Today President Trump announced he will use the defense production act to increase the number of medical swabs being produced. Theyre key for carrying out those tests. Well, for the First Time Since the coronavirus pandemic hit the united states, an entire town will be tested, regardless if someone is showing symptoms. Its part of a Research Project put together by the marin county town of bolinas in cooperation with ucsf. Nbc bay areas Sergio Quintana spoke with the organizers who are hoping this small town idea has big results. Reporter you can see tonight im wearing a actually at whats going to be a test site. All of these tents are already set up for volunteers to start collecting samples from all 1600 bolinas town residents. Researchers want to see how widespread coronavirus is in this small town. They also want to see how they can use that data to help other communities. At 9 00 a. M. , volunteers will be manning these tents as cars full of bolinas residents drive through. Were testing both for active viral infections, nucleic acid pcr test, and for antibodies to detect if people have previously been exposed to the virus. Reporter cyrus harmon is a bolinas resident and one of three people who started this a month ago. She says bolinas is a fairly secluded community, and thats a benefit for researchers. This is a very unique model in a fairly stable rural isolated system. And were being paired with a project happening in the mission. So another community but in an urban center. So that will be interesting. Reporter researchers will be taking a nasal swab and a small amount of blood for each test. The goal is to get every participant interested. There seems to be a lot of interest. I heard heard of anybody who has not volunteered to be tested. The more tests we have the better. Reporter residents raise in order than 300,000 to buy testing materials and set up this site. Organizer Yuri Engstrom says they hope this can serve as a template for other communities to follow. During the white house briefing, the centers for medicare and Medicaid Service announced new transparency measures to track the virus. One of the policies forces Nursing Homes to report cases directly to the cdc so the government can start collecting data on the virus in those facilities. A second measure calls for Nursing Homes to inform residents and their families of covid19 cases in their facilities. The move comes after several outbreaks in bay area Nursing Homes. The Marathon Petroleum Company Reportedly closing its refinery near concord and martinez. More than 700 people work there. They can produce more than 7,000 barrels a day. Theyll not be losing their jobs. The refinery will resume production when things get back to somewhat normal. An Oakland Organization dedicated to helping feed the homeless and other vulnerable populations now planning even bigger things. Lu hueck cas Community Kitchens is adding another ten restaurants to help provide food. New at 11 00, an inmate in San Bernardino county has died from what appears to be complications of the coronavirus. California department of corrections says he is the first inmate to die because of the virus. More than 650 inmates have been tested, and 115 have tested positive. Police say it started last night, ended today in the canadian province of nova scotia. The 51yearold suspect posed as a Police Officer, even drove a car that looked like a police car. He was initially investigated over a weapons complaint which somehow triggered the man to go up to unsuspecting victims and shoot them. Police eventually shot and killed him at a gas station. And we may see a stray shower or two midmorning as weve seen temperatures right now at 66 degrees. And not too far different as we head to tomorrow morning in terms of our morning temperatures. Mid to upper 40s around the north bay and temperatures closer to 50 from san jose over to San Francisco, and our high temperatures for tomorrow may be just slightly cooler. Not close to the upper 60s, but most of the bay area in the mid60s near san jose and San Francisco over to oakland should see highs in the low 60s. So as we transition now to the satellite radar view, check out what we have here offshore. We do have a few echoes here. A lot of these are showers that are falling higher up in the atmosphere, but those rain drops actually evaporating before they hit the ocean, or the land as they hit inland. Offshore a little more moisture out here. A system that isnt particularly strong, but will add just enough lift to the clouds as they pass by through the bay area that it should bring at least a brief chance of seeing some measurable showers. In fact, the model as we look at the expected rainfall totals between now and tomorrow around 11 00 around the same time, we could see a few hours picking up some measurable showers. Best odds will be along the Santa Cruz Mountains and the coast. In addition to, that its up around the north bay that we might see a few more intense showers firing up around mid afternoon. So for the morning, you see the cloudy start. Could see a few isolated showers passing by. And things actually trend a bit more interesting if youre up around lake county, northern sonoma county, or northern napa county. Youll notice around 5 00, we begin to see those showers flare up. They may briefly drop to the south. And once we pass sunset, things start to clear up. Winds will be trending offshore that is the gateway to the big warmup as High Pressure builds, thats a big blob of oranges here off the coast of california. Thats going to send the storms way off to the north and set the temperatures to warm through friday and saturday. Right now looks like san jose. Warmest days around the santa clara valley. When we go through troubled time in life we often describe it as being on a roller coaster. A series of highs and lows. This far into this pandemic, though, that analogy has not fit. For the past few months, it has felt like one every quickening stomachchurning drop, ever deeper into crisis with nothing to lift us up. Until this past week when for the first time we saw some restrictions actually loosen amid the hope we have arrived a the top of a flattened curve. It was a welcome bit of good news, a light at the end of the tunnel, although were also reminded this week that the tunnel is still very long. Very long for all of those who are being battered economically by this virus. Millions losing jobs, and thousands showing up for charity they never thought they would need. Very long if you were hoping to enjoy a sporting event or concert in person. It may well be another year before we see such things again. And very long before we find the ultimate weapon against coronavirus, a cure or a vaccine. Scientists in the bay area and around the world are working frantically to come up with either finding something that works and is proven safe will take time. Have no doubt, recovery from this pandemic will not come in big leaps. It will come in small steps. But at least for now we can take some of those steps in places we couldnt before. Act dollars goes is all but impossible at this point because there is currently no plan to make that information public in a searchable database. Make sure we understand we spend money, there is going to be waste. There is going to be porkte mar the committee for a responsible budget based in washington, d. C. Whats not okay is we cant even after the fact go back to see how well we did. It is really important we track this money. Reporter using data found on usaspending. Gov, we track billions of dollars already sent out in the form of government contracts. The majority has gone towards Vital Services including biotech research, hospital equipment and supplies, and emergency relief services. The goal should be get the money out as fast as possible. But we also found covid19 spending that seems less obviously related to the pandemic. For example, 34 million in Computer Services for the u. S. Census bureau. 2. 4 million on food and condiments for the u. S. Prison system. 2. 3 million spend by the irs on 24inch monitors, and another 110,000 for linked in learning. We asked those agencies how these expenses are connected to the crisis, but weve yet to hear back. I think youre asking the right question when you see something that doesnt seem to make sense. Sometimes, though, the explanation is simpler than you might expect. Reporter Shawn Moulton is senior policy analyst on project government oversight, an independent federal watchdog based in washington. His team is working to launch their own searchable stimulus tracker for anyone to use. This is an unprecedented level of relief money going out the door. And so we really need an unprecedented level of oversight and accountability. Reporter moulton and goldwine both point out that the language of the law itself passed by congress requires similar tracking and transparency as the obama and bush era stimulus packages. But they caution that the white houses recent attorney general meant to oversee the c. A. R. E. S. Act is not a good sign. Its important to do that wisely and responsibly to make sure we get good value for that money. Reporter observers expect congress to step in and require more public accountability and transparency, but that could take some time.
