Lets bring in nbc bay areas Terry Mcsweeney from vacaville. We spread out our clients as well. Reporter leah rivera opened her salon in vacaville when she was pregnant with her third child and theres no way shes letting it slip away now. The hurdles that came with that for the first two years essentially, it was just nonstop. Reporter for her, Public Health and safety will always be job one. Everyone that enters the building will have a mask. Reporter and the two stylists in this salon will practice safe distancing when they tend to their appointmentonly clients. Spraying down surfaces, even the floor. Reporter lia says she has no choice. Last week Solano County stretched its shelter at home program to may 17th. She says shes tried every Financial Assistance Program Available and received nothing. Shes ready if the cops come tomorrow. Its perfectly within the shelter in place guidelines to mingle with groups under ten of family and friends. Reporter just up the straight from her salon is primos barbershop where the owner plans his own reopening on friday. Theres no end in sight for this. Me personally, i believe its a constitutional right for us to pursue life, liberty, and, you know, the pursuit of happiness. Reporter they both say they do not expect theyre going to be going to jail, but if they do get fined, it will all be worth it. In vacaville, Terry Mcsweeney, nbc bay area news. So how are police cracking down on people and businesses violating the shelter at home orders . Coming up in ten minutes, are some cities more lenient than others . Our investigative answers those questions. This is week seven of our shelter at home, and as each week passes it gets more challenging for many people. Business owners, unemployed workers, parents and just about everyone else. What comes next . Heres nbc bay ll. Reporter Bay Area Health officers say more details on the extension will be announced later this week. It is upsetting for many people who were hoping relief would come sooner. The extension felt like the weight was put back on peoples shoulders and for restaurants like phillys cheesesteaks and wings who have chopped down budgets already. Another month, yeah, thats going to be like its tough. Reporter the owner said he and the other shops at first and trimble in san jose rely on the neighboring companies and workers for sales. He did not get a loan and needs to fill up to 1,000 orders a day. Now its fewer than ten. Catering, im used to doing big companies. For now everything is shut down, so its really hard to survive. Reporter he and many of us are quarantined fatigued and had mixed emotions with the stay at home extension through june 1st that will also mean lines outside Grocery Stores will continue. Its been a few weeks so youre kind of going a little crazy. Hospitalizations are leveling off, Bay Area Health officers fear a surge in cases if we reopen too soon. Most restrictions will remain, but some lowrisk activities will be allowed. They will announce those later this week. The only reason why the numbers are not as bad as they could be has everything to do with so many of you and your patience. Reporter tomorrow Governor Newsom says hell clarify what is needed for businesses and regions to reopen within the state. The hope and expectation is that well be in a position in a number of weeks to make meaningful modifications. But the data will guide that. Nevada and colorado are joining california to help determine when to reopen. Washington state and oregon also in this west coast pact. Governor newsom says the stats s plan to Work Together sharing data and best practices for f t flattening the curve. The white house has a plan to get people back to work and today the Trump Administration laid it out. Its a threepronged plan based on testing. Part one, make sure all states are testing at full capacity. This means producing more supplies so the number of test sites can increase. Second, states need to be able to track and respond to outbreaks. The Trump Administration also wants states to find ways to identify people with the virus who are asymptomatic. Finally, states have to develop programs to quickly conduct contact tracing. At todays White House Coronavirus briefing, President Trump said the country is flattening the curve and is in, quote, good shape. Testing is not going to be a problem at all. In fact, its going to be one of the great assets that we have. The president also says some states could see schools reopening before the end of this school year. Cases do continue to climb across the region. In the last 24 hours, 163 new cases were reported, putting the bay area total over 7,600. Santa clara county continues to be the hot spot. You see down here. More than 2,000 cases. These are reported cases. Alameda county is next with 1,500 confirmed cases. Now, a promising trend is developing across california. Take a look at this graph here. It follows the daily death rate from covid19 from february 26th all the way until yesterday. Now, if you notice here, the deaths climbing slowly and peaking there on friday. But over the weekend, the number of deaths began to drop for the first time. Our hospital workers are on the front lines of this covid fight, and tonight one hospital is asking them to take a pay cut. Stanford health care says it spent a bunch of money to make sure the hospital was prepared for all the covid19 patients and it hopes by cutting back now, it can save jobs later. Nbc bay areas cheryl hurd has more. The world relies on Us Health Care workers helping deal with this pandemic, and to suddenly you back 20 is a real shock. Reporter Linda Cornell is a unit secretary at Stanford Health care in palo alto. Some refer to her as a Health Care Hero on the front lines of this pandemic. She doesnt make a lot of money, 60,000 a year. Thats why she says a pay cut for her and many others right now is painful. Many families are living paycheck to paycheck, and to cut back like this is really going to make it difficult for them. Reporter cornell is one of 14,000 Health Care Workers at stanford who will be affected by the temporary cut. The ceo says the decision was difficult but necessary move to avoid layoffs. Weve actually implemented whats called a temporary workforce adjustment program, which actually allows us to offer our employees to use their existing paid time off. Reporter or employees can take a 20 cut in pay for a short amount of time. The ceo says the hospital spent a lot of money preparing for a covid19 surge by renovating units and buying personal protective equipment. When the surge didnt happen, Stanford Health saw a 50 drop in patients coming in and a 40 drop in emergency room visits. This is a tough environment. Many in this economy are losing their job. Theyre losing their employment and their income, and we wanted to make sure that our individuals had the choice. Reporter that choice will have shortterm pain for workers here. Hospital officials are hoping they wont have to make any more pay cuts. In palo alto, cheryl hurd, nbc bay area news. Cheryl, thank you. New at 11 00, beginning next week, jetblue employees and passengers will be required to wear face masks or face coverings on all flights. Jetblue becomes the First Major Airline to do this. Also today American Airlines and delta said their employees will now wear masks, but passengers wont be required. Air travel in the u. S. , by the way, is down 95 from a year ago during the pandemic. With the demand for gasoline continuing to sink, an east bay refinery today shut down or idled its operation. The marathon plant in martinez can turn more than 100,000 barrels of oil into gasoline and diesel fuel daily. That kind of output isnt needed during this pandemic. Marathon Petroleum Says it will resume normal operations once demand for gas ramps up again. Since the demand for fuel worldwide is way down, oil tankers are now anchored along our coastlines. This includes the San Francisco bay, l. A. And long beach, even singapore. Theyre seeing more tankers than usual anchored in the waters because theres no place to store the glut of extra oil and gas. It has turned transport tankers into floating storage tanks. Chevron released a statement saying it has experienced teams in place to safely manage these tankers. And as demand falls, so do gas prices. The average price for a gallon of regular is now 1. 77 nationwide. Only 12 states have averages above 2, and no surprise, california is one of them. The average here, 2. 77. In the bay area, it is a bit higher. Drivers in san jose, for example, are paying about 2. 85 for a gallon of regular unleaded. The governor said he would consider stricter enforcement of social distancing if public spaces continue to draw big crowds. So what is stricter enforcement, and does it vary by county, raj . Quarantine fatigue has the attention of local Police Departments, but some are acting more aggressively than others. Heres senior investigator stephen stock. Reporter its a question with a variety of answers. Is the primary job of a Police Officer during these times to Issue Citations and arrest violators, or is it to educate and encourage compliance . We found that in the data, the answer to that question varies depending on which agency you ask. In san jose, officers went door to door to businesses deemed nonessential, telling the owners they needed to shut down. Police here have received more than 1,700 complaints from residents that others arent complying with the stayathome orders. You know, obviously we want people to comply with the order, and were doing that. Reporter eddie garcia is chief of san jose p. D. And were really practicing an educational approach. Police departments are going to be the ones holding the bag if were not judicious in the way were habling these things. Reporter a review reveals lots of empathy. Despite there being almost 6,600 complaints about people violating stayathome orders, theres only been one arrest in santa rosa. And a total of 17 citations combined overall. None in many jurisdictions including oakland, berkeley, fremont, sunnyvale, and vallejo. Three citations issued by Alameda County sheriff. Six by Santa Clara County sheriff. San Francisco Police and San Jose Police have each issued two citations with another case in san jose going to an attorney for review. Some might say, oh, san jose is being soft. Their barks worst than their bite. What would you say to them . I would say that i would hope that anybody would like their Police Department to be practicing the empathy that were practicing with our community right now. Reporter the one jurisdiction that stands out, Santa Cruz County, where the city Police Received 259 complaints, issued 24 citations, and actually arrested 58 people. Santa cruzs sheriff has received 521 complaints, arrested no one, but has issued 232 citations. Our plan was to do about seven or eight days of education and warnings and trying to get people to comply with the order. Reporter Santa Cruz County sheriff jim hart says the vast majority of people have complied, but he wants to send a message to the small percentage who refuses to follow the rules. I directed my personnel to take a real strong stance on that and to hold people accountable who werent honoring the order. And so they went out and issued a lot of citations. Quite a few were to local people, but quite a few were to people from out of the area. Reporter legal Experts Say Police have to strike a balance between strict enforcement and public education, about a Health Crisis that no one has experienced before. I think its very important that they walk a fine line. Reporter ronald tyler, a law professor and director of stanfords criminal defense clinic, says that during this time, police should be educating rather than ticketing or arresting. What we ought to be doing is looking for more ways to solve this as a Public Health issue, not as a Law Enforcement issue. The main concern is the egregious violations. Reporter Robert Weisberg is codirector at stanrd criminal Justice Center and professor of criminal law there. My guess is they will only make arrests, actual arrests, if people refuse the initial order to disperse. Reporter now, every agency we spoke to stressed the primary importance of educating first and enforcement only as a last resort. Stanford health care is providing the test for People Living in pleasanton, livermore or dublin. San jose police asking for help finding this man. 42yearold tie van trinh is wanted for vandalizing businesses in san jose and milpitas. Detectives say he smashed glass doors and windows at caves and other restaurants. They believe hes responsible for vandalizing at least five different businesses. A strange series of events during a zoom meeting as led a north bay city leader to hand in his resignation. Last week the Vallejo City Planning Commission met virtually but in the middle of the meeting, commissioner Chris Platzer tossed his cat on camera. Then later cursed while the feed was still live. The city council was planning to vote to remove platzer tomorrow but late this afternoon he apologized for his behavior and resigned. The city says it will start searching for his replacement soon.
