Were allowed to be out here so we can show you what things are like out here right now. You can go to the Grocery Store but are not supposed to be going out and sightseeing. They do want to you stay at home to stop the spread of the virus. This is a video shot just after midnight. San jose police cars on patrol, i dont know if you can hear me. Theres still a little bit of business as normal right now. The question is if and how police and Law Enforcement would enforce the order if they catch you out. They didnt stop me and they went about their business as i am going about mine. My drive in from the east bay was on 880 i believe southbound. It was not a night and day situation with regards to traffic. There was still traffic out there and that was around 3 30, 4 00 this morning. Leaders in san jose and San Francisco will meet to talk about new relief measures. New funding for businesses. San francisco supervisors are also talking about more funding and what has to be done with the city sheltering in place. Were keeping an eye on the new impact of coronavirus, how its having on many Homeless People struggling. They are showing symptoms and in all of those cases still awaiting test results and Governor Newsom reported one of Santa Clara Countys four deaths was a man homeless. California has authorized securing hundreds of hotel rooms in an effort to house the homeless during the pandemic. The white house is trying to stop the spread of the coronavirus. As we combat the virus each and every one of us has a Critical Role to play. Stopping the spread and transmission of the virus. They include closing schools, avoiding discretionary travel, avoiding groups of ten or more people and working from home if possible. Not considering a nationwide lockdown. As we were reporting yesterday it launched its project Baseline Service only for those within a 50mile radius of san mateo and santa clara counties meant to link people with symptoms to drive through testing sites. The first day was difficult with the site quickly overloading. President trump last week touted the new service believing that it will soon roll out nationwide. If you think you have a lot of questions about coronavirus and our shelter in place, imagine what it is like for kids. Its different. Theyre away from schools, their regular routines and little minds are always racing. The more gradual curve is what happens if we stay away from each other, we dont all get sick at the same time, we dont all go to the doctor at the same time. So if we have to go to the hospital there are enough resources for everybody. I told them this is like if everybody waits for their thanksgiving shopping, kind of the same thing. So for the younger kids i found this comic explains the coronavirus pretty well and shows what the mild cases are, how many people recover, what this means for different groups of people but in a fun way gives them powerful information to prevent the spread, washing their hands and things like that. Its cute and you can print it out. This is put together by npr. I thought this was good. It is an explanation how a virus works before school was canceled my 11yearold Science Teacher explained this in class, and ill tell you, she came home feeling better. She felt she was pretty empowered with information to understand how its working so that we dont just feel like were getting eat edgeen alive something we dont understand. Here at home weve been journalling, which may sound hokie, maybe keep a diary and document it like a historian, what happened today, what did that mean, what does it mean for me, and surprisingly theyve been sticking to it. Its been interesting to see them kind of try to put their thoughts together and put them on paper. Those are the things that are helping in our family right now. At the end of the day were just trying to keep things as normal as possible. You know your kids best. You know how to comfort them. To decision 2020 and the president ial race, three states are continuing plans to head to the polls today Holding President ial primary electio elections arizona, florida and illinois. Diablo measuring over 2 inches. Dublin a pretty good soaking with an inch and three quarters and san jose about an inch and a half of rain. Now elon musk has often downplayed the risk of coronavirus saying the panic exceeds the danger of the virus itself pointing out, in his opinion, the cases will just be just a tenth of a percent of the population. Also tweeting earlier that the concern about the virus was dumb and that far more people were hurt in car crashes. That is certainly an opinion, but lets listen to the epidemiologists and not the business leaders. In other business headlines, amazon will hire a ton of people, safeway as well, as we are trying to get those supplies. Those two companies are hiring tens of thousands of people. And universal studios, which is one of the Parent Companies of this television station, says its going to release several films including the hunt thats been so controversial. Several films in theaters and also on video on demand at the same time. So we can stay at home and watch movies. Im not sure im in the mood for a scary movie, guys. Its funny because i had that conversation just last night about what are the movie theaters going to do, release a streaming service or something. Its interesting to see how this will work out. Actor idris elba says he has tested positive tweeting this video along with his wife. Listen, im doing okay. Sabrina hasnt been tested and shes doing okay. The 47yearold says that he was tested after learning someone he was exposed to tested positive. He also says that hes isolated and so far showing no symptoms. It follows the same announcement last week for movie star tom hanks. He and his wife were just released from the hospital in australia and are now in selfquarantine. One of the biggest nights for fashion, one of the latest major events to be postponed. The met gala in new york city was supposed to happen in may, but right now its postponed indefinitely with the metropolitan museum of art now officially closed to visitors. Some happenings with the forecast, kari, is it going to look good for us today . Yeah, were getting muchneeded rain, and that is what weve been watching. Lets talk about how were doing in terms of the water year. Its good every single drop we can get. Were measuring it and adding it to our yearly rainfall total, and so were looking at how much weve measured for the water year. And in santa rosa about 16 inches. But thats still about a deficit of 14 inches below normal. So were only measuring about half of what we should have in this point of the water year. San francisco also so far measuring half of our normal amount and look at livermore. 34 of normal. We are still lacking about 8. 5 inches of rain. Even though were stuck inside, were seeing the rain falling off and on am we cannot complain about the showers coming through. We will have a chance of rain today as were seeing it stretching from San Francisco down to about palo alto. The rest of the bay area is dry. We are going to see off and on showers continue for us today and once again were taking in all of it as we can see the storm system still very close to the region. Were not the only ones seeing the rain. Still some unsettled weather today, but there will be some breaks in between, a chance for the kids to get outside. May still be muddy out there but we will see these popup showers developing especially this afternoon and a slight chance of thunderstorms. So when it starts raining time to head inside. We could see another additional quarter of an inch of rain depending on where the showers set up. The rest of the forecast is looking better as the kids get a little bit more antsy. We are going to see sunshine in the forecast for thursday, the first day of spring. Very mild and very nice temperatures on friday, also on saturday. Well see our rain chances coming back on sunday. Today in the bays bob redell live in san jose this morning is keeping an eye on how the order is being enforced so far. Reporter laura, yes, this shelter at home order which went into effect at 12 01 this morning is in effect for the counties of santa clara, san mateo, marin, coco and alameda as well as the cities of oakland and berkeley and the whole idea is youre supposed to stay home unless you work in an essential business, for example, if youre a first responder, a doctor or nurse. Employees of banks, gas stations, Grocery Stores, hardware stores, garbage collectors, us in the media. If youre not one of those businesses youre supposed to stay at home to stop the spread of the virus only going out for essential needs, food, seeing a doctor. Youre allowed to take your dog for a walk or go out for a hike but must practice social distancing at six feet away from other people. The question, will Law Enforcement enforce this, and if so how. We dont know yet. We have seen police on patrol in the downtown san jose area but have not seen them pulling people over, nothing like that. A number of businesses have posted signs letting customers know they will be shut down for the next few weeks. Downtown is empty right now, which is normal because it is the middle of the night. It will be interesting to see how empty it is once the sun comes up. Mayor sam liccardo. I support the actions of the Health Officers to enact a shelter in place mandate. We must move aggressively and immediately. The time for half measures is over. History will not forgive us for waiting an hour more. I appreciate that our residents have endured much already. I looked at the sign here, this walnut creek safeway, they have adjusted their hours for that specific purpose as they deal with the onslaught of customers due to everything thats taking place especially with the shelter in place. These are the images when youre going into a Grocery Store. Ive personally seen this as im trying to stock up at home and you have dealt with this as well seeing the bare grocery shelves. Were seeing this from San Francisco to the south bay to right here in contra costa county. Of course the popular items folks are going for is the hand sanitizer, the wipes and the toilet paper. As i mentioned a drastic increase in customers. If you dont want to deal with these Grocery Store lines theres a grocery delivery option. I do want to caution you want to order early. A lot of those items are going on safeway. Com or going on amazon. Theyre out of order. You want to or out of stock, excuse me. So it could take a week for those to ultimately get to your doorstep. As we mentioned because of this demand there is more hiring. We know that safeway is hiring. This safeway behind me is posting things for hiring. Amazon is also adding more than 100,000 workers. Both of them will need all the help they can get with demand not slowing down anytime soon. Basic things, flour, beans, rice, but its not there so maybe i have to come back in the morning. I never thought all those drills we did at the hospital with mass casualties, didnt think i would see those tents up for real but they are there at stanford. Reporter now due to the long lines, some people are calling for special hours for seniors. We know celebrity chef tweeted out the idea. Some cities are doing it in other parts of the u. S. Governor gavin newsom is offering words of encouragement for californians as he issued two new executive orders. One aims at giving more resources to the state Health Agencies to places and people who actually are most at risk of contracting the virus. Its not yet clear on what that entails. The second order is to protect homeowners and renters. It authorizes local governments to halt evictions, slow foreclosures and protect against utility shutoffs. He also had this to say. Asking people to shelter in place, to isolate at home. We certainly want that for seniors as a top priority, 65 and over. The point of gatherings is lost on all of us from a Public Safety and health perspective. No gatherings be considered advanced in this state. Now thats the new guideline we are putting out this evening. Governor newsom saying that california is ahead of the curve when it comes to testing for the virus but says more work needs to be done. Across the nation coronavirus testing still in the process of ramping up but there are some strides being made. About a dozen states have some kind of drivethrough testing in place. In the bay area it includes locations like ones provided by kaiser and Stanford Health care. In most cases a Doctor Referral is needed. And we do know labs like labcorp quest are making it available. The white house is saying there may be 2,000 labs ready to process 2 million tests by the end of the week. For many parents its day two of having the kids at home, some with schoolwork and some without. They may have a lot of questions given the warnings escalating yesterday. Today in the bays kris sanchez joining us live from home, part of social distancing. Kris, lets talk about this. I know a lot of kids probably have a lot of questions. Talk to us about how youre talking to your kids about whats going on in our everyday lives now. Reporter were trying to keep it age appropriate and were trying to keep it nice and calm. Laura and i were talking about that earlier, how important to be calm and thece of reason. I found visual Information Online in order to kind of make it a little easier to have those conversations. I want to show you this video. You may have seen it by now but it illustrates why social distancing is so important. In case you havent seen it, its a line of matches, each setting fire to the next one until one steps out of line. The greek doctor who posted this original idea said its the one who stayed away that kept the others safe. Back here live this is a demonstration that my neighbor did for her kids. Okay, catch all of these little papers that you can, drop them all in bulk. They werent able to catch all of them. Then she said catch all of these papers and drop them much more slowly. The kids were able to then go around and be more deliberate about catching them that is to illustrate the pressure on the health care system. If we all show up at the same time there arent enough resources for everybody. If we socially isolate, we flatten that curve, we show up over a longer amount of time, then if there are only 10 or 100 hospital beds, each one of us who needs one gets one. Thats a powerful visual. Shes also a great mom. We want to talk about what the experts say, keep it age appropriate as youre talking with the kids. Listen to what theyre asking. Sometimes what they ask and what they want to know are different things. You could also use science. You will always have that on up side because were not experts in anything but there are scientists out there and those are the ones that we should count on for the factual information. Make sure you limit and supervise the media that they are consuming. There is so much information out there right now and its changing so dramatically that, of course, we want to have the tv on the whole time. We want to keep checking our phones for the latest information. They cant digest the information the same way that we can. Make sure you know what it is they are consuming. Try to keep things as normal as possible though they are not going to school. The biggest concern was not about the coronavirus or the shelter in place. It was that i needed to make sure i wore green so i didnt get pinched because it is st. Patricks day. At the end of the day, theyre little kids. You wore your green so im sure you did them proud. Muni making changes for the next three weeks but mostly impacts more heavily tourist lines, cable cars and the f street cars canceled over concerns about operators not being closed off. Is keeping regular Service Going with longer trains to provide for more social distancing. A suspension of weekend service. I think they would agree if you are feeling sick, do not go on mass transit. That is a real big focus point. Over here no delays for mass transit or for the drivers. A smooth drive around the bay. There are already studies that are ongoing in china and there should be results on that soon. There are many different trials going on, thankfully. Many scientists and clinical researchers are working on this. So as the data comes in its being published quite quickly and in remarkable time were doing something about it. We continue our coverage of the coronavirus pandemic and right now much of the bay area and a shelter this place order as we have been reporting one of the hardest hit areas, Santa Clara County. Joining us this morning by phone is supervisor cindy chavez. Supervisor chavez, thank you for joining us this morning. Good morning. Here we are close to six hours in the shelter in place. How is it going so far . So far well. Most people want to comply and understand how important it is and were going to do our best to educate everybody in our community so they understand the reason were sheltering in place is we want to slow the virus as much as we can. Most have understood that, they understood why its so important. Talk to us about the Community Spread because weve seen the numbers here in Santa Clara County arise more than any other area in the bay area. Talk to us about the shelter in place and the Community Spreading. Thats a really good question. The important thing for people to understand is that we can look at italy. We can look at other places in the world to know that once that it hits Community Spread it really spreads very, very quickly and part of the reason were so focused on the shelter in place we do believe thats the only way to protect lives and i want to explain one way thats really critical. We have over 138 cases in our county. We have over 52 people hospitalized and remember thats people hospitalized with the disease we didnt have before which means were already straining our health resources. We want as few people going to the hospital so we dont have as many dying from this illness and part of what happens you just have so many people with a Strained Health system that we cant provide services to everyone. What were asking everybody to do is take care of themselves, take care of their families and keep as many people out of their hospitals as we can. You spoke to family members yesterday. You talked about speaking to the children because seeing this on the news can be frightening not just for children but adults as well. What do you suggest for other parents as theyre trying to help kids deal with all of this . Its been hard to explain. I have an 18yearold, why cant i go over to my friends house . I explained he could have the infection, others could have the infection and infect somebody else but maybe my son doesnt get sick but an older adult does in another household. We have the ability to protect ourselves be a our families and should do everything we can. The other thing we have to stop letting children just watch tv and heightening their anxiety but spending time doing other things. Go take your dog for a walk. As long as youre not within six feet of other people thats a safe thing to do. It gets you away from the tv and calms nerves. All right.
