Reporter opponents say its packed with things that have nothing to do with the virus. The word cannabis appears in the bill 68 times. More times than the word jobs. Reporter President Trump is planning a midday announcement about the vaccine hes promising by the end of the year. I think distribution will take place almost simultaneously because weve geared up the military. Reporter a government vaccine expert who claims he lost his job for refusing to back the president s preferred treatment tells congress it will take longer than a year, maybe a year and a half. We need a National Testing strategy. The virus is here. Time is running out because the virus is still spreading everywhere. Reporter dr. Rick bright says his warnings were ignored. He looks like an angry, disgruntled employee who, frankly, according to some people, didnt do a very good job. Reporter meantime the cdc finally released guidelines for reopening Public Places reportedly blocked by the white house. They seem to be pretty vague and watered down. Well, theres new hope this morning when it comes to using blood plasma to treat seriously ill covid19 patients. Today in the bays bob redell following that part of the story. Bob, i know this morning the fda also warning about a popular test for the virus. Reporter correct, marcus. The fda issuing a warning yesterday that a popular covid19 test may not be as accurate as once thought. The fda says the point of care test by abbott labs used by hospitals across the country and the white house might be delivering too many false negative results to be considered effective. The test became popular because the company said it could get results within 13 minutes. Following other studies the test has come under scrutiny. A small study from nyu said the abbott test came back with false neglect tifives for almost 50 another test found were positive. The nyu study was not peer reviewed. Abbott said the results are not consistent with other studies and the sample size was very small. But the fda says patients tested with the test should be retested with a more sensitive test. In another development, youve heard of convalescent plasma being used to treat covid19, its the transfusion of antibody with blood from a healthy person that is put into a sick person. A nationwide study concluded the test is safe, and the treatment is safe. The today show spoke with one of 10,000 patients who have received that therapy. It felt like i won the lottery. Alameda and contra costa counties are now joining others in phase two of reopening with some Stores Opening for curbside pickup. Those are in yellow. You see it there on the map. Sonoma and solano already in phase two, but weve been telling you Santa Clara County is certainly Still Holding out. Today in the bays kris sanchez is following that for us. And really there hasnt been much of a sign that the south bay is going to really join the rest of the county so far, right, kris . Reporter no, and that closed sign is still up. Santa clara county is, as we know, one of the hot spots in the bay area with the highest number of cases and the highest number of deaths. Santa clara countys covid19 dashboard which the county said to show people where we are. That seems to be improving. The cases are stabilizing. There are no patients on ventilators. The countys Public Health officer says, though, that while these numbers look good, they look better on paper, there are still people getting sick in the county and the level of contagiousness is still too high. We have exactly the same conditions that we had in march. So that if we did ease up, we would see a brisk return of cases, hospitalizations, and a brisk return of deaths. So as weve been reporting in order to enter into phase twocounty officials have to document to the state that they meet a long list of requirements. This is a 12page application they have to submit to the state that includes no deaths in 14 days. Minimum daily testing requirements, contact tracers appropriate for the population number, Hospital Capacity for a surge and a 14day supply of ppe. Now some bay area counties are meeting those criteria. They have submitted those reports to the state and the governor has green lighted them. You saw that map that laura was talking about, but Santa Clara CountyStill Holding firm at this point. Well talk more about what it means for the other counties coming up in a half hour. In san jose, kris sanchez, today in the bay. Youve been hearing a lot about dont move too fast. Santa rosa has spent more than 70,000 on hotel rooms to quarantine essential workers Like Police Officers and firefighters. But the press democrat reporting those rooms, all 19 of them, have yet to be used. In april city leaders agreed to spend 100,000 to reserve those rooms. California education leaders are warning that the governors new proposed budget cuts could certainly affect kids in the classroom, getting them into the classrooms. The governor laid out his new budget plan yesterday. It calls for 4 billion in cuts to education. Teachers union says the cuts will make it harder for schools to restart given the need for distancing and other added precautions. Still not clear when schools will reopen. We have new details for you now and some of the economic disparity facing some of those trying to just make it in the bay. A newurvey led in part by uc berkeley indicates one in five people here have less than 400 in Emergency Savings before the pandemic hit and the vast majority are africanamerican or latino. Sonoma, napa and solano counties. Those counties are where were seeing retail ready to reopen. Curbside pickup a delivery and each of them finalizing those dinein plans. A look at the next map, marin, San Francisco county, san mateo and were looking at contra costa and alameda because those counties are announcing to restart phase two next week as well. It is no easy feat to get the green light to start entering into phase two. You showed us the map of all of the counties in the bay area moving forward. I want to put it in perspective. There are 58 counties. Only 18 are in order forward deep into phase two. Theyre planning to move forward with allowing more retail to reopen but, of course, with restrictions. The owner of a luxury consignment store told us that its better than nothing. I think curbside will help anyone if theyre creative and ambitious about the prospect. Its reinventing shopping. I think thats code for its a lot more work for the retailers. She and other businesses will be able to enter stage two some time next week. Marin, San Francisco, sonoma are starting phase two on monday. That means allowing manufacturing logistics, lower risk work environment, offices and schools are included in phase two. Some of the restaurants there already open for inperson dining. Business dropped 90 during the pandemic. All 30 workers were furloughed but theyre back following new social distancing rules for workers and patrons. Though theyre 10 to 12 feet apart theyre talking to each other. Its amazing to see the mental side of it and people getting back to normal. You feel like youre out of the cage. When we c Santa Clara County, the restaurant is actually expecting people from the south bay to come down and visit. A grim outlook. Four restaurants, experts say the chances are high that many will never even get a chance to reopen. No surprise. Open table is reporting reservations are down 95 compared to the same time last year. Theyre all closed and the National RestaurantAssociation Says the industry has lost 80 billion in the pandemic. If youre looking for testing, Santa Clara County is testing its going to expand to nonessential workers with excuse me, this is for essential workers with no symptoms. This includes first responders, Health Care Workers as well as Grocery Store workers. The focus will be in the hot spots in san jose, mountain view, and southern parts of the county. Appointments are available through the countys website. The countys goal is to do 4,000 of those tests per day by ane getting out and about, muni ramping up service on its most popular San Francisco bus lines. Starting tomorrow muni stays a handful of lines will run with more frequency in part because they are becoming overcrowded. This includes the third street bus line. The vanness, geary and mission lines. Light rail service is still down. Riders are required to wear those facial coverings. Not just buses, marcus, but a live look at sfo with are her travel may be turning the corner. The tsa reported more than 200,000 travelers moving through u. S. Checkpoints.
