A lot of counties under the governors new guidelines, Sporting Goods stores are in the list of retailers that can offer extended service. But it depends on which county youre in. Nonessential retail like book and Clothing Stores are allowed to open as long as there are no customers in the stores. In napa we found a Business Owner who found out he could open under the new state guidelines but decided to wait anyway. No such choice for other phase ii businesses like dinein restaurants, salons, gyms, movie theaters, and churches, which will likely remain restricted for more months to come in most of the accouncounties. The governor has said counties must meet testing and tracing requirements, must go two weeks with no covid19 deaths, and much have Health Care Capacity in case infections spike again. And counties must provide protections for essential workers. The Public Health officers have some counties have decided to keep stricter local restrictions in place. However, a glimmer of hope here, in the last hour or so, mayor sam liccardo, mayor of san jose, says he will order streets to be opened up so restaurants can offer morae alfresco dining. It will be interesting to see how that works out. Thank you so much, kris. The governor says the second phase will include reopening offices for people who cant work from home. Also drivein restaurants and shopping malls will be able to reopen. Phase iii includes salons, gyms, movie theaters and churches. San francisco will soon loosen some restrictions for retailers, allowing story front pickup at a limited number of shops starting on may 18. The store just for fun and scribbledoodles has been delivering art supplies, games, and gifts in San Francisco since the shutdown began in march. The owners say being allowed to offer storefront pickup is a huge step forward will still wont pay the bills. It will serve the community well. It wont do anything for our business because we simply cant do enough volume to even pay the rent. And the Mayors Office says that more information about what is expected from retailers will be released next week. Developing now, workers are getting ready to head back to Teslas Fremont plans. The governor lifted restrictions but Alameda County still has those restrictions in place. Nbc bay areas bob redell is live in fremont. Bob, have we heard frommal alam county on those restrictions . Reporter we did somewhat, marcus. The Alameda County Health Department responded to me in an email. They didnt answer specific questions about the reopening of the tesla motor factory, they just emphasized if theres any [ inaudible ] orders does not mean [ inaudible ] business as usual. I spoke with the Fremont Police department. They said right now they have no plans to take any action. Theyre waiting for if and when the county weighs in. Here is new video from nbc bay area sky ranger over the tesla factory will some work will restart today. The question is does the state order supersede the county order. The Sheriffs Office told me this morning typically no, the countys orders usually take precedence. But Fremont Police did point out its up to each business, like tes tesla, to interpret the county order and consult with their own legal counsel. Now, in an email obtained by cnbc, tesla told employees it would resume limited operations today with only 30 of the employees who would normally be working on a given shift. Cnbc points out its not clear how tesla can build its electrical vehicles with that reduced head count. In the email, tesla said the Alameda County shelter in place [ inaudible ]. The states have distributed restrictions that say automakers can still operate to manufacture and distribute. We couldnt find a mention about electric vehicles. You may remember tesla opened previously in contravention of orders and then shut back down. Elon musk had called the restriction orders fascist. Just to get in. Dmvs in San Francisco, san jose, oakland, and santa rosa reopened with face coverings and social distancing requirements. The dmv is prioritizing its system by allowing people inside who have an appointment for things like suspended licenses and getting a commercial license. Other drivers are being turned away. In san jose, some drivers say that theyre happy they dont have to get an extension. I had an appointment already for 8 00 this morning. I did that three months ago. Developing this morning in georgia, a father and son arrested in connection with the shooting death that has caused national outcry. State agents arrested the mcmichaels in the shooting death of 25yearold aubrey being stopped by the pair after he was out for a run. The video showed him wrestling with the younger mcmichael before being shot to death. Aubrey was not armed. His mother is outraged. It really breaks my heart. He didnt know he was in the last minutes of his life. Prior to that video coming to light, authorities found no fault in the shooting. That investigation is ongoing. Joe bidens accuser is speaking out on camera. Tara reade says he sexually assaulted her in 1993. Its a claim biden and his president ial Campaign Strongly deny. Reade says she believes biden should exit the president ial race. A warning, some of the language in this story is graphic. Nbc news Andrea Mitchell has more. Reporter tara reade emotionally describing what happened in the spring of 1993, describing being asked to bring thensenator biden a gym bag in a Senate Office building. I said, here you go, senator, i handed him the bag, and it happened very quickly. Reporter she alleges biden pushed her up against the wall of a senate corridor and put his hand under her clothes. He had his hands, umm, under underneath my clothes and it happened all at once. He had one hand underneath my shirt and the other hand, i had a skirt on, and he like went down my skirt and then went up. Rose reade claiming biden pulled back when he resisted. He pointed his finger at me and said, youre nothing to me, youre nothing. And i and i think i think thats the hardest thing. Reporter biden has consistently denied reades claims, repeating his denial thursday when asked about her new comment. In every case the truth is what matters. And in this case the truth is these claims are flat out false. Reporter a year ago, reade was among several women who said biden had touched them inappropriately in a nonsexual manner. But in march, for the first time publicly, reade came forward with her assault claim and said she had filed a complaint with the senate that did not mention assault. No complaint has been found. The Biden Campaign issuing a statement thursday saying every day more and more inconsistencies arise. Women must receive the benefit of the doubt. They must be able to come forward and share their stories without fear of retribution and harm and we all have a responsibility to ensure that. At the same time, we can never sacrifice the truth. Dr. Ann ramoan of ucla says theres so much we need to learn about this virus. She spoke with me this morning during today in the bay. Antibody testing tells you if you had it in the past. The problem is were still unclear whether or not Antibody Testing will tell you whether you have immunity to the virus and if you do have immunity, how long that immunity might last, and if a person can still be reinfected. Dr. Rimoim says that as the state starts to reopen, it is critical not to forget about social distancing rules and the search for a vaccine continues. A popular bay area nordstrom is among those reportedly closing permanently. The store at stone ridge mall is among 16 locations being closed and it will not open when the pandemic ends. Another store on the list, the nordstrom at sacramentos art and fair mall, is closing after 30 years in business. Shoppers say theyre sad to see it go. Ive watched it grow into a lovely place to come shop. And its terribly sad to see any of the stores close. Managers say the 300 employees there will get a severance package, benefits through june, and some may be offered a new position at another store. For people looking to enjoy the weekend outdoors, the good news for you, more parks will be open. The bad news is, in some of those cases you may not be wanted there. San mateo county still has that tenmile rule in effect, meaning that you have to live within the vicinity of that area. Not so in contra costa or alameda counties where some East Bay Park locations still have walkin access. County restrictions vary so make sure you check ahead before you head out. For anybody heading out today, you know it is warmer out there. Meteorologist kari hall has been tracking that. Youve been telling us today well see one of the hottest days weve had all year. Thats right, and the good news is that it doesnt hang around that long. In fact by tomorrow, we start to get some cooling around the bay area. Here is a live look outside in walnut creek. One of those spots where we will reach the mid90s this afternoon. Then taking a live look outside in san jose, its been clear and sunny. Our temperature trend will reach into the low 90s here. Were already approaching the hottest hours of the day. This is your time to avoid going for a run or working outside because its dangerous to be out there for long periods of time. As we take a look at our high temperatures and records for today, in santa rosa, were looking at a high of 91 but the record is 93 degrees so well be slightly below that. We havent had weather this hot this early in may since 19 years ago. Here is a look at where were headed today, a high of 93 expected in livermore. Well see a high of 95 in antioch, 92 in napa today, and also 92 in san jose. San francisco not bad at all. Were not going to see that heat really building near the coast, so were staying in the mid70s there. And were still in the 50s at Half Moon Bay. So well see if we even make it up to 66. If youre going to be outside, make sure youre drinking lots of water, youre taking frequent breaks. And it also helps to keep a cool towel on your neck. If you can at all, just avoid being outside during the hottest hours of the day. We always remind you that inside of a vehicle, it can be 30 to 50 degrees hotter than outside. So you dont ever want to leave your pets or children inside of a car in this heat. We are going to see the cooling changes coming in with a storm system arising. Tomorrow, a shift in winds and well see a few more clouds. By monday and tuesday is when we start to see those scattered showers moving in. Doesnt look like a big storm but its nice to see well have some rain in here, especially after this high heat. It will help replenish some of that vegetation in the soil that were losing now.
