We have been telling you about the weekly new unemployment numbers now within the last half hour, and 22 Million People filed last month. But theres good news for you this morning, especially for people counting on unemployment and the stimulus benefits. Kris sanchez explaining what it means for people desperately awaiting that lifeline. Hi, marcus. Yeah, the numbers are hard to swallow. I want to help break them down for you. Take a look at this. 5. 2 new million claims filed in the u. S. Just last week, and that means 22 million new claims to date since the coronavirus pandemic began. Of california consider the is 39. 5 Million People. That negates almost all of the jobs added since 2008 and the great recession, so we really have taken a big step back. The good news is that the state of california is working to get Unemployment Benefits to people faster. To date 2. 7 million californians filed for unemployment since the coronavirus pandemic began. The state employment office, the edd, expanded Call Center Hours to service those folks and are answering the phones from 8 00 in the morning to 8 00 in the evening, and you might say you are still getting a busy signal but keep trying because they ar. On april 28th the state is rolling out a new process whereby people can apply not only for staten Employment Benefits and also the assistance program, and that is cutting the time down from 21 days to one to two days. If you have been trying to apply for unemployment and you have been stuck on the phone or hitting refresh on your computer, know this, the labor secretary says benefits are retroactive, so people that lost their jobs as far back as january because of the pandemic should get back pay. The new unemployment numbers are rough but we have been watching and we will look for adjustments there, and if you are unemployed and worried about keeping a roof over your head. We have relief for you if you live in the city of san jose, and well talk more about that coming up in the next half hour. The pandemic, its obvious its hitting the state very, very hard, the people that live here. Joining us now via skype to talk about the new economic state were in. Thank you for joining us this morning. Thank you. Lets start out with what the governor had to say about the shear volume of unemployment claims . We are in the process of dealing with an unprecedented number of people, making phone calls into our edd department, our unemployment department, and we are trying to turn around those applications in real time. So many steps are being put into place, and extended call hours, and redirecting resources for people get it quicker. Talk a little bit about how the state can really financially handle all of these people being out of work right now. Well, we have a lot of people, and let me say this administration for Governor Newsom have been working directly in obtaining that main president ial disaster declaration has been good for the states commerce. The governor announced a fund for undocumented workers, a lot of them not eligible for the federal stimulus funds. Where is the state getting that money . Well, we entered into the pandemic with close to 20 billion in reserves, so we are drawing from those dollars. We are raising the money to be sure that all workers are going to be getting some benefits. Yeah, he did mention the partnership with a private sector, and you think theres a lot of money going out. Earlier this week the governor said when classes resume for udts in the fall that they should expect possible changes as well, encouraging social distancing that you may have to rearrange, you know, parts of the school. How can the state pay for those changes potentially . Are you looking at that . We are going to start looking at it. When we look at resources we have to look at Going Forward, this is going to be the budget challenge, and thats how we provide with all the changes Going Forward with more limited resources. This is the working frame of how we are going to return to some sort of normalcy and resume activity, and we have to provide for physical distancing at all our locations. People are struggling right now, and any plans to help people out with mortgages or rent or helping people to live . I know we are doing things for the homeless as well . The governor did declare a moratorium on evictions, and we hope this new relief will provide additional stability for families in the state of california, and we are looking at another relief package in washington, so we are working with our federal lawmakers as well. The governor plans to make a Major Economic plan to jumpstart californias economy in the wake of the pandemic. What can you tell us about that . I think a lot will include how we are able to get the economy productive again, obviously with a lot of the health and safety directives issued during the pandemic, goi so we are looking forward to that announcement. You think it could put our state into debt . You know, our state came into this on very healthy footing. I can tell you from a cash flow perspective, we enough to pay the bills for california, and my office is conducting normal operations, and we are processing 8,400 claims every day, and thats including tax refunds. And we have to get the state up and running, or all the businesses i should say. Thank you for taking the time to talk to us this morning. Thank you. Across the country the number of coronavirus cases is now nearly 700,000 and 31,000 deaths. This morning on the today show the defense secretary was asked if the virus could have originated from a chinese lab. The results are inconclusive, if you will. If the Chinese Government would have been transparent earlier, it would have virus, and develop vaccines much quicker. Today they need to be far more forthright than what they have been. The question has been getting more traction and even came up during yesterdays white house briefing. Defense secretary added that the National Guard will continue to help local communities. Continuing coverage on a deadly outbreak in hayward impacting the most at risk people. Our Investigative Unit is learning a second senior care facility near the Gateway Care Center is experiencing an outbreak. 66 patients and staff have tested positive for coronavirus at gateway, and 13 patients have now died. Alameda county prosecutors launched a criminal investigation there. This comes after our investigative learned that residents and employees tested. You can get a link to the full story on nbcbayarea. Com. And santa cruz beaches and parks are partially opening, but it doesnt mean you can catch waves right now. Most parking lots are closed and physical distancing is also required. Leaders want people to remember they should only be going to parks near their neighborhood and now is not the time to take a road trip to the beach. Stay home. Stay home and let this virus pass. You know, the beaches and the ocean and the mountains and everything will be here when its all done. The county is also considering peeling back some of the current stayathome restrictions two weeks from now. Look at san jose at 73. In through the east bay, yesterday this was one of the warmest areas, areas like concord saw a high of 82, 83, and today we will see a high of about 76 degrees. We will see the cloud cover but we have rain on the way first. We have to get a check in with mike. Dry roads right now, and we are looking at a tree down, not because of a storm, vianey, because as you said its calm but over here in san ramon, bollinger canyon, a tow truck is blocked. Its a sizeable tree, and there may be an animal that was injured in the area, so theres a lot going on on that surface street guys. We will track that, but the freeways are moving at speed. You have been writing about anxiety and something you are calling anxiety algorithm, and leave it to an engineer to have a nerdy title like that. What are you telling people about managing an saxiety. I am saying its something maybe you can adopt different things, and look at dreams that happen during the day, and instead of assuming what is in their head, it can help them to get perspective. You do take this from an engineers sort of perspective, you can reprogram yourself. You have an input coming in and you can decide how to reprocess. Yeah, if you spend your day thinking scary stuff and reading scary stuff, the next day you will be imagining scary stuff. Some of it is managing what you choose to focus on. Writing about it, i would imagine that helps your own personal anxiety . Yeah, at this point i have gotten a lot of the techniques to beee all kind of business owners, and its good to see this being useful to other people. Adam, i will post the link to your blog and writings on my twitter and facebook, but for a people that dont have an opportunity to read it, what is the one message you wish they would walk away with . The one thing is to recognize that anxiety is something that works in very predictable ways, the sorts of things you worry about are based on what is important to you, and what abou seeing on tv lately and thinking about, so if you choose those inputs carefully and if you choose how to be thoughtful about them, it will not get rid of the anxiety but could make the algorithm better to work with. We are getting the numbers on the coronavirus in the bay area area, last count, 5,600 patients and 176 people have died. Santa clara continues to be the hot spot with over 1,700 cases. Today in the bays bob redell is live, and i know the state could peak sooner as well. This is based on projections from the university of washingtons institute for Health Matrix and evaluation. You can take a look at the latest graph they posted on their covid19 website. The prediction being this, the number of covid deaths in california now expected to peek at 1,483 on may 14th. Earlier they were projecting close to 1,800 deaths, and the projection has gone down to about 400 deaths. And they also predict the deaths per day will peek in a few days, and the hospital resource use will peak tomorrow. In another development, the San Francisco chronicle is reporting the number of california coronavirus cases could be grossly under reported and the real number could be ten times greater. This study paus chew hraeuts that a huge number of people that have not been tested have been unknowingly infecting others and thats why we would not know about the unreported cases, and other experts that were skeptical of the study say its relying on incomplete data and faulty data. And families worried about keeping a roof over their head can take a little bit of a breath. Today in the bays kris sanchez joins us live to tell us how the protections allow more families to just stay put. This would be a rough time to pick up and try to move your family because you couldnt pay rent, so good news for folks in san jose who cant pay right now. You will be able to stay put where you are renting. The city of san jose expanded its tenant evictions until may 31st, but remember you will owe the back rent once you are back on your feet. And then theres a rent freeze that could keep landlords from raising rent for the rest of the year, and this would affect 49,000 apartments and mobile homes, and not single home rentals or new apartments. The protections still remain in effect until the end of may as well. Other areas have enacted eviction moratoriums, and others are extending protections to commercial renters. You might remember there was a really hot conversation in the city of san jose. The council was considering whether or not it would be possible to just suspend rent altogether for the next three months for people affected by the coronavirus and they since dropped the ordinances, and the council figured it could be a constitutional issue they would bump into so they are trying to get tenant protections another way other than just free rent for three months. Thanks for the latest there kris. Heres the original announcement the governor made last week on msnbc. We have secured upwards of 200 million masks. In some wondered how the governor secured the deal and the Chinese Company he made it with. Ten nurses in Southern California have been suspended after refusing to work without n95 masks. The hospital did not distribute those masks saying surgical masks would suffice. The union says the nurses are all on paid leave during the investigation. The hospital not kphecommenting the situation, and says all the employees in the hospital are receiving n95 masks. And then a firm, advanced sterilization products already has more than 6,000 machines in use around the nation, and this week regulators approved a process for that machine using to clean the agents made from Hydrogen Peroxide gas. There are a lot of changes in education, but getting straight as is getting attention and bringing excitement from the kids. According to the San Francisco chronicle, the San Francisco school board decided after an eighthour meeting this week to further consider giving all middle and High School Students as for getting through the semester during the pandemic. Its still being discussed, but other districts in the bay area and other districts in los angeles are considering letter grades but no fs or credit or no credit. If schools dont reopen this fall the College Board is figuring out a way to administer it online. My daughter has an ap exam coming up next month and the College Board said its providing this on line, and the sat this fall would be monitored possibly through video and audio, monitoring while the student takes the exam. This is a fluid situation. The local School Boards are encouraging students to continue studying, continue turning in your homework and learning the material through the end of the school year while they make the key decisions. Of course its joe biden who warren finally endorsed for president yesterday and she said she waited so long to do so because the biden camp told her to. It has been quite a week for biden who received endorsements from Bernie Sanders and barack obama before getting that one from elizabeth warren. The president says he will Adjourn Congress if it doesnt adjourn itself. Scott mcgrew joins us now. He does have the power to do that . He does have the power. Over the last couple of days i have been taking a look at some of the president s claims and comparing them against the constitution. For instance, recently he said he had total authority, and we went to the constitution to find out if he did. He does not. But in this casee power to adjo congress. The president could Order Congress to close. It never has been done. Heres the president. If the house will not agree to that adjournment, i will exercise my Constitutional Authority to adjourn both chambers of congress. The Current Practice of leaving town while conducting phoney proforma sessions is a dereliction of duty that the American People cannot afford during this crisis. Its a scam what they do. At issue here are president ial appointments. He cannot get them through the senate because the senate is not meeting, not altogether because of the pandemic. But it has not adjourned either. If it were to adjourn he could push them through something called a recess appointment, which is constitutional. So basically the president is stuck between a nonworking but not closed congress and he wants to take care of that. No president has ever ordered congress adjourned, and there are legal details in this case that would probably prevent him from doing that, but generally speaking he has the constitutional power. President obama once pretended the senate was adjourned and tried to push through a recessed appointment and the courts said to forget about it. The Washington Post says most Business Leaders are telling the president they cant open without much more widespread testing. The white house will release guidelines today, and they are guidelines only, and the president does not have the authority to tell states what to do and california will do what california does, and the president cant tell us otherwise. And the Inspector General says theres no influence on the pentagon from white house. More than 22 million americans have filed for unemployment since march. The dow is down 165 points for you this morning. Stocks actually were up a little bit with the s p 500 as netflix led the big hire. We are going to continue to follow these numbers. Its hard for a lot of people out there trying to make it through this tough economy right right. You know californias economy is taking an enormous hit but the state is trying to take steps to keep the economy afloat. I spoke to state controller earlier on today in the bay, and she said the state is redirecting its resources. Esved drawing from the dollars. Together we are raising money to be sure that all workers are going to be getting some benefits. She says the state will be using the reserves to create reli relief funds for undocumented workers who are ineligible for st stimulus funds. 176 people have died in san jose.
