The biggest process is really around us wearing the right protective gear to protect us and the patient to make sure were doing it the right way. Reporter the doctor leads an eight person medical team on this winding afternoon, donning, about a tenstep process of taking on and off the gear for every patient. And then the testing. The actual swab is pretty fast. Patients pull up, they turn off their car, once i have the protective equipment on and i go and talk with them and make sure it is the right patient and we print the label and print the label on the swab and then i go and do and explain the procedure and the swab, which is a little bit in the back of the throat each side and then it is done after that and they could leave. Were constantly looking at what else can we do and how did today go and what could we change for tomorrow and what does it look like . So it starts with a vision. We come in here and make changes and constantly tweak depending on weather and patient demand and the day. Reporter so it is about a five minute process. About one car every 15 minutes but that will soon change. Personally, this is your job, but how concerning is it to you and your family and friends. I think there is say lot of unknowns but this day were going day by day to get information and just using the right recautions and making sure we take care of patients. So is it easy just showing up. You cant just show up. You need approval from your doctor and kaiser gives the option would you like to come through the drivethru and you opt in. It is like a car wash, you show up and keep your seat belt on and it is a five minute process. Is this just for a kaiser patient or once any doctor gives you the option you could go through. President trump wants it to happen at walmart and cvs, but right now kaiser is the only local place to get drivethru locations. And when it does ramp up, how many people could they do in a day. It took ten minutes of prep and five minutes so about 15 minutes and there is only one car every 15 minutes. Do the math on that. But it is not going to suit 50 cars all at once but hopefully there are many locations and not just kaiser according to the president moving forward. Test results, when did you get them. . A couple of days. In two to three days you get them back. It is not instantaneous, if you have it or not and that is the big question right now. And that is when we know the numbers and the scope of how many people have it. The numbers will keep spiking. That is great work. This is a stunning decision that does impact a lot more than learning for children who rely on that school lunch to keep them going during the day. Reporter s the plan is to come back and administrators admit that could change and what is not changing is the commitment to educate and feed these students. After a twohour Grocery Shopping saga, daunte and rosemary are ready for the school closures. We have to be ready for everything. Worst case scenario. With seven kids home now all day, every day, they expect to be back soon. Im glad that the school is closed. Oakland unified announcing all schools are closing until at least april 3rd. All School Building sakts including extra curricular activities and childcare and enrichment are canceled for the next three weeks or until further notice. But the District Nutrition Program isnt closing doors. Theyll provide takehome breakfast and lunches for 24,000 students and hand them out at 12 Different Centers scattered across oakland. For many students these are potentially the only reliable meals they get. These meals are absolutely critical. And that is why weve located the centers around the base of where most of the families live. Reporter it is thought only oakland unified districts across the bay area that are making plans to continue to educate students during these closures. That is what police and firefighters and medics are facing. Today they shared plans to help protect officers. Patrol cars are stocked with protective gear, talking gloves and grown and respirator and shoe covers but it is up to the officer to decide when to put it on. There is somebody who is who could potentially expose us to coronavirus, then were going to take those measures to protect ourselves and that might be seeing an officer wearing this personal protective equipment. Now the Department Said it is trying to equip every vehicle this way but the police union said the department does need to step up and do more. Farther south San Jose Police chief has instituted satellite briefings for all shifts to avoid making officers crowd into a meeting room. Extreme times and even more extreme measures. Today santa clara and San Francisco counties issuing a ban on gatherings of 100 people or more. That could be your local restaurant, Little League opening day or a movie. A group of researchers including the university of california published a study to look at how long covid19 lives on different types of surfaces and in the air. The researchers sprayed the virus in the air. Three hours later it was still detectible. So that got us wondering how long the virus lives on packages that you get delivered. Study said covid19 to live on a card board for up to 24 hours. The virus lives the longest on steel and plastic, up to two to three days. Yes, it sounds daunting. But the cdc said it is important to note so far as far as they know, no one has become infected from touching a surface contaminated with the virus. But you should be cleaning all of the surfaces first with soap and water and thin disen fecting them. And the biggest takeaway is to make sure youre regularly washing hands. Giant lines, of costco and trader joes and just about every other Grocery Store around town. Nervous shoppers stocking up on toilet paper, hand sanitizer, frozen food, posta, rice, but while we stockpile some items and not others. We sent scott budman out shopping to get answers. He joins us in san jose. What have you got, scott . Reporter raj, weve seen it here in the bay area and across the country. The rush to buy items like toilet paper from stores has gotten desperate at times. But we do have some good news. The companies that make the products say dont worry, there is no shortage. The line started just as the sun came up. My mom needs toilet paper, water, and target has known. Walmart, none. So costco is the best choice to try. Toilet paper. And food. Sanitizer, there is nothing here in target. And the shelves were indeed bare for paper goods, cleaning supplies and cold medicine. I think this has started to hit. It looks like right now people are nervous and so they buy things theyre nervous about. Reporter Robert Chapman teaches in the san jose state school of business and said worrying about what we have during the coronavirus pandemic is understandable but, he said, we dont really need that much toilet paper and even if shelves quickly empty every morning there is still more product on the way. The main thing to realize is that for most products the supply chain is working just fine now. Food production is just fine. Paper goods production is just fine. Reporter so buy what you need, and try not to get caught up in the fear. And i was determined not to get caught up in it but then you cant help it when everybody else is grabbing things off the shelves. Reporter i spoke to representatives from a couple of large stores, they wouldnt go on camera but said they will be restocking the shelves pretty much daily with paper goods, hand sanitizer, though, they say is definitely in short supply. Well hospitals across the bay area are rolling out pandemic protocols and part of that process making sure people know when they should or shouldnt go to the hospital. Joining us now to answer some of the questions is dr. Joehan, from Ucsf Medical Center and weve been telling people not to show up at the hospital. What is the protocol if someone has a fever when should they show up and what do you do when she when they show up. If you develop symptoms that you are worried about, i think the first thing you should do is talk to your doctor, you should call your doctor and not show up at the office or the Emergency Department. When you develop symptoms that youre very worried about, really troubled breathing, feeling like youre feeling faint or extremely high fever that wont break with overthecounter medication, that is the time to escalate to try to show up in person, whether that is your Doctors Office or the Emergency Department if you need it. And if i show up at the Emergency Department and i have those and do i shout through the door and i maybe have coronavirus and you come out in certain medical gear. I dont want to infect anybody else in the emergency room. Great question. We have set up and i think a lot of other Emergency Departments have set up a triage screening protocol where we will greet patients outside and get a quick assessment of what symptoms are, take a temperature and if you have symptoms that could be consistent with coronavirus, we will quickly triage you to an area where all of the personnel are wearing appropriate protective equipment and put you in a respiratory isolation area where we could see and treat you away from other patients that dont have that infection. Lets talk about isolation and quarantine. If you think youre exposed youre supposed to selfisolate or quarantine in your home for 14 days. Do i can i isolate if im with my family. Do we all hang out together. When one person starts to develop symptoms do we move that person to another room and then the other people, how do you work selfisolation in your house . Yeah, it is very challenging. But the reality is what you want to do is have a separate bedroom and separate bathrooms if possible and stay away from each other. If someone does have symptoms and you could get a mask, that person who is symptomatic should wear a mask and stay at least six feet away from other household members. Keeping in mind that surfaces could keep the virus alive for quite a while. So everything needs to be wiped down. You want to consider things like pets as potentially a surface that could carry the virus. So it is very it is very challenging for a lot of people. But that is the recommendation. We might actually get a few isolated thunderstorms popping up. Some of the yellow that is showing up on the futurecast is the chance of maybe some thunderstorm activity. And look at this over the sierra, some widespread snow expected as we move through sundays forecast. Now i do want to say over the bay area, it is going to be the on and off again waves of rainfall as we head through the next two days. But it would be more consistent saturday through sunday right over the sierra. Look at totals for just saturday alone. Were looking at a foot, maybe higher for some of the summit levels. Then total accumulation into sunday, late in the evening, might get 45 inches at kingvale and 31 inches at blue canyon, more on the much colder temperatures and our thunderstorm chances, coming up in about 25 minutes. No, i dont take responsibility at all because we were given a a set of circumstances and we were given rules, regulations and specifications from a different time. Right now at 6 30, the Trump Administration scrambles to broaden testing for the coronavirus. And as you just heard, the president not taking any responsibility for the delays. Tonight we begin a new phase in this fight against the virus. The president has declared a National Emergency. A huge concern about our Senior Citizens living in nursing home. The federal government is restricting visitors to homes across the country. Reporter looking at nursing facilities our investigation found some local counties have older Nursing Homes that restrict access and most others havent. What used to be a check in at his mothers nursing home. Extremely important. Has turned into a security checkpoint. Shes 97 and his visits are everything to her. It is continuity from the life she had outside. Reporter bruce is one of thousands who cant visit family at the moment. Facilities that are home to more than 400,000 elderly or sick according to the California Association of Health Facilities. These are people the cdc said have a higher risk of illness from covid19. I dont think were nearly as prepared as we should be. Brandon dalkins is an activity therapy supervisor at laguna honda in San Francisco. One of the bay areas largest Skilled Nursing facilities. He said short staffing industrywide continueses to be a problem. Were trying to do the best we can to hang in there. Alameda and Santa Clara County have the most nursing home beds in the bay area. Our unit learned as of friday San Francisco, san mateo and sonoma counties issued health code orders banning visitors from nursing facilities and others have referred nursing home operators and patients to state guidance. I think it is collaborate we have the resources to give you and let us help you and people are por likely to hear that if you come open to theyre experience than simply telling them what testify to do. This team helps longterm care residents with with services. She said facilities are taking the outbreak seriously but agrees more staffing problems means more risk. Many Caregivers Work mult tell jobs at multiple facilities or counties and placing at additional riskba a caregiver could not know they are sick and go from one facility to another and that is why infect control is essential. Do they have the resources to do this successful. There are communities and cultures and they are doing the best that they can. Reporter over the years Nursing Homes have generally received less than stellar safety scores compared to other Health Facilities according to state data. To top it off, Infection Control is the second most common type of code violation. That is a problem as serious as isolating for residents. I have a strong feeling that as days and weeks go on, that it is going to get more confusing. Reporter for bruce, he and his mother have to adjust. I think as long as we can talk on the phone reporter and try to trust the system while keeping in touch. We reached out to laguna honda about staffing and equipment. They did not want to comment and referred us to the website. Now this is an evolving situation. At all levels of government including the federal level. Candice nguyen, nbc bay area news. There is encouraging news. In china where the coronavirus started, it is slowing down. So what did they do over there to contain this . In wuhan, china, in december, at one point the government was dealing with 15,000 new cases each day. Today that number is down to 20 people a week. These numbers tell the story now n. All the virus infected nearly 81,000 people. It killed more than 3,000 people. The most important number, though, is 64,000 people who have recovered. Today in wuhan all 14 of the field hospitals that were set up to treat the coronavirus were closed. That is good news. So how did they get there. The government locked down the entire region. People werent even allowed out of homes. Each household could send one person out for necessities once every three days. Patients with mild symptoms were not allowed to stay home. They were isolated in temporary facilities at gymnasiums or event halls and people who came in contact with anyone infected were sent to designated facilities like a hotel or hostile for quarantine. South korea also recovering. 8,000 people got the virus. 66 people died. That is a relatively low number. More than 500 are recovering. South koreas secret, they tested more than any other country. It created free drivethru centers with which take about ten minutes. Results are texted to the patient. Since the outbreak began in late january, about 10 to 15,000 people were tested each day. So far here in the u. S. , our testing has been limited but each day were reporting on shut downs that are keeping people isolatesed as muches as possible. In the south bay Great America is postponing the spring opening until april 4th. Six flags discovery kingdom in vallejo also suspending operations until the end of march. At that point both parks will reassess whether they could reopen safely. The coronavirus cant close the beach but in santa cruz the boardwalk will be boarded up like other entertainment venues. It is shut down temporarily through march 27th. Administrators cite the New California guidelines capping gatherings so for concerns of the employees and guests, the decision it to close. It is such a dramatic change of everything. This is going to be challenging for us. With our kids home from school, what do we do . We cant go to museums or maybe not even the movies. We have to go outside and enjoy the weather. And now the rain comes. But you have your umbrella and your raincoat. Then get outside and get fresh air. So good news on that front. Today we checked in with the institute for supply management and told us some shipments from china are getting scarce but most Paper Products and food we eat are made close to home. Most of the production is happening in the you the or nearby. So even though there could be some minor impact in terms of product on store shelves, a little delay in getting hinges canned up and shipped by truck for instance, but probably not to the extent that people seem to be concerned about. So now lets look at what the federal government actually recommends families need to ride out a pandemic. It is a small stockpile. A two week supply of food and water. That is going to look different family by family. It will vary quite a bit. But before you rush to the store to buy two weeks of food, look in your frig, freezer and pantry. All of that sfuf counts. Today on facebook i asked people to share photos of the pantries and there are suppose lies here. So we recommend go to the pantry and do an inventory and think about what you eat and plan out sh meals using what you already have and get creative with the kids. They have to do something. How many of the 14 days can you cover with your current supplies and might find reassurance and help prevent this. All of the people who are crowding aisles one through 15. Now lets talk about the two week supply of water that uncle sam recommends. That is the bit that people are overlooking. We checked with various agencies today for guidance on water and many recommend one gallon of water per person per pet per day. That is a lot of water for two weeks. But you dont have to buy bottled spring water, you could store tap water yourself if you follow the necessary steps to make sure the containers are sanitary and properly sealed. How do you do that . But in this case with the coronavirus, the water is not contaminated. You could use regular tap water at home. At ready. Gov they say you need 14 days supply of the water. I reached out to d. C. To get clarification as to why we need that and is it still one gallon and i didnt get an answer so at this point an abundance of caution, this is one gallon per person, per pet per day. Will the factories and food distributors have problem keeping up with the pace. But apparently not. The institute said there might be issues with the metal tor the cans might come from china or some of the glue for example to keep the labels on however they said that there are shipments beginning to ramp up again from china. Because theyre recovering. So perhaps there was a pause before but for right now were there good shape and the panic at the stores, they dont see a reason for. All employees at the corporate offices around the world will log on remotely but workers at Fulfillment Centers like in the east bay and delivery drivers that we see all around town, they dont have that option. So amazon is created a 25 million fund to allow those worker to apply for grants equal to two weeks pay if they become infected with the coronavirus. That is great. Okay. Lets turn things over to jeff. When do we expect the rain and how much . Tomorrow morning it will start to roll in and in waves for us. So the rainfall totals will vary across the bay area. Lets bring you into the microclimate forecast. And it is an evolving forecast. I do have some brandnew updates for you as of right now. What i want to start off with is a live look at what im watching in the atmosphere. This is 25 to 28,000 feet above where the airplanes fly. This is the larger pattern from saturday through tuesday. If it is a large upperlevel low pressure that will drop down a cold blast of air and bring chances of rainfall. But i want to take it one step farther and get a closer look down at the surface because we have something happening tomorrow. It looks more and more likely that i want to make you aware of of. A cold front moving over the bay area. But the problem is it could stall out right over the Santa Cruz Mountains and the south bay. So we might actually get our higher rainfall totals down here over parts of the peninsula, south bay and cruz mountains. Which is a flip from the normal where the north bay gets the heavier rain. So if this stalls out, were looking at an isolated Flooding Risk for the Santa Cruz Mountains and also have to watch that down across the south bay, especially because we were so dry in february. A lot of the street gutters may be clogged up with leaves, et cetera. So well keep an eye on it through saturday and sunday and likely under a microclimate weather alert at this point. So bringing up to the timeline. 5 30 in the morning, rainfall over the north bay. Isolated pockets indicated by the yellow. The light green and darker green color, that is light to moderate rain over the east bay and the peninsula. As we move to 9 30 in the morning, it uniforms more here with rain over the east bay and the peninsula. Then once we hit 2 00 in the afternoon, there you go. The frontal system is over the south bay. We talked about this and watch as i advance it. It looks like it could stall out right down here over the south bay. So even into 7 00 p. M. We could have rain chances continuing over the south bay and the Santa Cruz Mountains. Then as we roll into sunday, well see more waves of wet weather moving back on in. So we are at this point looking at some waves of rain moving in as we head throughout this weekend. It wont be nonstop rainfall from saturday through sunday. So just be prepared for that. As we start off tomorrow morning, got you down to the cold 40s. Headed anywhere where and take your jacket and umbrella. Were down to 45 in the east bay. San francisco 47 and the north bay the chilliest at 42. My forecast keeps cold 50s in San Francisco over the next seven days. Nt rainfall totals a quarter to three quarters of an inch possible. Maybe some isolated thunderstorms. That is another new change. And possibly even small hail with all of the cold air in place. For the inland valley, no more 70s, no more low 80s. Back down into the 50s through the next several days. And even by monday, tuesday and wednesday, we could have more on and off rainfall chances returning. Youre not here. Youre headed up to the sierra. Snow getting going tomorrow. You should get there okay. Four to 12 inches. Sunday could be severe as weve been warning. One to two feet is possible in a 24hour time period. So we have a lot happening here. But as i said before, maybe this is the change Everyone Needs to just kind of take it slow. If there is no event, there is no paycheck so the warriors, players and staff and ownership contributing 1 million and the Warriors Community foundation is leading the charge in distributing the money to employees and also raising more money from their foundation to help all of the people.
