Reporter but San Francisco Unified School District said it may not be able to afford it. In a statement Vincent Matthews said now with steep drops in local and state taxes, the threat to our resources is even more grave. Plus, he says the decision involves unions and teachers, like mission highs Kimberly Rosario who says coming back early is a big as k. Still have a lot to plan in terms of how to plan for the next school year. I think people think that teachers have just been on hiatus. Reporter ms rosario and other teachers are itching to get back to the classroom but want to do it safely. The governor did acknowledge this is an evolving conversation and nothing is set in stone. Lily tan, nbc bay area news. The governor says phases three and four are months away. Phase three would include reopening highrisk businesses like hair and nail salons. People would also be able to go to the movie theaters again, the gyms, and churches would be able to hold services in person. Phase four is large Public Events like concerts, conventions, and live sports events. Before we get to phase four, we would have to have significant herd immunity to the virus, a vaccine, or both. Phase four could be months away. Some businesses are defying these order. A local hair salon reopened today and the owner is not shy about it. Melissa colorado tells us what could happen next. Reporter hairendippity is the whimsical name of this hair salon, but the owner is anything but. She understands the seriousness of what shes doing and says shes willing to take the risk of getting a 1,000 fine. What shes not willing to do, staying at home for the next couple of weeks while her business loses money. Open for business does not mean business as usual. Instead of the sound of a hair dryer pumping hot air, this is the sound youll be hearing constantly at hairendipity. Its been six weeks since she was forced to close down her salon and let go of staff. On tuesday she gave up on waiting for governor gavin newsom to give her the aokay to open up. Today the governor said hair salons fall under the states third phase to reopen california businesses. If youre wondering, were still in phase one. Youre now talking about several months that our businesses have been closed down. What do you expect us all to do . Reporter so what will vakville do . He knows businesses are hurting, so he prefers to have a conversation versus handing out a citation. Today theres no enforcement action. There is a desire to connect with the Business Owner and start with an understanding of their economic condition. As for rivera, she says she is only seeing clients she has known for years and is limiting the number of people inside her salon. I sure the hell hope that this sparks some sort of change. That was melissa colorado reporting, and a lot of Business Owners are feeling like that one there. Heres a glimpse at how local businesses are doing. The Bay Area Business Council asked 178 ceos how long they could keep going. 78 of the companies asked said the shelterathome order must be lifted within a year for them to survive. Lets break it down now. 17 said they already had to lay off employees. 5 said they could lay off employees, survive for another two weeks. 12 said they could survive one more month. Now, heres a marker. More than a quarter of these ceos said their businesses could last two more months right there before going out of business. The governor saying today some of these businesses may not reopen for a few months. We refer back to palo alto restaurant owner, dan gordon, who told us last week he believes one out of every three restaurants will close by this time next year. Sonoma county is easing restrictions on park closures to let people get outside and exercise. In less than 24 hours people will be able to walk or bike from homes to parks. Parks will be open for walking, hiking, jogging, cycling, and fishing. People will have to maintain six feet of social distance and wear face coverings. Picnic areas will also remain closed. The worst is behind us. Thats what President Trump said today when speaking from the east room of the white house. The president celebrated the success of the personal paycheck protection program. That Program Offers loans to small businesses. As of today, more than 475,000 loans have been approved. The president also answered questions on his new testing plan. He says the country is prepared to reopen and prepared for a possible second wave of cases in the fall. Weve learned a lot. Weve learned a lot about it, the invisible enemy. Its a bad enemy. Its a very tough enemy, but weve learned a lot. Even though the curve is flattening in parts of the country today, a grim statistic. The number of cases in the u. S. Surpassed 1 million today. The country has as many cases as the next six highest cases confirmed. Roughly the same number of americans have died of coronavirus as in the vietnam war. Weve talked about tetsing, what types, who needs them, and why. Weve talked about the challenges and confusion when it comes to testing. Jessica, how can we meet this need, this demand . Janelle and raj weve been hearing over and over again that testing really is the key to opening up the country and opening up our state. But theres a lot of confusion about what tests we should be doing. Is it the Antibody Test . The covid19 test . What would that look like . A lot of people are struggling with what tests were talking about. So, today i spoke to dr. Joseph fair to kind of sort it out for us. Really the more tests that we can have out there the better. And realistically were six to eight months from having the amount of tests we need to do because keep in mind were not just going to do one test on someone. If you do a test on someone and they test negative, that means they could get covid19 later. So youll have to test some people repeatedly until, you know, they either get covid19 or they get a vaccine to covid19. So, were going to have to have a commercial diagnostic test at the marketplace which i think is a good part about the white house strategy. They do have the right publicprivate partnerships to make it happen. But its got to be widespread enough to tell you if you had it or if you have it very, very easily and very cheaply. So, there you have it. Testing may not be a oneshot deal. So, this is for the long term. Now, lets talk about the vaccine front. Dr. Fair told me that Oxford University said it is ready to do a Clinical Trial with humans, 6,000 people, at the end of may. And then the united states, theres several companies that are in the works of trying to put together some sort of Clinical Trial. But he says that doesnt change the fact that it still means a vaccine is somewhere a year to 18 months from now. So, that puts us back to where we are, that testing is the only thing that we have right now in our arsenal in terms of battling covid19. Good interview with that doctor. Thank you, jessica. Another issue thats been gaining ground, university fees. Some california students are taking legal action after the pandemic moved them off campus and online. Students filed a class action lawsuit, actually lawsuits, plural, in federal courts in oakland and l. A. Against the cal state and uc systems. The students want a refund for unused fees for campus services. They say the schools refused to give refunds after they closed campuses and cancelled all activities. The lawsuit says the fees range from a few hundred bucks to 4,000. Redwood city is closing down streets to allow for social distancing. Its called the slow streets program. It appears the weather may be the latest threat to the stayathome order. Today, the warmest day of the week had lots of people taking advantage by hitting the beaches. This is santa cruz, some people not keeping social distance, sun bathers and surfers. Locals say out of towners are a big part of the problem. All the parking is crowded. Up the 1, all the lots are completely full. Even when theres no quarantine it never gets that full. So, its pretty crazy. Those caught breaking the rules could face fines of up to 1,000, that includes out of towners. Shelterathome means stay in your area. Counties and the governors say they may close down beaches again. A lot of businesses are impacted by the shelterathome order, including small Independent Newspapers that are the heart of the community. Jessica aguirre is working at home in pleasanton, home of the pleasanton weekly. Yeah, if you live anywhere in the trivalley, youre super familiar with the pleasanton weekly and its sister paper that serves the area. They really are the heart of the community. Its where locals go to find out whats really happening in their own community and what impacts them on a personal basis. Before the shelterathome order came down the printed version of the pleasanton weekly had a circulation of over 12,000. Now its only online because the very people who advertise in the paper are the very people that are currently shut down, restaurants, realtors, mom and pop shops. I talked to the publisher, gina chanel, and she tells me these are tough timed for the printed word. We were struggling before the crisis happened, but this has just devastated us. Our advertisers, the businesses in town closed down. They cancelled their advertising. We have not been in print since march 20th. And 90 of our revenue comes from a print product. So, its beyond devastating right now. Just on a daily basis even before this, how difficult was it for you to continue to publish . The core value though, the journalism, the professional quality journalism is still a muchneeded commodity in this society. And now theyre doing this with a skeleton crew. But they say those core values for them are important and that they dont know when thats going to happen. They hope to be up and running at the end of may, but they dont know if thats going to be until summer. In the meantime with that half crew, theyre going to continue to serve the community. Okay. Hopefully they can survive. Thanks so much, jessica. I did my best to try to get outside today just because it has been so beautiful. But for a few of you, definitely uncomfortable, especially if you dont have air conditioning. So, lets bring into that microclimate forecast and well take a look at some of those recordsetting temperatures. It did get a little bit uncomfortable. In concord we got up to 90 degrees today. That beat the old record of 89 in 2013. Livermore close to a record at 88 and tie aid record in santa rosa at 86 also in 2013. San jose 84 degrees, not good enough for a record in that location. Nonetheless, it was hot. But the main focus i want to bring you to is whats going to be happening as we head through tomorrow. We are looking at major changing rolling in that will bring us some colder air back into the mix. We are talking about this cold blast of air moving in from the pacific and thats going to be dropping our temperatures. So, some big, big changes on the way as we move through tomorrows forecast. So, that heat essentially is going to be retreating. Now, as we move into the forecast, youll see for tomorrow we do have that cloud cover thats going to be sitting at the coastline and that will change it up quite a bit for us. At 7 30 in the morning we get those clouds from the north bay down to the south bay and that cloud cover will continue right into the afternoon as well. So, were not really looking at a whole lot in the way of sunshine tomorrow and thats really going to be one of those biggest changes rolling back into the forecast for us. Now, tomorrow mornings forecast going to start off in those low to mid50s across the bay area. Itll be cool to start with that overcast sky. And thats definitely going to be changing it up here throughout all of the bay area. And temperatures tomorrow, thats going to be the other big thing were dealing with. Were going to be dropping it about 10 degrees. We are going to go from those upper 80s to about 90 back down into the 70s, 72 in san jose, right over to the east bay after that. 90 in concord. We are going back down to 76 degrees, 72 in fremont, the peninsula also seeing a stark contrast. Those of you without air conditioning much welcomed to see that 67 in redwood city. San francisco 50s to 60s and as we take you off to the north bay eventually youll see this trend returning through portions of marin, napa. Thats the good news about that. Then well start to cool back down to something a little bit normal, you guys. One thing i forgot on the top of this, but youve got to have shades in this kind of weather. At least if were stuck at home youve got to look cool while doing it. You look great, jeff. Super cool.
