For the First Time Since march, Contra Costa County reported no new coronavirus cases today. Santa clara county, the hot zone, just two new cases and no deaths. Now, we want to b though, did see a surge in new cases. San mateo county added 39. Alameda county reported 37 additional cases. Still, there are enough low numbers to give businesses some hope that they may hear good news from Governor Newsom tomorrow. The governor expected to announce some sort of target for reopening restaurants for inhouse dining. But there will be restrictions. Nbc bay areas Terry Mcsweeney learned tonight. That worries many restaurants even more than the timetable itself. Reporter Santo Esposito opened his restaurant in north beach just ten days before all those restrictions went into effect. I answer the phone, i take the orders, i do the pizza. I do the pasta. Reporter he is his only employee. Hes heard the guidelines the governor is expected to announce tomorrow. Especially far fewer tables. Esposito says he has to wait for all restrictions to lift before he can afford to hire the five people needed to resume inhouse dining. Absolutely, no. Reporter thats what dario said when i asked him if his restaurant could survive with half as many tables. Short term, he has a pp loan. Long term, he has an idea. The city must come with some tax break or some waiver on the property taxes or some relief. Reporter the landlord then passes on that money to the tenant. Everyone takes a hit, but everyone survives. Chain restaurants say theyre going to be ready to reopen as well. With reduced capacity, far more cleaning, and in some cases, temperature checks of employees. He tweeted out, if anyone is arrested, i ask that it only be me. The county is hoping that tesla will comply without further enforcement measures. Defiantly back to business. Operations resuming at the tesla factory today at the direction of elon musk after a war of words with Alameda County. Even though the state allows manufacturing to reopen, the bay areas sixth county health order does not. I hope that anything that happens today or the last couple days doesnt hurt the progress that we were making. Reporter Alameda County supervisor Scott Haggerty says the countys Public Health department. Tesla agreed to do temperature checks on its 10,000plus fremont workers before busing them in all over the bay area, but he says the plan was for tesla to open next week, not today. I wish elon would have waited one more week so we could have just done this in a methodical fashion that really put people back to work safely. Reporter as other Car Companies resume production this week around the u. S. , tesla filed a lawsuit against Alameda County demanding to do the same. Governor newsom is not taking sides. And i have Great Expectations that we can work through at the county level the issue with this particular county and this company in the next number of days. As states begin to reopen, some planes are filling up with potentially dangerous crowding on some flights. We showed you this picture over the weekend of a united flight from new york to San Francisco carrying 25 doctors and nurses who had been treating covid patients. You can see the middle seated not blocked off as united had promised. Last week Infectious Disease experts say a sneeze or cough can travel at least two rows. This is the kind of circumstance that the coronavirus likes. It likes people close together because it likes to be transmitted that way. That makes it easier for the virus to go from one person to another very quickly. United airlines responded today saying blocking was the wrong word to use. They meant to say they would limit the use of middle seats. The San Mateo CountyHealth Officer just updated the health order to allow for strictly regulated vehicle gatherings for graduations. Think drivein movie style graduation. A maximum of 200 cars are allowed. Graduates and family members from the same household must be in the same car. If the windows are down, masks must be on. The San Mateo County event center says it will be offering graduation packages in its parking lot. Theres a transmitter on fm that would come through vehicles that everyone could tune into. You would certainly have microphones and speakers, and you could hear the name of your student or loved one called. About one in five workers across california has lost their job in just the past two months making it impossible for many of them to pay their rent. The state says it put measures in place to protect those people from losing their homes. So why are some still getting eviction notices . Senior Investigative Reporter bigad shaban went all the way to the top to find out. Reporter Monique Howard was recently promoted at work. Then came coronavirus and californias stayathome order, and she was let go. Im drowning every day, so i dont know how we get through this. Reporter monique is a single mom who lives with her sons and says the federal stimulus and her unemployment checks arent enough to pay the bills. She says she called the managers of her petaluma apartment complex in hopes of working out a payment plan. But instead of calling her back, she says they sent her an eviction notice. You know, i have dependents. I have peoples lives who depend on me, and i dont know how to take care of them at this point. Reporter youre scared . Yeah, petrified. Reporter across the country, nearly a Million People didnt pay any of their rent last month. Thats double compared to this time last year. In california, the governor signed an executive order in late march touting a temporary ban on evictions. Youre saying it didnt actually do that . Absolutely not. Reporter this attorney is with the tenants rights group and says the governors actions delayed actions, not necessarily stopped them. The most generous reading of the governors order is that he issued some very limited protections for certain tenants to prevent sheriffs from evicting them for a very limited time. Reporter she says renters had to have already notified their landlord in writing no later than seven days after their rent was due that they wouldnt be able to pay because of reasons related to the pandemic. And they need documentation proving it. We asked the governor about his executive order directly. Tenants in california are still getting eviction notices and some housing advocates say thats because the order you signed to halt evictions is fairly weak. Are they right . Well, i dont know. I dont know that its weak. You cannot legally evict someone. You cant enforce an eviction pursuant to that order. The order seems very clear. Reporter others have taken action to fill the void that critics say the governor left wide open. Californias judicial council, which oversees courts in the state, recently issued its own emergency order to slow down evictions. Current cases are now delayed at least two months. New evictions, three months after californias state of emergency ends. Most bay area communities have enacted even tougher restrictions on evictions. In oakland, tenants who never pay back the rent they owe are still safe from being evicted forever. Landlords can take them to court to get the money, but lack of payment during the pandemic cant ever be used to kick them out. When rent goes unpaid, mortgages go unpaid. Reporter Joshua Howard is with the california apartment association, which represents 50,000 landlords across the state. He worries about what happens once all the protections expire. Struggling renters are going to need help not just to stay current on their rent once they get back to work but to pay the back rent that theyve had to defer during this time of unemployment. Reporter howard is supporting a new state bill that would provide landlords with government assistance. Theyd get paid up to 80 of the rent theyre owed if they agree to forgive the other 20 . Why do you think its the states responsibility to bail out landlords . The magnitude of the problem is potentially so large that the only source of funding available right here and right now is from the state of california. Reporter lawmakers are still researching the possible price tag but in the wake of the coronavirus, california is now projecting a 54 billion deficit. Monique howard says if she survives this health crisis, shes still likely to suffer from the financial one. Shes already missed two rent payments, doesnt know when shell return to work, and no one seems to have the cure. I just worry about how were going to survive as a single mother, and i just i dont know. Reporter moniques Apartment Building recently sent her a new letter canceling her eviction notice, saying it has no intention of pursuing any evictions for nonpayment at this time. So why the sudden change of heart . We reached out to the apartment complex for comment but never heard back. So if youre around someone who is asymptomatic long enough, you are in danger even staying six feet away. He says restaurants, offices, and public transportation, those will be the riskiest places to be. Why at do you think people arent worrying enough about . Dr. Bromage says there are very few known cases of the virus being contracted outside. Its a caravan for a cause. Dozens of rideshare drivers protesting outside of ubers headquarters today, demanding better pay, better protection. The group circled ubers San Francisco offices in their cars and the company held a virtual Stockholder Meeting while that was happening. The drivers say they want uber to stop supporting the Ballot Initiative that would repeal Assembly Bill 5. That bill forces Rideshare Companies to treat drivers like employees and provide benefits.
