The global race to find a vaccine appears to have one company out in front. A bostonarea company saying its seen promising results from its first test on humans. Keep in mind, though, there are more than 100 Companies Working on a cure, including several, janelle, here in the bay area. And theyre hoping to become household names when that vaccine becomes a reality. Nbc bay areas Terry Mcsweeney reports. I was so excited. Reporter that from a woman who received the vaccine in march. She could be speaking for moderna, the Massachusetts Biotech Company behind the vaccine. Moderna says its experimental vaccine was safe for all 45 patients and 8 patients developed antibodies providing some level of immunity. Moderna also says a study involving mice showed the vaccine stopped the virus from replicating in their lungs. A larger human trial is planned for july. This data have made me feel even more confident that we will be able to deliver a few hundred million doses of vaccine by the end of 2020. This is the ceo of San Franciscos vax art which hopes to start clinical testing soon on its own vaccine. Weve been able to make a very potent vaccine. Weve tested those in our animal models. They look phenomenal. Reporter vaxart like the more than 100 Companies Worldwide working on a vaccine finds itself training moderna. But says lature, almost all the other vaccines are injectables. Vax arts comes in a pill. Theres a lot of concerns that theres not enough vials, not enough needles. Its a real bottleneck to make these injection devices. For us, thats something that is not an issue at all. Researchers say theres a long way to go before theres a vaccine, but dont tell that to wall Street Investors where today the Dow Jones Industrials jumped more than 900 points to put it in the black for the month of may. What youre looking at here late tonight President Trump tweeted the letter he wrote to the director of the world health organization. He says that agency must make major improvements within the next 30 days. This comes after the president halted funding to the w. H. O. Last month because the president was critical of its response to the pandemic. Its not clear how mr. Trump would withhold funds, much of which are appropriated by congress. Last year the u. S. Contributed more than 600 million to the w. H. O. , the most of any country. Everyone is in. All nine bay area counties are now in or about to enter phase two. Phase two allows Retail Stores to provide Curbside Pickup, manufacturing and logistics work can resume and some offices can reopen if telecommuting isnt an option. Heres where we stand in the bay area. The counties in green, sonoma, napa, and solano counties were already in phase two. Today, formileanho fourmile phase two. Contra costa county in purple plans to enter phase two. Santa clara county in red announced today it will officially begin phase two on friday. Now, the south bay may be the last to join in but the mahealt Department Said its no in no r. Heres nbc bay areas ian cull with more. Reporter starting friday, Santa Clara County joins the rest of the bay area in phase two. Health officer dr. Sara cody says the numbers are encouraging. We have flattened the curve here in Santa Clara County like nowhere else in the country, and its because of what everyone has done. Reporter officials also explained their process for reopening. The last time restrictions were eased was on may 4th. Then Health Officials waited 14 days, which is the incubation period of covid19, and watched key indicators. Hospitalizations and icu cases are trending downward. Testing is ramping up, and the percentage of positive tests is down to just 1 . Positive news moving forward. We see whether theres an increase in activity, and then when we see that its we havent seen that uptick and we think that weve been able to reopen safely, then we take the next step, and then we watch again. Reporter for now, businesses are preparing to finally offer Curbside Pickup in the south bay. The antiques colony in san jose has been closed for two months and hopes this will give them a boost. But still the county requires social distancing, and only one employee will be allowed per 300 square feet of space. Theyll take it. Well be able to set up some things out here. Well let people be able to shop online. They can call up and give us their credit card and then come up and pick up the merchandise. Reporter the county also wanted to clear up any confusion when it comes to face coverings. They are required at any business in the south bay and on Public Transportation and strongly encouraged when you go outside. In san jose, ian cull, nbc bay area news. Ian, thank you. Get ready to reopen. Today Governor Newsom was at mustards grill in napa county announcing new guidelines as we enter phase two. He started by eliminating the death threshold. Counties no longer need to have zero deaths over a twoweek period to reopen further. Also counties need to show they have less than 25 new cases per 100,000 residents. Before it was one case per 10,000 residents. And counties cannot have more than a 5 increase in hospitalizations. The new standards will now allow 53 out of 58 counties to further reopen their economy. The bottom line is people can go at their own pace, and we are empowering our local Health Directors and county officials that understand their local communities and conditions better than any of us. He said if hospitalizations continue to decrease and testing continues to increase, more dinein restaurants could reopen in the coming weeks. Play ball. Basketball, baseball, and maybe coming back in just weeks. The governor has given the green light for teams, players and local counties to discuss bringing back pro sports in june, but without fans in the stands. Nbc bay areas jean elle is in San Francisco with reaction. Reporter the giants ballpark is locked up and empty, but coronavirus may not strike out the entire baseball season. Pro sports in that first week or so of june without spectators. Reporter governor gavin newsom says if cases dont spike, professional athletes may be able to get back to work in june. That sounds great. Better than nothing. At least you can see something on the screen and enjoy the game, you know . But its not the same. Reporter a court or field with players and empty seats isnt the same, but sports fans say its a step in the right direction. I think its, you know, a little bit of normalcy, like little steps, making some improvements where we have to make some adjustments the way were living until theres a vaccine. But at least a little bit of progress. Reporter progress is what restaurants south of market are hoping for. We really rely on the crowds from baseball season. Reporter the little skillet is still serving fried chicken, missing the boost from giants games but hopeful the team will be allowed to play ball and give fans something to celebrate. A sense of pride that a local team brings makes people want to celebrate, and so gather and just have fun. So i think that it would help ease our minds a little bit. Major League Baseball says the health of players and staff will guide its decisionmaking as it prepares for the possibility of playing baseball. In San Francisco, jean elle, nbc bay area news. We have reached a milestone. Yesterday was the first day since march that no deaths were reported in seven bay area counties. San francisco is a microcosm of whats happening around our region. Here are the total number of deaths since this crisis began. You can see it go up and up and up, rising dramatically, especially in april and then into may. But beginning in may, the numbers start to taper off and then literally flatten there. The past six days the numbers of deaths in San Francisco is flat at 36. Tonight the number of reported cases in the bay area has crossed the 11,000 mark. Several counties saw a surge in cases today. Worth noting here, Alameda County added 65 new cases and San Mateo County added 69. Alameda county almost equal. You can see it there, the lower right side of your screen. Almost equal to Santa Clara County, which is the hot spot in the bay area. Some positive news in the last 24 hours, no new deaths were reported. Back in business. Hundreds of San Francisco shops reopened today, but it wasnt business as usual. Shoppers still have to order and pay online before picking up curbside, and there are new safety, sanitation, and social distancing measures that must be followed. Customers lined up outside of green annpple books to show the support. Its very dehumanizing, but its okay. Its better than nothing, i guess. Curbside service doesnt really work for us so were trying to find workarounds to Service People and their urgent eye care needs and still comply with the protocol. Optical underground is a Family Business thats been around. He says he cant really measure people for glasses from a distance. From napa county to the whois, famed chef Thomas Keller of French Laundry joined other Restaurant Owners to talk about the crippled restaurant industry. While many restaurants want to reopen, on cnn tonight, keller spoke about how its important to do it safely. That is our biggest concern is the safety of our guests and the safety of our staff. And so we dont really have a way to assure that at this point. The restaurant executives want help tweaking a loan program for small businesses. They say the shutdown isnt only impacting their businesses but also the supply chain. A surprising admission from President Trump today. He says hes taking medicine for the coronavirus even though hes not sick. The president has consistently promoted the malaria drug hydroxychloroquine even though theres no evidence it works at fighting covid19. The fda also issued a warning of potential health risks to the heart. But the president says he asked his doctor to prescribe it as a preventative measure. I want the people of this nation to feel good. I dont want them being sick, and theres a very good chance that this has an impact. What is the evidence that it has a preventative effect . Here we go. Reporter well, we now know what the rules are when it comes to curbside shopping here in the bay area. Now the big question is when can we socially distance with our family and friends in our own backyards . Business in Alameda County got their directive for curbside shopping today, but people are still waiting for the green light when it comes to hanging out with family and friends. Its like im stuck. Im trapped somewhere, like im in prison. I cant do nothing. Reporter Alameda County is one of the last areas to move into phase two. The countys interim Health Officer, dr. Erica pan, says theres a reason why Alameda County has been cautious. Every time we take a step of allowing more activities and the potential for more physical interaction, we need to take two or three weeks really to see the impact of that. Reporter Health Officials know people might be getting quarantine fatigue. We live together. Were not really seeing any friends around in the area right now. Reporter dr. Pan says people should stay the course. The risk of death from covid19 increases with every decade of age. Reporter the doctor says gettogethers in someones backyard might seem similar to going to your local supermarket, but in her expert opinion, its not. She says your time is limited with a stranger in a store. Hanging out with a friend or loved one for hours is risky because this virus will be around for a long time. It wont go away for a long time is the need to wear universal face coverings. So i have my cloth mask here, and im wearing it anytime im outside of my office. Reporter thats a practice she hopes everyone will continue to do. In oakland, cheryl hurd, nbc bay area news. Uber says its cutting 3,000 more jobs less than two weeks after the San Franciscobased company laid off 3,700 workers. The announcement comes on the same day uber started requiring all drivers and riders to wear masks and gloves. Uber has seen a major decline in ridership since the shelter at home orders took effect. The company is also reexamining plans for selfdriving cars. Well, tomorrow is the last day for specialtys, the bakery and cafe chain launched in the bay area more than 30 years ago. The company says in a statement the effects of the coronavirus have decimated its business. Specialtys started in pleasanton, expanded to 55 stores in three states, and made cater to local businesses a specialty. Were going to miss those cookies, janelle. Target is now the first major retailer to extend hero pay to its hourly employees. Hero pay is a 2 per hour pay increase for frontline workers. The pay increases at target were supposed to end in may, but target is now extending those benefits until july 4th. Federal regulators want to allow local landfills to take in lowlevel radioactive waste, something that currently is permitted only at four specialized facilities nationwide. Our Investigative ReporterJaxon Van Derbeken found under the new plan, you might not even know if any Nuclear Waste is coming to a landfill near you. Reporter making the old Hunters PointNaval Shipyard safe for development could involve hauling away 100,000 truckloads of radioactive soil. For decades, such contaminated dirt has had to be taken to one of four licensed and monitored nuclear disposal sites. In washington state, utah, texas, or south carolina. But under the federal Nuclear Regulatory commissions new proposed rule number 20200065, hundreds of landfills across the country would be able to take in lowlevel radioactive waste. To get an exemption from current licensing rules, they would only need to submit an analysis showing their landfill would not exceed radiation exposure limits. This is the most massive deregulation of radioactive waste in american history, and theyre doing it under the cover of the coronavirus pandemic when everyones attention is rightly focused on other things. Reporter Daniel Hirsch is former director of the program on environmental and Nuclear Policy at uc santa cruz. Hirsch, who is also president of the Environmental Watchdog Group the committee to bridge the gap, says private landfills wouldnt even have to notify neighbors. You could be living next to a nuclear dump and never even know it. Reporter the nrc contends its plan is safe. It told us in a statement it woman wants to relax regulations for disposing of very lowlevel waste like the concrete from decommissioned nuclear reactors, which they say poses little risk to the public. Allowing landfill disposal would reduce costs as well as the time drivers are exposed to radiation while theyre transporting it. But critics say there arent nearly enough safeguards. If you get the exemption, you can put it in your backyard. Reporter jeff brook is the west coast head of peer, Public Employees for environmental responsibility. So theres no tracing process. Theres no monitoring. Its in essence exemption from any form of regulatory or Public Health safeguard, and thats the concern. Reporter the nrc says the companies that produce the radioactive materials along with participating landfills would share responsibility for complying with the rules for disposing of the waste. We would not allow such disposals if we felt Public Health and safety in the environment would not be protected. But critics say the change would relax limits from those currently in place for licensed radioactive waste sites. So far the Nuclear Industry hasnt weighed in. Pace plans to use the grant money to take an existing support program for parents and expand it to include teachers. So we recognize theres a bit of a gap in the training that teachers receive and understanding Autism Spectrum Disorders in the classroom.
