For many people, the quarantine has ended and they are on their way home. But for others, its just the beginning. Tonight there are ten people who are infected or showing signs of the virus here in the bay area. Two of them are in isolation in napa. Nbc bay areas cheryl hurd joins with details. Reporter two people are right now being treated at this hospital, but we are getting new numbers tonight from the cdc. They tell me six more people evacuated from that cruise ship in japan, who came to travis for quarantine, are now hospitalized because theyve developed symptoms of coronavirus. Three developed the symptoms on the plane on their way back to california, and three people are being tested for quarantine at travis sunday night. They are in napa tonight. We are in napa tonight because thats where two people are being treated at queen of the valley medical center. One was a confirmed case. The other patient is being tested for the virus. Both are in isolation. One of them is being tested to be ruled out for novel coronavirus, and the other one is somebody who is asymptomatic that had a positive test in japan, and they are continuing to get testing until the virus is demonstrated to be cleared. Reporter meanwhile, more than 170 people are making their way home tonight, some reuniting with family for the first time in two weeks. They are the first wave of people quarantined since the outbreak, evacuated from wuhan, china, a little more than two weeks ago. Napa county Public Health officials are saying tonight that the risk of exposure to the public is low because the hospitals have protocol and Staff Members are equipped to deal with this type of outbreak. Tomorrow we are expected to have a joint News Conference to learn more, but for now we are live in napa. We should add the latest worldwide numbers were released tonight. More than 74,000 reported cases, 2,004 people have died, mostly in mainland china. There are now 29 cases of the virus here in the united states. We have breaking news in the south bay. A woman is found dead inside a home in the East San Jose foothills and her killer is on the run tonight. Nbc bay areas ian cull was the first reporter on scene. He joins us live from Mountain View avenue with the latest on this investigation. Ian . Reporter yeah. Janelle, detectives have been going in and out of the home all night long, even looking into trash cans along this street, taking pictures inside of them, looking for any sign of evidence. Theyll have this block closed down for several more hours as they try to find out what led up to her death. The 911 call came in just before 4 00, but investigators are still busy tonight. Deputies found the woman inside of the house at Mountain View avenue near gordon. They classified it as a homicide right away. Neighbors tell us that the home she was found in is an airbnb, one where separate rooms are rented out, and theyre worried that something might go wrong. Its crazy. This guys got a rental unit going on, and i knew something bad was going to happen over time. You get that many people staying at your place, 1 out of 100 is going to turn bad. Sure enough, here we are. Reporter i spoke with two men who were staying in that house last night. They say that they never saw a woman. Deputies interviewed them and then released those men. We reached out to airbnb tonight, which couldnt verify if the home was used on their site until tomorrow morning, they say. As for the victim, shell be identified once her family is notified. Deputies dont have any sort of suspect description in this case either. Theyre going to be looking into Surveillance Footage from this entire neighborhood. Theyre also looking for tips in this case. Were live in san jose foothills. Ian cull, be in bay area news. This just in. A warning issued for people in a petaluma neighborhood. Theyre asking anyone living in the area of cardinal ware, noriel and turtle creek lanes to stay inside. Thats right by the rooster run golf club. Were working to find out more information about why this shelter in place is in effect. Developing news at this hour. A firefighter is dead and one missing after a fire in a Central Valley library. This is happening in porterville, which is near fresno. The fire started around 4 00 p. M. Crews were on the scene in a matter of minutes since the Fire Department is just across the street. But those flames quickly spread. A Mountain View woman narrowly escapes after police say a man tried to did nap her. Mountain view Police Arrested this man after they say he repeatedly rang her doorbell late last night. When she opened door, officers say he grabbed her and tried to force her to drive him somewhere. Controversy over proposed medical marijuana business in the north bay. The delivery only retailer would be located on miller avenue. Thats unincorporated marin county but only a few feet from the mill valley city limits where such an operation is banned. Cannabis would be stored at that location and shipped to people in the county with a prescription. It would not be sold over the counter. Guys, some of the flooding models were about to show you of this rising threat may sound like they come from alarmist voices of doom. But in fact, they come from conservative scientists, state planners, and, yes, even policymakers. This report, the one raj was talking about, one we studied for this story, one of three. It identifies 14 different communities here in the bay area in danger of permanent flooding in just a couple of decades. Even so, we found that buildings are still going up, still being built in these future flood zones, and you, the taxpayer, most likely will have to pay to bail them out. 73yearold margaret gordon, miss margaret as she likes to be called, an advocate for disadvantaged communities, showed us around her neighborhood of west oakland. This would all be underwater. Yes. All of this would be up underwater. According to new scientific models, this area could see water several inches deep across several of its neighborhoods with oncoming Sea Level Rise expected in just a few decades. Do you worry about the people who live here . Oh, yes, because i know theyre going to be displaced, might never come back. Reporter according to state planning documents including this one from 2018, scientists expect that since 2000, sea levels could rise at least six inches and as a12 inches by 203, just ten years from now. As this graph shows, Scientists Say the rate of Sea Level Rise is growing exponentially, all because of recent increases in ice melt and warming of the oceans. We are absolutely at a crisis point. Reporter Zach Wasserman chairs the San Francisco bay conservevation and development commission, a state agency that led the research on this report, called adapting to rising tides. A report that shows more than a dozen communities in the bay area at risk, including 91,000 housing units. It is a slowmoving emergency. Reporter using that same data, our team created maps showing what a 12inch Sea Level Rise with a typical fiveyear storm would look like, what planners say we should prepare for by 2030. In san mateo county, parts of u. S. 101 go underwater. Sfo runways are covered. While the airport already plans to build seawalls, sfo could be left surrounded by water. When you have a certain amount of rising sea level, if you do not adapt, then youre going to be in trouble. Reporter larry goldsban serves as the executive director. Youre going to have water coming in, and youre going to have Housing Stock that wont be able to recover. And youre going to have communities that wont be able to recover. What does the public need to understand about this crisis . That there is no longer any way to stop it happening. The city allows this. Some of this is industrial and residential all packed up on top of each other. Reporter but despite the warnings, our Investigative Team found that building in these areas continues, including two dozen major recent or current developments worth more than 13 billion. Are taxpayers going to be on the hook for this 30 years from now. Were all going to pay because thats what the public does. We either pay through taxes. We pay through fema coming in after a disaster. Why are those buildings still allowed to be built right now . For those that are within our jurisdiction, we are requiring adaptation methods. Reporter across the bay area, projects have been allowed to proceed in problematic flood zones. In Mountain View, using this same computer models, theres googles Charleston East and bay shore developments that both could be surrounded by water. You acknowledge this is real . Oh, i do, yes, and our city does. Reporter Mountain Views mayor says for a decade, her city has been pushing back against some development and requiring that companies prepare for rising sea levels. Even so, she agrees that four recent developments approved there are now at risk. Are the taxpayers going to be on the hook if this all goes south and its worse than we expect . I think its going to be a shared responsibility. But at the same time, we are requiring these corporations to contribute. Reporter further north in menlo park, the facebook campus expansion project began in 2015. After that project was approved, menlo park began requiring all new construction near the bay to raise building foundations by at least two feet. Even so, mapping the data with a 12inch Sea Level Rise combined with a fiveyear storm shows that the new facebook west campus along with the original campus would become an island. Its definitely coming and what are we going to do to protect our city . Reporter menlo park mayor se sia taylor was not in office when facebook west was approved and admits it could be surrounded by water sooner than anyone ever expected when it was first proposed. Youre aware this is a problem . Yes. There definitely is a concern now. Reporter then theres San Francisco. In 2030 with a fiveyear storm, there could be flooding around brandnew condos along mission creek. By 2050, 75 Howard Street could be surrounded. And by 2100, the brandnew Golden State Warriors arena, chase center, could have water all around it, inundating neighboring buildings. Youll have to wear your galoshes to get to a game. How are building projects like the chase center allowed to go forward when we know theyre going to be sitting in a floodplain . Theres a balance between working to adapt for what we know is going to happen in the future and living our lives today. Right now as we sit here, is there a comprehensive plan to deal with Sea Level Rise . No. Regionally . No. Should there be . Yes. Reporter and this all does not even account for events like king tides, el nino, and 100year storms. Those could all make this that much worse. A representative from the Golden State Warriors told us, quote, that when they built the chase center, they went above and beyond all state requirements for Sea Level Rise in anticipation. And a representative for facebook said that while all its New Buildings account for Sea Level Rise, the company is also partnering with several south bay cities to protect the entire area from rising sea levels. As for San Franciscos Planning Department and google, they did not return our request for comment. And just to say, were just talking in some cases just a few inches, one inch. But when you drive your car on an inch of water in 101, everything goes crazy during a rainstorm. This is a permanent inch of water. Are you getting different responses from the political spectrum here . Oh, this is a republican side. This is the democratic side. Its interesting. Thats a great question. Everybody we asked admitted this is a problem. When we asked why do you allow these buildings to keep going, they say its reality. Its money. Well worry about it later as you heard mr. Wasserman say. And Mountain Views mayor too. But no one denies this is coming. So we all need to be aware. And actually the state needs to get a comprehensive plan. There is none right now. Right.
