Stepping out of the door in concord, we have upper 30s for you and there will be peaks of sunshine as we reach the lower 50s. Todays High Temperature reaching into the mid50s for some areas like santa rosa, but most of us in the lower 50s. And were getting ready for the big game on sunday. Kickoff at 3 40. Ride Share Companies are making it harder to classify workers at independent contractors. The judge granted the California Trucking Association a preliminary injunction believing federal interstate commerce rules override the new law. New details for you, a federal judge threatens to force pg e to hire three more trimmers or hire more Tree Trimmers i should say and more precaution needs to be taken to prevent the fires. In court yesterday the utility acknowledged as many as 22,000 trees may create fire hazards. Crews completed work on more than 1 Million Trees just last year. Morgan hill over an inch and los altos one inch and concord reaching three quarters of an inch and in livermore almost three quarters of an inch of rain as well. So all of this clearing out now. South on the nimitz more traffic and north on the nimitz around alvarado out of fremont and in toward union city there is a crash ma may be blocking your left lane so be be careful. Station, expect low 40s through 8 00 and then low 50s for today. As we see the sun kind of peeking out every now and then. So the storm moved out but still light snow over the sierra. A heads up if you are traveling in that direction. The snow is tapering off but the roads may still be slippery. And then looking at the legislativ at the satellite, this will bring the bay area some clouds. So looking at improved conditions if you are going to the sierra, tahoe report showing that well see temperatures today in squaw valley reaching about 32 degrees. And then well see some low 40s for the rest of the weekend. And as we make plans were also going to be watching that storm system that will be moving closer if youre going farther to the north, maybe up around seattle youll see rain and snow there as we look hourbyhour. A lot of clouds throughout the day on saturday and sunday. But that rain will be holding off. So good news for the womens march tomorrow happening in walnut creek. Expect the temperatures in the low 40s during the morning so add layers and warming up into the low 50s. The rest of the forecast looks great here for this time of the year. And well also get another chance of rain on tuesday as we head back to work but well see the rain holding off for the long holiday. If youre off on Martin Luther king jr. Day expect highs around 60 degrees. And some peeks of sunshine. Mike, you were seeing flashing lights. Just saw them appear. So we have to start the report with that. This is west 92, there are the flashing lights and the service lane, that is what is going on across 92. Around the highrise is where i think there was a crash. No specifics in the chp report there. Again the flashing lights just a blichg a blinker for a delivery vehicle but again tracking this across 92. That is the big delay from hayward toward foster city. And the alternate is the dumbarton bridge and a smoother drive. Northbound on 880 you may still have a crash in lanes. Your right lane or left lanes were the ones reported affected. Not much of a build. There is slowing heading up toward union city. On the peninsula, everything is just fine and as we zoom out we do have an issue north 880 continued to slow toward 23rd. I showed you that just before the break. The backup starts back here well our camera seems to be out now taking a vacation early. But that is the slower drive from the coliseum all the way up toward 23rd and that is slowing down through this stretch of oakland. But west 580 very clear. And once you get past the scene, there is no backup at the bay bridge toll plaza. A threeday weekend this weekend so a lot of folks do tend to get out of the area early as on happens. A wrongway driver caused a deadly crash early this morning. A live report and what were learning about the person behind the wheel. Plus falling short. Thousands of homes promised by developers across the bay area have hit several snags over the past decade. What were learning for the reasons behind the major delays. At 6 30, new this morning, a deadly wrongway crash. All lanes reopening within the past hour along highway 17. And we start things off with today in the bays kris sanchez who is live for us in san jose with the latest on the crash. Kris . Reporter well hi there, marcus and laura. Were in san jose because that is where the wrongway driver was first reported at coleman and 880. This is about five miles away from where she ultimately crashed on highway 17 near hamilton in campbell. So on the road quite some way. And the wrongway driver is described as an asian woman in her late 20s. She crashed her honda accord into another driver in a toyota avalon. Both cars were nearly unrecognizable. The driver that she hit, a man in a toyota had to be extricated but the chp officer i talked to said the man was conscious and standing on his own. He was taken to the hospital. At this point the chp does not consider alcohol nor drugs a factor in this crash. But they are still looking for the reason why that woman got on to the freeway going in the wrong direction and where that happened to see if perhaps that might have been a factor. In san jose, kris sanchez, today in the bay. And as laura talk about how concerning that is. If youre not familiar with the area or even if you are, i wan to show you, this is where kris is reporting near the shopping area here at coleman and down 8 0i and down toward 17 where the crash happened in campbell at hamilton. That is a huge stretch of roadway. Almost five miles. When you drive today time out how far and how long it takes to drive five miles and that is how far the person was driving the wrong direction on the freeway. All lanes are clear and everything cleared up about half an hour after that and no more slowing for the south bay. And now the commute is lighter approaching the Holiday Weekend but we do have three areas slowing at the 880 at Alvarado Niles and north at 23rd, lanes blocked because of incidents there and west across the san mateo bridge and as i get out of the way, you see the stop stream of taillights and mid span ive seen two stretch of lights, tow trucks possibly. Some of the weather that we got yesterday with the hail and the snow may still be left as the sun rises. I want to show you some video that we had from livermore around the area where drivers are having to deal with this in the hills and upper elevations mostly above 2,000 feet. So it is interesting to see as the sun rises how much of that is left. But this was something that people around livermore and trivalley and also mt. Diablo had snow and up toward the north bay. So as we take a look live right now in palo alto, heading back out of the door as you get started on this friday morning, well feel temperatures still in the upper 30s. But we will see a mix of sun and clouds today. And highs reaching the low 50s. And new overnight, another deadly crash in the south bay. This one happened before midnight on northbound 101 near the story road offramped in san jose. As you could see the vehicle burst into flames. Witnesses say the driver was trapped inside. No other cars were involved and right now there is no word on how this happened. All lanes are now open. It is 6 33 now. And finding Affordable Housing in the bay area is hard enough as it is. But a new report suggests red tape is making it harder to get planned projects off the ground. Pete suratos is live at one location where development is now at a standstill. Pete . Reporter good morning to you, guys. A big chunk of the developments in San Francisco are tied with three projects including one were standing near in the yorba buena Treasure Island area and this is far from being completed. In this report from the chronicle they outline the mega developments approved back in 2011 to transform three neighborhoods in particular the Hunters Point shipyard and the Treasure Island area where we are standing and then park merced near San Francisco state. They total more than 25,000 units representing 35 of the areas pipeline when it came to new housing. But after nine years only 350 homes have been built which comes out to around 1 of the total. Now these projects are are often sidetracked do you to long approval and pressure for developers to create more open space or small planning staff and that is what were seeing in Contra Costa County at the Concord Naval weapons station. Now there have been Success Stories with these Development Stories in san mateo and the mission bay part of San Francisco with thousands of units being built. The moms 4 housing activists appeared to have inspired Oakland Council president Rebecca Kaplan talking about action to ease the housing crunch. She appeared with supporters this week outside of the vacant home with deputies moved in to remove the women. But yesterday caplan issued a statement urging the council to look at buying up vacant homes at auctions to try to boost Affordable Housing. She never actually mentioned moms 4 housing by name but kaplan also floated the idea of housing the homeless on mothballed cruise ships. Well three men are in custody this morning accused of kidnapping a 14yearold girl and Authorities Say snapchat played a key role in the arrest. Police located the girl at a San Jose Motel tuesday. Investigators say one of the suspects Albert Thomas vasquez met the victim that morning. Somehow she ingested drugs that knocked her out. Investigators say he and two other accomplices then drove her to the motel. Officers pinpointed the dpi t girls location by snapchat made to friends who called 911. Others staying at the hotel were stunned to hear the news. Shouldnt be taking nobodys young daughter and kidnapping here like that. That is not right. Police say the 14yearold victim is now safe. Vasquez faces multiple charges including sexual assault. All three suspects were booked on chapping charges. 6 36. Turning to decision 2020. Michael bloomberg here in the bay area making two stops in oakland today. Bloomberg is focusing his campaign on california and other states that vote on supertuesday foregoing the early caucus and primary states. 6 36 now. And new this morning, Drone Technology is once again breaking new ground. But this time it is actually soil ravaged by wildfires. A Washington State company is using drones to help plant trees and otherwise hard to reach barren areas. The new teelg is called grown trees and they are growing again in drop zones that might not recover. Theyre at severe risk for never coming back as forests. They just turn into a scrubby grassland. The company is in talks to start operating in australia where so many terrain is now being destroyed by those wildfires. 6 37 right now. Want to check the morning commute with mike inouye right now. See how things are rolling out there. Ill give you a big view of the south bay, peninsula all moving nicely. But issues across the bay and along the east bay. Again the trivalley and Contra Costa County moving very nicely as well. I should point that out. It is a preholiday so we expect a lighter than your typical friday. That is why this is an especially point to point out. West 92 flashing lights at the incline, the crash reported earlier of a big slowing very quickly for west 92. It sounds like just a fenderbender but on the span that is causing a big problem for 92. The dumbarton bridge is an alternate. Slowing south toward the area but north at Alvarado Niles, a crash and truck sideways and left two lanes causing slowing into union city. And now a roche in oakland. Things are clearing at 23rd. We see this shot from the coliseum starting to move better. Top of the screen is hyde street where things are still jammed up. Well, what are we doing this weekend . Watching the game. That is right. A lot of people may be heading to tahoe. Because it will be a long Holiday Weekend if you are off on monday, heads up there still may be light snow coming down but all of the roads are open. Here is video as the storm moved through yesterday. We were expecting up to about two feet of snow. And the heads up if you are plan on going skiing, there is an avalanche warning in effect for the back country. So make sure you check in with officials before you head out skiing or doing sh of the snow activities. As we check out our forecast for the weekend, maybe we kick off with the heavenly forecast with snow moving out. Temperatures reach the upper 30s and then well see it warming up through the weekend with upper 40s tomorrow with a few clouds rolling by. And then for tonight, there is also the napa lighted art festival and there will be a latern parade starting at 6 30 so it is nice to get out there but wear extra layers with temperatures dipping down into the low 40s. For tomorrow, the womens march going on around the bay area. Well start out cool. But well make it up to the upper 50s for the inland areas. And then on sunday, a little bit more sunshine as the inland valley reached up to 60 degrees and expect highs at 57 along the coast. Still the lumin night festival. If you are going there and taking the kids, make sure youre also bundled up. It is cool but at least we wont have any rain chances in the forecast. And then going to Russian River valley for the weekend, expect a high reaching only about 53 degrees. But well have some upper 50s heading towards sunday. And then if your weekend plans take you to the coast, santa cruz will be nice. Also whalewatching still in effect. They say School Administrators never bothered to call police or issue a warning. Parents say a sacred hart cathedral sophomore posted a song targeting africanamerican and asian and arab students. Last night parents and students met with School Leaders and still dont know why the student was not arrested and allowed to stay in school for days. Right now, theyre all scared. They dont want to come back to school tomorrow. Theyre afraid tor their lives. We dont know what is going to happen. A concerned parent finally contacted police on monday after searching the boys home they called the threat not credible. Sacred heart cathedral emailed staff and students to say the no longer attends the school but many want assurances hell not be allowed back near campus. Sacred heart did not respond to our request for a comment. Scott mcgrew joins us now for a checks and balances segment. A big week in washington. It is indeed. In fact, yesterday we saw john roberts sworn in as the judge in that trial. He then swore in all of the senators as well. And then an unusual oath with a signature. We understand that senators were not expecting to sign their names. I got video of all 100 senators making that promise, putting their name to it. A promise to be impartial. Among those signing was kentuckys mitch mcconnell. Hes of course the Senate Majority leader, the one with the most power to affect the course of the trial. So his promise to be an impartial participant very important. His promise is different than what he said in the past. Im not an impartial juror. Im not impartial about this at all. We will have a largely partisan outcome, he said last month. Thursday during a press conference President Trump was asked about this letter. Written by his personal attorney Rudy Giuliani that says that President Trump was aware of and indeed blessed giulianis attempts to meet with the president of ukraine. Is that true, President Trump was asked is this. Mr. President , Rudy Giuliani wrote a letter to zelensky requesting a private meeting and he said it was in his capacity as private counsel to president Donald J Trump before the inauguration. Did you authorize him to write that letter and what was your understanding of what the meeting was supposed to be about . Well i dont know anything about the letter. But certainly rudy is one with of the great crime fighters in the history of our country. Hes certainly probably the best over the last 50 years, hes also the greatest mayor in the history of the city of new york. The Accounting Office ruled when President Trump withheld money and military aid from ukraine he broke the law. President trump said he did it so he could investigate corruption. Members of his own team say the money was withheld in order to pressure ukraine to investigate the bidens. The gao ruling said it doesnt matter, the president broke the law. These are the remaining candidates for president on the democratic side. On sunday the powerful New York Times will endorse a candidate we presume is someone from this list and not President Trump. We thought they would not get turned on but the crash on the san mateo bridge did result i believe in playing a part in keeping the metering lights turned on and the backup forming over the last 15 minutes. The metering lights turn on as of 6 40 and almost 20 minutes for the backup to form. A lot more traffic released on 880 because i believe the start off over here with with the problem on 92. Now the twinkling brake lights tapped, youll get a slow recovery westbound because the crash has been cleared over the foster city side across that flat section and the highrise you have to recover back toward the hayward side. Some folks headed down toward the dumbarton bridge and more toward the congestion at 23rd a disabled vehicle in downtown oakland. That cleared as more folks head toward the backup at the bay bridge and that is why the metering lights are on. We should see a recovery over the next hour but still hor traffic is heading into the city. And also we have more Traffic Building coming up in toward union city out of fremont. Finding Affordable Housing in the bay area is hard enough but a new report suggested red tape is making it harder to get many planned projects off the ground.
