning what happened is there was this big rush to apply and Community Banks have to learn how to process all of these applications. Reporter barajas says there is still money left and that any qualifying Business Owner applying for a ppp loan now will likely be approved automatically and should receive the money within two weeks. But she admits the other program is still backlogged and businesses looking for an eidl loan are still in for a wait. Could it have been handled better . You know, during the first cares act we gave out in 14 days what we normally give out in 14 years. We are really trying to capture folks that absolutely cannot access sba. Reporter emily burgos with the california infrastructure and Economic Development bank, or ibank, manages the states Small BusinessLoan Guarantee program, a littleknown fund with 100 million set aside to help businesses that have fallen through the federal cracks and cant get an sba loan. Im expecting huge numbers throughout the summer and a large increase in participating lenders coming very soon. Reporter not only has the state of california started to step in where the federal government has left off but several cities like San Francisco and alameda have also launched their own Small Business loan programs for those businesses that dont qualify for a federal sba loan. You can find out more information about those programs by logging on to our website. Just go to nbcbayarea. Com investigations. Stephen, thank you. Lets bring in our chief meteorologist jeff ranieri. We are inching toward this Holiday Weekend with hopefully a lot of sunshine, jeff. Yeah, i know you were trying to make whatever plans you were able to at home like many folks out there. And the weather this weekend i thinks going to be kind of split down the middle. Then once we hit memorial day its really going to skyrocket. So lets bring in to that microclimate forecast because its a huge change from what we had to start off the week, so youll be ready to go. As we begin tomorrow morning there is no issues at all. If youre taking the dog to the groomer, youre going to the pharmacy, the grocery, or just for a walk outside. Upper 40s and low 50s with mostly sunny skies for the south bay peninsula and the trivalley. I have you at 51 in the east bay and the north bay looking really good here at 47 degrees. The changes well be undergoing overt next two days is certainly quite a flip from what we have been used to. Its all about this area of High Pressure helping to bring in that warmer air. But the other thing i think is really important to note is this smaller system well off to our north and the east as that slides by we will have the wind pick up and it looks like it could be a dryer noreasterly wind. Ill detail more of that on that sevenday forecast. So tomorrows temperatures do warm up with that High Pressure moving close. It will put us to 80234 morgan hill 77 cupertino and 78 in san jose. We have a few low 80s over to the east bay, 80 in pleasanton, 81 danville, also bumping it up to 74 in hayward. Peninsula 74 in redwood city and 76 in palo alto. San francisco not quite 70s just yet but youll be at 67 in the mission and the north bay has lots of 70s here for clearlake, sonoma and novato. While santa rosa and napa will be in the low 80s. My extended forecast, take note in San Francisco, goes to the 70s sunday, monday, tuesday, and also on wednesday. And right here across the inland valleys notice that tomorrow night well see winds pick up 15 to 25 Miles Per Hour between 6 00 and 11 00 p. M. And then on and off dryer gusts on friday, 15 to 25 Miles Per Hour. That will increase the fire danger. And then notice by memorial day were up to a hotter 93 degrees. So the heats on the way. No 100s just yet. Were somewhat there kind of easing into things as we get closer to june. Thats a lot of heat next week, jeff. You snuck in those 90s. We saw it. Yeah. Its going to be heating up. Yep. Thank you. Have a good night. Up next the pandemic wont stop pride. The changes coming to this years celebration, which is its 50th anniversary. And happening now, a summer trip to yosemite might be an option for you but youll need a reservation. Crowds will be limited to half the normal attendance and that plan needs to be approved by the federal government. And when yosemite does reopen it will be without shuttle buss and other amenities. Popular trails could be oneway only. Were back in a moment. Flu rerelated hospitalizats are inevitable. And so are corona cases until we have a vaccine. So i feel that our Health Care Infrastructure could be at risk and then we might have to go back to some pretty strict mitigation efforts like social distancing and shelter in place. She also says we should not assume that warmer weather will slow the spread of this disease. The showdown has cooled off. Today tesla dropped its lawsuit against Alameda County. This was a headlinegrabbing feud. Tesla sued the county earlier this month over the forced shut dunndown of its manufacturing plant in fremont. Tesla claimed the countys rules on which companies could operate during the stayathome order contradicted california state policy. Tesla stopped production on march 23rd but resumed operations without permission last week. County officials later approved teslas reopen plan. Well, San Francisco pride organizers released new details today about the upcoming 50th anniversary celebration. Its still going to happen but just online. Pride 50 is set for late june. The 27th and 28th of june. It will take place online. It will feature musical performances, speeches from city leaders, and a look back on the past 50 years. San Francisco Pride will also take part in global the world. Well, when we return were going to check in with the 49ers. There are some players who are concerned to come back for duty. Stay with us.
