E biden is a centrist and Bernie Sanders would like more delegates at the upcoming democratic president ial nomination and he could pull the party maybe a little more left with the platform. It certainly appears as if the two men running for president in november will be President Donald Trump and Vice President joe biden, biden beating out sanders. Sanders announced the decision on a livestream this morning. Today i am announcing the suspension of my campaign. Please know i do not make this decision lightly. In fact it has been a difficult and painful decision. Over the past few weeks jane and i, in consultation with top staff and many of our prominent assessment of the prospects for victory. If i believed we had a feasible path to the nomination, i would certainly continue the campaign. But its just not there. Reporter sanders dropped out the day after the primary in wisconsin, a primary that most polls showed he was going to lose and fairly badly. The president ial race was not the only election going on in wisconsin, not the only thing on the ballot. But it was the thing you saw people in line for, standing in line because of the pandemic. We wont know the results for quite a few days, also because of the pandemic. So sanders drops out before he even knows how many people voted for him. Now, the other interesting thing, and senator sanders happened to mention this, marcus, is that while the more liberal candidates in the Democratic Party are now out, sanders, warren, and whatnot, their ideas are still around and being incorporated into the mainstream. You have things like price controls and direct payments to families and suspension of some evictions, government funding of jobs, these are all things that we would think of as liberal degrees that are now to some degree coming out of white house. New at 11 00 for you, Santa Clara County is looking for more ppes and ventilators, the county announcing an order for people and businesses to report stockpiles of badlyneeded equipment. Within the past hour the Santa Clara CountyHealth Department and county leaders held a news conference. What theyre saying is, theyre anticipating a shortage of personal protective equipment, ppe, and ventilators at some point as more people contract covid19 and require hospitalization. The county is trying to get ahead of the ball. So it doesnt want to rely solely on the scarce stockpiles that are available at the state and federal level. Thats why its ordering individuals and businesses in the south bay to inform the inventories in case the county needs to ask for their help. The county is asking you to fill out a onetime report about the existence of the amounts you see on your tv screen, 5,000 gloves, 500 n95 masks, goggles, gowns, hair coverings, hand sanitizer, and any amount of ventilators. So the intent of this order is to ensure that we have comprehensive, collective information about what ppe resources exist across our communities. We know we need ppe to protect Health Care Workers, First Responders, and other medical staff so they can continue to deliver Critical HealthCare Services to everyone. Epter the asking to log on to their county Public Health website to fill out this survey with regards tos how ppe or ventilators you may or may not have. Again, if you meet those minimum amounts. They would like the survey filled out by april 15th. Again, this information will be kept confidential. And you are not required to make any donations of your ppe or ventilators. Santa clara county and other local governments may soon get help from gornor newsom workings to put hundreds of millions ofr we may be able to throw a lifeline to other Health Care Workers in other states as well. Nbc bay areas kris sanchez has more on how the governor orchestrated a deal that the federal government hasnt been able to accomplish. Reporter a lot of creative thinking. Californias governor is getting creative and bypassing that supply chain that has been shutting so many communities and other entities down. Let me show you what Governor Newsom just inked a deal for. He says that in the last few days, the state signed a deal to get 150 million n95 masks every month, 50 million surgical masks per month, and theyll be available within the next couple of weeks. The governor says california may have enough to share with other western states at some point as well, after serving local communities and hospitals here. He said this on msnbcs rachel maddow. Now, theyll be manufactured overseas but we were able to source them through a california manufacturer and a consortium of nonprofits. The vast majority of those masks are n95 masks at a price that were not competing with others, were not looking to compete against other states. We decided enough is enough, lets use the power, the purchasing power of the state of california as a nationstate. Reporter the governor says that california just could not wait anymore for help from the federal government because through this time, there hasnt been much supply there either. California has only gotten a Million Masks from the federal stockpiles at this point. This help cant come soon enough for Health Care Workers who have been protesting the lack of ppe since this Pandemic Response began. As of yesterday, 269 california Health Care Workers tested positive for coronavirus, which is 60 more than the day before and double the number of six days ago. So we know while we are bending the curve, we have not seen the light at the end of the tunnel just yet. You may be wondering, with all these masks coming online, 2 million of them or 200 million of them available within the next couple of weeks, will i be able to get one . The answer is no, these are not intended for average people like you and me. These are really meant for our Health Care Workers. If you have a reusable mask, make sure you hold on to it. If the kids have one, keep track of theirs too because this is what you want to use when youre out and about anywhere around the bay area. In san jose, kris sanchez, nbc bay area news. Santa clara county continues to have the most cases by far with 1,300. New details about a drivethrough testing site opening today in Solano County exclusively for First Responders at the fairgrounds in vallejo. Once all medical personnel are tested, its like the center will be available to the public but there still isnt a timeline to that just yet. Marin countys Public Health officer is out of isolation this morning. He was diagnosed with covid19 17 days ago. Yesterday was his first day out of quarantine. He posted a message on youtube sharing his experience, including a warning to others not taking the virus seriously. I underestimated how serious my illness would be. I developed a viral pneumonia that landed me in bed for about 12 days of fever, cough, chest tightness and fatigue. Dr. Willis says he spent time in the er while he was infected and says that it was reassuring that the Health Care System was working well. He also adds that at this point, there are still many empty hospital beds in the county for coronavirus patients. New at 11 00 for you, the governor of illinois thanking californians and the governor for sending hundreds of ventilators to the state. The governor there posted this photo on twitter. Its the first shipment of supplies arriving to illinois. Governor newsom announced earlier this week he would be loaning 500 to the national stockpile. A sensor that measures how many parts per million as we see particulate matter flying through the air. Normally in parts of the Central Valley we have poor air quality because of the mountains on either side, the air doesnt mix out as well. Theyre also getting good air quality as we have a lot less people driving, flying airplanes and all the other things we do to release those pollutants in the air. Were seeing that not only here across the bay area but also all across the state. Were also getting a live look at dublin where we see a mostly clear sky. Coming up for you, startling news on the coronavirus pandemic. The data shows its hitting one race harder than others. Were talking about africanamericans. The reason that doctors and scientists are focusing on a particular factor. A Bay Area Company changes its total production model. The way its stepping up to help fight against coronavirus and what it needs. Today were learning more about a disturbing reality of this pandemic. Coronavirus is affecting africanamericans at a disproportionate rate and accounting for more cases and more deaths. Nbcs blayne alexander has more. Reporter as coronavirus tears an unforgiving path across the country, numbers show its especially devastating to one group africanamericans. In chicago, nearly 70 of fatalities are black even though africanamericans make up less than a third of the population. Its stunning, a red alarm and alert that we have to respond to. Reporter in the epicenter, new york city, 59 of deaths are in queens and the bronx, both areas with high black and hispanic populations. Were working hard with respect to the black communities, its not good, i dont like it. Reporter in louisiana, blacks, who are 32 of the population, make up 70 of the states deaths. Not every state reports cases with a breakdown by race. The White House Task force says the federal government is now collecting that data. It will be public as soon as you get enough data to be able to make a meaningful statement. Reporter why is the black Community Getting hit so hard by this . Well, the black community has been hit by poor health for a long time. Now you compound it by this dreaded disease, its no surprise were going to get hit hard. Reporter especially hard in smaller communities like albany, georgia, in a county nearly 70 africanamerican, it has more deaths than anywhere in the state. Teraka park is a survivor. I was laying there, gasping for air, and thinking, i dont think im going to make it. People are scared. Were scared. Weve never seen anything like this before. Reporter and in addition to the Underlying Health conditions, there is another factor. A higher number of africanamericans have jobs that require them to work during this pandemic. So positions like janitors, bus drivers, Grocery Store clerks, sheltering in place is not an option. Blayne alexander, nbc news. Essential workers in san jose and San Francisco now have more protections. Yesterday both legislative poliy essential employee paid time off if they have covid19 symptoms or are caring for a child. There are more ways to promote hand washing in some of the citys restrooms in San Francisco. This is video from june of last year when restrooms were installed at golden gate avenue and hyde street. The restrooms are placed in different neighborhoods across the city. For everyone these days, protection is critical, especially for those on the front lines. The founder of a car fragrance company, scent wedge, has transformed his business into making face shields for Health Care Workers. The founder spoke with us this morning on today in the bay. Im repurposing the tooling i use typically for my business to laser cut acrylic sheets and acetate screens that are typically used for projectors, to make face shields. And what were really theres two things. So Health Care Workers can go on the website and request shields, theres a form to fill out and based on urgency, we fulfill them as soon as possible. And then theres another button on the website where people can go and give shields. So that website is scentwedge. Com together. Now to a live look at sfo, where United Airlines plans to make even deeper cuts. Starting sunday the company says it will offer just 50 flights per day because of the lack of demand. Before the pandemic, united ran 290 flights per day from sfo. The carrier will also make deep cuts at los angeles international. A part of my new normal and all of our new normal as we broadcast from different spots, apparently today is the day the lawnmower comes next door, so you may hear that in the background. It looks okay right now because i cleverly combed things and used hair spray as well. Ill see if i can do that touchup job on the weekend. Hopefully its presentable, because when were all together in three boxes, people can compare hair, i think you both have me beat. You know what, i really look up to you for doing that because ive been thinking about the it o m not there do my hair, you know, to get ready for the day. Thats our new normal, mike. And so our normal for today is going to be some nice weather. Weve really enjoyed, at times, some rain coming in as well as some sunshine. Weve had a mix of it all. Lets get a live look outside at San Francisco as we get a look at all those clouds rolling by for us today. A lot of people will be heading out for that essential work, of course. If youair, were also going to have some of that too. As we take a live look outside in walnut creek, were starting out with more sunshine in that area. As we go through the day, were going to see our temperatures starting to warm up. Were heading into the 60s today, as our temperature trends goes up. And thats the trend well see over the next several days. We also see a storm system close by, thats whats kept it cool. As we look at how our friends are faring across the country, were keeping an eye on the weather because we know when the weather warms up, its hard to make people stay inside. And look at how warm it is in parts of the southeast, were seeing 80s, even some 90s in miami as well as dallas. Then new york and chicago reaching into the mid70s today. So were just keeping an eye on that for everyone who were calling to che and we know that theyre having a hard time staying in with all of that beautiful weather. We had a storm system earlier this morning that brought us some light rain, mostly to the south bay. But we can see where it is now. Its still spinning across southern california, bringing heavy rain, even some snow for those upper elevations. Were just kind of on the Northern Edge of that. So with that, were expecting a slight chance of rain not only today but the next couple of days until this completely moves out. But were not going to see a lot of that rain until later on tonight. The model is kind of ramping up how much rain were going to see. Were showing right around midnight, you may hear some rain hitting the roof. If youre out that late, expect the chance of showers to move in. But its out of here by tomorrow morning. There still may be light, spotty showers moving in. For the most part well have a drier trend in our weather going into the rest of the week. Temperatures for the inland areas will reach into the upper 60s. Well once again see a slight chance of rain tomorrow. After that, were clearing out. Look at our temperatures warming up for the weekend, reaching into the mid70s for the inland valleys as well as the sunshine. And San Francisco will also be warming up as well over the next several days. So we have to keep in mind that even though the weather is nice, we do have to limit our time outside, marcus. All right, thanks, kari. Right now San Francisco mayor london breed is giving a press conference updating conditions on covid19 within the city. Lets take a listen. Department of Public Health, dr. Grant colfax, director of the department of emergency management, mary ellen carole, director of the department of human services, trent rohr, the director of the department of homeless services, abigail khan, as well as the director of the department of the mta, jeff tumlin, the police chief, bill scott. And we have a special guest today from the interfaith council, michael pappas, who will speak directly after my comments. As of today we have confirmed 676 cases of the coronavirus. And sadly, ten people have passed away as a result of this disease. This is clearly a really challenging time for San Francisco. And what we have done time and time again, especially during this press conference, is to reiterate the importance of staying at home. We know that a couple of weekends ago we had some real challenges with that, and as a result, over the past two weekends, people have complied and have been wonderful. We also think weather may have played a role in that, because it was raining and probably wasnt as nice as it will be this weekend. I just want to remind people, its important to really maintain our physical distance when were out in public, that even though we may need to run errands, we may need to take walks, and were hearing about a lot of data that indicates the early signs that San Francisco is in a decent place. The fact is, we need to be mindful that this virus is out there. And we cannot get comfortable. We cannot get complacent, because as well as it may seem like were doing, as you can see, those numbers are still going up. And we anticipate that they will be even higher, and the worst is yet to come. So i just want us to be mindful of the need to continue to follow the stayathome order and please comply. Its been almost a month, and i know people are feeling a little anxious and frustrated, and wondering when are we going to get back to the normal as we know it. I just want to just reiterate that unfortunately, now is a time for sacrifice, and the sacrifice is for all of usover, and look at, you know, the number of lives we possibly were able to save as a result of following the order. So i just want to reiterate that and talk about a couple of things that we have planned for the coming week as well as provide you with some important updates, because we know that this is a very challenging time. Not only is it challenging for people physically because of our concerns about the virus, but its also [ inaudible ] on the Mental Health of so many people. Our First Responders are focuses that we want to make sure are welltakencareof. We know theyre working under long hours under an enormous amount of stress. And what ive reiterated time and time again to people out there on the front lines and working for the city, it is important that we are doing everything we can to take care of the public. But we have to make sure that we take care of ourselves and we take care of our Mental Health. One way we are supporting the health of our First Responders and other front line workers is through efforts like city test sf, our new covid19 testing facility which opened. But its not, as i said, just about physical health. We also need to provide the necessary Mental Health support. Today were announcing an expansion of Mental Health resources for First Responders and other City Employees. Well be providing 24 7 counseling for any First Responder or City Employee who is in need. If employees require long term Mental Health counseling, they will be connected sheriffs, sworn officers, and 911 operators will have access to a customized app on their phone where they can easily connect to this program and other Mental Health resources. But its not just enough to provide that support to our First Responders. Our Health Care Workers are under an enormous amount of pressure during this global pandemic. And we need to do everything we can to support them. Today we are launching a new program called heal San Francisco, to support Health Care Workers throughout San Francisco. Heal San Francisco will provide free Mental Health services for partnership with the bay area chapter of the covid19 pro bono counseling project. Licensed clinicians are volunteering their time during this crisis to support front line Health Care Workers. Health care staff who are interested in heal San Francisco should speak with their supervisors or their hr departments. They can help you sign up for this program. And i also would like to, again, take this opportunity to just really encourage people to take a momenture that you are taking care of yourselves, taking care of your families, because we know that this is having a tremendous impact on peoples Public Health, but also just in general, Mental Health plays an Important Role in that. And so we need to think about waysti, we can be supportive, we can be encouraging during this time because we are all going through this and we are in this together. On monday, dr. Colfax spoke to our efforts to increase capacity in our hospitals. And we have increased our capacity. In fact in our intensive care unit beds, we have increased our beds by 91 in our icus to a total of 530 beds. We started off with 200 citywide and now were at 530. And our acute bed care has increased by 52 . Were up to 1,608 beds total. While were preparing our hospitals for this pandemic, we know still need to access care, including communities that are traditionally underserved, because we know that we cant just neglect other Health Care Needs we know people are experiencing. Yesterday we opened our first field care clinic at the Southeast Center in the bay view Hunters Point community. This location will serve the surrounding community. It can serve up to 100 patients per day, providing primary care, urgent care, and screening for covid19. I want to be clear, screening, not necessarily testing, but the screening could provide an opportunity to make a recommendation for testing. So i think ultimately we want to make sure that if you are not feeling good to a point where you need to go into the hospital, this is an opportunity to go to a local clinic and to get the help and the support that you need. Depending on the urgent care needs and the extent of the hospital surge, we can mobilize up to three additional field care clinics near existing Health Care Centers as standalone sites. Our goal is to not just stop at the bay view Hunters Point community. We want to provide clinics all over the city because we want to continue to reduce other services in our hospitals. Field care clinics will help reduce the number of patients needing to go to the ur hospitals focused on covid19 patients that we all know need to be served. Another need we have in some of our communities, as we know, are definitely more public toilets. We have a lot of people who are still, unfortunately, struggling on our streets right now. And we have fewer places for them to use the bathroom, especially since so many locations are now closed. Starting today, our Public Works Department will be deploying the first five of 15 portable bathrooms and hand washing stations in the city. Public works works with the department of homelessness and Supportive Housing to identify high needs areas in the tenderloin, south of market, boy view Hunters Point, castro, and the mission neighborhood. These bathrooms will be open 24 7. So everyone can have access to a bathroom and keep their hands clean as part of our efforts to prevent the spread of this disease. And i want to thank urban alchemy who will be staffing these bathrooms, for continuing their work to support public spaces. Urban alchemy is an incredible program. They are the folks who are monitoring all of our public restrooms. And they have extended their capacity to help us during this crisis. These bathrooms, as we know, are critical for both making sure people have a bathroom to access and helping us to keep our streets clean, our public works street cleaners are out there every day, and i want to take this opportunity to thank them, to thank them for cleaning the streets, to thank them for continuing to empty the trash, thank them for continuing to respond to 311 calls where we know theres Illegal Dumping and other issues, for Power Washing the sidewalks and all the work theyre continuing to do every single day. The hard working men of the Public Works Department, theyre doing everything that they can to keep our streets as clean as possible. So thank you for your service. Yesterday, we launched a new covid19 data tracker that greatly expands the amount of information that were able to provide to the public. As weve said from the beginning, that the decisions we are making are based off the recommendations of Public Health data and science. Its important that we try and be as transparent as we can with the information that were using to make the decisions that were making. And that the public can see the effects of those decisions. This information is hosted by data sf website, you can find it by going to datasf. Org. And dr. Colfax will provide an overview of this information and we will continue to add to this platform so that we can provide as much information as possible. I do know that people want to know whats going on, who has been impacted. People want to see the data, they want to know what is happening. And many of you know the challenges we have with Public Health have a lot to do, the ability for us to provide information has a lot to do with privacy laws around someones personal health care. Dr. Colfax will talk about that a little bit more. But as much information as were able to share, we will share that information with you. But in the meantime, there are a lot of tools that are being created out there. And one of the tools that i personally started using is called how we feel. Its an app that i loaded on my phone, and it tracks data, and i basically log in every day. It asks me how i feel. It asks me about my activities. And it also locks in my zip code. So this is really a tool that could potentially help. Johns Hopkins University isti t. It helps potentially predict based on zip code the next hotspots as it relates to the coronavirus. Its a tool im using, im sure there are other tools out there, but i highly recommend it, because the more people were tracking and we know whats going on, the better we can identify locations and figure out where there might be challenges in the future. That is just something i think will be a great tool to help us track this. I also want to just say that, as i mentioned in the beginning of this press conference, that although we know that the early data has been very encouraging so far, i want to just again reiterate that we are not out of the woods. We are not in a place where we can get comfortable. San francisco is, as you know, receiving praise from all over the country, and people, governors, mayors, and other leaders throughout this country have reached out to me personally to ask a number of questions about some of the program and things that were implementing, because we were one of the first cities in the country to move forward with a stayathome order. While im proud what have we have done, we just cant let up. We cant get comfortable, we cant get complacent. We still have a long way to go. And i again want to reiterate how physical distancing ourselves from people, as hard as it has been, is necessary. Its necessary to deal with this pandemic. And i know that a lot of time has gone by, and i know that people are starting to feel, again, anxious and uncertain and frustrated. And i just want to remind you that this will pay off, and this too shall pass. We also know that this upcoming weekend is easter sunday, and tonight we celebrate passover. So for people who are religious, who are spiritual, like myself, you know, every year, ever since i was a kid, easter was the holiday that i looked forward to the most, because, you know, as a kid it signified not only the end of the rainy season, the sun comes out, we were going to go outside to play, we were going to get new dresses for church, so many great things. It memories of easter basket, fun, and family, and food, and tradition. And so i know how hard it is for people who are religious, for people who are spiritual, as they celebrate this time, this very significant time, how hard its going to be for many of you to basically stay at home and not go to church on sunday. And its hard for me not to do that as well. And so i want to just impress upon you, this is the first time this has ever happened to any of us during this time. And there are other ways in which we can celebrate. I know that Many Services are doing online service. I know that many pastors and a number of priests and folks in our religious community, theyre reaching out to their congregations and also connecting members of the congregation with other members of the on members of the congregation and make sure theyre getting the food or support or conversation or prayers that they need. I just want to reiterate how important it is, as hard as it will be, to stay at home on sunday, it is necessary. And thats mayor london breed talking about sundays service, its going to be hard for a lot of people to stay home. But shes still advising people to stay home. I know we have through our app as well as our website, our free app and our website, there will be services available, a heads up on that. Also the mayor was talking about the number of cases they have within the city, 676, with ten deaths. But she also talked about the 24 7 one on one counseling for First Responders, Health Care Workers, people who are working on the front lines there. Governor newsom signed an executive order temporarily halting evictions. But that order included a requirement that people tell their landlord within one week of missing a payment. So if your rent was due april 1st, your deadline is today. If you havent explained your situation to your landlord, please take a minute to do it now. Heres how. Gather documentation to prove youve lost your job or your hours were cut back. Your pink slip from your employer should do. If youre selfemployed, a Bank Statement can show that money has dried up. Then in a short letter explain the hardship due to the virus and formally tell your landlord youre unable to pay. Tell them, by the way, you can provide that proof upon request. That one letter should shield you from eviction through may 31st. No letter, no protection. Please bear in mind this pause on rent payment is not free housing. Youll eventually have to pay back your missed payments. With your letter today, you can propose payback arrangements or open the door to negotiations. Another east bay nursing home is dealing with an outbreak of covid19. The Carlton Senior Living center in Pleasant Hill now has 16 cases. Patients and Staff Members have tested positive. An advocate for nursing home reform says not enough is being done to protect patients nor staff. Any facility where you have an outbreak of even one person, Everybody Needs to be tested. This is the second nursing home in the east bay hit by the virus this past week at orinda care center, 49 people have tested positive for coronavirus. He says that he started selling those masks about a month ago and then rented that space at the facility. The man claims he has a sellers permit california but agents said he didnt have a license and they seized 50,000 of those masks. The man claims he purchased the masks on ebay before mask sellers were shut down and he actually sells them to nonprofits. He says that he has been not been fined nor cited yet. Not too bad whatsoever across the bay area. In fact all the rain we had recently is moving away. So were still left with some clouds and also a slight chance of rain. But for the most part, our trend will be for us to dry out. Lets get a look at our microclimate forecast as we check out our high temperatures for today. Were heading into the mid60s in the south bay, which is right why we should be, reaching up to 66 degrees. Some upper 60s for the east bay and the north bay and the lower 60s farther to the north. Now, we are going to also once again still have a slight chance of rain. The storm system we had is now to the south of us. As we open up the picture, its still spinning. Were on the Northern Edge of that. Today were looking at still some light showers but a lot of that heavier rain across parts of southern california. Lets get a look at our hour by hour forecast because it does show some rain returning for the south bay, the south county, at about 2 00 to 3 00, but it will beai then some much heavier rain rolling in during the overnight hours. I would say around midnight, we could see another round of rain moving in. So we are not completely out of the woods with the rain just yet. But we will head towards tomorrow morning with some drying conditions. And then well start to see those clouds clearing out. But there still may be some spotty showers here and there because it will take some time for this storm system to completely move out of the region. So our rainfall totals at this point, looks like well see a tenth of an inch of rain, not a lot here. Then going into the end of the week well start to see our weather warming up as we dry out. So were going to see still some spotty rain in the forecast once again. And then going into the weekend, we are all going to enjoy some beautiful weather in the forecast, as we are going to track that rain moving out. And so our rainfall totals reaching about a tenth of an inch, not a whole lot more expected here.
