Bay area news. Thank you. Kaiser is looking to rush to build a lab to deal with the rash of new tests on north berkeley, to handle 10,000 tests a day. The hospital says test results will be open in 24 hours. The lab should be up and running by june 1st. President trump revealed just in the past hour that he signed his executive order barring immigration into the u. S. The order blocks immigrants from entering the country for 60 days and bans temporary work visas. The president says he is protecting american jobs and also reserves the right extend it if the outbreak continues. And President Trump talked about how he is helping Governor Newsom with californias new testing plan. The government will be sending california swabs for the testing ability. We will get them quickly, can he get it himself . Yes, but we can get it faster and we talked about it. And he has done a good job. Governor newsom talked about the phone call with the president and appreciates the help that he is giving california. Stunning proof that the coronavirus was in the bay area earlier than thought, Santa Clara County confirmed two deaths in early february were because of covid19. Raj mathai joins us from home. And we mentioned that last night. That would make them the first cases in the entire u. S. Yes, this is a big deal. Today, we got new information, doctors releasing to us, and this isnt just a statistic here, this could be very impactful, of how we research this disease, moving forward, not just in Santa Clara County, or the bay area, but really the entire state. Now, the first person to die in the u. S. , as you mentioned, from the coronavirus, could be from the south bay, and Santa Clara County, the first death was, the doctors saying, the first coronavirus death was thought to be march 9th but dr. Cody saying today it was a 57yearold woman who died on february 6th and a 69yearold man who died on february 17th. They are the earliest known victims. Now, are these two cases, theyre probably the tip of the iceberg. What these deaths tell us is that we had Community Transmission probably to a significant degree far earlier than we had known. These cases might explain why Santa Clara County has had more cases of covid19 than other counties and areas, because it likely landed here first. Now, lets bring in, from San Francisco, researcher jessica rivera, who has been with us for the last several weeks as we go through all of this. She is a microbiologist. Jessica, lets talk about this. What does this mean, this revelation, last night, and today, how does this really change the narrative of the disease here in the bay area . This is a really important piece of the time line pufzzle, in many way it confirmed the suspicions we had that Community Spread was going undetected and you have to look at the criteria back then before this was named covid19, the criteria for testing required travel history, some known contacts and when you have Community Spread, it makes the Contact Tracing that much harder. With this confirmed death now, two confirmed deaths in february, will this shed light on deaths in december . There are a lot of people who died in december maybe that wasnt exactly a reason for it, at least doctors didnt know. Does this shed light on those deaths . You know, it very well might. I think a lot of doctors were scratching their head in december and january, of some pneumoniarelated deaths and some flulike deaths that went undiagnosed and right now the protocol is they are doing posthumous testing to make sure that it wasnt covid19 or that it was flu or in flunzle or rsv, and doing all of that to shed some light because they dont know exactly how many people were exposed. And last question, if i was really sick, if someone is really sick in december, maybe we thought it was a little more than the usual flu, would antibody testing, could it and should it work now with that . Thats the hope. The problem is right now is that we really need these tests to be validated and accurate. And were still struggling a bit with some of the accuracy of the serology tests and we dont know how much the immunity lasts and we know it is a new virus but we dont know how long it will be in your body and it is difficult to say if you get tested you will be for sure be detected for the antibodies, i think that will be coming in the week, into the future, as we figure out how to get these tests accurate and when they spread. And we know you will continue to research this in the weeks and months to come. Jessica, thank you for your time. Any time. Okay, raj, thank you so much. That was really interesting information. Well, as for flattening the curve, california hasnt fully flattened the curve just yet. Cases spiked for the second straight day in california but here in the bay area, things have slowed down. Roughly 100 new cases today, for a total of 6800 cases and 238 deaths. Santa clara county is just shy of 2,000 cases. Statewide though, there are more than 37,000 confirmed cases adding about 2,000 cases today alone. Relaxing the rule, now the county is easing some stayathome orders starting today. The county will allow construction to rezoom, real estate viewing, landscaping and garden maintenance, the use of golf courses and driving ranges and drivein religious services, and proper physical distancing protocols though are still required. The criteria on it, we looked at, was our epidemiology, looking at the number of cases we were having every day, our hospitalization rate, all of which have been low, compared to other parts of the bay area. Health leaders also issued a strong recommendation that everyone wear Face Coverings when in public, or in shared spaces. Suggested in napa county but mandatory in most of the bay area, you must wear a mask or a Face Covering when you head outside. Today, that order went into effect, in six bay area counties. And we want to show you which ones. Sonoma, San Francisco, marin, san mateo, almeda, and Contra Costa Countys. Those are the counties in red. Napa, solano, santa clara and mendocino county, the ones in yellow, its just a recommendation. Jodi hernandez is in Contra Costa County with more on the story. Its like surreal. It doesnt feel real. Reporter but wearing a Face Covering while in public is now the new norm in most of the bay area. Health orders requiring people to wear masks became enforceable at 8 00 a. M. This morning. Going to do my part, you know. So if thats what we got to do, thats what we got to do. It is a fundamental change to our lifestyle, its not a sprint or a marathon, it is an ultra marathon that will last months and maybe even into next year. Contra costa county Health Officials say the order requires businesses to put up signage and refuse entry and service to anyone who doesnt have their face covered. Masks are also required on bart. And bart police are out reminding riders. You heard the motto, no shirt, no shoes, no service. Well, you can add to that no shirt, no shoes, no masks or face cover, no service. This morning, this target store was asking folks to wear a mask. But was still allowing them inside to shop. Once they noticed we were watching, they began to turned unmasked shoppers away. Includi including adollpho. He went back to his car, and found a shirt, he fashioned it into a Face Covering. Making him good to go. Most say it will take getting used to, but they will comply. Better safe than sorry. Safety first. We want to make sure were safe, and protecting ourselves. And everybody else while were doing it. In Contra Costa County county, jodi hernandez, nbc bay area news. Yes, you can make your own. Thanks so much, jodi. Coming up on this earth day, a positive impact on the environment and how much cleaner the bay area has become since the stayathome orders and what could happen once theyre lifted. Im chief meteorologist jeff ranieri and on this 50th anniversary of earth day, we will take a look at the pollution levels as it relates to covid19 in our shelter at lome, and that warmer weather, ill have details on that in about seven minutes. My new bitesized, crispy popcorn chicken is so irresistible, youll wanna eat them anywhere, so dont resist pop em outside, or on the go, or on the way home pop my 100 allwhitemeat classic or spicy popcorn chicken combo for just 5. 99. Not what you expected. Some doctors say hospitals are way under capacity with fewer patients than normal. They think it is because people are afraid to visit the hospital due to fear of catching covid19. So we tracked down the numbers. And this is what we found. In Santa Clara County, for example, the top line represents all the hospital beds available over the past ten days. Now the bottom line shows how many of those beds are full. On average, almost half of the beds are available. The same pattern goes for beds in the icu. You can see the occupied beds are well below capacity about, a third of icu beds are empty. But remember, while the numbers are low for now, its important to continue social distancing. That will help to prevent a possible surge in cases. Some ucsf Health Care Workers are leaving the bay area to help the Navajo Nation in new mexico. They took off about 90 minutes ago. It is all part of the program to help communities across the u. S. Get the support they need during this pandemic. I think there is already communities that are vulnerable, and there are already cases in the United States that many of us dont Pay Attention to, that suffer needless death, and needless preventible suffering, and in this case, covid19 is preying on those vulnerabilities. This is the second group thats left the bay area for other parts of the country. Last weekend, another 20 ucsf workers landed in new jersey to start a one month assignment at a hospital there. San Francisco Mayor london breed is helping vulnerable families trying to make it in the bay during this pandemic. You may remember last month, mayor breed started the give to sf response relief fund, and the city has raised 10. 5 million from foundations and individual donors. Today the mayor says the first round of money will go to small businesses, and vulnerable populations like seniors and undocumented people. The funding will help people with food and housing. As you know, today is earth day, with millions of people around the globe staying home, the pandemic is actually helping the environment. Well, what happens once the stayathome orders are lifted. Nbc bay areas melissa colorado takes a look at the impact reviving the economy they have on our, we have on our planet. Photographers from around the world have shot the Golden Gate Bridge from just about every angle. But it was scott oher of San Francisco who whipped out his iphone and captured this iconic shot. The coyote kind of scampered down to the beach, and i kind of backed up, and gave it some room. A rare natural moment, made possible by the bay areas stayathome order. It has been really cool seeing stories of wildlife taking back the wilderness, and taking back the world. The coronavirus pandemic has put the breaks on modern society. Giving our planet the chance to breathe. With less cars clogging our roads, how much cleaner is our air . The bay area air Quality Management district used a model that estimates traffic is down by 70 . Carbon dioxide emissions are down by 26 . Nitrogen dioxide dropped by 38 . Fine particulates in the air which we often find in wildfire smoke plummeted by 20 . Environmental journalist allens weman wrote the book the World Without us which imagined how the earth would react should a virus wipe out the human race. Nature will rush in, once humans are not there, moving about. Wiseman says the stayathome order is giving people a preview of how Mother Nature adjusts when drastic action is taken. Its causing a lot of people to think, wow, theres got to be a way that we can keep this, where we finally get to go back to work. The cleaner air youre breathing might be a temporary thing. Once the economy starts to ramp up, all of the environmental progress will get wiped away. Right now, it feels like an existential threat, but behind it is lurking a much more serious of existential threat and thats the threat of climate change. He hopes the coronavirus pandemic is a wakeup call for the worlds biggest polluters that creates a more sustainable economy that works for the people and the planet. An economy based onnoncarbon based fuel could be a robust economy and a healthy economy at the same time. In oakland, melissa colorado, nbc bay area news. Okay, thank you, melissa. Yes, a gift to planet earth today. Jeff, less people driving, less pollution, but the allergens are out there, and jeff, i noticed it was kind of gusty today, which made my eyes a little irritated. Lets check in with you at home. It was a beautiful day. Wow, it really warmed up. Yes, so much blue sky out there today. We have the pollen. Thats really kind the biggest problem in the forecast when the winds are anywhere from 10 to 20 miles an hour like we had today. And on this earth day, the 50th anniversary, we did want to start off with something a little bit different tonight. We did work on an air pollution analysis, just going a little bit more in depth than melissa colorados piece as we specifically compare san jose and san jose, two of the largest locations, where people commute to, daily, here in the bay area, at least when things are normal. And so what youre looking at here is nitrogen dioxide levels. We often here about carn nichld but nitrogen dioxide is a huge polluter, 98 of nitrogen dioxide levels come from human emitted from the vehicle, burning of coal, oil, diesel and also electric plants. Now what youre looking at on the left, that is this this year, the areas in red, those are high levels of nitrogen dioxide and or pollution, and then over here, on the right, that is the baseline, from 2015, to 2019. What i want you to focus in on is this year. As we advance this, right when the travel restrictions went into place, you can see, its pretty much nonexistence for a good section of the bay area. Then when you compare it to the baseline, this time of the year, we usually still do have that pollution. Now, when you take everything into account, theres been an average of 23 to 32 lower nitrogen dioxide levels in san jose and San Francisco specifically. So yes, covid19, deadly, life changing and just so many horrible impacts, but a little bit of this unintended side effect here is the air quality. 26 less co2 emissions as well. 20 less particulate matter, and that all once again is helping at least Mother Nature right now. My impact here at home, you can see, is real, from 40 tons of co2 a year, dropping it now down to 16 tons of co2, and thats just from staying at home, and not commuting, so its a 60 reduction, which is enough to energize 2. 8 homes for an entire year. The savings from not commuting and other things right here at my house. So the change is real here across the bay area. Lets go ahead and bring to you the forecast. And thought y enjoy seeing some of those numbers. As you move through tomorrow, a mix of sun and clouds temperatures in the 50s. Not overly cold a great start. All day tomorrow, it is going to be a nice time to get outside. The sunset coming later at 7 50 and going up to the 80s. 82 in morgan hill. And 80 in milipitas. It will be breezy. If you have allergies, that pollen will be kicking around. Antioch, pittsburg, danville, in the low to mid80s. Oakland, 76. Bringing to you the peninsula, 80 in palo alto. And as we move more to the north, closer to the ocean, were dropping it cooler here, 67 in the marina and the mildest in the mission at 70. And in the morth bay, low 80s north bay, low 80s for napa and snow management the extended forecast shows it is dry, the next big change will be some clouds, on saturday, and so not as sunny on saturday, with that storm track moving closer. And for the inland valleys, we see 80s over the next seven day, and the biggest thing will be the high clouds increasing, once we hit saturdays forecast, as well. And next wednesday marks day 44 inside with covid19. So at least right now, janelle, weve got blue skies ahead, on the front and the backyard and soak up the sun and coming up at 6 00, we will talk more about some simple things you can do to help out the earth, and we will take a closer look at how much the entire weather team could save if we continue to work from home for the next year, playing with the numbers here and well have more on that coming up at 6 00. We like your number, side by side graphics really eye opening and very revealing. We will see you in a bit at 6 00, thanks, jeff. I left my heart in San Francisco. Only on nbc bay area.
