Several officers and chp swarmed this intersection and velasco drive and one officer with his k9 out and it is not clear if he was looking for a possible suspect. Also a second scene with a Smaller Police presence not far from here off blossom hill road. Again we have an idea of what might have happened but with we need to confirm first. Ill tell you, you say if the mothers dont leave on their own, they say they are not leaving on their own, they will not resist arrest but they will not leave of their own accord either. This morning still very quiet here in oakland. Some folks have gathered to show support outside of the front of the home. Also here to document. Supporters have been out here from 6 00 in the morning until 6 account evening and locking arms risking their own arrest are. The judge ruled that the moms have no legal right to remain in the vacant home they took over on november 18th. We being used throughout this movement to show people no matter what happens or how many obstacles are put in your path that you still should have the strength to fight. Reporter so Southern California developer wedgewood llc wants to renovate through the nonprofit employing at risk youth to do the work. The Council PresidentRebecca Kaplan said based on business permits there is no evidence that is in the works. Wedge wood offered to pay the moms to move and shelter them for two months and offered that the moms called insulting. And the sheriff could come between now and friday which is the deadline for the eviction. The moms will continue their peaceful nonviolent protests. Left us about a tenth of an inch of rain. Watching another storm system developing over the gulf of alaska moving closer to the bay area and that will bring about high wind and some heavy rain. Going hourbyhour today, once again the rain tapering off. Mostly sunny sky going into tonight. Were going to see more clouds but then we take it through thursday morning and we start to see some rain. Notice all of the different colors here. That is because well have some light rain, some heavier rain where it transitions over to white. That snow and that is what well see in the elevations above 3,000 feet. Especially for areas like mt. Saint helena and toward the south bay where wee see a wintry mix on mt. Hamilton and then rain coming through all day on thursday before we see it tapering off on friday morning. Some of the models indicating that we could get three quarters of an inch to over an inch and a half farther to the north. And then through the forecast it does still say busy so we have the significant storm coming through on thursday. We dry out on friday. Weakening storm system coming through on saturday that could bring us early rain. Sunday is looking good as well as monday. But then there may be more rain right behind where our forecast shows going into early next week. So our microclimate weather alert on thursday because of the high wind and heavy rain. Mike, youre saying trax is being metered at the bay bridge. As we expect, it did get turned on and that means the flow on the span itself much smoother and spacey and that is the goal of the metering here. The backup is caused here and it will feedback to the maze and were looking at the mid span that will clear up and things will be fine in case there is any issue on the span. Again that is not what sp going on for the bay bridge span. A disabled vehicle toward antioch at contra loma on the shoulder and then slowing. Westbound for highway 4 with the commute. And westbound 84 slowing past the crash here over off of the roadway near the ge plant but traffic is narrow and any distraction will cause more slowing for the cutthrough and take the dublin interchange. Reporter good morning to you, marcus. The Palo Alto City Council voting unanimous for what they are calling a safe Parking Program. Of course they are doing this as a part of a solution to the citys growing homeless problem and an issue were seeing across the bay area and across the state of california. At this point it is just a Pilot Program but it will start with four parking locations at participating Church Parking lots or folks living out of their cars or vehicle zwel dellers and they want to move to city owned lots for bigger sass for the safe Parking Program. Similar to the safe Parking Programs, the city wants to connect people with with Case Management services. So the ultimate goal is to get nem into permanent housing. This is addressing the much larger issue of homelessness which were seeing across the bay area. In fact, you have California Governor Gavin Newsom recently proposing more than a billion dollars to tackle this specific problem with more shelters, services and in some cases emergency housing. Now here he is discussing the issue as he toured the hardest hit homeless areas across the state. Homelessness is the number one issue in the state of california, issues of affordability and housing. Reporter now a council appointed by the governor wants voters to consider a mandate to endless homeless and the governor has yet to adom that recommendation and expected to tour homeless areas in the bay area at some point this week. The former uc berkeley worker accused of being the nor cal rapist will return to a sacramento courtroom. Roy waller was arrested at his benicia home. Dna evidence led them to waller in connection to a decade of an unsolved attacked in six Northern California counties. The last one happened in 2006. Todays preliminary hearing will determine if there is enough evidence to go to trial. And we will get a clearer look this morning at the 725 million Economic Impact of the kincade fire in Sonoma County. The county board of supervisors is expected to hear a report. A fire and evacuation of 185,000 residents made up a majority of that cost but additionally they say planned pg e shutoffs between late october and early move caused an estimated 105 million in losses. The average resident spent two and a half days without power. Meantime Sonoma County is preparing to take legal action against pg e and sal thou and although there is not a cause of the fire, they did admit a high voltage line malfunctioned at same time the fire began. And oakland leaders are cleaning up Illegal Dumping called oak town proud. Proud is actually an acronym for prevent and report oaklands unlawful dumping. They plan to announce a slew of new services. A long time San Francisco restaurant is closing doors. It is blaming a problem many other businesses face. High rent and high labor costs. The castro cafe floor has been a main stay since 1973 but no one is actually longer open for business. The San Francisco leaders are searching for solutions to keep local restaurants and stores open. Some are supporting a vacancy dispatch. If it is left empty for more than 182s it will be fined. They aim to bring back vibrant neighborhoods. I would support that. Right now they dont have an incentive to fill it. According to a recent city study the castro and upper market had a 10 vacancy rate in 2017, that is up from 7 in 2015. Happening today, leaders in concord will consider getting the ball rolling on improvements to the three busiest streets. Theyve been studying Willow Street and galindo and cowell road. Grant funding may be necessary before any work actually begins. So lets look att at the roads this morning. They are wet. Early on we heard about another smaller crash that may involve cars in the Center Divide and facing the wrong direction. So that indicates spinout after the impact. Right now not so much. But you will have damp roadways to be careful. The bay bridge toll plaza metering lights on. Over through concord you are talking about street improvements looking at 242 starting to show the slowdown. The rest of the bay is a nice drive but highway 84 past the ge plant we have the crash into the fencing on the side, causing slowing out of pleasanton and livermore and toward 680. And eastbound 92, you dont see slowing but a caltrans work that may go on there. Im trying to get more detail and monitor the bridge closely but right now youre okay. Well were Just Cruising through this week. Heading into the weekend. Cant get here fast enough. A little bit of a bumpy ride. Were going to have a lot of rain and high winds on thursday. By the time the weekend gets here it is looking much calmer. Spotty showers moving through early on saturday morning and sunday is looking good. Up to 60 degrees inland. Kris sanchez is live at scene. What is happening now . Reporter i could tell you this happened very suddenly. About 5 30 this morning Alameda County sheriffs rolled up in different vans and vehicles. They are now up there at the door in the last couple of minutes. They used a battering ram to break open the door after announcing they were here to serve an eviction notice. You could see the sheriffs and perhaps hear them. They are giving the orders to the women inside to come to the door and come out of the house so that they could be evicted. At this point the deputies are still outside of the home. They did push in the door and they are yelling into the house. The orders for the women to come out. We have not heard from the women at this point about whether or not they will comply. Although yesterday they said that they were going to continue their peaceful nonviolent protest. Ill mention too there is a crisis negotiator out here as well as the deputies serving the eviction notice and definitely a very large presence out here this morning. The protesters who had been locking arms in front of the house saying they were going to provide a barrier of protection and they are outside of the crime scene tape which was set up to set up a perimeter by the sheriffs deputies so all of the supporters have moved out and away from the home. Now it is up to the sheriffs deputies to be inside and see if the women will come outside and return the home to the rightful owner, the Southern California owner wedgewood llc. Well let you listen. Reporter well, at this point i did ask Dominique Walker one of the moms with moms 4 housing yesterday, are you preparing to be arrested and she said yes. And i said what is the plan for your children and she said i do have a plan for my children in the event im arrested but did not elaborate on what the plan height be. There were supporters out here with with other children yesterday so perhaps they are working together to make sure that the children go with someone that they know rather than ending up in a in fostertype situation or in protective custody. So again, the sheriffs deputies are out here on magnolia street and they have made theiren tension known and up on the porch of the house and has knocked on the door and athounsed to tathoun athounsed announced to the people they need to come to the door or risk being arrested. Prosecutors are saying they are not receiving information that is critical to the investigation and they believe they are entitled to hold that back at this time. Lori laughlins lawyer had access to secret usc documents that included information about the number of students accepted into usc considering vip or whose parents donated at least 50,000. It is 5 47. Biden, buttigieg, klobuchar, sanders, warren and steyer. That debate on cnn at 6 00. President trump changed his explanation for the attack on the iranian general Qassem Soleimani claiming the attack is imminent and now saying his past justified the drone strike tweeting out it doesnt really matter. The generals horrible past was enough. He was backed up by his attorney general bill barr who said the idea of an imminent attack was a red herring. I do believe this concept of imminence is something of a red herring. I think when youre dealing with a shich situation a situation where you already have attacks underway and a campaign involving repeated attacks on american targets, i dont think there is a requirement, frankly, for knowing the exact time and place of the next attack. The changing explanations have opinion tough on people in the Trump Administration who hit the sunday morning shows insisting the imminent claim of attacks were true only to have the president back away from that explanation today. The impeachment trial will have to wait a few more days. We thought nancy pelosi might call for a final vote and deliver the articles of impeachment to the senate today. It looks like it might be wednesday or even thursday. Whether there will be witnesses is still an open question. But four republican senators say they would vote for witnesses. Want to take you back to the breaking news happening in oakland where the women who have taken over a home there illegally, Alameda County sheriffs deputies are there trying to force them out. We saw deputies open the door. Kris sanchez is live to give us an update since we last spoke with you, kris . Reporter the voices in the distance are supporters who are shouting out messages to the Alameda County sheriffs deputies have who gone inside of the house. They are up there on the porch. They had to bust in the door because after announcing they were here to serve the eviction the women did not come to the door as requested by Law Enforcement. So now we know there are several officers who are inside of the house. We dont know what is happening. We cant have we dont have a clear view to see inside of the house. The protesters who had been ringing the house lined up and some of them linked in arms willing to rick their own arrest and have moved out of the perimeter and on this side of the caution tape where we are as well. But we do know there is a heavy Police Presence, the sheriffs deputy presence here on magnolia street and to the end of the block. [ yelling ] well continue to monitor what is going on. It looks like someone is coming out of the door. One person being brought out. It looks like they are being restrained. It is a man, though. We dont see any of the mothers yet. Do we know how many people are in that home . Reporter you know, we know there was two mothers who initially took the house over, occupied the house back in november. It was Dominic Walker and her children and another woman as well. A gentleman walking out in restraints. And youre listening to the protesters right now. [ singing ] and the Alameda County sheriffs deputies are there because of a judges order telling the women to go out of the house. Theyve given them five days to leave the house of which theyve chosen not to do. Kris, did the mothers give any indication of when they leave they would take their bee longings. Maybe their trying to gather their belongings . Reporter no, they knew this would happen any time between when the judge first made the order and the five Business Days that the order required. That is up to friday. So they knew it would be any time. So if they wanted to gather items they could have done it at this point. I suspect that what theyre doing is continuing to resist and we see one of the women coming out now. And at this point the women are comi coming out. Their hands are restrainted behind their back and one saying they dont trust Law Enforcement. [ yelling ] reporter it looks like one more person is coming out. They want to leave on their ownment they are not restrained. Several women though taken with their hands behind their back. We dont know they are under arrest. However they are being taken to one of the waiting vehicles on 30th street. And again, kris, we dont know if the children were inside of the home but previous to this they were there. Reporter we would expect that the children would be inside because the mothers intended to stay. And they said they were going to continue peacefully and nonviolently to remain in the home until they were removed. They did have their children with them and we would expect they would be inside as well. Talked to Dominique Walker yesterday and i asked her what the plan was in the eebt she was arrested and she said she had a plan but did not elaborate on what that plan was. Again we are just outside on magnolia street in oakland and Law Enforcement arrived, alameda count sheriffs deputies arrived around 5 30 this morning. We knew as the judge gave the court order for the mothers to be out of the home within five Business Days and today is the day as it happened. Reporter we see one of the mothers. Hold on one second. We see one of the mothers trying to return back to the property. This is Dominique Walker. And they are asking her to turn back around and return. This is not going theyre asking her to go to the other side of the crime scene tape. All were asking you to do is go on the other side of the tape. Trust me im not please go on the other side of the tape. Im asking you here asking you nicely to go on the other side of the tape. Reporter the woman in the glasses is Dominique Walker, one of the mothers who has been occupying the home innocence november 18th a occupying the home since and shes asked to be to go on the other side of the caution tape. Now was she escorted away with police earlier or how was she able to get back . Reporter you know, im not really positive. It looks like she stepped out of the way. I see her down on 30th street now. Perhaps she did walk out on her own. Im going to take a peek. Im still at the house and will look down over here. Oh, and there are Armored Vehicles here waiting at the ready on 30th street. We saw them taking three people away in handcuffs. Two women and one man and we saw one of the mothers trying to return back to the home as trying to go back in but people supporting those mothers. Protesters or supporters i should call them out there this morning forcing their concerns about what is happening. But a court order told those mothers they have to be out of that home within a within five Business Days. That day is today. And it happened about 30 minutes ago. It is 6 00 now.
