Businesses are still having problems getting those loans, california is short about 12,000 test as day that need to be done to be ready to reopen by may 1st. The federal governments new blueprint to help states include setting up more coronavirus test sites and double testing from 1 to 2 . Ensuring we work together, that every client receives the test that is they need. 2 of americans getting tested every month way too little. It would take us four years to test every american. Reporter ten states are starting to reopen against federal guidelines under pressure from Business Owners and unemployed workers. We are going to be broke. The real broke. Now Health Experts say that the testing really needs to be done now because states are starting to scale back their restrictions. People will be in close proximity again, and according to the cdc, one in four people with this virus have no symptoms so they can be carrying around the virus, not know it but spreading it to other people. Big changes coming to sfo today. Jetblue is moving into the new terminal. It was postponed because of the pandemic. The airline is requiring something new for passengers. Today in the bays bob redell joins us from sfo this morning to talk about some of the new requirements. Good morning, bob. Reporter good morning, laura. Starting monday, jetblue will become the first major u. S. Airline to require passengers wear facemasks during checkin, during the boarding process, in flight and during the deplaning process. During the entire duration of your flight on the ground and in the air. Jetblue flight attendants have been required to wear facemasks. They have or are about to have the same requirements for flight attendants but theres no passenger requirement in those airlines. Again, this is a first for jet travel being done by jetblue. Jetblue will exempt small children from the new policy. The airline says its following cdc guidelines that recommend people wear them where its difficult to social distance. Jetblues president wrote, this is the new flying etiquette. Onboard, cabin air is well circulated and cleaned through filters every few minutes, but this is a shared space where we have to be considerate of others. We are also asking our customers to follow these cdc guidelines in the airport as well. Back out here live at sfo where the airport has resumed the opening of the next phase, one which were standing in right now which has been delayed because of the covid19 outbreak. You can see there jetblue has just moved its new ticket counter and baggage claim to the terminal. Reporting live for sfo, bob redell, today in the bay. Well look for those changes. Now reportedly on the verge from its 100th coronavirus case. In all the facility has 198 beds. The mercury news reports 99 people have now tested positive including patients and staff. Five parents have died. A big change may be approved when it comes to Spring Semester grades. Theyre planning to vote on a pass no pass grading system. It would only apply for the current semester due to obvious circumstances. Several other districts are doing the same thing this spring including san jose and berkeley unified schools. Another new milestone hit, people not ill with coronavirus. Oakland schools have now just passed the 1 million mark. This is in handing out Food Assistance to those needy. I want to check in with today in the bays kris sanchez this morning. She has a closer look at the Food Insecurity thats really happening around the bay area. People need these meals. Im glad theyre getting them, too. Reporter absolutely. The surprising thing when oakland unified passed that 1 million mark, they passed it by almost 100,000 meals so clearly a lot of folks looking for a little bit of help during these difficult times. The life line for a lot of families whose children qualified for those free and reduced meals at school and now with schools closed theyre not getting them there. District staff is providing assistance for the families of 14,000 students at oakland unified through the school meals program. The food bank and many different charities. They try to meet that need all around the bay area. There is a 98 increase in demand for feeding america which is made up of about 200 food banks and 60,000 food pantries nationwide. The grab and go continues and some districts are providing hygiene items like diapers and baby formula and there are 400 Distribution Sites for food in the ten bay area counties according to stanfords Big Local News project. There is federal funding to provide more Food Assistance which will, of course, be in demand for some time to come. If you are looking for that Food Assistance because you are out of work, that newportal opens up. You can apply. Ill talk more about that at 5 30. Kris sanchez, today in the bay. Theres another Ripple Effect from the shutdown libraries, have seen an uptick in demand for ebooks. The chronicle reports theyve seen a 50 increase in digital checkouts since closing doors last month. Many libraries are purchasing more ebooks and eaudio books to meet that surge in demand which is a great thing. Read away. Sit in a window, read, looking out at the beautiful skies. This is the second version of the Paycheck Protection Program with extra precautions put into place to make sure its really the main street businesses getting the money and not large chains. Were hoping to hear more from the Treasury Department about how the applications were processed. The head of one of americas largest Bank Associations went on twitter to say his member banks are deeply frustrated. Hes raised these issues at the highest level until theyre resolved. The banks wont be able to help Small Business. I know thats not the most scathing twitter message ever but its the head of an American Bank association calling out the government on twitter thats fairly significant. As far as unemployment checks go, theres an interesting argument about the pay involved whether its actually too much. Remember the new stimulus laws add as much as 600 in extra federal money to the states unemployment payments. It only lasts until july but look at the figures. The average unemployment check is 978 a week. Average american was making 957. So the bad news some say is it could incentivize Business Owners to lay their employees off. The average american is actually getting as much or more money assuming, of course, they can get through to the unemployment office. Other news, several reports say salesforce founder marc benioff has been able to secure 50 Million Masks for hospitals by spending 25 million of his own money. The stock market is moving up but we saw a fourth day of progress on the dow. The rally may not last. Scientists warn states are making a mistake by opening too fast and may end up back. Its going to be warm but i dont think well set a record in those areas. Rching 85 degre. It could hit 90 degrees and then were looking at some low 80s in clear lake today, San Francisco in the upper 60s. A pretty big storm out there. North of the bay area, it will push down cooler air as we head to the next several days. This is the warmest day and then we cool down after this. Still that storm track is right over the Pacific Northwest and were missing out on the rain. The change in the temperatures. Look at the numbers. Were at 88 degrees today but then 78 degrees tomorrow. We have more 70s in the forecast which will feel more like it should for late april, early may as that sunshine once again continues. We do have a disabled vehicle that shows up on the big map at the dumbarton bridge toll plaza. Its out of the roadway. Everything else is green. The change overnight and in the last few minutes, looking here to a live look southbound 101 is closeded. The closure is making good progress. What looks like Swimming Pool blue or green on the left side is, i think, the understructure for the bridge. Reporter a lot of folks have been waiting to hear about this. We told you a couple weeks ago that this site would go live today and that it would make benefits payments a little bit faster. So the application process goes live at 10 00 this morning, but if experience is any indication this could take a while for you to get through so make sure you have your patience. People have been frustrated by the overwhelmed california department, the edd. Now people who are selfemployed or might not have been eligible under regular state Unemployment Insurance requirements could now get some help. That includes people who had already used benefits up. Were talking about freelancers, gig and contract workers who are either unemployed. The minimum benefit is 167 a week. 450 a week maximum. Their benefits could be retroactive to february when the pandemic began. There is also the additional 600 a week benefit through the c. A. R. E. S. Act. This is a 39week eligibility item ending. Applicants who already have one of the edds debit cards, the way those Unemployment Benefits are paid out, you could see those payments come through within just two days instead of the traditional period. Once you finally get through to the system, you might feel relief within this week. The city of berkeley is stepping up to help Small Business owners to try to make it in the bay during the pandemic. Leaders approved 1. 8 million in grants that will go to more than 400 businesses and art groups. Those grants will be handed out to the Berkeley Relief Fund which the city launched last night. Firefighters and Police Believe a fire at an abandoned building in fremont was like lip set on purpose. It started a little after midnight on fremont boulevard. Theyve been avoiding the briefings after that disasterous situation on thursday. There had been one scheduled for yesterday but the white house canceled it. Instead the president met publicly with Business Executives in the rose garden, spent time talking about the victims of the coronavirus. This after the Washington Post criticized him for not talking about human loss. We continue to mourn with thousands of families whose loved ones have been stolen from us by the invisible enemy am we grieve as one family, a Great American family, and we do grieve. We stand in solidarity with the thousands of americans who are ill and waging a brave fight against the virus. Were doing everything in our power to heal the sick. This comes after the Washington Post counted up the amount of time President Trump has been speaking about coronavirus in the 13 hours hes spoken at the briefings. In georgia there the governor was criticized by the president for opening the state too early so these messages are very mixed. President trump says monday he thought some schools should reopen this month. That goes against what medical experts are saying. The white house says it is now working to double the number of americans that are tested from coronavirus for 1 to 2 very different from the numbers we were getting from the white house. The Vice President promised by the end of last month that there would be millions of tests. He said his numbers are it technically correct. There are the tests. We could see a high of 89 in antioch and there will be a few spots like brent wood and fairfield where we could hit 90 degrees today but most of us are looking at some 80s, still well above normal. But then you compare that to oakland where it will be 77 and some upper 60s in San Francisco, lower 60s in half moon bay. If youre in a spot like gilroy you may want to enjoy a little bit of that time outside but not too much. If youre going to be grilling out today its a great way to spend time with the family but you may want to grab that plate and take it inside. Its still going to be in the mid80s around dinner time at 6 00. Here is a look at our weather pattern as weve seen it looks like theres a big storm out there but were going to miss out on this as it stays to the north. It continues to move across the Pacific Northwest, but it will have some impact on the bay area as it pushes down some cooler air moving in especially starting tomorrow and then a little bit more going into the end of the week. The Climate Prediction Center putting out their outlook for the next couple of weeks and saying temperature wise here in the bay area we are going to be well above normal, even more so for parts of southern california. And then as we look at our chances of precipitation, unfortunately in the same spots weve seen the drought developing, we are also going to see well below average rainfall over the next couple of weeks. And this is pretty much in line with what weve seen recently, so it looks like this pattern continues of warm temperatures and not much rain. Our sevenday forecast at least cools it down for us so we go from the upper 80s today to the 70s going into the end of the week and the weekend. Still a lot of sunshine here over the next week.
