Reporter even before the polls open on super tuesday, San Mateo County began counting its ballots. It really is a template for the way california is going to be voting in the future. Reporter chief elections officer jim arizari says his department was instrumental in convincing the state to pass the 2016 voters choice act in hopes of increasing voter participation. Another benefit of the new system, improved security because it moves away from electronic machines in favor of paper ballots. There is no more security method of voting than on paper. Reporter he took us on a tour of San Mateo Countys Processing Center where we witnessed firsthand exactly what happens when you submit your ballot. Everything you are looking at right now is brandnew technology. Reporter election workers first conduct an initial count by scanning the closed envelopes through this mail sorter, capabcap. Next they go through a second scan to capture voter signatures. It takes a picture of the signature and goessignature on ballot with the registration card. Ery year, hundreds of vote forget to sign. The number of ships hitting and killing whales off the california coast could land the Trump Administration in court. This all comes after our report last week that exposed whats happening along our coast. Heres senior Investigative Reporter bigad shaban. Reporter whales washing up dead in california are now having a Ripple Effect that leads all the way to the white house. Today we launched a lawsuit against the Trump Administration for failing to adequately protect endangered whales and sea turtles from getting run over and killed by ships off california. Reporter kristen is an attorney with the center for biological diversity, an Environmental Group thats diving into a legal battle over the federal governments plan for guarding endangered species in and around the bay. At issue is how fast nearby ships are allowed to travel. To protect whales, the federal government started a voluntary speed limit five years ago just outside the bay. When vessels enter any of the areas three shipping lanes, theyre asked to slow down to 10 knots between may to november. Thats peak whale season. But just last week our Investigative Unit revealed ships sped right past that request more than half the time. The reporting that youve done shows that there is no or very little compliance. We dont let tanker trucks drive on our highways without speed limits. We shouldnt be letting ships travel through shipping lanes without limits. Reporter in a lengthy letter, the Environmental Group argues noaa and the u. S. Coast guard failed to properly utilize the best available scientific data, calling it so inadequate that it poisons their findings. Neither noaa nor the coast guard would comment for this story. But in the past, noaa has told us enacting a mandatory speed limit could take years. The agency has Emergency Authority under the endangered species act to take action right now. Reporter if the Trump Administration fails to make changes within 60 days, the center for biological diversity says it will take them to court, where a federal judge could force them to act. Com investigations. Lets talk about our super tuesday forecast. I think, you know, everybody is going to have some great weather to go get out the vote. Lots of clear skies tomorrow morning. Might need a light jacket if youre headed out on the early side. Otherwise, plenty of sunshine to cast your vote. Lets go ahead and get a look at tomorrow. I did want to start off with some record highs. I do think well see a new record in concord, santa rosa, napa with upper 70s to about 80. So another warm next couple of days moving on in, and its all from this same area of High Pressure we just cant get rid of that brought us all of that dry weather. In february, not a drop of rainfall, and also that unusual heat. High pressure is pulling up warm air from the south. Its also nudging that storm track, pushing it well off to the north. So thats why we cant get rainfall right now. Coming up in about a minute and a half, ill have details on an extended forecast. My exclusive rolongrange fork d i think it has something in it youre going to like. Lets get you ready to go for tomorrow. Well start off mostly clear, temperatures in the 40s. I dont think theres going to be any problems visibilitywise as youre traveling around north bay at 45. San francisco 47. The east bay at 45. We talked about the warmer weather tomorrow, but when you see this, in early march it still is out of whack here. Temperatures 10 to 15 degrees above normal. Put us at 74 in cupertino. 76 in san jose. Isolated 80s in pittsburg, concord, danville at 79. Oakland 73. For the peninsula, light winds out of the northwest at 8. Half moon bay, 64. Redwood city, 75. San francisco at 07 in the missi 70 in the mission. 79 in napa. 77 in sonoma. The only problem i think you might get into tomorrow, weve all seen it on our cars, that yellow film. Its all of that pollen thats floating around from some of these irritants that have been with us for the past couple of weeks because we havent had rainfall to wash it away. Juniper, cypress, cedar, pine all in the high category. As we head through this upcoming weekend, a couple of changes here. I do see the possibility of spotty rain on saturday. Trace amounts to a tenth of an inch in San Francisco. Temps drop back down to 54. Also a spotty chance on sunday and 56. So the weekend does offer some slight chances. For the inland valleys well go from this record heat and 80 on wednesday down 20 degrees on friday and saturday, back down to around 60. Well hold with those cold temperatures into this weekend. I hear you. I know what youre saying. Thats only spotty chances of rain. I want that rainfall too. Weve got to look beyond seven days to get there. You can see march the 11th through the 16th, a 75 chance. Thats what im calling for right now that rain returns with some possible on and off systems. So as we get closer to that, ill continue to nail down the timing and intensity of that. All we can say right now is that we are leaning more towards some increased rain chances and anything we can get to get rid of these allergies, thats going to be good news. Best chance in a month. Thanks jeff. A budget battle in Contra Costa County late into the night. Parents, teachers and staff fighting to save jobs, but theyre also fighting to keep a music program.
